What is the Manufacturing Extension Partnership?
MEP is a federal-state-private partnership administered by the National Institute of Standards and Technology (NIST), part of the U.S. Department of Commerce. Authorized in 1988, it supports small and medium-sized manufacturers through a network of centers across the United States and Puerto Rico. NIST describes its mission as “to enhance the productivity and technological performance of U.S. manufacturing.” (NIST MEP)

Centers help manufacturers address practical business and production challenges, including developing products and customers, entering markets, adopting technology and improving supply-chain value. The services are intended to bring expert assistance to manufacturers that may not have the resources to obtain it on their own.
How MEP is funded—and what elimination would mean

Did Trump cut MEP funding in 2025?
In April 2025, NIST withheld nearly $12.9 million then due to MEP centers in 10 states, according to contemporaneous WIRED reporting. NIST cited a reprioritization toward critical and emerging technologies, WIRED reported. At the time, the article said there was no announced plan to privatize the services or reallocate the withheld money. (WIRED’s April 2025 report)
Was the 2025 withholding reversed?
A later retrospective published by Manufacturing.net in April 2026 says the action affecting 10 state programs was rescinded and funding continued through the end of that fiscal year. (Manufacturing.net’s retrospective) That account means the April 2025 withholding should not be described by itself as a permanent shutdown. The cited retrospective reports the reversal; it does not provide a complete administrative record of how it was carried out.

Is MEP being eliminated now?
The administration’s initial FY2027 budget proposal called for eliminating MEP funding as part of a proposed $993 million reduction to NIST, according to Manufacturing Dive. The proposal characterized MEP as “an underperforming and unnecessary program” and criticized its focus, including what it described as promotion of DEI. That wording is the proposal’s characterization, not an independently established finding. (Manufacturing Dive’s report)

What impact does MEP report?
Manufacturing Dive reported the following NIST MEP figures for FY2024. They are program-reported results; they should not be read as independent proof that MEP caused every reported outcome. (Manufacturing Dive)

MEP is not Manufacturing USA
MEP and Manufacturing USA are separate initiatives, although both are connected to NIST and focus on U.S. manufacturing. MEP is an extension and advisory network serving existing small and medium-sized manufacturers. Manufacturing USA is a network of public-private advanced-manufacturing innovation institutes. NIST’s 2026 strategic plan describes Manufacturing USA goals that include improving U.S. manufacturing competitiveness, moving innovations into scalable domestic production, developing the advanced-manufacturing workforce and maintaining an institute network. What affected manufacturers should watch
- Separate the dates and actions: the April 2025 withholding, its later-reported reversal and the initial FY2027 elimination proposal are distinct events.
