How to Compare AI Cloud Providers on Price, Performance, and Lock-In

There is no universally cheapest or fastest AI cloud provider. The defensible choice comes from pricing the same model quality and workload on each service, measuring latency and throughput with your own prompts and traffic, and estimating the cost of replacing provider-specific services later. A headline price per million tokens is only one input to that decision.

Start with one defined workload, not a provider shopping list

Write down the workload you are comparing before opening a pricing page. A useful definition includes the task, quality target, request volume, prompt and response sizes, traffic pattern, region, data boundary, and required controls. Without those assumptions, a comparison can look precise while comparing different products.

As an Amazon Associate I earn from qualifying purchases.

  • Task and quality: classification, extraction, chat, code generation, summarization, or another named task; include an acceptance test such as a human rating, exact-match rate, factuality check, or error ceiling.
  • Model tier: compare models that meet the same quality requirement. A cheaper model that fails your acceptance test is not a lower-cost equivalent.
  • Volume: requests per day or month, average and maximum input tokens, average and maximum output tokens, and the percentage of requests with long context.
  • Traffic shape: steady background work, bursts, interactive sessions, batch jobs, or priority requests. Record concurrency and rate-limit requirements.
  • Data and geography: allowed processing locations, residency rules, network path, and whether prompts or outputs may cross a broader deployment boundary.
  • Capacity arrangement: on-demand, batch, priority, or provisioned capacity. These options can have different prices and operating behavior.
  • Supporting components: retrieval, vector storage, safety filters, orchestration, logging, identity, networking, and egress. Include them if they are required for a production result.

Keep this specification unchanged while you evaluate each provider. Changing the model, region, context size, or concurrency between tests invalidates the comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an effective-cost comparison

Calculate a monthly or per-workload bill from the assumptions above. Separate metered model usage from fixed and supporting costs so that a low token rate cannot hide an expensive surrounding architecture.

Cost component What to record Why it changes the answer
Input tokens Uncached and cached input tokens, including long-context requests Input volume can dominate a retrieval-heavy or document-processing workload.
Output tokens Generated tokens and any maximum-output setting Verbose responses cost more and may increase latency.
Cache treatment Eligible cached tokens, cache duration, and the applicable rate A repeated system prompt may not be billed like fresh input.
Work mode On-demand, batch, priority, or another inference mode Each mode can have separate prices and availability rules.
Capacity Provisioned units, minimum commitments, utilization, and idle capacity Guaranteed capacity can improve predictability while creating a fixed obligation.
Region Selected region or processing scope and its listed rates The same model can have different rates by location.
Supporting services Retrieval, storage, networking, logging, monitoring, safety, and orchestration These are part of the cost of delivering an accepted answer, even when token pricing is attractive.

A simple calculation is:

monthly model cost = (uncached input tokens ÷ 1,000,000 × input rate) + (cached input tokens ÷ 1,000,000 × cached-input rate) + (output tokens ÷ 1,000,000 × output rate)

Add work-mode charges, capacity commitments, and the supporting-service estimate separately. Use the rates for the exact model, region, and deployment option; do not substitute a generic provider average.

Use the official price page for each candidate

Amazon Bedrock pricing organizes rates by model and region and describes multiple inference options. Select the model and region that match your workload, then record the rate and the date you checked it. Do not quote a single “Bedrock price” as if it applied to every model or location.

Google Cloud’s generative AI pricing documentation should be checked for the exact model, usage type, and service you intend to use. The published page is the source for current rates; a provider-to-provider figure is not established until you normalize the same workload on all sides.

For Microsoft-hosted serverless models, model providers define license terms and prices while Microsoft provides the hosting and API access. The responsibility split is stated in the Microsoft Foundry Models overview. Confirm whether a price, license, or usage condition comes from the model owner or the hosting platform before treating it as a long-term cost.

Illustrative worksheet (not a market quote)

Suppose a service handles 40,000 requests per month, each averaging 2,000 input tokens and 500 output tokens. If 20% of input tokens qualify for a cached rate, your worksheet would contain 64 million uncached input tokens, 16 million cached input tokens, and 20 million output tokens. Insert each provider’s current rates for the same model tier, region, and mode; then add the provider-specific retrieval, logging, and network estimates. The example demonstrates the calculation only and does not assert any provider’s price.

Report the assumptions beside every total. If your traffic can double during a campaign, show both the normal month and the peak month. A provisioned commitment that is economical at peak utilization may be wasteful when demand is intermittent.

Measure performance as users experience it

“Fast” has several meanings. Track the metrics that correspond to your interface and workload instead of relying on a provider’s single benchmark number.

Metric Definition Useful decision
Time to first token (TTFT) Time from request submission until the first generated token arrives Predicts how quickly an interactive response appears.
Output tokens per second Generation rate after the first token Shows streaming smoothness and completion speed.
End-to-end latency Total time from request submission to a complete response Captures network, queuing, generation, and post-processing.
Latency percentiles For example, median, p95, and p99 completion times Exposes slow tail behavior that an average conceals.
Sustained throughput Accepted requests or tokens per unit of time under a defined concurrency Tests whether the service handles your peak traffic.
Quality Score on the representative acceptance set Prevents a fast but inaccurate model from winning on speed alone.

Microsoft’s Foundry model benchmark documentation identifies TTFT and generated tokens per second as useful measures. Its published measurements use specified conditions, such as synthetic prompts and sequential requests, and are periodically refreshed. Those conditions explain why a benchmark is a snapshot rather than a guarantee for your application.

Run a controlled, repeatable test

  1. Freeze the candidate: record the model name or version, deployment type, region, API settings, and safety or tool configuration.
  2. Prepare a representative prompt set: include short and long contexts, typical retrieved passages, difficult cases, and a known answer or scoring rule where possible. Remove personal or confidential data unless your test environment is approved for it.
  3. Define traffic: specify request order, concurrency, arrival rate, streaming setting, timeout, retry policy, and test duration. Run a warm-up period before recording results.
  4. Collect raw timings: capture request start, first token, final token, status code, retry count, input and output token counts, and any throttling response.
  5. Repeat across time: run enough repetitions to calculate median, p95, and p99 values. Record the test date and access route because load and network conditions change.
  6. Score quality separately: evaluate the same outputs against the same acceptance criteria. Do not trade away required quality simply because a response arrived sooner.
  7. Publish the conditions with the result: name the model, region, deployment, prompt lengths, concurrency, request pattern, and measurement window.

Run the same test from the network location your application will use. A provider’s regional endpoint may perform differently from a developer laptop, and a global route may have different processing and latency characteristics than a data-zone route.

Separate geography, deployment, and guarantees

A cloud brand does not by itself tell you where prompts are processed or what throughput you can expect. Confirm the service’s deployment type, supported models, processing scope, and contractual commitments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft distinguishes global and data-zone deployment scopes in its deployment-type documentation. The same documentation notes that model availability varies by deployment type. It also distinguishes provisioned deployments, which provide guaranteed throughput and lower latency variance, from standard deployments, which are best-effort. Verify those properties for the specific model rather than assuming every model supports every option.

  • Processing boundary: document the countries or zones in which prompts and outputs may be handled, including any global fallback.
  • Availability: confirm that the selected model is offered in the required region and deployment type.
  • Capacity guarantee: determine whether the commitment guarantees throughput, latency behavior, or only reserved capacity.
  • Rate limits: record requests-per-minute and tokens-per-minute limits, how they are raised, and what happens at the limit.
  • Resilience: identify regional failover options and whether failover changes the data boundary or price.
  • Contract terms: check the applicable SLA, support level, retention controls, and notice periods in the service agreement.

For a regulated workload, a cheaper global option may be unusable if it violates the required boundary. Conversely, a data-zone or provisioned option may cost more but avoid a compliance exception or an unpredictable queue during a peak.

Assess lock-in as a migration-cost question

Lock-in is the work and risk involved in moving the complete application, not merely changing an endpoint. An API that resembles another provider’s API can still leave you dependent on model behavior, proprietary tools, identity, data stores, and deployment settings.

Layer Questions to answer Evidence to retain
API and responses Are request fields, streaming events, error codes, tool calls, and token accounting interchangeable? Adapter code, contract tests, and sample responses.
Model behavior Will prompts, system instructions, structured output, safety settings, and context limits behave the same? Prompt suite, quality scores, and model-version record.
Version lifecycle How are aliases, deprecations, upgrades, and rollback handled? Version pinning, migration notices, and rollback procedure.
Retrieval and data Which vector stores, indexes, file formats, embeddings, and metadata are provider-specific? Export format, re-indexing estimate, and ownership of source data.
Orchestration Are agents, prompt registries, evaluators, guardrails, or workflows proprietary? Definitions stored in version control and an equivalent open implementation.
Identity and security Would roles, keys, private networking, and audit logs need redesign? Access-control map, network diagram, and retention settings.
Operations Can dashboards, alerts, quotas, and incident procedures move with the workload? Metric names, alert thresholds, runbooks, and export jobs.
Commercial and legal Who sets license terms, what data rights apply, and what notice or termination conditions exist? Current service and model terms reviewed by the responsible owner.

Assign each item a replacement effort: hours of adapter work, test engineering, data migration, retraining or prompt tuning, security review, and downtime risk. Add an uncertainty range rather than pretending the estimate is exact. A provider-specific feature that saves engineering time today should appear as a line item in the future replacement plan.

Create a portability baseline before production

  • Put prompts, tool schemas, evaluation cases, and routing rules in your own version control.
  • Keep canonical business data and documents outside a provider-managed index when policy permits.
  • Build a thin adapter around each provider so application code does not depend on one response format.
  • Store request and response metadata needed for replay, subject to privacy and retention rules.
  • Run a small second-provider test at each major model or workflow change.
  • Document which features are intentionally provider-specific and the business reason for accepting that dependency.

Portability does not mean every model will produce identical text. The realistic goal is a tested migration path with known quality, engineering, data, and downtime costs.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Use a weighted decision model instead of a single score

Once costs, tests, and constraints are documented, make trade-offs explicit. Choose weights that reflect the application; do not let an arbitrary spreadsheet default decide for you.

Category Example evidence Possible treatment
Effective cost Monthly bill at normal and peak volume, including supporting services Score against the budget ceiling; show sensitivity to token mix and utilization.
Performance TTFT, output rate, p95 and p99 latency, throughput, and quality Reject options that miss a hard user-experience or quality threshold before weighting.
Geography and service level Processing boundary, model availability, rate limits, guarantee, and SLA Treat compliance and availability requirements as gates where necessary.
Portability Replacement effort for APIs, data, orchestration, identity, and monitoring Convert estimated migration work into a one-time risk reserve or switching-cost value.
Operational fit Existing access controls, observability, procurement, support, and staff skills Use documented service capabilities plus your organization’s measured implementation effort.

A practical formula is total economic cost = recurring usage and platform cost + expected operating effort + annualized migration risk. Keep the migration term visible even if you do not assign it a precise dollar value. For example, list “two weeks of adapter work and one week of security review” as a separately approved risk rather than burying it in a subjective score.

A repeatable evaluation process

  1. Write requirements and hard constraints. Set quality, latency, data-boundary, availability, and budget limits before seeing provider results.
  2. Shortlist comparable deployments. Select the same quality tier, region or processing scope, inference mode, and capacity assumption for every candidate.
  3. Capture live documentation. Save the exact pricing, deployment, model-availability, license, and SLA pages with access dates. Pricing and benchmark materials change.
  4. Build the cost sheet. Calculate normal, peak, and growth cases with input, output, cached, batch or priority, capacity, region, and supporting-service lines.
  5. Run the performance harness. Use identical prompts, context sizes, concurrency, timeout, retry, and scoring rules. Report percentiles and quality, not just averages.
  6. Map the stack for lock-in. Inventory every provider-specific feature and estimate replacement work, data movement, testing, and downtime.
  7. Apply gates, then weights. Eliminate options that fail a non-negotiable requirement; only then compare cost, speed, portability, and operational fit.
  8. Review a pilot at realistic load. Test production-like traffic and failure handling, including throttling, model errors, region outages, and rollback.
  9. Set a review date. Recheck prices, model lifecycle, limits, and benchmark conditions before a renewal or major volume change.

Common comparison mistakes and fixes

Comparing different models by token price

Problem: one provider’s small model is compared with another provider’s larger model, so the lower rate also buys lower quality. Fix: establish an acceptance test and compare models that pass it, or report the quality difference explicitly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using a provider benchmark as your forecast

Problem: a benchmark tested synthetic prompts, sequential requests, or a different region and concurrency than your application. Fix: reproduce the test with your prompts, context lengths, concurrency, route, and scoring criteria, then publish the conditions.

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.

Ignoring token mix and cache eligibility

Problem: a headline input rate is multiplied by total tokens even though some tokens are cached, or cached tokens are assumed when they are not eligible. Fix: split fresh, cached, and generated tokens in the worksheet and verify the provider’s eligibility rules.

Forgetting fixed capacity and idle time

Problem: a provisioned arrangement is priced as if every reserved unit were fully used. Fix: model utilization by hour and include the cost of unused commitment in low-demand periods.

Assuming an API label guarantees portability

Problem: basic request syntax transfers, but tool calls, streaming events, safety behavior, embeddings, retrieval, identity, or monitoring do not. Fix: test the complete application path and maintain an adapter and export plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Overlooking processing scope

Problem: a global deployment is selected for price or availability without checking residency or contractual requirements. Fix: record the exact deployment type and allowed processing locations for each model.

Mixing documented facts with internal assumptions

Problem: a provider’s published capability is presented as your organization’s measured performance or implementation effort. Fix: label documentation, test results, estimates, and production observations separately.

How to read the result

Choose the lowest-cost option that passes your quality, latency, geography, reliability, and security gates—not the lowest published token rate. If two candidates pass, favor the one whose cost remains acceptable under realistic token growth and whose migration inventory is smaller or better funded. If one option is faster only under a provider’s test conditions, treat that as a hypothesis until your harness confirms it.

Revisit the comparison when the workload changes materially: a new model, longer context, higher concurrency, a new region, a shift from interactive to batch traffic, or the addition of managed retrieval can change both the bill and the lock-in profile. Keep the original assumptions so a later decision can explain why the winner changed.
