How Rising Fuel Costs Affect Cement Production Costs and Profit Margins

By TheFinanceBase Team 9 min read

Rising fuel prices raise cement costs first at the kiln, where limestone-based raw meal is heated into clinker at very high temperatures. Electricity used to grind clinker and run other equipment creates a separate energy-cost channel. If those costs increase faster than the price a cement producer realizes—or faster than its efficiency, fuel substitution and utilization improvements—operating profit per tonne falls. If the producer can pass costs through to customers or reduce energy exposure, the margin impact is smaller.

There is no universal percentage by which a fuel-price increase cuts cement margins. The result depends on fuel mix, supply contracts, kiln efficiency, electricity exposure, plant utilization, product mix, local competition and regulation. The evidence below shows the mechanisms and the metrics needed to analyze a particular producer without treating a dated or regional statistic as a global rule.

Why fuel is a direct cement-production cost

Clinker makes the kiln the first point of exposure

Portland cement is made by heating a prepared blend of limestone and other raw materials in a kiln until it forms clinker. That thermal reaction is fuel-intensive. A higher price for coal, petroleum coke, natural gas or another kiln fuel therefore increases the cost of producing each tonne of clinker unless the plant reduces the amount of useful heat it needs or changes what it burns.

The exposure is not limited to the kiln burner. Fuel may also be used in material drying, on-site handling or other thermal steps, depending on the plant design. The correct analysis separates the price paid for fuel from the plant’s thermal-energy intensity: two kilns can face the same market fuel price but incur different costs per tonne because of technology, maintenance and operating discipline.

Electricity is a second energy channel

After clinker leaves the kiln, cement mills grind it with gypsum and, often, other mineral components. Fans, conveyors, crushers, mills and pollution-control equipment also consume electricity. An increase in power prices can therefore raise production costs even when kiln-fuel prices are unchanged. Conversely, a plant with an efficient kiln but expensive or volatile electricity may still experience substantial energy-cost pressure.

Financial analysis should record thermal fuel and purchased electricity separately. Combining them into one “fuel” line can hide whether a producer is vulnerable to gas or coal markets, to the power grid, or to both.

How higher energy costs reach the income statement

From energy price to cost per tonne

A useful starting calculation is:

energy cost per tonne = (fuel consumed × delivered fuel price + electricity consumed × power price) ÷ tonnes of cement sold

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delivered fuel price includes the plant’s actual procurement and logistics cost, not just a quoted commodity index. Contracts, quality specifications, storage, transport and preparation can make the delivered price differ materially from a headline market price. The denominator also matters: a kiln running below normal utilization spreads fixed energy-related operating costs over fewer tonnes.

From cost per tonne to operating margin

Operating margin is commonly expressed as operating profit divided by revenue. When energy cost per tonne rises, operating profit per tonne declines unless the producer obtains a higher realized selling price, lowers another cost, increases output, or changes its product mix. If selling prices rise at the same time, the key question is whether the increase is large and fast enough to cover the additional cost.

Margin pressure can appear before a price increase reaches customers. Spot sales may reprice quickly, while annual contracts or infrastructure tenders may contain delayed adjustments. A producer can therefore report a temporary margin squeeze even when management eventually recovers the cost through a contractual surcharge.

Why the effect is nonlinear in practice

Plants do not all respond identically to a fuel shock. A facility with a long-term fixed-price fuel contract may see little immediate change, while one buying on the spot market feels it at once. A modern, well-maintained kiln may use less heat per tonne than an older line. A producer with multiple cement types may shift sales toward products with lower clinker content, reducing the amount of kiln-intensive material required per tonne of finished cement. These differences make a single industry-wide margin estimate misleading.

How large is energy’s cost role?

The U.S. Department of Energy’s ENERGY STAR Guide for the Cement Industry stated that energy costs were typically 20% to 40% of operational costs. That estimate comes from a 2013 guide, so it is historical and should not be presented as a current, universal or globally representative benchmark.

Even with that qualification, the range illustrates why fuel and power prices can matter so much to profitability. If energy represents a large share of a plant’s operating cost, a percentage increase in energy spending has a meaningful effect on cost per tonne. The actual sensitivity for a current producer must be calculated from its own fuel bills, electricity use, output and contracts rather than inferred from the old range.

What the recent U.S. fuel mix shows

The American Cement Association’s 2024 report on 2023 U.S. industry data shows that the fuel mix is changing. Alternative fuels accounted for 16% of the U.S. cement industry’s fuel mix in 2023, up from 14.6% in the preceding report. Natural gas represented 31% of fuel consumption in 2023, compared with 25.3% in 2022, while coal and petroleum-coke shares declined. The figures describe the U.S. industry mix, not an individual plant’s costs or the savings achieved by switching fuels.

Fuel-mix measure Earlier reported period 2023 U.S. data What it indicates
Alternative fuels 14.6% in the preceding report 16% Greater use of nontraditional fuels, without proving a specific cost reduction
Natural gas 25.3% in 2022 31% Higher gas exposure in the reported U.S. mix
Coal and petroleum coke Not stated as a combined percentage Shares fell Lower reported share, with no plant-level cost result supplied

The association’s 2024 account of U.S. energy-efficiency milestones is useful for identifying direction of travel, but it cannot tell an investor whether a particular producer saved money. A plant’s contract terms, preparation costs, heat value and operating performance determine that outcome.

Can alternative fuels protect margins?

What can be substituted

Cement kilns can use or supplement conventional coal and petroleum coke with materials such as waste tires, certain plastics, fabrics, fibers and agricultural waste. The American Cement Association describes these categories in its alternative-fuels fact sheet. Using a waste-derived fuel can reduce exposure to a fossil-fuel market, but “alternative” does not automatically mean cheaper.

The delivered-cost test

A sound comparison uses the cost of useful heat delivered to the kiln, not the purchase price per tonne of fuel. A lower-priced material may contain less usable energy, require drying or shredding, or generate higher transport and storage costs. The relevant calculation compares:

  • Delivered cost per unit of useful heat.
  • Consistency of heating value and moisture.
  • Preparation, storage and feeding expense.
  • Compatibility with the kiln, burner and emissions-control system.
  • Permitting, monitoring and disposal obligations.
  • Security and reliability of local supply.

Supply can also be seasonal or geographically concentrated. A plant that depends on a nearby waste stream may face a different risk profile from one that buys globally traded coal or gas. Substitution can lower fuel-price exposure while introducing quality, logistics or regulatory risks.

What the 16% figure does—and does not—prove

The reported 16% U.S. alternative-fuel share demonstrates adoption at industry level. It does not establish how much any plant reduced its cost, emissions or margin volatility. Those results require plant-specific fuel invoices, heat-consumption data and before-and-after operating records.

When can a producer pass higher costs to customers?

Pricing power and market structure

Producers with strong local market positions, differentiated products or tight regional supply may have more ability to raise cement prices. In a competitive market with excess capacity, customers may resist increases and imports may cap pricing. Geographic exposure matters because cement is relatively costly to transport compared with its value, making local supply conditions important.

Contract design and timing

Contracts may include fuel or energy-indexation clauses, scheduled resets, or no automatic adjustment at all. A pass-through clause can protect margins, but it may operate with a lag and may recover only a defined portion of the increase. Analysts should compare the date of the fuel shock with the date and size of customer-price changes rather than assume immediate recovery.

Offsets inside the plant and portfolio

Management can partly offset higher fuel costs by improving heat efficiency, increasing kiln availability, securing lower-cost fuel, increasing alternative-fuel substitution, reducing clinker content in blended cement, or shifting the product mix. Each response has limits: efficiency projects may require capital, alternative fuels may be supply-constrained, and product changes must meet applicable standards and customer specifications.

Do not confuse fuel inflation with decarbonization investment

Fuel-price inflation is a recurring operating-cost shock. Decarbonization projects can create a separate capital and operating-cost burden. The International Energy Agency’s 2025 Breakthrough Agenda Report estimates that early commercial near-zero-emissions cement plants using carbon capture have production costs 75% to 150% above conventional plants, with regional variation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That estimate concerns emerging carbon-capture configurations, not the effect of a rise in coal, gas or electricity prices. A financial model should therefore show fuel inflation, ordinary efficiency spending and transition investment as separate scenarios. Otherwise, a high-cost decarbonization project may be incorrectly attributed to a commodity-price movement.

How to compare cement producers’ fuel exposure

For an investor, lender or procurement team, the following comparison framework is more informative than looking at one fuel percentage:

Comparison axis Questions to ask Why it matters for margins
Fuel mix and contracts Which fuels are used, at what delivered price, and for how long are prices fixed? Determines immediate exposure to commodity markets and repricing risk.
Thermal intensity and kiln technology How much useful heat is required per tonne of clinker, and how reliable is the line? Lower intensity reduces the cost impact of every fuel-price increase.
Alternative-fuel access What local materials are available, at what quality and substitution rate? Shows whether diversification is practical rather than merely theoretical.
Electricity exposure How much power is purchased, and are tariffs or contracts volatile? Captures the non-kiln energy channel.
Pricing and pass-through Are customer contracts indexed, and how quickly can prices be reset? Indicates how much cost inflation can be recovered.
Clinker factor and product mix What share of finished cement is clinker, and which products are sold? Lower clinker intensity can reduce kiln-energy requirements per tonne of cement.
Utilization and geography How full are the kilns, and what are local competitive and regulatory conditions? Fixed costs and feasible price increases depend on output and market location.

The available industry sources do not provide comparable producer-level measurements for these axes. They are a due-diligence checklist, not a substitute for company disclosures and plant data.

A practical way to model a fuel-price shock

  1. Establish the baseline. Record tonnes of clinker and cement, fuel quantities by type, delivered prices, purchased electricity, power prices and operating costs for the same period.
  2. Apply the shock to each input. Increase only the relevant fuel or electricity line by the assumed percentage; do not treat all energy as one input.
  3. Model operational responses. Add realistic changes in heat intensity, alternative-fuel substitution, utilization, maintenance or product mix, with their associated costs.
  4. Model pass-through separately. Enter the timing and percentage of customer-price recovery allowed by actual contracts or market evidence.
  5. Read the result per tonne and in total. Show the change in energy cost per tonne, operating profit per tonne and operating margin, then test low, base and high cases.

This approach makes the assumptions visible. It also prevents a common error: applying a market fuel-price percentage directly to profit without accounting for the plant’s fuel quantity, contract coverage, electricity use and ability to reprice cement.

What to monitor in company reports

  • Energy cost per tonne of cement or clinker.
  • Thermal-energy consumption and electricity consumption per tonne.
  • Fuel mix, alternative-fuel substitution and delivered-fuel pricing.
  • Capacity utilization and kiln outages.
  • Realized cement price and the timing of price increases.
  • Contract-indexation language and the portion of sales covered.
  • Clinker factor, blended-cement volumes and product mix.
  • Capital spending on efficiency, fuel preparation or carbon capture.

A rise in fuel expense accompanied by stable energy intensity and successful price increases may have a smaller lasting margin effect than the headline cost increase suggests. Conversely, falling utilization or a delayed pass-through can amplify the damage even if commodity prices later retreat.

The financial takeaway

Fuel costs affect cement profitability through a clear chain: kiln heat and other energy use determine cost per tonne; cost per tonne affects operating profit; and the final margin result depends on pricing, contracts and operating responses. Historical U.S. guidance placed energy at 20%–40% of operational costs, while newer U.S. data show a 16% alternative-fuel share and a 31% natural-gas share in 2023. Those figures provide context, not a universal margin forecast. For a specific producer, the decisive evidence is its delivered fuel and power costs, thermal efficiency, utilization, product mix and demonstrated ability to pass increases through to customers.
