Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsTo trace political spending through a nonprofit or LLC, begin with the payment record, identify the recipient, then connect that entity to its federal tax and campaign-finance filings. Compare committee IDs, EINs, addresses, officers, dates, amounts and stated purposes across records. A name match alone does not prove that two filings describe the same organization or that a nonprofit’s donor financed a particular advertisement.
The trail may end at a reported transfer rather than an original donor. Federal records are useful but not complete: state and local disclosure rules differ, and privacy rules can keep some contributor information out of public filings. The defensible result is a documented chain that separates what the records establish from what remains unknown.

What a public record can—and cannot—show
Political-money investigations often involve three different events that are easy to conflate:
- Spending: a committee or political organization pays for an advertisement, mailer, consultant or other activity.
- A transfer: one organization sends money to another organization, which may later spend it.
- An original contribution: a person, company or other entity provides money to the organization in the first place.
A filing can document one event without identifying the next one. For example, a Form 990 may show that a nonprofit transferred money to a political organization, while the nonprofit’s public records do not identify the people who donated to it. Treat each link as a separate proposition and label it as confirmed only when the records support it.

Step 1: Define the transaction before searching
Capture the transaction exactly as it appears in the original filing or database. Create a contemporaneous record containing:
- the recipient’s complete reported name;
- the amount and currency, if shown;
- the transaction date and the filing period covering it;
- the description or purpose;
- the committee or organization identifier, if one is listed; and
- the filing page, schedule, line or transaction entry where you found it.
Preserve a copy or stable reference to the original document. A later amended filing can change an amount, date or description, so note which version you used. Do not begin by assuming that an advertisement’s sponsor, a similarly named nonprofit and an LLC are the same entity.
Step 2: Confirm a federal committee’s identity
When the recipient is a federal political committee, use the Federal Election Commission’s public-records guidance to locate the committee record, registration details and financial summaries: How to research PACs, parties and other committees.
Compare more than the displayed name. The useful identifiers include the committee ID, treasurer, address, registration information and the reporting period. The FEC record can establish that a particular committee received or spent a reported amount; it does not automatically establish who supplied money to an intermediary outside that committee.
Use identifiers to avoid false matches
Record name variations, abbreviations and former names, but do not merge them without corroboration. An address shared by two entities may reflect a registered agent, a law firm or a temporary office. An officer’s name can strengthen a connection, while a different EIN or committee ID can disprove one. Keep the original spelling and the normalized version in your notes so another reporter can reproduce the search.
Step 3: Retrieve the nonprofit’s Form 990 and Schedule C
If the transaction recipient is tax-exempt, obtain the relevant Form 990 and all available attachments for the year covering the transaction. The IRS Schedule C instructions explain that specified 501(c) and 527 organizations use Schedule C to provide additional information about political campaign or lobbying activities. Read the instructions for the applicable form year at Instructions for Schedule C (Form 990) (2025) and consult the 2025 schedule itself at 2025 Schedule C (Form 990).
The relevant part of Schedule C depends on the organization’s classification and the activity it reports. Review the sections that apply to the filer for entries such as:

- political campaign activities or expenditures;
- transfers to political organizations;
- payments made on behalf of a political organization; and
- reported joint-venture or similar arrangements involving political activity.
Do not treat the presence of Schedule C as proof that every political payment is listed there. The schedule is an additional disclosure attached to Form 990, and the applicable questions differ by filer type and activity. Compare the amount, date, recipient and purpose in Schedule C with the expenditure or transfer record you started with.
Check classification before interpreting the answer
Read the organization’s classification on Form 990 and the instructions for that filing year. A 501(c) charity, a social-welfare organization and a section 527 political organization can have different reporting obligations. The form’s classification tells you which Schedule C questions and other attachments are relevant; it does not, by itself, identify the organization’s donors.
The IRS Form 990 instructions also explain a key LLC point: “A single-member LLC is treated generally as a disregarded entity of its sole member/owner unless it elects to be treated as a separate association.” See Instructions for Form 990 (2025). That tax treatment can affect which entity’s filing contains the activity.
Step 4: Understand Schedule B’s donor-privacy boundary
Schedule B is the contributor schedule, but its public availability differs by tax status. The IRS instructions state that contributor information is generally not open to public inspection for organizations filing as 501(c)(3) entities. For section 527 organizations filing Form 990 or Form 990-EZ, Schedule B is open to inspection. The current instructions are at Instructions for Schedule B (Form 990).
This distinction changes the endpoint of a trace:
- If a 501(c)(3) publicly reports a transfer to a political organization, the public record may identify the transfer but not the charity’s underlying contributors.
- If a qualifying section 527 organization files Form 990 or 990-EZ, its public Schedule B may disclose contributors subject to the applicable rules.
Do not infer a donor from the absence of a public Schedule B or from a donor list found in an unrelated document. Missing information is a disclosure boundary, not evidence that a particular person or company supplied the money.
Step 5: Search section 527 political-organization filings
An entity that functions as a political organization may have filings separate from Form 990. The IRS describes political-organization registration and reporting at Political Organizations. Most tax-exempt political organizations must file periodic reports of contributions and expenditures on Form 8872; the filing requirements are explained at Filing requirements for political organizations.
Search for Form 8871, the political-organization notice, and Form 8872 reports where the entity may qualify as a section 527 organization. Match the reporting period to the transaction date. A Form 8872 entry can show money received or spent by the political organization, but it does not necessarily reveal an earlier donor if the payment arrived through another entity or if a different disclosure rule applies.

Step 6: Resolve an LLC’s federal tax classification
An LLC’s legal name does not tell you how federal campaign-finance rules treat its contribution. The FEC explains that an LLC is treated as a corporation or a partnership for contribution limits and prohibitions, depending on its federal tax classification. Use the FEC’s guidance at Partnership and LLC contributions.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Before drawing a conclusion, examine the contribution record and any associated reporting for information about whether the LLC is treated as:
- a corporation, which is subject to the federal rules applicable to corporate contributions; or
- a partnership, which can involve attribution among partners under the applicable FEC rules.
Do not assume that the LLC name identifies its owners, the source of its cash or the person who authorized the contribution. If the record does not state the classification or attribution, report that limitation and avoid assigning the payment to an owner merely because the owner’s name appears in a business document.
Which record answers which question?
| Record | Entity or classification | What it can establish | Important limit |
|---|---|---|---|
| FEC committee record and reports | Federal PAC, party or other committee | Committee identity, treasurer, address, identifiers and reported receipts or spending | Does not automatically identify the original source behind an outside intermediary |
| Form 990 with Schedule C | Specified 501(c) and 527 organizations, according to the applicable instructions | Reported political activity, expenditures, transfers and certain arrangements | Applicable questions vary by filer and activity; it is not a universal donor list |
| Schedule B attached to Form 990 or 990-EZ | Tax-exempt organization contributors | Contributor information when the schedule is open to public inspection | Generally not public for 501(c)(3) filers; public treatment differs for section 527 organizations filing Form 990 or 990-EZ |
| Form 8871 and Form 8872 | Section 527 political organizations | Political-organization notice and periodic contributions or expenditures | Does not guarantee disclosure of an earlier donor outside the reported transaction |
| LLC contribution record | LLC classified under federal tax rules | Reported contribution and, when provided, classification or attribution information | The legal name alone does not establish owners or funding source |
| State or local election filing | Committee or spender under that jurisdiction’s law | Jurisdiction-specific spending and contributor information | Requirements and portals vary; a federal search is not a complete state or local search |
Step 7: Link entities with corroborating identifiers
Build the connection one identifier at a time. The strongest links usually combine several independent fields:
- EIN: compare the employer identification number on tax filings when it is disclosed.
- Committee ID: use the FEC identifier rather than relying on a committee’s public name.
- Address: compare street address, suite and jurisdiction, while allowing for registered-agent addresses.
- Officers and treasurers: look for the same people in the relevant filings and note their roles and dates.
- Dates and amounts: check whether a transfer occurred before the political expenditure and whether the amounts reconcile.
- Stated purpose: compare descriptions such as an advertising contract, grant or political transfer, without treating similar wording as identity proof.
- Filing chronology: align the organization’s tax year, FEC reporting period and the date the payment was actually made.
Use confidence labels in your notes. “Confirmed” means the records share identifiers or an explicit statement that supports the connection. “Possible link” means the names, addresses or timing are suggestive but a key identifier is missing. “Unresolved” means the available filings do not establish that the entities are related.

First decide which government level regulates the spending. A federal committee’s report will not necessarily capture a state ballot measure, a city election or an issue advertisement that falls outside the federal filing system. State and local filing duties, definitions and search portals vary, and they can change by election cycle.
Identify the jurisdiction from the candidate, ballot measure, office sought, spender and location of the activity. Then consult that election authority’s current instructions before claiming that a report was required or that your search was comprehensive. If no applicable state or local record is located, say which jurisdiction you searched and what remains unverified; do not convert a federal absence into proof that no spending occurred.

Maintain an evidence log that another reporter can audit
A simple evidence table prevents a plausible narrative from outrunning the documents. For every record, capture:
| Field | What to enter | Why it matters |
|---|---|---|
| Source and URL | Exact official page or filing link | Allows independent retrieval and preserves the source version |
| Entity name and identifier | Reported name, EIN, committee ID and classification | Distinguishes similarly named organizations |
| Event | Receipt, expenditure or transfer | Prevents unlike transactions from being treated as the same fact |
| Date and period | Transaction date and filing year or reporting period | Shows whether money could have moved in the claimed sequence |
| Amount and description | Exact amount and reported purpose | Supports reconciliation and exposes unexplained differences |
| Page, line or entry | Location within the filing | Lets an editor or reader verify the quotation |
| Conclusion level | Confirmed, possible link or unresolved | Keeps the story’s language proportional to the evidence |
Common failure modes and how to correct them
Equating a transfer with a donor
Problem: A nonprofit’s transfer to a political organization is described as proof that a named donor funded the campaign.
Free tools Windows power users keep installed
One-click scans. No signup required.
Correction: Report the transfer as a transfer. Search the filer’s applicable contributor records, explain any Schedule B privacy rule, and identify the donor only if a public filing directly supports that conclusion.
Searching only one database
Problem: A reporter finds an FEC expenditure and stops, or searches Form 990 without checking campaign-finance records.
Correction: Start with the recipient and search complementary systems: FEC records for federal committees, Form 990 and Schedule C for relevant tax-exempt organizations, and Form 8871 or 8872 where a section 527 political organization may be involved.
Treating an LLC name as an ownership record
Problem: The LLC’s contribution is attributed to a person or parent company solely because the name resembles that business.
Recommended Free Tools
Correction: Resolve the LLC’s federal tax classification and review the associated contribution reporting. If attribution is not reported, state that the legal name does not establish ownership or source.

Using the wrong filing year
Problem: A current instruction or form is applied to a transaction filed under an earlier year, or an amended report is overlooked.
Correction: Match the form instructions and reporting period to the transaction. The IRS pages linked above provide 2025 instructions; verify the current form year close to publication.
Assuming federal records cover every political ad
Problem: A federal database search is presented as a complete search for state or local spending.

How to write the final finding
End the investigation with two clearly separated statements. First, state what the records establish: for example, a committee reported paying a named vendor on a particular date, and a nonprofit reported a transfer to a political organization in a specified filing period. Second, state the unresolved link: the public filings do not identify the nonprofit’s 501(c)(3) contributors, or the LLC’s classification and attribution are not disclosed in the records you located.
Use “the record shows” for a reported fact and “may indicate” for an unresolved connection. Do not call a donor identified when the documents show only an intermediary, and do not describe a search as comprehensive unless you have checked every relevant jurisdiction and filing system.
Quick Recap
Reporter’s final checklist
- Have you preserved the original transaction, amount, date, description and filing location?
- Have you confirmed the recipient with an FEC ID, EIN, address, officer or another independent identifier?
- Did you obtain the relevant Form 990 and review the applicable Schedule C section?
- Did you check whether Schedule B is publicly inspectable for that organization’s classification?
- Could the entity be a section 527 political organization requiring Form 8871 or periodic Form 8872 reports?
- If an LLC contributed, did you resolve its federal tax classification before interpreting the payment?
- Have you compared dates, amounts, purposes and identifiers across every linked record?
- Did you identify the federal, state or local jurisdiction and search the appropriate authority?
- Does your wording distinguish a confirmed link, a possible link and an information gap?
