Shivakumar said on 14 October 2026. The announcement is an intention to submit a proposal—not a Council decision—and no transfer amount, percentage, formula or start date has been announced.
What Karnataka announced
Shivakumar made the announcement after a meeting on decentralisation and local-government finances. He said Karnataka would submit a proposal seeking GST revenue for both categories of local government: Gram Panchayats and other rural bodies, as well as municipalities and other urban bodies.

The proposal was presented alongside measures to strengthen Gram Panchayat finances, improve decentralised governance and review administrative reforms. It does not yet create a payment entitlement. A formal state submission, followed by consideration and a recommendation from the GST Council, would be required before any arrangement could operate.

The chief minister’s statement
“He also said the state would submit a proposal to the GST Council seeking a share of GST revenue for rural and urban local bodies,” the announcement reported by ANI said.

Why Gram Panchayat finances are part of the discussion
The meeting addressed a reported decline in Gram Panchayat revenue after the Karnataka Industrial Areas Development Board took back the power to levy taxes on industries from Gram Panchayats. That change reduced a local source of receipts and has made the question of dependable funding more urgent for village administrations.
Shivakumar also referred to an existing provision in the relevant Act: 30% of property tax collected by the authority is to be shared with Gram Panchayats. Officials were asked to provide records showing how much tax had been collected and how much had actually been transferred. Those records could help the state identify whether the statutory share is being calculated and paid as intended, separately from any future GST transfer.

How the proposal fits Karnataka’s fiscal picture
State GST is already a major part of Karnataka’s own-tax revenue. The figures below are estimates or recommendations identified for the periods shown; they are not amounts earmarked for local bodies under Shivakumar’s proposal.

The Finance Commission recommendations are distinct from a GST revenue share. A local body could therefore receive Finance Commission grants while the state separately seeks a GST-linked transfer mechanism.

Has the GST Council approved the plan?
No. The GST Council’s 57th meeting was held on 8 October 2026 under Union Finance Minister Nirmala Sitharaman, with Karnataka among the participating states. The published recommendations cover registration, returns, refunds, adjudication, tax clarifications and trade facilitation. They do not report approval of a Karnataka plan to share GST with local bodies.
Shivakumar’s announcement came on 14 October, six days after that meeting. The timing means the proposal was not part of the measures listed in the 57th-meeting release. It would need to appear in a later Council agenda or recommendation to move beyond an announcement.

What has not been decided
The state has not publicly specified the design of the proposed transfer. The unresolved points include:
- the percentage or rupee amount of GST to be shared;
- the revenue base and accounting period used to calculate a transfer;
- how funds would be divided between rural and urban local bodies;
- whether allocations would use population, area, performance, need or another formula;
- the legal changes, government orders or rules needed to implement the plan;
- the timetable for the first payment; and
- how the transfer would interact with Finance Commission grants and existing state-level tax-sharing arrangements.
Until Karnataka files a formal proposal, these are policy questions rather than settled entitlements.

What a GST-linked transfer could change for local governments
A regular, formula-based transfer could make it easier for panchayats and municipalities to prepare budgets for services such as roads, sanitation, water and local administration. The practical value would depend on whether payments are predictable, whether the formula protects smaller bodies and whether local governments can see the calculation behind each allocation.
The proposal also raises an accountability question. Karnataka is already seeking records on property-tax collections and the statutory Gram Panchayat share. Any GST arrangement would need similarly clear reporting: the amount assigned to each tier, the date it is credited and the conditions attached to its use. Without that information, a headline allocation would not show how much money reaches an individual local body.
What happens next
- Formal submission: Karnataka would need to put its request, proposed legal mechanism and allocation formula before the GST Council.
- Agenda and examination: The Council would have to list and examine the request; any published agenda or papers should reveal the proposed percentage and distribution method.
- Recommendation: A Council recommendation would establish the agreed tax treatment or sharing framework, if members support it.
- State implementation: Karnataka would then need to issue the rules, accounting instructions and reporting requirements needed for transfers to rural and urban bodies.
- Local disbursement: Payments and collection records would show whether the arrangement is operating as approved.
What residents and local representatives should take from the announcement
Karnataka has signalled that it wants GST revenue to become an additional funding channel for local governments, while also examining existing property-tax sharing. No GST money has been approved for panchayats or municipalities under this announcement. The meaningful test will be the state’s written proposal and any subsequent GST Council recommendation, not the 14 October statement alone.
