The right foundry is the one that can manufacture your specific AI processor, package it at the required bandwidth and thermal density, and reserve qualified capacity on your schedule—not the one with the most advanced node name. Compare process maturity, design enablement, packaging, usable capacity, supply resilience, and fully loaded cost as one system. Public announcements can identify plausible candidates, but only project-specific supplier data can establish yield, price, lead time, qualification status, and allocation for your design.
This guide lays out a practical comparison of TSMC, Samsung Foundry, and Intel Foundry, then turns the comparison into a due-diligence process for chip architects, product leaders, procurement teams, and financial decision-makers.

What “leading-edge” means for an AI processor
A process node is only one input to an AI chip decision. A smaller or newer node may improve density or energy efficiency, yet increase mask cost, design risk, qualification time, or dependence on a packaging technology that is not available at the required volume. Conversely, a slightly older, well-qualified node combined with high-bandwidth memory (HBM), a large interposer, and reliable supply can deliver a better product and financial outcome.

Publicly stated positions at a glance
| Provider | Public process position | Packaging and integration described publicly | Information still required for your design |
|---|---|---|---|
| TSMC | N2 volume production reported for the fourth quarter of 2025; N2P scheduled for volume production in the second half of 2026. | Public material reviewed for this comparison establishes broad foundry capability but not a neutral, package-capacity comparison. | Design access, qualification stage, allocation, package route, schedule, and measured power, performance, yield, and cost. |
| Samsung Foundry | AI/HPC recommendations list 5nm, 4nm, 3nm GAA, and 2nm GAA process categories. | Describes heterogeneous chiplet integration with 2.5D and 3D packaging for compute, memory, and I/O. | Exact node maturity and customer access, validated design flow, package responsibilities, yield and ramp evidence, and comparable production data. |
| Intel Foundry | Describes 18A as combining RibbonFET gate-all-around transistors with PowerVia backside power delivery. | Describes EMIB, Foveros, and multi-die packages that can combine chiplets from different technologies and foundries. | External-customer flow readiness, process and package qualification, capacity, ecosystem fit, and production metrics for a comparable design. |
These are provider descriptions, not independent benchmarks. Treat them as capability signals that determine what to investigate next.
Step 1: Define the AI processor before comparing suppliers
Translate the workload into measurable targets
Document sustained throughput rather than a peak marketing number. Specify batch size, sequence length, precision, sparsity assumptions, utilization, and latency limits. State the memory footprint for weights, activations, and compiler workspaces, plus the bandwidth required between compute and HBM. Include networking, host coherency, security, and serviceability requirements if the processor will operate in a multi-accelerator system.

Choose a die and chiplet strategy
A monolithic die can reduce inter-die latency and package complexity, but a large die usually has lower die-per-wafer efficiency and greater exposure to a single defect. Chiplets can mix process nodes—for example, leading-edge compute with a mature I/O or analog die—and allow selective upgrades. They also add die-to-die interfaces, known-good-die screening, package routing, and test obligations. Write down which functions can move to another node before asking foundries for quotes.
Set the physical and reliability envelope
Provide maximum die dimensions, power per die and per package, allowable junction temperature, voltage ranges, cooling method, operating life, and environmental requirements. A process that meets transistor performance but cannot remove heat from an HBM-rich package is not a viable option.
Step 2: Separate node names from manufacturing maturity
Use a four-stage status model
- Roadmap: a future target with no customer production slot established.
- Risk production: early wafers are being built while process learning and design changes continue.
- Qualification: the process and package are being verified against defined reliability and performance criteria.
- Volume production: qualified products are shipping at a stated scale, subject to allocation and customer priority.
Ask the supplier to identify the stage for the exact process variant, package, facility, and date relevant to your launch. “Volume production” for one variant does not prove that your SRAM option, high-voltage I/O, package substrate, or HBM configuration is qualified.

TSMC: N2 and N2P timing needs a customer-specific check
TSMC states that N2 entered volume production in the fourth quarter of 2025 and that N2P is scheduled for volume production in the second half of 2026. Those statements establish a dated company position, not a guarantee that a new customer can obtain a design slot, that a particular package is available, or that your design will achieve a specified yield or power target. Request the current PDK release, tape-out windows, qualification milestones, and node-specific allocation for your program.

Samsung Foundry: several AI/HPC choices, not one universal “best” node
Samsung’s AI/HPC application material lists 5nm, 4nm, 3nm GAA, and 2nm GAA in recommended process categories. The practical question is which variant has the libraries, IP, package flow, and production evidence needed by your design. A newer GAA option may offer advantages for a power-constrained accelerator, while a mature option may carry less schedule and yield risk. Obtain the design-rule manual, PDK revision, supported EDA versions, and customer qualification data for the exact variant.
Intel Foundry: 18A combines transistor and power-delivery changes
Intel describes 18A as combining RibbonFET gate-all-around transistors with PowerVia backside power delivery. These architectural changes can affect standard-cell choices, power-grid design, thermal behavior, and EDA closure. Intel also presents an integrated process-and-packaging proposition. Treat the performance or efficiency benefits as vendor claims until they are demonstrated on a design with comparable die size, voltage, frequency, and workload. Verify external-customer readiness, sign-off rules, and the availability of required third-party IP.
Step 3: Audit design enablement and IP
Many foundry decisions fail in implementation rather than in transistor capability. Ask each candidate for a written matrix covering:
- PDK version, design-rule checks, layout-versus-schematic, parasitic extraction, and sign-off tool certification.
- Standard-cell, I/O, SRAM, register-file, and memory-compiler options at the voltages and performance points your design needs.
- Validated EDA flow versions for synthesis, place-and-route, timing, power integrity, formal verification, physical verification, and manufacturability analysis.
- HBM, PCIe, CXL, Ethernet, die-to-die, security, and clocking IP, including ownership, licensing, qualification status, and update policy.
- Third-party IP availability for analog, SerDes, security, and mixed-signal blocks that cannot simply be ported from another node.
- Technical support model, escalation path, and expected turnaround for design-rule or yield questions.
Compare the time and engineering effort needed to reach sign-off. A nominally lower wafer price can be overwhelmed by extra design spins, IP requalification, or a delayed product launch.

Why package architecture changes the economics
Modern accelerators often distribute compute, HBM, I/O, and cache across multiple dies. The package determines usable bandwidth, signal integrity, power delivery, thermal resistance, assembly yield, test coverage, and the maximum practical product size. Package NRE, substrates, interposers or bridges, assembly, and final test can rival or exceed the incremental wafer cost of moving to a newer node.

Questions for a 2.5D design
- What interposer or bridge technology supports the required die count, HBM stacks, routing density, and package dimensions?
- What are the validated die-to-die protocols, bump pitches, retimer requirements, and error-management features?
- How are known-good dies screened before assembly, and how are partially populated or failed packages handled?
- Which assembly and test sites are qualified, what is their monthly capacity, and how is capacity allocated during ramp?
Questions for a 3D design
- Can the process support the required bond pitch, through-silicon vias, thermal path, and power delivery?
- How will heat from stacked compute or cache dies be removed without exceeding junction limits?
- What additional test points, burn-in, repair, and yield learning are included in the qualification plan?
Samsung describes 2.5D and 3D integration for heterogeneous chiplet designs that combine compute, memory, and I/O. Intel describes EMIB and Foveros for multi-die integration, including chiplets from diverse technologies and foundries. Those portfolios are relevant starting points; they do not establish equivalent package cost, yield, or capacity. Require package-level evidence using your die sizes, HBM configuration, thermal design, and test limits.
Step 5: Check usable capacity and supply resilience
Company-wide capacity figures are not the same as available capacity for a leading-edge AI product. TSMC reports more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it manages and subsidiaries. That aggregate spans a broad manufacturing footprint and should not be interpreted as leading-edge-node capacity or as an allocation promise for a particular customer.
Map the actual production chain:
- logic wafer facility and backup facility, including geography and export-control implications;
- specialty wafers for I/O, analog, or chiplets;
- HBM and other memory suppliers;
- substrate, interposer, bridge, assembly, and final-test sites;
- transport lanes, inventory buffers, and recovery time after a disruption.
Ask for node-specific monthly wafer starts, package starts, committed versus forecast volume, lead time from purchase order to finished goods, and rules for reallocating capacity. A second foundry is useful only if your design, IP, package, and test flow can actually move there.
How to read industry statistics
An Intel Foundry fact sheet attributes 3 trillion semiconductor units shipped globally in 2024, including 1.4 billion AI chips, and $626 billion in total semiconductor revenue in 2024. These are figures from Intel’s fact sheet, with underlying footnotes not independently traced here; they are market context, not proof of any supplier’s capacity for your project.
The same Intel material claims more than 100 2.5D products in volume production and three times the 2.5D capacity of all foundries. Those are Intel’s own claims, and the comparison basis is not independently established. Ask how “volume production,” “capacity,” product count, and time period are defined before using the figures in a sourcing model.
Step 6: Build a fully loaded cost model
Request the same cost categories and assumptions from every candidate. Do not compare a quoted wafer price with another supplier’s package-inclusive price.

| Cost element | What to include | Evidence to request |
|---|---|---|
| Design and NRE | PDK enablement, engineering support, masks, reticles, IP licenses, package development, and prototypes. | Milestone-based quote, payment schedule, and treatment of engineering changes. |
| Wafer fabrication | Wafer price by process variant, wafer size, starts per month, and expected good-die yield. | Yield model for a comparable die size and maturity stage, with assumptions stated. |
| Package and assembly | Interposer or bridge, substrate, HBM assembly, bonding, burn-in, and package yield. | Unit quote by package configuration and capacity reservation terms. |
| Test | Probe, known-good-die screening, final test, system-level test, test-program development, and equipment charges. | Test-time assumptions, coverage, escape-rate targets, and retest policy. |
| Schedule and risk | Lead time, inventory carrying cost, expediting, redesign probability, and launch-delay impact. | Integrated milestone plan, escalation rules, and remedies for missed commitments. |
For an economic comparison, calculate cost per usable accelerator, not cost per wafer. Include die-per-wafer, wafer sort yield, package yield, final-test yield, and the probability and cost of a redesign. Present low, expected, and downside cases so executives can see how an apparently cheaper node behaves when yield or allocation is worse than planned.
Provider-by-provider questions
Questions for TSMC
- Is the required N2 or N2P variant accepting new designs at the intended tape-out date?
- What are the current PDK, IP, SRAM, and package qualification milestones?
- What wafer and advanced-package allocation can be contractually committed, and from which sites?
- What design-specific power, performance, density, and yield data can be shared under confidentiality?
Questions for Samsung Foundry
- Which of the 5nm, 4nm, 3nm GAA, or 2nm GAA options is qualified for the required libraries, HBM interfaces, and package?
- Which responsibilities sit with Samsung, an OSAT, a substrate supplier, or the customer for 2.5D/3D integration?
- What ramp, yield, and package-capacity evidence exists for a die and package similar to yours?
- Can the design flow support a second-source or future node migration without a complete physical redesign?
Questions for Intel Foundry
- What is the external-customer status of the 18A process and the associated RibbonFET and PowerVia design rules?
- Which EMIB or Foveros package configurations are qualified for your die count, HBM arrangement, and thermal envelope?
- What EDA, IP, assembly, and test ecosystem is available at tape-out?
- What capacity, qualification, and lead-time commitments apply to both wafers and packages?
A practical scorecard for a sourcing decision
Use a weighted scorecard only after suppliers return comparable evidence. A sample structure is below; adjust the weights to your product economics.
| Decision axis | Suggested questions | Typical consequence of getting it wrong |
|---|---|---|
| Process maturity and access | Is the exact variant qualified, and can it accept your tape-out? | Launch delay or forced redesign. |
| Performance, power, and density | What did a comparable design achieve under stated conditions? | Lower system throughput or excessive cooling cost. |
| Design enablement | Are PDK, EDA, memory, interface, and third-party IP flows validated? | Longer closure and more mask spins. |
| Package capability | Can the package meet bandwidth, thermal, power, and test requirements? | Inability to ship the intended product configuration. |
| Capacity and resilience | What wafer and package capacity is committed, where, and for how long? | Allocation shortfall despite technical success. |
| Total economics | What is the cost per good, tested unit including NRE and risk? | Margin erosion or an uneconomic product. |
Require a written explanation for every score and mark each data point as contractual, measured on a comparable design, vendor-estimated, or roadmap-only. This prevents a confident marketing statement from receiving the same weight as a qualified production result.
Due-diligence checklist before selecting a foundry
- Freeze a product brief covering workload, die and chiplet partition, HBM, package dimensions, power, thermal limits, reliability, and launch volume.
- Send the identical technical questionnaire and confidentiality terms to each candidate.
- Confirm the exact process and package stage for your tape-out date, geography, and product edition.
- Review PDK, EDA, IP, memory, and interface validation with the design team—not only the business-development contact.
- Run an early package and thermal co-design using real die outlines, HBM stacks, interconnects, and cooling assumptions.
- Obtain a costed manufacturing flow from wafer fabrication through final test, with yield assumptions and sensitivity cases.
- Audit wafer, package, substrate, HBM, assembly, and test capacity separately; aggregate corporate capacity is insufficient.
- Define qualification gates, sample sizes, reliability tests, yield targets, and acceptance criteria in the contract.
- Negotiate allocation, lead-time, engineering-change, redesign, and disruption provisions before committing masks.
- Maintain a qualified fallback plan, even if the fallback uses a different node or chiplet partition.
Common comparison mistakes and how to correct them
Mistake: choosing by the smallest node number
Correction: compare measured power, performance, density, design effort, package capability, and schedule on a like-for-like design.
Mistake: treating a roadmap date as available capacity
Correction: ask for a customer-specific tape-out window, qualification plan, and written allocation commitment.
Mistake: pricing wafers while ignoring packages
Correction: model interposers, bridges, substrates, HBM assembly, probe, final test, thermal hardware, and package yield.

Mistake: assuming a chiplet automatically lowers risk
Correction: quantify die-to-die validation, known-good-die screening, package yield, thermal coupling, and test coverage.
Mistake: using vendor market statistics as a neutral benchmark
Correction: label each claim by source and definition, then request comparable project data from all suppliers.
Bottom line for AI processor teams
TSMC, Samsung Foundry, and Intel Foundry each present credible leading-edge process and packaging paths, but their public materials do not provide a neutral, design-specific comparison of price, yield, cycle time, or committed capacity. TSMC’s stated N2 and N2P milestones, Samsung’s range of AI/HPC nodes and heterogeneous packaging, and Intel’s 18A, EMIB, and Foveros propositions identify candidates for technical diligence. They do not select a winner by themselves.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteSelect the provider that can demonstrate, for your exact processor and launch date, a qualified process and package, a working EDA/IP flow, sufficient node-specific capacity, measurable yield and performance, and a contractually credible total cost and schedule. If a supplier cannot provide apples-to-apples evidence, record that uncertainty explicitly rather than converting a marketing claim into a financial assumption.
Frequently Asked Questions
Which foundry can manufacture an AI processor?
TSMC, Samsung Foundry, and Intel Foundry all publicly describe leading-edge logic and advanced packaging capabilities. Whether one can manufacture your processor depends on the exact process variant, package, design flow, qualification stage, and available allocation; a public node label is not enough to establish eligibility.
Is a newer process node always cheaper per AI chip?
No. A newer node may reduce die area or power while increasing masks, IP work, package complexity, engineering time, or yield risk. Compare total cost per good, tested package, including NRE and redesign exposure.
How much capacity does TSMC have for advanced AI chips?
TSMC reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it manages and subsidiaries. That is an aggregate company figure, not a disclosure of leading-edge-node capacity or an allocation for a particular AI design.
