There is no universally “greenest” construction material. A defensible comparison asks which option delivers the same function, for the same service period, under the same life-cycle boundary and data rules. Only then can you compare global warming potential (GWP), resource use and other impacts without treating unlike products as interchangeable.
This guide presents a repeatable method for designers, specifiers, procurement teams and clients. It explains how to define the decision, align functional units and life-cycle stages, evaluate environmental product declarations (EPDs) and life-cycle assessment (LCA) data, test scenarios and report uncertainty.

Why material comparisons so often produce misleading answers
“Environmental impact” is not a single measured property. It is an outcome calculated for a specified product, quantity, function, geography, time period, life-cycle scope and set of modeling assumptions. Change any of those inputs and the apparent ranking can change.
For example, comparing one kilogram of a structural product with one kilogram of another product says little if the products carry different loads, last for different periods or require different thicknesses. Comparing factory-gate emissions for one option with whole-life emissions for another is equally unsound. A material with a lower production-stage GWP may require more frequent replacement, more transport or a different end-of-life route.

ISO 21930:2017 sets core requirements for construction-product EPDs and conditions for comparing EPD information. The edition was reviewed and confirmed in 2023 according to the International Organization for Standardization’s information available for this article; check the current status before relying on it for a contract or compliance decision.
The practical rule is simple: compare equivalent service, not material labels.
1. Define the job before collecting environmental numbers
Start by writing a one-sentence decision statement. Identify the assembly, the performance it must provide and the project conditions that constrain the choice.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Specify the delivered function
Describe what the material does in the building, rather than only what it is called. Depending on the decision, the function might be carrying a specified load, providing a target thermal resistance, forming a weatherproof roof, separating fire compartments or finishing a floor for a stated traffic level.
Record the performance requirements that could change the quantity or replacement rate:
- Structural capacity, span, strength or stiffness.
- Thermal, acoustic, moisture and fire performance.
- Durability, maintenance interval and expected service life.
- Dimensions, coverage, density and installation method.
- Code, safety, accessibility and compatibility requirements.
- Availability, lead time, local skills and project logistics.
Two products described by the same broad category are not automatically functionally interchangeable. Technical information outside the LCA—such as strength, durability or fire classification—remains part of the decision.
Set the project context
State the building location, construction date or assessment date, climate and exposure, expected occupancy, transport routes that matter, and the assessment period. A whole-building study might use the building’s intended service life; an assembly decision might use a reference period such as the design life of that assembly. Make the assumption explicit rather than allowing a spreadsheet default to determine it.

An EPD reports results against a declared unit or functional unit. A declared unit describes a measured product quantity, while a functional unit describes the service delivered. The correct choice depends on the question being asked.
| Basis | When it can be useful | What to check |
|---|---|---|
| Mass, such as 1 kg | Screening production impacts for products with comparable composition and use. | Whether equal masses deliver equal capacity, coverage, durability or insulation. |
| Area, such as 1 m² of assembly | Comparing walls, roofs, floors or finishes that provide a defined area of service. | Thickness, performance level, accessories and installation quantities. |
| Length or volume | Products installed by length or volume, such as certain infrastructure components. | Actual installed dimensions and any required supporting materials. |
| Performance-based unit | Structural, thermal or other choices where alternatives need different quantities to meet the same requirement. | Load, thermal resistance, acoustic rating or other stated performance and the calculation method. |
| Whole building over an assessment period | Design options that affect material quantities, operation, replacement and end of life together. | Building area, service life, occupancy, operational assumptions and included stages. |
The US General Services Administration gives examples that include an entire building over a stated service life and a per-area basis limited to a life-cycle stage. Use a unit that maps directly to your decision. If one square metre of insulation needs a different thickness than another product to reach the same thermal resistance, compare the installed quantities required for that resistance—not equal masses.

Document the conversion
Keep a transparent calculation from the EPD unit to the project unit. Record density, thickness, yield, waste, fasteners, coatings, packaging and any ancillary products. A reviewer should be able to reproduce how a product result became an assembly or building result.
3. Align the life-cycle scope and modules
Write down which life-cycle stages are included before comparing results. Product-stage modules commonly labeled A1–A3 cover raw-material supply, transport to manufacturing and manufacturing. They are useful for a production comparison when the EPD rules, units and geography are compatible, but they are not a whole-building result.
| Stage or module | Typical content | Questions for a project comparison |
|---|---|---|
| A1–A3, product stage | Raw-material supply, inbound transport and manufacturing. | Are the same product-category rules, energy model and declared unit used? |
| A4–A5, construction | Transport to site and installation, including relevant losses or equipment. | Are distances, loads, site energy and waste assumptions comparable? |
| B modules, use stage | Maintenance, repair, replacement, refurbishment and, where relevant, operational effects. | Do service lives and replacement schedules match the project reference period? |
| C modules, end of life | Deconstruction or demolition, transport, processing and disposal. | Are the same demolition and waste-treatment pathways modeled? |
| D, benefits and loads beyond the system boundary | Potential benefits or burdens from reuse, recycling or recovery outside the assessed system. | Are credits based on identical allocation and scenario rules? |
Whole-life assessment can therefore include material production and transport, construction, use and replacement, demolition, and end-of-life reuse, recycling, recovery or disposal. The European Commission’s guidance published on 27 March 2026 describes a whole-life approach extending from design and material supply through use, renovation, demolition and waste management. That guidance is an EU-context reference; it is not a universal regulatory requirement.
Do not mix scopes in one ranking
If an EPD provides only A1–A3 and another provides A1–C4, do not place the two totals in a single league table. Either restrict both to the common modules, obtain compatible data, or present separate production-stage and whole-life views with the difference clearly labeled.
Operational energy can also interact with material choices. A façade, window or insulation decision may alter heating or cooling demand. Include those interactions only when the model, climate, occupancy and system assumptions are consistent; otherwise report them as a separate sensitivity rather than implying a precise result.
4. Read an EPD as a data record, not a green score
An EPD is a standardized disclosure of life-cycle environmental information for a defined product. It is not a certification that the product is environmentally superior, and two EPDs are comparable only under stated conditions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCapture the identity and rules
For every candidate, record:
- Manufacturer, product name, variant and production facility or geography.
- EPD program or publisher, publication date and validity information.
- Product category rules (PCR) and the standard used for the declaration.
- Declared or functional unit and conversion factors.
- Included and excluded modules, system boundary and cut-off rules.
- Life-cycle model, data sources, allocation choices and scenario assumptions.
- Verification status and any stated data-quality limitations.
ISO 21930 specifies conditions for comparison based on EPD information, including the importance of consistent product-category rules, units, boundaries and scenarios. A declaration made under a different PCR may use different assumptions even when the product names look similar.
Prefer the most representative data available
Product-specific, facility-specific data is generally more decision-relevant than a broad generic average when it reflects the product you can actually procure. Check production location, electricity mix, fuel, recycled-content assumptions, technology age and market coverage. Canada’s embodied-carbon standard illustrates this principle by requiring the highest-resolution available EPD or LCA inventory data for certain steel products. That is a Canadian procurement and standard-setting example, not a rule that automatically applies in every country.
5. Compare several environmental indicators
GWP is usually reported in kilograms of carbon-dioxide equivalent and is essential for climate analysis. It is not the whole environmental profile. If an EPD supplies additional indicators, retain their units and methods rather than converting them into an unexplained single score.

| Indicator or group | What it can reveal | Interpretation caution |
|---|---|---|
| Global warming potential | Climate-related emissions and removals represented as CO₂ equivalent. | Check biogenic carbon, timing, boundary and whether the value is product-stage or whole-life. |
| Primary energy and other energy resources | Use of renewable and non-renewable energy resources. | Resource accounting is not identical to climate impact; methods and units vary. |
| Resource use | Consumption of raw materials, minerals, fuels or other resources reported by the method. | Confirm which resources are counted and whether recycled inputs receive modeled credits. |
| Acidification and eutrophication | Potential effects associated with emissions to air and water. | Do not compare values produced under incompatible characterization methods. |
| Water use | Water consumption or related inventory measures. | Local water scarcity and the reported water metric can materially affect interpretation. |
| Waste and hazardous outputs | Waste flows, disposal and potentially hazardous materials. | Review classification, treatment route and whether the value is an inventory or an impact result. |
The German Environment Agency describes LCA data as including selected inventory and impact-assessment parameters, with coordinated units and model assumptions. Use the indicators that matter to the project’s environmental priorities and regulatory context. A lower GWP does not automatically outweigh a material’s other significant impacts, and a higher value in one category does not establish overall failure.
6. Make geography and scenarios visible
Production electricity, fuel, transport, climate, construction practice, waste infrastructure and recycling markets are geographically specific. An EPD produced for one country may not represent a facility or supply chain in another.
Record at least the manufacturing location, transport assumptions, electricity mix, project location and end-of-life market. If the actual supplier is not selected, show a range or sensitivity for plausible locations instead of presenting a single value as certain.
Scenario choices can be equally important. Test changes that are credible for the project:
- Shorter or longer service life and replacement intervals.
- Local versus distant supply and different shipment modes.
- Construction waste rates and site energy.
- Reuse, recycling, recovery or disposal at end of life.
- Alternative recycled content or manufacturing energy mixes.
- Operational effects where the material changes building energy demand.
Report which assumptions change the result and by how much. A scenario is not a prediction; it is a transparent representation of a plausible pathway.

7. Use a comparison worksheet that exposes differences
A decision table should make mismatches obvious before anyone compares impact numbers. Use one row per candidate and retain the evidence behind each entry.
| Field | What to record |
|---|---|
| Project function | Required service, performance level, assembly and assessment period. |
| Quantity basis | Declared or functional unit, installed quantity and conversion calculation. |
| EPD and PCR | Program, publication and validity information, PCR and verification. |
| Geography | Manufacturing facility, supply route, project location and electricity context. |
| System boundary | Modules included, exclusions, cut-off rules and any operational interaction. |
| Climate result | GWP value, unit, life-cycle modules and treatment of biogenic carbon or credits. |
| Other indicators | Resource, energy, water, acidification, eutrophication and waste metrics where relevant. |
| Performance assumptions | Strength, thermal or acoustic rating, durability, maintenance and replacement schedule. |
| End-of-life scenario | Reuse, recycling, recovery, disposal route and allocation method. |
| Data quality | Product- and facility-specific or generic, data year, representativeness and limitations. |
| Decision note | Why the option meets the function, key trade-offs and conditions that could change the result. |
If a field is unavailable, state that it is not stated in the declaration or project record. Missing information is a limitation to disclose, not a reason to silently substitute a favorable assumption.
8. A worked method without a misleading material league table
Suppose a design team is choosing between two wall systems that both must meet a specified thermal resistance, fire rating and 60-year assessment period. The team should not compare equal kilograms of the two products.
- Define the service: document the thermal resistance, fire classification, moisture exposure, expected durability and wall area.
- Calculate installed quantities: determine the thickness, framing, membranes, fixings and expected waste for each system.
- Align declarations: select EPDs using compatible PCRs, units and production geography, or explain why a conversion is necessary.
- Set the scope: compare A1–A3 separately, then model transport, installation, replacement and end of life through the 60-year period.
- Compare indicators: show GWP and the other relevant indicators reported by the declarations, retaining their units.
- Test scenarios: vary replacement timing, transport distance and end-of-life route where the project evidence is uncertain.
- Apply technical constraints: remove any option that fails code, safety or performance requirements before environmental trade-offs are discussed.
- Write the decision: state which option performs better under the defined scenarios and which assumptions could reverse or narrow the difference.
This method produces a project-specific conclusion without claiming that either wall material is universally superior.

9. Common mistakes and how to correct them
Ranking by kilograms of CO₂ alone
Problem: A single GWP number hides resource, water, toxicity-related, waste and other indicators, as well as differences in service.
Correction: Compare a stated set of indicators and explain why each is relevant. Keep methods and units visible.
Comparing A1–A3 with whole-life totals
Problem: One result covers manufacturing while the other includes replacement and disposal.
Correction: Use common modules or present separate stage-specific results.
Using equal mass for unequal performance
Problem: The same mass may provide different load capacity, thermal resistance, coverage or durability.
Correction: Convert each option to the quantity needed for the same documented function.
Treating generic data as a product guarantee
Problem: A regional or industry average may not represent the facility and supply chain being procured.
Correction: Prefer product- and facility-specific evidence; label generic data and test its effect.

Ignoring technical suitability
Problem: An environmentally favorable product that fails structural, fire, moisture or code requirements cannot perform the project function.
Correction: Treat technical compliance as a prerequisite, then compare environmental outcomes among feasible options.
10. How to report the decision responsibly
State the conclusion in conditional language tied to the evidence: identify the functional basis, assessment period, modules, indicators, geography and principal scenarios. Explain whether the result is robust or sensitive. Include the EPD or LCA version used, its publication and validity information, and the date you accessed the data.
Do not collapse different environmental indicators into one score unless the weighting method, stakeholder priorities and uncertainty treatment are explicit. A table that shows separate indicators is usually more auditable than an apparently precise composite ranking.
Also disclose what the assessment does not cover. Examples include missing facility-specific data, uncertain transport, unmodeled operational interactions, unavailable maintenance records or an end-of-life route that is only hypothetical. Clear limits increase the usefulness of the recommendation because another project team can see whether the conclusion transfers to its context.
11. Where to find data and guidance
Start with verified EPD program databases, manufacturer declarations and the applicable PCR. Government resources can help interpret the evidence:
- The US Environmental Protection Agency’s construction-material resources point to reuse and recycling guidance, embodied-carbon assessment tools and EPD-linked resources, including EC3. Treat these as data and methodology resources, not as a universal product endorsement.
- The UK government describes EPDs as reporting environmental impacts over a product life cycle and notes that UK manufacturers commonly use EN 15804+A2. That statement reflects UK practice and should not be generalized to every market.
- ISO 21930:2017 provides the international framework for construction-product EPD requirements and comparison conditions.
- Canada’s embodied-carbon standard gives jurisdiction-specific requirements for Type III EPDs conforming to ISO 14025 and ISO 21930:2017 or EN 15804+A2, including higher-resolution data provisions for certain steel products.
- The European Commission’s 27 March 2026 whole-life-carbon guidance is relevant to EU-context building assessments and covers materials, energy and built-space considerations across the life cycle.
Confirm the edition, jurisdiction, procurement rule and validity period that apply to your project. Standards, databases, product formulations and national requirements can change.
What a sound comparison can—and cannot—tell you
A rigorous comparison can show which feasible option has lower modeled impacts for a defined function, period, geography, life-cycle scope and set of scenarios. It can identify trade-offs, reveal which assumptions matter and show where better data would improve the decision.
It cannot establish a context-free winner. There is no supported universal “best” construction material in the evidence summarized here. The responsible conclusion is conditional: choose among technically suitable options, align their units and life-cycle boundaries, examine more than GWP, and state the uncertainty that remains.
