Life Insurance Needs Analysis: Questions to Ask Before Recommending Coverage

A sound life-insurance recommendation starts with a needs analysis, not an income multiple. Identify who depends on the insured, which costs would remain after death, what coverage and assets already exist, how long the need is likely to last, and what premium and policy structure the household can sustain. The result is a documented coverage objective that can be matched to a policy.

This is general U.S. consumer information based on National Association of Insurance Commissioners (NAIC) guidance. State rules, underwriting, exclusions and policy contracts vary, so an individual recommendation requires a licensed professional who can review the applicant’s circumstances and the actual contract.

What a life-insurance needs analysis is meant to establish

The analysis estimates the financial gap that would exist if the insured died, then tests whether a proposed policy closes that gap for the appropriate period at an affordable cost. It should account for both money the insured earns and services the insured provides. Childcare, household management and other unpaid support can create a replacement cost even when the person has little or no wage income.

The NAIC’s Life Insurance Buyer’s Guide and consumer life-insurance page frame the conversation around six practical questions. They are a starting point for gathering facts, not a universal formula. The reviewed NAIC materials do not endorse a fixed income multiplier or one calculation that applies to every household.

“Does anyone depend on me financially?”

List every person who would lose financial support or essential services if the insured died. Include children, a spouse or partner, dependent parents and other relatives. Record each person’s age, current dependence and the event that would end or reduce the need—for example, a child finishing education or a parent moving to another source of care.

Measure income and services separately

Ask how much of the household’s income comes from the insured and whether that contribution is expected to rise, fall or stop. Then describe nonfinancial services: daily childcare, transportation, cooking, home maintenance, care for an adult dependent or management of a family business. A surviving household may need to buy those services, reduce working hours or change housing if they disappear.

Document the support period

For each dependent, write down how many years support is expected to continue and what would change it. A surviving spouse may need income until retirement; a child may need support through a stated education plan; a dependent parent may need care for an uncertain period. This timeline later determines whether a temporary or lifetime benefit is appropriate.

“How much of the family income do I provide?”

Use pay records, business income, bonuses that are reasonably expected, employer benefits and recurring transfers to show the insured’s contribution. Do not treat gross salary as the exact amount a survivor would need: taxes, personal spending and existing household income affect the replacement gap. Capture irregular income separately so the recommendation does not rely on an amount the family cannot count on.

Include benefits that could stop at death, such as employer-paid health coverage, retirement contributions or a business owner’s labor. If the insured’s work makes it possible for another adult to earn income—for example, by providing childcare—the analysis should show that indirect effect rather than looking only at the paycheck.

“How will my family pay my final expenses and repay debts after my death?”

Separate one-time obligations from continuing support. Ask for current balances, payment terms and who is legally responsible for each item.

  • Final medical, funeral and burial or cremation expenses.
  • Mortgages, home-equity balances, credit cards, personal loans and cosigned debts.
  • Education loans, including any obligation that would remain with a cosigner or estate.
  • Continuing housing, utilities, food, transportation, insurance and other monthly bills.
  • Childcare, eldercare and education costs that would arise after the death.
  • Potential estate or settlement costs identified with the family’s tax or legal advisers.

Give each cost a duration

Mark whether an expense is paid once, continues until a balance is extinguished, or is an ongoing household need. A mortgage may be repaid early, while childcare may decline as children become independent. Education funding may be a defined future expense. This prevents a single lump-sum estimate from obscuring when money is actually needed.

The NAIC lists final expenses, debt repayment, support for remaining family members, childcare, monthly bills, education costs and possible estate taxes among the items to consider. Its purchase guidance is available at “Want to purchase life insurance? Here are tips to help you through the process.”

“Do I have life insurance through my employer, and is it enough to meet my financial obligations?”

Inventory every existing resource before proposing new coverage. For each individual policy, record the death benefit, owner, insured, beneficiary, premium, renewal or maturity terms and any outstanding loans. For employer coverage, confirm the benefit amount, whether it is a multiple of salary, when it ends and whether any conversion or portability feature is available.

Test employer coverage for continuity

Employer insurance may be smaller than the family’s obligation and may not continue when employment ends. Ask the plan administrator for the summary plan description and the deadline for conversion or portability. Treat a benefit that depends on keeping a particular job as a separate, less-certain resource from an individually owned policy.

Subtract resources carefully

List savings and other liquid assets that the household could realistically use after death, distinguishing emergency reserves from retirement funds or property that may be difficult to sell. Existing coverage and assets can reduce the new benefit needed, but they should not be counted twice or assumed to be available without taxes, penalties or market risk.

Protect against replacement gaps

Never cancel an existing policy merely because a new illustration looks better. New underwriting can result in a higher premium, exclusions, a lower rating or a declined application. Keep the current policy until the replacement has been issued, accepted and put in force, and the household has confirmed what rights and values would be lost. The NAIC discusses replacement and policy-type decisions in its October 12, 2026 consumer article on choosing a type of life insurance.

“Will these financial obligations change over time?”

Build a timeline instead of treating today’s balance sheet as permanent. Ask when dependents may become self-supporting, when a mortgage or other debt is scheduled to end, whether income is likely to change, and whether a survivor’s housing or work plans would change after the death. Revisit the analysis after marriage, divorce, birth or adoption, a major loan, a job change, business formation, retirement planning or a substantial change in health or assets.

A declining obligation may call for a smaller benefit later, while inflation, a new child or a business succession need may increase it. The recommendation should state which assumptions would trigger a review rather than implying that one amount is correct forever.

“In how many years do you anticipate the need for death benefits?”

Match the coverage period to the longest material obligation identified. Term insurance covers a set period and can fit a limited-time need such as a mortgage or the years until children are independent. A lifetime policy may be considered when a death benefit is intended regardless of when death occurs, but its cost and contract mechanics require a different affordability analysis.

What premium and policy features can the household sustain?

Ask what premium is affordable in an ordinary month, not just during a good income year. Test the payment against existing obligations, emergency savings, likely income changes and the possibility of unemployment or retirement. A policy that lapses because premiums become unaffordable does not solve the identified need.

Explain the premium path

State whether premiums are level, scheduled to increase, or subject to contract conditions. Show what is due now and later, and identify any payment period or renewal point. A low initial premium is not comparable with a higher level premium unless the full payment path and intended duration are shown.

Distinguish guarantees from projections

For every proposed policy, identify which premium, death benefit and policy values are guaranteed by the contract and which depend on non-guaranteed assumptions. Use the actual policy illustration and contract language. Do not describe projected cash value, dividends or future costs as certain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand cash value and mechanics

Term coverage generally has lower early premiums and no cash value. Cash-value insurance includes a savings feature and tends to cost more. Loans, withdrawals, surrender charges, credited interest, policy expenses and lapse rules can change the net benefit and must be explained from the specific contract rather than generalized across products.

Early premium pattern Generally lower early premiums Tends to cost more
Cash value No cash value Includes a savings feature
Best fit to test Limited-time obligation or a specific need such as a mortgage Need for cash-value features and a premium commitment that can be sustained under the contract terms

A step-by-step needs-analysis workflow

  1. Define the household. Name the insured, dependents, other earners, people receiving services and anyone whose care would be affected by the death.
  2. Measure support. Record wages, business income, benefits and the replacement cost of unpaid services, then assign an expected support period to each dependent.
  3. List obligations. Separate final expenses, debts and other one-time costs from monthly support, childcare and education. Attach a payoff date or duration where one is known.
  4. Inventory offsets. Verify savings, individual policies and employer coverage. Confirm employer eligibility, duration and portability rather than assuming the benefit follows the worker.
  5. Map future changes. Note events that could shorten, extend or increase the need, and set a date or trigger for review.
  6. Set the coverage period. Choose a period that reaches the longest material obligation, or document why lifetime protection is being considered.
  7. Test affordability and mechanics. Review the complete premium path, guarantees, exclusions, cash-value terms, lapse risks and any policy loans or surrender charges.
  8. Compare and document. Present similar policies on the same assumptions, show what the recommendation covers and leaves uncovered, and record why the selected structure fits the stated need.

How to compare two or more policy options

Comparison is meaningful only when policies are evaluated against the same need, coverage period and underwriting assumptions. Use the following axes:

  • Duration: Does the policy last through the identified period, or is lifetime protection actually intended?
  • Premium path and affordability: What is payable now, what could be payable later, and can the household sustain it?
  • Guarantees and uncertainty: Which premiums, benefits and values are contractually guaranteed, and which can change?
  • Cash value and mechanics: Is there a cash-value component, and what do the year-by-year contract illustrations show?
  • Existing coverage and replacement risk: What benefit, guarantees or accumulated values would be surrendered, and is the new policy already in force?
  • Insurer and comparison: Compare similar policies across companies and check the insurer’s financial stability. A licensed agent or state insurance department can address jurisdiction-specific questions.

Do not compare a short-term policy with a lifetime policy solely by first-year premium. They may be solving different problems, with different guarantees and obligations.

Common needs-analysis errors

  • Using a fixed salary multiple as the answer. A multiplier can omit debts, services, existing assets and the duration of support; the NAIC materials do not establish one universal multiple.
  • Counting employer insurance as permanent. Employment changes can end or reduce the benefit, and portability may be limited.
  • Ignoring unpaid work. Replacing childcare or household services can be a major survivor expense even when the insured earns no wage.
  • Mixing one-time and recurring costs. A final-expense estimate should not be presented as if it funds years of monthly support.
  • Treating illustrations as guarantees. Non-guaranteed values can change; only the contract establishes guaranteed terms.
  • Choosing a term without checking the end date. A policy that expires before a mortgage, dependent-care need or other obligation ends may leave a gap.
  • Replacing coverage too early. The new policy may be more expensive or unavailable after underwriting, and surrendering the old contract can eliminate valuable rights.
  • Failing to revisit the analysis. Family composition, income, debt and employer benefits change, so the documented assumptions need a review trigger.

When to seek licensed and state-specific help

A licensed agent can obtain underwriting offers and explain policy provisions, while a state insurance department can answer questions about local rules, licensing and complaint processes. Tax, estate and business issues may require a qualified tax or legal professional. Ask each professional to separate guaranteed contract terms from assumptions, disclose conflicts or compensation where required, and provide policy documents for review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The finished analysis should allow another reader to see who is protected, which obligations are covered, what resources were deducted, how long the benefit is expected to last, what the premium could become and which assumptions would require a new review. That record is more defensible and more useful than a recommendation based on a single income multiple.
