Japan named Garantex Europe OU—with “Garantex” listed as an alias—in Ukraine-related measures announced on October 2, 2026, under the Foreign Exchange and Foreign Trade Act. Payments and specified capital transactions involving entities and individuals on the list are subject to a permission system; the notice does not establish a blanket worldwide asset freeze.

What Japan listed

The Japanese Ministry of Foreign Affairs’ Appendix 1 identifies Garantex Europe OU as entity number 402 and gives Garantex as its alias. The designation applies to the named legal entity; the appendix does not establish that every Garantex-branded company or affiliate was listed.

What restrictions apply

Under the announced measures, payments to listed Russian entities and individuals are subject to a permission system. A permission system also applies to capital transactions with them, including deposit, trust and money-loan contracts. Because Garantex Europe OU appears on the list, it is covered by these listed-entity measures.

This describes Japanese legal requirements, not a claim that every transaction is automatically prohibited or that assets everywhere in the world are frozen. The notice’s restrictions concern payments and specified capital transactions involving listed parties.

When the measure was announced

The Ministry of Foreign Affairs published the measures on October 2, 2026. The available notice establishes that announcement date; it does not supply a separate Garantex-specific start date in the material describing the designation.

Other measures in the announcement

The Garantex listing was one part of a broader package. Japan’s October 2 announcement covered:

  • 33 Russian entities and nine individuals under Ukraine-related measures.
  • Export prohibitions involving four designated entities in countries other than Russia and Belarus.
  • Service restrictions and certain capital-transaction restrictions involving 35 named vessels.
  • Additional prohibitions on exports to Russia of items that could contribute to enhancing Russian industrial capabilities.

A transition provision in the vessel section concerns services or performance of obligations on or after October 2, 2026. It excepts certain obligations under contracts concluded before that date if performed before November 1, 2026. That vessel-specific provision should not be treated as an exception for Garantex’s listed-entity restrictions.

Why Japan says it acted

Japan said the measures respond to the international situation surrounding Ukraine, contribute to international efforts toward peace and a resolution of the issue, and align with measures taken by other major countries. This is the government’s stated rationale for the package. The reviewed announcement and list do not provide a separate explanation specifically for naming Garantex Europe OU.

What the designation does—and does not—establish

The primary evidence is Japan’s Ministry of Foreign Affairs announcement and its appendix, which identify the listed entity, entry number and alias. Interfax reported on the broader package on October 2, but its report does not mention Garantex; it is context for the package, not the source for this specific listing. OpenSanctions also records a Japan sanctions-list entry dated October 2, 2026, but the Japanese government appendix is the authoritative record.

The reviewed sources provide no Garantex-specific transaction-volume or impact figure. The package-wide counts describe the scope of Japan’s announcement, not the individual economic effect of this designation.
