An automated Form GST DRC-01C intimation about a difference between GSTR-2B and GSTR-3B/3BQ is handled differently from a statutory show-cause notice under section 73 of the CGST Act. Download the communication, note its deadline and disputed tax heads, then reconcile the underlying invoices to your books before deciding whether to explain, correct or reverse credit, pay, or use more than one of those responses.
This guide is for GST-registered businesses and finance teams in India. It explains a practical response process; it does not decide whether a particular invoice is legally eligible or replace advice on a disputed notice.

Identify the communication before preparing a reply
The phrase “GST notice” is not precise enough to determine your next step. Read the heading, form number, issuing authority, tax period, allegations, amount, requested action and response deadline on the actual document and on the GST portal record.

| What it is | An automated intimation concerning a difference between ITC available in GSTR-2B and ITC claimed in GSTR-3B or 3BQ. | A statutory proceeding for specified non-fraud cases, which can include wrongly availed or utilised ITC. |
| Where the response is made | Part B of the DRC-01C workflow on the portal. | Through the channel and procedure stated in the notice, with a submission addressing its allegations. |
| What the authority is asking | Payment details, an explanation, or both, for the reported difference. | Your defence, evidence and position on each proposed demand or allegation. |
| Immediate consequence of ignoring it | The portal manual states that a Part B response is mandatory; non-response prevents filing GSTR-1 or an invoice furnishing facility (IFF) statement for the subsequent tax period. | The notice can proceed under the applicable statutory process, potentially resulting in an order and demand if the allegations are not satisfactorily answered. |
| Universal deadline or threshold | The communication’s own deadline controls. The current numeric “pre-defined limit” that triggers the automated comparison is not stated in the available official guidance. | The date printed in the notice and the law applicable to the relevant period control. |
Do not assume that a DRC-01C is already a final demand, and do not treat a section 73 notice as a routine portal mismatch. The form and allegations determine the response route.

Secure the record immediately
Preserve an unaltered record before editing spreadsheets or asking suppliers to amend returns. Create a folder for each GSTIN and tax period and save:
- The downloaded notice or intimation, every attachment and the portal acknowledgement.
- The portal history showing when it was issued and delivered, plus any document reference identifier used to verify authenticity.
- The stated tax heads (IGST, CGST, SGST or cess), amount, periods and response date.
- GSTR-2B statements for the periods used in the comparison. Keep the original files rather than relying only on a later regenerated view.
- Filed GSTR-3B or 3BQ returns, including the relevant table-level ITC claim and any amendments.
- The purchase register, invoice and debit-note files, credit notes, goods-receipt or service-completion evidence, payment records and accounting entries.
- Supplier correspondence, copies of supplier invoices and any prior reversal, reclaim or correction workings.
Check the communication on the official GST portal. If the message cannot be matched to the portal record, pause before sending money or confidential documents and obtain professional help to verify it.
Reconcile the difference at invoice level
A total in a notice is a starting point, not proof that every invoice in the total is ineligible. Build a line-by-line reconciliation that lets another reviewer trace each amount from the books to the statement and return.

Capture the fields that can change the result
- Supplier GSTIN, legal name and the GSTIN used on your purchase record.
- Invoice or debit-note number and date, including amendments and the original document where an amendment exists.
- Taxable value, tax rate, tax head and tax amount.
- The period in which the supplier reported or amended the document and the period in which you claimed it in GSTR-3B.
- Whether a credit note, duplicate entry, reversal or later reclaim affects the line.
- Place-of-supply details and whether the transaction was recorded under the correct GSTIN.
- Whether the purchase is under reverse charge, and whether the amount appears in the comparison at all.
- Evidence that the goods or services were received and that the transaction was recorded for business purposes.
- Payment status and any accounting or tax adjustment already made.
Use a status for every line
| Reconciliation status | Meaning | Likely response treatment |
|---|---|---|
| Matched and apparently eligible | The document, tax and period agree, and the file supports the applicable legal conditions. | Explain the match and attach a schedule and representative or complete evidence as requested. |
| Timing or amendment difference | The supplier reported, amended or corrected the document in a different period from your claim. | Show both periods and the later GSTR-2B appearance; explain why the timing, rather than a duplicate claim, caused the variance. |
| Data error | Wrong GSTIN, document number, tax head, place of supply or duplicate posting appears in one record. | Correct the books or return where required, obtain supplier correction, and document the adjustment. |
| Reversal or reclaim | Credit was reversed and later reclaimed, or a reversal was recorded in a different period. | Provide the original claim, reversal and reclaim trail so the net position is clear. |
| Requires correction, reversal or payment | The line is unsupported, duplicated, blocked by a legal restriction, or otherwise not claimable. | Quantify the amount, make the required correction or payment through the permitted route, and retain proof. |
| Supplier follow-up pending | The purchase may be genuine, but the supplier’s filing or amendment is incomplete. | Record the follow-up, avoid claiming unsupported credit, and state what remains unresolved. |
Recalculate totals after classification. The amount that appears in a GSTR-2B comparison may differ from the amount that is legally recoverable because legal restrictions can apply even when the portal does not flag an item.
Understand common causes of an ITC mismatch
Supplier filing or amendment timing
A supplier may file an invoice, amend it or submit related information after you have filed your return. GST portal guidance explains that information declared or amended through GSTR-1A becomes available to the recipient in the next tax period’s GSTR-2B. A document can therefore be genuine while appearing in a later statement than the period in which your team expected it.
Different tax periods
Compare the supplier’s filing period, the GSTR-2B period and your GSTR-3B claim period. A month-end invoice, a late supplier return or a correction filed after the original document can move the document between statements.

Credit and debit notes
Credit notes reduce the available credit or require a corresponding adjustment. Debit notes, amended invoices and their original references can create apparent additions or duplicates if the purchase register does not link them correctly.
Duplicate or incomplete accounting
Importing an invoice twice, splitting one invoice incorrectly, or posting tax under the wrong head can inflate the return claim without indicating that the underlying supply occurred twice.
Wrong GSTIN or place of supply
An invoice reported to another GSTIN, or with inconsistent place-of-supply information, may not match the recipient registration that claimed it. Treat this as a data and eligibility issue, not merely a missing-document issue.
Reverse-charge transactions
GSTN’s April–June 2024 functionality compilation states that reverse-charge ITC reported in table 4A(3) was excluded from the DRC-01C comparison. Do not force a reverse-charge line into the normal supplier-invoice explanation; reconcile the tax payment and the separate return treatment instead.
Legal ineligibility despite a portal match
GSTR-2B is a data source. It does not decide every condition in section 16 of the CGST Act or other statutory restrictions. A matched invoice still requires your own review of the transaction, receipt, documentation, tax treatment and any applicable blocked-credit rule.

- Open the relevant mismatch item. Select the GSTIN and period shown in the intimation and read the amount and tax-head split before entering a response.
- Open Part B. The manual describes the Part B response as mandatory. Do not leave it pending while waiting for a supplier if the deadline is approaching; state the unresolved item and the action underway.
- Choose the response treatment. The workflow allows payment details, an explanation, or both. Select payment when an amount is accepted and paid through the permitted process; select explanation when the reconciliation supports the credit or identifies a timing or data reason; use both when only part of the amount is accepted.
- Attach or reference the reconciliation. Use a clearly numbered schedule that ties each disputed amount to invoice, supplier, period, tax head and evidence. Follow the portal’s file-format and size limits shown at submission.
- Review the declaration and submit. Check arithmetic, GSTIN, period, tax heads and authorised signatory details. Save the acknowledgement number and a PDF or screenshot of the completed response.
- Update the internal file. Store the submitted Part B, payment challan or ledger evidence, the final reconciliation and any supplier follow-up together.
If the portal does not permit the expected option, capture the error, verify that the correct period and GSTIN are selected, and use the official help or grievance channel while preserving evidence of the attempted submission. Do not invent a threshold or assume that a response is optional because the difference is small.
Reply to a section 73 show-cause notice
A section 73 notice concerns specified non-fraud situations and can include wrongly availed or utilised ITC. It is not answered by simply completing a DRC-01C tile unless the notice itself directs that route.
Map every allegation
Create a response matrix with one row for each invoice group or legal proposition in the notice. For each row, state the notice’s allegation, your factual position, the statutory basis, amount accepted or disputed, evidence supplied and the precise relief requested. If the notice combines periods or tax heads, split them so that an error in one group does not obscure a supported group.
Separate facts from legal eligibility
Explain whether the issue is a missing supplier filing, a period mismatch, an accounting duplication, a reversal, or a substantive eligibility problem. Then address the relevant section 16 conditions and any other restriction identified in the notice. A supplier’s later correction may explain a timing difference, but it does not automatically cure an independent legal restriction.
Handle accepted amounts transparently
If part of the proposed amount is not defensible, identify it rather than burying it in a general denial. State the correction or payment made, the date and reference, and how the remaining disputed amount was calculated. Seek advice on interest, penalty and procedural consequences before making a settlement decision.
Meet the notice’s procedure and date
Use the submission method, hearing option and deadline printed in the notice. The sources do not establish one universal deadline for every section 73 communication; the document and law applicable to its tax period govern. Request an extension or hearing only through the method available in that proceeding and keep proof of delivery.

- Explain: when the invoice is supported and the difference is caused by timing, amendment, period mapping or another documented data issue.
- Correct or reverse: when the return or books contain a duplicate, wrong tax head, wrong GSTIN or an amount that should not remain claimed.
- Pay: when an amount is accepted and the applicable portal or notice process requires payment. Preserve the challan, electronic liability ledger entry and calculation.
- Use both: when some lines are supported and others must be corrected or paid. Show the split clearly so an accepted amount is not mistaken for an admission about every invoice.
Do not make a voluntary reversal solely because an invoice is absent from one GSTR-2B view until you have checked period timing, amendments, reverse-charge treatment and the underlying legal conditions. Conversely, do not defend a portal match without testing whether the credit is legally available.
Build an evidence package that a reviewer can audit
Arrange supporting material in the same order as the reconciliation. A practical index is:
- Cover sheet listing GSTIN, notice number, periods, tax heads, total difference and requested response.
- Invoice-level reconciliation with a unique line reference.
- GSTR-2B extracts for each relevant period and the corresponding GSTR-3B or 3BQ tables.
- Invoices, debit notes, credit notes and amendment records linked to line references.
- Goods-receipt notes, service acceptance records, contracts or work orders where receipt is disputed.
- Ledger extracts, payment records and reversal or reclaim journals.
- Supplier confirmations, filing screenshots or correspondence explaining a late filing or correction.
- Payment evidence and revised calculations for any amount corrected or paid.
Redact unrelated personal or commercial information when possible, but do not remove fields needed to establish the supplier, document, tax amount, receipt or period. Keep the complete original file internally.
Use a short, factual explanation format
For each category, write in a repeatable pattern:
- Issue: identify the notice line, period and amount.
- Facts: state what the books, GSTR-2B and GSTR-3B show.
- Cause: explain timing, amendment, duplication, reversal, supplier error or eligibility analysis.
- Evidence: give the reconciliation line and attachment reference.
- Action requested: ask that the supported amount be accepted, or state the correction/payment for the unsupported amount.
Avoid unsupported statements such as “all ITC is correct.” Quantify the supported, corrected and unresolved portions and identify the tax head for each.

For DRC-01C, the stated portal consequence makes prompt action operationally important: according to the manual, failure to submit Part B prevents filing GSTR-1 or IFF for the subsequent tax period. A filing blockage can affect sales reporting and customers’ credit visibility, so escalate an unresolved mismatch internally before the next outward-supply filing window.
Obtain qualified Indian GST advice when the amount is material, the dispute turns on a contested legal condition, several registrations or periods are involved, or a formal section 73 proceeding or hearing is underway. Professional review is especially useful where the business is considering payment, reversal, interest or penalty exposure.
Prevent the next mismatch
Close the month with a two-way reconciliation
Compare the purchase register to GSTR-2B and the filed return before finalising the ITC table. Record items intentionally deferred because the supplier has not filed or because evidence of receipt is incomplete.

Maintain an ageing list for missing, amended or rejected documents. Recheck the next period’s GSTR-2B after a supplier files or uses GSTR-1A, and link the eventual appearance to the original invoice rather than creating a new purchase line.
Control duplicate and master-data errors
Use duplicate checks on supplier GSTIN, invoice number, date and tax amount. Restrict edits to GSTIN, tax head and place-of-supply fields and require a review when those fields change.
Separate reverse-charge and reversal workflows
Keep reverse-charge tax payment, eligible ITC and later reversal or reclaim in distinct schedules. This prevents a line excluded from the DRC-01C comparison from being incorrectly explained as an ordinary supplier mismatch.
Retain period-specific snapshots
Save the GSTR-2B statement and reconciliation used when each return was filed. A later statement can change after supplier amendments; the contemporaneous snapshot shows what was available when the decision was made.
Final response checklist
- Form number, issuing authority, GSTIN, tax period, amount, tax heads and deadline verified.
- Communication authenticated on the official portal and all attachments saved.
- GSTR-2B, GSTR-3B or 3BQ, purchase register and source documents collected.
- Every difference classified as supported, timing, data error, reversal/reclaim, correction/payment or pending supplier action.
- Reverse-charge items and legal restrictions reviewed separately.
- DRC-01C Part B submitted through the current Return Compliance path, or the section 73 response filed through its stated procedure.
- Payment, explanation or combined treatment agrees with the reconciliation totals.
- Acknowledgement, attachments, payment proof and follow-up log retained by period.
- Qualified advice obtained where legal eligibility, amount or statutory exposure is significant.
The safest response is neither an automatic reversal nor a blanket denial. Identify the communication, prove each invoice’s history, distinguish portal timing from legal eligibility, and submit the route and explanation that match the actual notice.
