Matt Fischer, Apple’s vice president overseeing the App Store, planned to leave the company in October 2024 as Apple reportedly divided App Store responsibilities between its traditional store and alternative distribution. The timing places the personnel change amid pressure from the EU’s Digital Markets Act (DMA), but the European Commission did not publicly say it ordered Fischer’s departure or the internal split.
What happened to Matt Fischer?
Fischer had led Apple’s App Store organization and previously worked on marketing connected with iTunes. A 2024 report said he planned to leave Apple in October, explaining that he had been considering a departure and saw the reorganization as a suitable transition point. The available account does not establish that Apple described his exit as a retirement, nor does it provide a directly verifiable Apple announcement or the full text of his message to employees. Gizchina’s report attributed its account to Bloomberg.

How was the App Store organization reportedly divided?
The reported change separated responsibilities for Apple’s main App Store from a group focused on alternative distribution. It is best understood as a reported management structure, not a published organization chart: reporting on its precise scope, headcount, budget and geographic remit is not available in the cited account.

Carson Oliver was identified as the incoming leader of the main App Store organization. That group would continue overseeing the established store and its distribution and operations.

Alternative distribution
Ann Thai was reported to lead a separate alternative app distribution team. Its subject matter included third-party marketplaces and distribution from developer websites where Apple permits it. Phil Schiller was also reported to have helped prepare Apple’s App Store structure for regulatory changes. These role details come from the same secondary report, not an official Apple leadership announcement.
Why was the EU putting pressure on Apple?
The DMA made Apple’s iOS, Safari and App Store designated gatekeeper services in September 2023; the Commission designated iPadOS in April 2024. Gatekeepers must meet obligations intended to give businesses and users more choice. For app distribution, that includes enabling alternative marketplaces and qualifying web distribution in the EU, and allowing developers to communicate about and steer users to offers outside the App Store. The rules also address user choice over defaults and certain system software. Apple announced EU-specific changes in January 2024, with major iOS and App Store changes applying from iOS 17.4 and iPadOS support from iPadOS 18, according to Apple’s developer documentation. The package included alternative marketplaces, web distribution options, authorization and disclosure flows, and revised developer terms. Apple described the changes in its EU announcement.
What did Apple’s alternative EU terms mean for developers?
Apple’s alternative terms offered a different fee structure, not a blanket EU-mandated cut in App Store commissions. Apple’s documentation describes a 10% commission for many developers and qualifying subscriptions, 17% for other covered transactions, and an optional additional 3% when developers use Apple payment processing under those terms. The same documentation described an initial Core Technology Fee (CTF) of €0.50 per first annual install above one million annual installs for qualifying apps distributed through the App Store or alternative marketplaces. Those figures and conditions belong to the described alternative terms; they are not a universal charge on every EU app download.

Developers therefore have to compare the distribution path and contract terms that apply to their app. Staying with Apple’s standard terms can preserve access to the familiar store infrastructure and discovery, while alternative terms and distribution can add choices about marketplace, payment and customer relationships. Those options also bring compliance, security, support, fraud-prevention and user-acquisition responsibilities. The fee structure can be particularly consequential for an app with many installs relative to its revenue, because install volume and monetization do not necessarily rise together.
Apple’s developer page says it planned a single EU business model from January 1, 2026, with a Core Technology Commission (CTC) replacing the CTF framework in specified circumstances. Because the terms depend on contract choice and applicable conditions, developers should consult the current Apple documentation before making a financial decision; the initial CTF description should not be treated as a complete statement of every later arrangement.

Why did the Commission remain dissatisfied?
In March 2024, the Commission opened non-compliance investigations involving Apple and other companies. In June it said Apple’s App Store rules preliminarily restricted developers from freely steering consumers to alternative offers and channels, and opened a further investigation into alternative distribution terms, including the CTF, eligibility requirements and related conditions. These were regulatory findings and investigations, not a public claim that the Commission had directed Apple’s personnel decisions. On April 23, 2025, the Commission said it had closed its investigation into Apple’s user-choice obligations while issuing preliminary concerns about alternative distribution. It cited the CTF, strict eligibility rules and an installation process it considered burdensome and confusing for users. That is the Commission’s assessment, not proof that every alternative installation is unsafe or that Apple’s controls have no security rationale. Apple has argued that its fees and controls support platform technology, security review, malware and fraud prevention, distribution infrastructure, privacy and trust; the policy dispute is whether the resulting terms make alternatives genuinely usable or preserve the practical dominance of the App Store. The Commission’s 2025 update sets out its position.

What changed for developers and iPhone users?
For developers
- EU developers gained additional distribution and payment possibilities, as well as more scope to communicate external offers, subject to Apple’s terms and the DMA framework.
- Choosing an alternative route can mean taking on operational responsibilities for compliance, security, customer support, refunds, moderation and user acquisition; the exact duties depend on the route and role.
- Apple’s authorization, notarization, disclosures and eligibility controls remain part of its alternative-distribution system. The DMA changes did not create unrestricted installation without platform rules.
For users
- People in the EU gained access to third-party marketplaces and qualifying web distribution, alongside additional disclosures and authorization steps for installs outside Apple’s App Store.
- Apple’s changes also included more choice in some default-browser and default-app settings. The scope of these changes is not global: the cited Apple terms concern the EU, and the traditional App Store model remains the norm elsewhere.
What the reorganization does—and does not—show
The reported split suggests that managing alternative distribution had become a distinct operational concern for Apple. It does not establish that the EU forced Fischer out, dictated Apple’s reporting lines, or that Apple accepted the Commission’s preferred interpretation of compliance. Nor does formal availability alone show that alternative marketplaces will attract developers or users: fees, eligibility, installation friction, safety responsibilities and customer acquisition all shape whether an alternative is practical.
