How to Evaluate Cross-Border Payment Providers for a U.S. Business Expansion

Compare providers against the actual payment routes your U.S. business plans to use—not a generic promise of low fees or fast transfers. For each corridor, get comparable quotes, measure the time until the recipient can use the funds, and check payout reach, integrations, risk controls, and legal responsibilities. The result should be a shortlist and a documented comparison for your own transaction mix.

Define the payment flows you need to support

Start with your transactions, not provider marketing. A supplier invoice, customer receipt, marketplace payout, payroll run, and treasury transfer can differ in who receives the funds, how often they recur, what information must accompany them, and when the money must arrive.

As an Amazon Associate I earn from qualifying purchases.

For each planned route, record:

  • Origin and destination countries, and the currencies sent and received.
  • Payment purpose and beneficiary type, such as a supplier, employee, customer, or company account.
  • Typical and peak payment amounts, frequency, and expected volume.
  • Required delivery window and whether the beneficiary needs a local-currency payout.
  • Any local account, local business entity, or specific payment method your workflow requires.

Keep distinct flows separate in the evaluation. A provider that can handle one destination or payment type may not support another on the terms your business needs.

Compare the full cost of the same transaction

Ask each provider for a worked quote using the same date, amount, send and receive currencies, beneficiary details, and delivery option. Compare the amount the beneficiary actually receives, not just the fee shown at the start.

#1 Best Overall
Square Terminal - Credit Card Machine to Accept All Payments | Mobile POS
  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.
  • Get your money as soon as the next business day.
  • Use it cordlessly with the built-in battery, designed to last all day.
  • Send-side and any funding or withdrawal fees.
  • The exchange rate, when it was set, and any reference rate supplied.
  • The FX margin: the difference between the provider’s rate and a relevant reference rate.
  • Intermediary or receiving-bank deductions, if applicable.
  • The final amount delivered to the beneficiary and how long the quote remains valid.

A low stated fee does not necessarily mean a low-cost transfer. The Federal Reserve Board’s 2026 review finds that North American average payment fees are generally lower than global averages, while average FX margins tend to be higher. For regional retail-payment context, the share of North American corridors with average costs above 3 percent went from 36.1 percent in 2023 to 30.3 percent in 2025 — Federal Reserve Board, 2026. That is a market statistic, not a price quote or forecast for your business.

The G20 program target reported in the review is an average cost of 1 percent for retail payments, with no corridor above 3 percent. It is a policy target—not a promise about a particular corridor, provider, or business payment. The review treats wholesale payments above $100,000 separately; their prices are often negotiated ad hoc and bundled with other services, making simple comparisons difficult. For those flows, request the contract price and a clear breakdown of what it includes.

Measure time to usable funds, not just time to send

A payment marked “sent” may not yet be available to its recipient. Ask providers to distinguish initiation, processing, intermediary handling, settlement, and beneficiary-bank availability. The Federal Reserve’s 2026 review describes wholesale “in-flight” time as processing from the originating bank to the beneficiary bank, and the beneficiary leg as the time until the receiving bank makes funds available.

For each route, ask for:

  • Typical and worst-case end-to-end timing, including when the recipient can use the funds.
  • Which timings are estimates and which, if any, are contractual commitments.
  • Daily cutoffs, weekends, local holidays, and time-zone treatment.
  • Tracking events, exception escalation contacts, and handling of incomplete beneficiary details.

The Federal Reserve’s 2026 review reports a G20 global retail-payment speed target of 75 percent credited within one hour of initiation, and the remainder within one day. This is not a provider service-level agreement. The review also says average North American speeds for B2B and B2P payments slowed since 2023; changes in the providers included in the data may be one contributor.

Fast delivery is not the only consideration. Some checks that add time can support compliance and risk controls. Federal Reserve Governor Christopher J. Waller put it this way: “Not all frictions that slow payments down are bad.” In the same speech, he said “there is no silver bullet that increases speed and efficiency without tradeoffs.”

Verify reach, integrations, and day-to-day operations

Map each required country and currency to the provider’s actual ways to receive and pay out funds. Ask how each corridor works: direct local payment rails, correspondent banking, or other intermediaries. Confirm whether a local account or entity is required and whether the offered payout method suits the recipient.

Then check whether the service fits your finance operations:

Understand settlement and counterparty exposure

Request a funds-flow diagram for each shortlisted route. Identify the contracting entity, regulated entities involved, settlement banks, agents, and other material intermediaries. Ask who holds the funds at each stage, when settlement is final, and what happens if a payment fails, is misdirected, or an intermediary is unavailable.

The Federal Reserve’s foreign-exchange settlement guidance identifies principal risk, replacement-cost risk until settlement is confirmed and reconciled, liquidity needs in each currency, operational risk, legal risk, and relevant capital as issues for institutions within its supervisory scope. It is a useful risk framework, not a rule that directly applies to every business buyer or payment provider. Federal Reserve payment-system policy also identifies credit, liquidity, operational, and legal risks, and notes that interdependencies can transmit disruption or create intraday liquidity demands.

Check compliance and legal responsibilities for your actual flows

Ask how onboarding and beneficial-owner checks, sanctions screening, transaction monitoring, fraud review, information handling, and record access work. Establish which party is responsible for each task and which legal entity provides each service in each jurisdiction. Do not infer licensing, safeguarding, or legal coverage from a brand name or marketing claim; obtain legal advice where needed.

Consumer remittance rules should not automatically be applied to every business payment. For covered consumer remittance transfers, the CFPB describes pre-payment disclosures covering applicable fees and taxes, the exchange rate, covered third-party fees, the total transaction amount, and the amount received. The receipt also includes the date funds will be available. The CFPB says required disclosures do not excuse deceptive claims about speed or cost. Whether those requirements apply depends on the transaction’s scope.

Build a corridor-specific comparison and shortlist

For each route and payment type, record the same quote inputs and compare viable providers on the dimensions that matter to your business:

  • All-in cost, FX rate transparency, and quote validity.
  • Supported corridor, currencies, and local payout method.
  • End-to-end timing, predictability, and recipient-side tracking.
  • Exception handling, support, and reconciliation information.
  • Integration effort, approvals, and scalability to forecast volumes.
  • Funds-flow clarity, settlement exposure, and currency liquidity arrangements.
  • Contracting entity, compliance responsibilities, and data handling.
  • Resilience, incident communication, and recovery arrangements.

Weight the criteria by your transaction mix rather than relying on a generic provider ranking. A business making frequent, smaller supplier payments may value predictable receipt amounts and automated reconciliation; a business moving occasional large sums may prioritize negotiated pricing, settlement visibility, and controls. Ask shortlisted providers to explain any differences between quoted terms and the contract you would sign.
