Microsoft’s OneDrive Fees Explained: What Unlicensed Business Accounts Will Cost in 2026

By TheFinanceBase Team 5 min read

Microsoft is not imposing a new fee on ordinary personal OneDrive accounts. The policy affects unlicensed OneDrive for Business accounts in organizational Microsoft 365 and SharePoint Online tenants. When a user loses a qualifying license or the user identity is deleted while the OneDrive remains, Microsoft’s lifecycle can make the site read-only after 60 days, archive it after 93 days, charge for archived storage, and eventually put the data at risk of deletion.

Microsoft’s documented rates are $0.05 per GB per month for archived unlicensed data and $0.60 per GB reactivated. The archive program began during an earlier rollout; the significant 2026 change is a more formal retention and deletion lifecycle. Exact treatment depends on tenant type, account dates, billing configuration, and Microsoft’s current status for each site.

Who is affected—and who is not

An unlicensed OneDrive account generally belonged to a user whose Microsoft 365 or Office 365 license was removed, or whose Entra ID user was deleted while the OneDrive data remained in the tenant. Common examples include former employees, license-only offboarding, and unmanaged collections of inactive user sites.

  • Affected: OneDrive for Business and SharePoint Online organizational accounts that remain unlicensed.
  • Not affected by this policy: ordinary consumer OneDrive accounts and licensed OneDrive for Business users operating within their entitlement.
  • Separate issue: a licensed account that exceeds its storage quota. That situation has different remedies and enforcement rules.

Microsoft’s support explanation of unlicensed-account behavior is available at Microsoft Support.

The unlicensed-account timeline

Time after license removal or user deletion Typical result
Before day 60 The account may remain usable, depending on tenant state and rollout status.
Day 60 The OneDrive becomes read-only. Users can generally view and download files, but cannot upload or edit normally.
Day 93 The OneDrive enters archive state and is no longer available through ordinary user access.
Up to 365 cumulative unpaid days Data may remain in Microsoft’s retention process, subject to billing, holds, and transition rules.
Applicable deletion threshold The data is at risk of deletion unless the organization licenses, pays, migrates, or takes another supported preservation action.

For accounts that became unlicensed after July 1, 2026, Microsoft says the clock starts when the license is removed or the user is deleted. Accounts already unlicensed and unpaid on July 1, 2026 receive transitional treatment, with deletion risk beginning no earlier than July 1, 2027. Confirm the account-specific status in Microsoft’s current OneDrive unlicensed-account documentation rather than relying only on calendar arithmetic.

Example: an account unlicensed on August 1, 2026

Using Microsoft’s stated thresholds, the account would reach read-only status around September 30, 2026 and archive status around November 2, 2026. Counting conventions and account state can change the exact date, so administrators should verify the live status before acting.

What the fees are

Archived storage

Microsoft lists archive storage at $0.05 per GB per month, shown on invoices at approximately $0.00167 per GB per day. The meter applies to consumed storage in qualifying archived unlicensed OneDrive accounts. Microsoft’s pay-as-you-go meter documentation is at Microsoft Learn.

Reactivation

Microsoft lists a $0.60 per GB charge when an archived account is reactivated through the paid billing route. Its published 1 TB example uses 1,024 GB and therefore shows a $614.40 reactivation charge. A 100 TB archive would be about $5,120 per month at $0.05 per GB. These are Microsoft examples, not guaranteed invoices; billing units, storage consumed, tenant type, account status, and enabled services determine the actual amount.

The tenant-wide billing trap

Enabling billing to recover one archived account can affect the whole tenant. Microsoft says the reactivation fee applies to the selected account, but from that month onward the storage meter also applies to all unlicensed accounts that have been unlicensed for more than 93 days. Inventory the entire population before enabling pay-as-you-go billing.

What administrators can do

  1. Inventory the sites. Record license-removal or deletion dates, consumed storage, business owner, retention status, and legal holds.
  2. Confirm eligibility. Identify whether the tenant is commercial, Education, GCC, DoD, China operated by 21Vianet, or another specialized environment.
  3. Classify each account. Choose re-license, migrate, paid archive, or approved deletion.
  4. Model exposure before billing. Estimate qualifying archived gigabytes across the tenant, not just the site someone wants to recover.
  5. Set cost controls. Configure pay-as-you-go through an Azure subscription when appropriate, add alerts, and review the first invoices.
  6. Document approvals. Involve legal, compliance, records, and the data owner before changing retention or deleting content.

Choosing between licensing, archiving, migration, and deletion

Option Best fit Main trade-off
Reassign a license Files need active editing, collaboration, or a short recovery window. Recurring license cost, but Microsoft says a valid license can restore access without the archive reactivation fee.
Paid archive billing Rarely accessed data must remain inside Microsoft 365. Usage-based charges, tenant-wide storage exposure, and a $0.60/GB reactivation fee.
Migrate or export Important files belong in a current user’s OneDrive, SharePoint, a records repository, backup, or controlled storage. Permissions, metadata, versions, links, retention, and audit trails must be preserved where required.
Delete No business, legal, regulatory, or historical value remains. Deletion is irreversible or difficult to recover; obtain documented approval first.

Unused pooled SharePoint quota does not solve this particular problem. Microsoft states that archived unlicensed OneDrive accounts cannot consume unused SharePoint storage, even where Microsoft 365 Archive is configured.

Retention, legal hold, and eDiscovery

Archived content can remain discoverable through Microsoft Purview eDiscovery and Content Search in relevant circumstances, and search results may be exportable without manually reactivating the account. That does not make the archive free or guarantee indefinite preservation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft says archived accounts under retention or litigation hold can still incur monthly archive charges after billing is enabled. Changes to retention policies can affect archived sites, and an organization should not assume that a hold alone overrides every deletion rule. If the data is ultimately deleted, the held OneDrive content may become unrecoverable even though some hold records remain. Consult legal and records-management teams before altering billing, holds, or disposition.

Do not confuse this with over-quota enforcement

A licensed OneDrive can also become read-only when it exceeds the storage entitlement associated with its license. Microsoft lists remedies such as upgrading the license, reducing storage, buying additional per-user capacity, or using Microsoft 365 OneDrive Storage where available. See the OneDrive for Business over-quota FAQ.

Over-quota enforcement is separate from an unlicensed site’s 60-day, 93-day, archive-billing, and deletion lifecycle. Additional capacity for a licensed user does not automatically replace the unlicensed-account process.

Which cloud environments are covered?

Microsoft’s current documentation says the July 2026 retention-enforcement changes exclude Education, GCC, and DoD customers. Specialized environments, including China operated by 21Vianet, should be checked against their own service documentation. Do not assume that a commercial-tenant rule applies to every Microsoft cloud.

Immediate checklist for an offboarding program

  • Decide whether the departing user’s files are required, transferable, or disposable before removing the license.
  • Assign a business owner and retention category to every retained OneDrive.
  • Export or migrate content while normal access still exists when practical.
  • Track the exact unlicensed date and the Microsoft status of each site.
  • Review all qualifying archived accounts before enabling billing for one recovery.
  • Use Microsoft’s current documentation and tenant controls as the operational authority because rollout dates and labels can change.

Microsoft’s live guidance on lifecycle, billing, Purview, exclusions, and reactivation is at https://learn.microsoft.com/en-us/sharepoint/unlicensed-onedrive-accounts.

The Bottom Line

Microsoft is not charging ordinary personal OneDrive users. It is requiring organizations to make a lifecycle decision about former-user OneDrive data: keep a qualifying license, pay for archive retention, migrate the content, or delete it under an approved records process. The most expensive mistake is enabling billing for one account without first measuring every archived unlicensed site in the tenant.
