How to Read Your Ohio Electric Bill and Understand Each Charge

Start with five details on your bill: the service dates, electricity use in kilowatt-hours (kWh), whether the meter reading was estimated, the total due, and your usage history. Then separate supply charges, which pay for electricity generation, from delivery charges, which pay to move it to your home. The Price to Compare helps you evaluate generation offers; it is not the price of every charge on the bill.

Start with the billing period, usage and amount due

Find the dates covered by the bill, the current charges, any credits or prior balance, the due date and the total amount due. Ohio’s electric-utility rules require bills to include key billing and account information, including service-period dates, meter readings, identification of estimated readings, payment information and consumption history. Residential bills must be due at least 21 days after the postmark date; see Ohio Administrative Code Rule 4901:1-10-22.

Usage is usually shown in kWh, a measure of energy consumed during the billing period. Check the period’s length as well as the kWh: a longer billing cycle can show more total use even if your day-to-day habits have not changed. Compare with the prior month and, if available, the same period a year earlier; weather can also affect usage.

Check whether the meter reading was estimated

An “estimated” reading means the utility calculated usage rather than using an actual reading for that billing period. Ohio rules require estimated bills to be identified, and utilities must publish a bill calculator. The Ohio Consumers’ Counsel (OCC) says that when readings are estimated for more than two consecutive months, customers may request two actual readings per calendar year. Some customers may be able to submit a reading themselves, but acceptance and the process depend on the utility; confirm before relying on a customer-submitted reading. OCC’s Your Electric Bill Made Easy explains the reading and billing basics.

Separate electricity supply from delivery

Your bill may combine charges for generating electricity with charges for delivering it. The OCC describes three functions: generation produces the electricity; transmission moves high-voltage power to local distribution systems; and distribution carries it over local wires and equipment to your home. Distribution rates are set by the Public Utilities Commission of Ohio (PUCO), while OCC says transmission is federally regulated. The amounts and labels on a specific bill depend on the utility and supply arrangement.

OCC’s bill explainer groups common charges into four categories. They are a useful guide, not an exhaustive statewide list: utilities may use different labels and add company-specific riders, charges or credits. Check the definitions printed on your bill or provided by your utility.

Charge What it pays for How to read it
Customer charge A fixed monthly charge associated with equipment, maintenance and connection to the grid. It generally does not fall just because you use fewer kWh.
Generation service The electricity supply. It may come through the utility’s standard offer, an alternative supplier or an aggregation program. Often usage-based; check the applicable rate and supplier terms.
Transmission service Moving high-voltage electricity to distribution lines. OCC describes this as a usage-based charge and classifies it as delivery.
Distribution service Local delivery over wires and equipment such as substations and meters. OCC describes this as usage-based delivery service. Utility riders or other items may appear separately.

OCC’s 2026 Ohio bill explainer estimates that generation typically makes up about half of a bill and that transmission together with other delivery costs typically account for about half. These are approximations, not a fixed split for every customer. A lower generation rate therefore does not mean the entire bill will fall by the same proportion.

What the Price to Compare means

Ohio residential bills must display a Price to Compare notice. OCC defines the Price to Compare as the utility’s price for generation and some related transmission charges. It is a benchmark for evaluating generation offers, not an all-in electricity rate: delivery charges remain separate from your generation choice.

To compare an offer, match the offer’s applicable generation rate and terms against the Price to Compare. Check whether the offer is fixed or adjustable, its contract conditions, and any other terms that affect what you pay. Do not assume that changing suppliers removes delivery charges or guarantees savings on the full bill. Rates and offers change, so use your utility’s current information and Energy Choice Ohio to review applicable offers.

Ohio customers may receive supply through a competitive supplier, community or government aggregation, or the utility’s Standard Service Offer (SSO). Which choices are available depends on the service territory and customer arrangement. Municipal utilities, cooperatives and submetered housing may have different programs or protections, so confirm which rules and choices apply to your account.

How to find out why a bill increased

Compare the new bill with the previous one in a consistent order. Look first at the number of billing days and kWh, then check meter status, rates and individual line items. A bill can rise even when usage is flat if a rate or charge changes; that is one possible explanation, not a diagnosis for every Ohio customer.

  1. Compare the periods and kWh. Note the service dates and number of days, then compare total usage. Consider weather and other changes that could affect consumption.
  2. Check the reading status. See whether either bill uses an estimated reading. Ask the utility how the estimate was calculated and how to obtain an actual reading if the usage appears wrong.
  3. Compare generation rates and terms. Look for a changed rate, supplier, offer or adjustable-price term. AEP Ohio, for example, advises customers whose use did not increase to check whether a rate changed, including generation costs. That guidance is specific to AEP Ohio and may not explain another customer’s bill.
  4. Review delivery charges, riders and credits. Compare the customer, transmission and distribution charges, plus utility-specific items. Names and line-item order vary by utility; use the bill’s definitions rather than assuming a similarly named item has the same basis everywhere.
  5. Check taxes and one-time items. If shown, look for taxes, fees, credits or nonrecurring charges that differ from the prior bill.
  6. Use the utility’s bill calculator. Ohio utilities must publish a calculator that shows rates and charges and lets customers enter billing determinants to check a bill. Contact the utility if the calculation or a line item remains unclear.

AEP Ohio’s specific guidance on why a bill might rise despite unchanged use is available at AEP Ohio: Why is my bill so high?. For another utility, consult that utility’s current bill definitions and rates.

What to do about an estimated or disputed charge

For a reading that seems inaccurate, ask the utility whether it was estimated, how to request an actual reading and whether you can submit a reading yourself. For an unexplained charge, ask the utility to identify the line item and explain the rate or billing determinant behind it. Ohio rules require bill contact information for billing questions and complaints; begin with the utility, which can check the account and explain its own charges.

If the utility does not resolve a complaint, the state rule provides for PUCO assistance. The applicable process and protections may differ for customers served by municipal utilities, cooperatives or submetered arrangements. OCC’s bill guide also discusses budget billing and PIPP Plus for eligible customers; check current program terms and eligibility through official sources.

If you ask someone else to help review a bill, cover your account number, service address, meter number and barcode first. Keep the dates, kWh, charge labels and amounts visible so they can help interpret the bill without seeing sensitive account details.
