The Office of the Comptroller of the Currency (OCC) says yes, in the sense that all nine of the largest national banks it reviewed had policies or practices that could deny or limit services based on political, religious or social views, or on lawful businesses the banks considered unfavorable. The October 14, 2026 report does not establish that every account closure was political, identify a total number of politically motivated closures, or show that any one bank closed all accounts in a particular lawful industry.
What the October 14 report actually found
The OCC reviewed the nine largest national banks under its supervision for the period from 2020 through September 2025. Its exam covered nearly 100,000 complaints and 420,000 pages of documents. The agency said all nine maintained policies or practices that could deny or limit financial services because of a customer’s political, religious or social views, or because of lawful business activity that the bank viewed unfavorably.

The OCC said it could not comprehensively quantify how widespread debanking was or calculate its total cost. That makes the report strongest as evidence of documented policies, restrictions and cases—not as a prevalence survey showing how many customers were actually dropped.
Which banks were included
The report covered:

The OCC’s public finding applies to the group as a whole. The released material does not provide a comparable count of politically motivated closures for each bank, so it would be misleading to rank these institutions by debanking activity.

What “debanking” means in this report
Debanking is the denial, closure or limitation of banking services. In the OCC’s findings, that can include refusing to open an account, ending an existing relationship, imposing restrictions, or escalating an application for extra approval. An escalated review is not the same outcome as a closure, and a policy allowing a denial is not proof that every customer covered by it was denied.
The report therefore does not prove that every closure at the nine banks was caused by politics. It also does not require banks to accept every applicant. The agency’s concern is that vague political, social or “reputation” judgments could be used against otherwise lawful customers instead of a specific compliance or safety rationale.
Lawful industries the OCC said faced restrictions or extra approval
In preliminary findings released December 10, 2025, the OCC said all nine banks maintained restrictions or escalated approval requirements for certain lawful sectors. Examples included:

In one example, a bank described activities that were legal but “contrary to [the bank’s] values.” The agency treats that kind of values-based rationale differently from a documented finding involving money-laundering controls, sanctions, fraud, or another concrete risk.
Why the political-view claim is contested
Banks have genuine legal and supervisory duties involving anti-money-laundering controls, sanctions screening, fraud prevention, consumer safety and financial soundness. Those duties can lead to enhanced due diligence, limits or an exit from a relationship even when the underlying business is lawful.
The OCC’s criticism is directed at using imprecise “reputation risk” or political and social judgments as an independent reason to restrict a customer. A bank can still make a risk-based decision; the disputed question is whether the reason is a documented compliance concern or a disfavored viewpoint, affiliation or lawful line of work.

Regulatory actions and key dates
October 7, 2025: proposed supervisory change
The OCC and the Federal Deposit Insurance Corporation proposed removing reputation risk from their supervisory programs. The proposal would bar regulators from requiring, instructing or encouraging banks to close or deny accounts or services because of political, social, cultural or religious views, constitutionally protected speech, or solely because a lawful business is politically disfavored. It was a proposed rule, not a statement that every bank closure had violated a final prohibition.

When the OCC released its preliminary findings, Comptroller of the Currency Jonathan V. Gould said, “The OCC is committed to ending efforts – whether instigated by regulators or banks – that would weaponize finance.” The release identified sector restrictions and heightened approvals but did not provide a national count of affected customers.
October 14, 2026: final report release
Gould described the new report in stronger terms: “Today’s report provides irrefutable evidence that the nation’s largest banks have denied, debanked and discriminated against customers and lawful businesses.” That is Gould’s characterization of the evidence. The report itself says the OCC could not comprehensively measure the practice’s prevalence or cost.

Federal fair-banking policy
The OCC’s fair-banking materials cite Executive Order 14331 as establishing a federal policy that no American should be denied financial services because of constitutionally or statutorily protected beliefs, affiliations or political views. The materials also cite a February 2023 case in which a bank declined to serve a public-education organization because its political arm endorsed only Democratic candidates.

The report supports a narrower conclusion than “these banks closed every conservative account.” It documents policies, restrictions, escalated reviews and particular cases that could affect customers because of political or social judgments, as well as lawful sectors commonly associated with conservative political debates. It does not publish a reliable total for customers dropped because they were conservative, liberal, religious, or otherwise politically identified.

It also does not show that every decision involving firearms, energy, digital assets or another listed sector was political. A specific account decision still has to be examined for its stated rationale, the documentation used, and whether the bank applied a compliance standard or a values-based preference.

If a bank restricts or closes your account
Customers and lawful businesses trying to understand a decision can take practical steps without assuming the reason was political:
- Ask the bank whether the action is a closure, a service limitation, or an enhanced-review request.
- Request the written reason and the documents or information needed for a compliance review.
- Keep notices, dates, account statements and correspondence so the sequence of events is clear.
- Provide licensing, ownership, transaction and source-of-funds information that directly addresses the bank’s stated concern.
- Maintain a separate operating account or payment channel where possible so a review does not immediately interrupt payroll or essential bills.
- If the explanation refers only to values, reputation or political sensitivity, record that language when considering a complaint to the appropriate banking regulator or seeking legal advice.
What remains unknown
- No reliable published figure establishes how many customers were actually dropped for political views.
- The OCC did not comprehensively quantify the practice’s frequency or total economic cost.
- The public findings do not provide a bank-by-bank count that would support ranking the nine institutions.
- A policy that permits denial or extra approval is evidence of potential exposure, not proof that every affected applicant was rejected.
Bottom line
The OCC’s report makes debanking a documented regulatory issue: every one of the nine largest national banks it examined had policies or practices that could restrict lawful customers on political, religious, social or sector-based grounds. The evidence is not a count of all politically motivated closures, and it does not replace a case-by-case distinction between legitimate compliance controls and viewpoint- or reputation-based decisions.
