New York’s financial regulator documented a PayPal credential-stuffing incident from December 2022—not a new 2026 warning. The incident involved exposed information in online Form 1099-K documents and affected tens of thousands of consumers, according to a consent order issued in 2025. The order also records a $2 million civil penalty and steps PayPal took in response. Here’s what credential stuffing means, what the regulator found, and how to secure your PayPal account.
Did PayPal warn users about credential stuffing?
The clearest public record is a 2025 consent order from the New York State Department of Financial Services (DFS), describing a security event that PayPal discovered in December 2022. It is not evidence of a new PayPal credential-stuffing alert in 2026. Read the DFS consent order.

On December 6, 2022, a PayPal security analyst found an online message describing a way to view customers’ Social Security numbers. PayPal then discovered that some Form 1099-K documents on its platform displayed customers’ names, dates of birth, and full Social Security numbers without masking them. The next day, PayPal detected a spike in attempts to access its online platform and concluded attackers were using credential stuffing to reach the exposed information.
DFS said the incident affected tens of thousands of consumers; the order does not give an exact count in the passages describing the event. The regulator found weaknesses in how PayPal applied cybersecurity policies, trained and oversaw engineering staff, and protected nonpublic information. The customer accounts accessed during the incident did not require multifactor authentication (MFA).

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
According to the order, PayPal added CAPTCHA and rate limiting to stop automated account access, masked the exposed information, and required password resets for affected accounts. The order records further remediation, including clarified policies, staff training, improved monitoring of production code, and a requirement for MFA on all U.S. customer account logins. DFS imposed a $2 million civil monetary penalty; that figure is the regulatory penalty, not an estimate of consumer losses.
What is credential stuffing?
Credential stuffing is an automated attempt to sign in using usernames and passwords obtained from another source, such as a data breach. Attackers try those stolen credential pairs at other services, betting that some people reused the same password. DFS uses this definition in its consent order; the Federal Trade Commission (FTC) also explains the role of authentication and password security.

- PHISHING-RESISTANT 2FA: Cryptographically binds to real domains, making phishing attacks impossible unlike SMS codes or authenticator apps.
- 3-SIDE CAPACITIVE TOUCH: Tap the end, left, or right side to authenticate, so it works in any orientation or crowded USB port.
- MULTI-COLOR LED INDICATOR: Blue means ready, blinking blue means tap now, green means success, and red means error for instant status feedback.
- IP68 WATERPROOF & BATTERY-FREE: Crush-resistant one-piece construction survives daily carry on a keychain or in a bag for years without any batteries.
- UNIVERSAL COMPATIBILITY: Works with Google, Microsoft, Apple, GitHub, AWS, and any FIDO2 / U2F / WebAuthn service, storing up to 100 passkeys.
It differs from brute-force guessing. Credential stuffing tests known username-and-password combinations; brute force systematically guesses passwords. Automated attempts can be paced to get around simple limits on failed logins, so a service cannot rely on a basic lockout rule alone. For an account holder, the central protection is to make sure a password exposed elsewhere cannot also open PayPal.
How do I protect my PayPal account?
PayPal’s U.S. account-security guidance recommends strong, unique passwords and explains available sign-in protections. Take these steps:
Rank #3
- HARDWARE 2FA AND MFA: FIDO Alliance Certified FIDO2 v2.1 with CTAP2 plus legacy U2F and CTAP1 for strong two-factor login and passwordless sign-in on services that support security keys
- BUILDING ACCESS ON ONE CARD: MIFARE DESFire EV2 4K applet with AES encryption adds office door and physical access control alongside digital authentication
- CERTIFIED SECURE ELEMENT: An NXP Common Criteria EAL6+ certified secure controller and Java Card platform protects your keys on a tamper-resistant chip
- DUAL INTERFACE SMART CARD: Contactless NFC ISO 14443 plus ISO 7816 contact reader support in an ISO 7810 ID-1 format that is passive and needs no battery
- SWISS ENGINEERED DESIGN: Built by Cryptnox as a single card for authentication and access control and backed by a 2 year warranty
- Give PayPal its own password. PayPal recommends at least 12 characters and suggests a passphrase of three or more words. Avoid common phrases and personal details. A unique password limits the damage if credentials from another service are stolen.
- Use a password manager if it helps you keep passwords unique. PayPal says a password-manager app can store and sync passwords. Protect the manager itself with a strong, unique master passphrase.
- Turn on 2-step verification. PayPal’s U.S. security page describes setup using an authenticator app or SMS. A second step makes a stolen password less useful by itself. Never share a verification code: PayPal says it will not ask for one by phone, email, or text.
- Consider a passkey if your account and device are eligible. PayPal describes passkeys as a way to sign in using a device’s biometrics, PIN, or unlock credential. Availability depends on the account and device combination; check PayPal’s current instructions for supported operating systems and browsers.
For accounts that offer the choice, the FTC says an authenticator app or security key is safer than SMS or email codes. SMS can be vulnerable to SIM-swap attacks. PayPal’s U.S. instructions cited here document authenticator-app or SMS setup for 2-step verification, as well as device-based passkeys; they do not establish support for a standalone hardware security key.

Do not click a password-reset link in an unsolicited message. Open a browser and type PayPal’s address yourself, or open the PayPal app, then sign in and check your account. If you did not request a reset, do not share your password or any verification code with the sender. Report suspicious messages through PayPal’s Security Center.
