Warehouse expansion does not have one predictable effect. Global logistics rents fell in both 2024 and 2025 even as companies continued adding distribution capacity. The outcome in a particular market depends on how much space is built, how quickly occupiers need it, lease incentives, transport links, land competition, and the rules and infrastructure imposed by local authorities.

For households and investors, the key distinction is between warehouse rents—the price paid for logistics space—and housing or commercial rents nearby. A new facility can improve delivery capacity and support jobs while also increasing truck traffic, competing for land, or exposing nearby residents to pollution. Evidence supports market-by-market analysis, not a universal claim that every warehouse helps or harms its host community.

What is driving warehouse construction?

Warehouse demand follows the design of supply chains, not e-commerce alone. Companies decide where to hold inventory and process orders based on customer locations, ports, highways, labor, manufacturing sites, taxes, resilience goals and the cost of carrying stock. Several forces can operate at once:

  • E-commerce and last-mile delivery: Faster delivery requires facilities close to population centers, sometimes in smaller urban or inner-suburban sites.
  • Nearshoring and manufacturing diversification: Manufacturers may place production and inventory in more than one country, creating demand for regional distribution space.
  • Network redesign: Firms can add or relocate facilities to shorten routes, reduce single-node dependence or respond to changing trade patterns.
  • Inventory decisions: During uncertainty, occupiers may keep more stock, but high financing and operating costs can also make them delay commitments or use existing buildings more intensively.
  • Reverse logistics and specialized urban operations: Returns processing, dark stores, dark kitchens and regulatory requirements add forms of logistics demand that are not captured by a simple “online shopping” explanation.

JLL’s Global Real Estate Perspective: Highlights, February 2025 reported that uncertainty and high costs led some occupiers to delay decisions and increase use of existing space. It also identified e-commerce, last-mile facilities, nearshoring and manufacturing diversification as longer-term supports for logistics demand.

Construction therefore responds to both immediate leasing conditions and expectations about future networks. A market can be building heavily because developers approved projects during an earlier boom, even after occupiers have become more cautious.

What happened to global logistics rents in 2024 and 2025?

The latest industry indexes show declines, not a uniform worldwide increase.

Reporting period Geography Reported change What the number measures
2024 Global -5% Prologis Research’s change in net effective rents on signed leases
2025 Global -3.7% Prologis Research annual index; proprietary industry measure
2025 United States and Canada -4.9% Same index and lease-based methodology
2025 Europe -2.9% Same index and lease-based methodology

Prologis Research’s 2024 report, published in 2025, said oversupply pressured specific markets and that rent patterns varied by market. Its 2025 report, published in 2026, said rents fell 2.3% in the first half and 1.4% in the second half of the year, describing substantial differences among individual markets.

Net effective rent is not the same as asking rent

Net effective rent incorporates the economics of a signed lease, including the effect of concessions or rent-free periods. Asking rent is the advertised face rate for available space. A landlord can keep an asking rent unchanged while offering free months, improvement allowances or other incentives that reduce the effective price. Conversely, a signed lease may differ from current listings because it was negotiated earlier or for a different building specification.

Prologis weights its regional and global results by estimated market revenue. The figures are useful indicators of conditions in the markets represented by the index, but they are not a universal census of every warehouse lease. Any comparison should identify the publisher, year, geography and metric.

Why can rents fall while construction continues?

New supply can arrive after demand has slowed. If completed space grows faster than occupied space, vacancy or availability rises and landlords compete more actively for tenants. Developers may also be completing projects that were financed and started before the market turned. At the same time, occupiers may be consolidating operations, postponing expansion or taking cheaper space in existing buildings.

The reverse is also possible: a market with little developable land and strong demand can see rents rise even while other regions record declines. A global average cannot tell a tenant whether a specific submarket is tight.

How different were leasing conditions by region?

JLL’s 2025 global report, covering 2024 activity, found that leasing and absorption did not move together across regions:

Region and measure 2024 result compared with 2023 Additional context
North America gross leasing 27% below 2023 Reflects a sharp reduction in gross leasing activity
Europe take-up 5% below 2023 In line with 2019 levels
Asia-Pacific net absorption 13% below 2023 Measures net occupied-space change

These figures describe activity in 2024, not a forecast for every subsequent year. Gross leasing, take-up and net absorption are different measures, so the percentages should not be treated as directly interchangeable. They do, however, show why “global demand” is too broad a description for a local investment or planning decision.

How warehouses strengthen supply chains—and where the trade-offs arise

Capacity and resilience

A strategically located facility can place inventory nearer customers, manufacturers or transport connections. That can reduce the distance for some deliveries, provide buffer stock and give a company alternatives when a port, factory or route is disrupted. The benefit depends on network design: an isolated building with poor road or rail access may add little useful capacity, while a well-connected hub can serve many destinations.

One company-specific estimate illustrates the scale of a major operator’s network without describing the whole sector. Prologis reported that an estimated $3.2 trillion of goods produced or sold globally passed through its facilities in 2024, citing a company-commissioned Oxford Economics impact report. This figure covers Prologis facilities only; it is not an estimate for all warehouses or all global logistics.

Land, traffic and emissions

Large facilities require land, road access, utilities and often extensive parking and loading areas. If built on the urban edge, they can consume land that might otherwise support housing, agriculture, manufacturing or public infrastructure. If built close to customers, they may reduce delivery distance for some routes but place more truck movements near dense neighborhoods.

The OECD and International Transport Forum’s 2024 report, Urban Logistics Hubs, states that freight transport is responsible for around half of local air pollutants in cities and contributes to congestion and other emissions. That statement concerns freight transport across cities, not warehouse buildings in isolation. The report also describes demand for both logistics functions returning to cities and larger suburban warehouses.

“Urban logistics are fundamental to city life.” — OECD, Urban Logistics Hubs (2024)

What does expansion mean for nearby housing and other rents?

There is no harmonized global dataset that connects warehouse construction to housing affordability, neighborhood rents, jobs, health and emissions in every market. It is therefore unsafe to say that a new warehouse automatically raises or lowers nearby household rents.

Several mechanisms can push in opposite directions:

  • Land competition: A logistics site can remove land from the supply available for housing or other commercial uses, potentially increasing scarcity where developable land is limited.
  • Access and nuisance: Noise, congestion or perceived air-quality risks can reduce the appeal of some nearby locations, while improved roads or services can increase it.
  • Employment and income: Facilities may create jobs and support related services. The effect on housing demand depends on wage levels, job durability, commuting patterns and whether workers can afford local homes.
  • Public costs: Road upgrades, enforcement and environmental mitigation may be paid partly by public budgets, affecting the net local benefit.
  • Property-market timing: A project announced during a land boom can affect prices differently from one built after a downturn or alongside a large housing program.

These are evaluation channels, not a single predicted result. A city should examine what land would otherwise be used for, where trucks travel and which residents bear the exposure.

What the Southern California evidence shows

A 2023 Mineta Transportation Institute study modeled Southern California through 2040. It was motivated by California’s 2021 executive order to use state land to increase warehouse capacity after pandemic supply-chain disruptions. The researchers compared warehouse and housing demand and modeled transport and environmental outcomes under different scenarios.

The study found that warehouse-development scenarios increased the modeled number of air-pollution hotspots even when truck-electrification scenarios were included. It also reported a possible employment benefit and noted a positive association between low-income housing demand and unemployment in its modeled analysis.

Those results are bounded by the study’s geography, assumptions and scenario design. They do not establish a global causal effect, and they do not show that every Southern California project will produce the same outcome. They do show why “more logistics capacity” and “better local conditions” must be assessed separately.

How planners and residents can evaluate a proposal

Japan’s Ministry of Land, Infrastructure, Transport and Tourism highlighted several issues in its 2025 report summary on the future of logistics facilities: network-wide placement, aging facilities, coastal supply constraints, changing truck operations and community agreement. Those concerns provide a practical checklist for any jurisdiction.

  1. Define the need: Identify which customers, manufacturers or routes the facility serves and whether existing buildings could meet the requirement.
  2. Measure the market: Compare construction under way, vacancy or availability, signed-lease net effective rents, asking rents and recent absorption. Do not substitute a global index for local evidence.
  3. Map exposure: Show truck routes, intersections, schools, homes and neighborhoods affected by noise, congestion and air pollution.
  4. Compare land alternatives: Test housing, mixed-use, brownfield redevelopment and smaller distributed facilities against the proposed site.
  5. Assess jobs realistically: Specify construction and permanent jobs, shifts, wages, skill requirements, accessibility by transit and expected duration.
  6. Price infrastructure and mitigation: Account for road maintenance, charging infrastructure, monitoring, buffers, delivery-time rules and enforcement.
  7. Secure community agreement: Provide transparent data, meaningful consultation and enforceable conditions rather than treating consultation as a formality.

A decision framework for households, investors and local officials

When reading a warehouse announcement or investment report, ask these questions in order:

  • Which rent? Is the claim about asking rent, net effective rent, housing rent or an industrial lease?
  • Which period? Does the number describe a signed lease, a quarter, a full year or a forecast?
  • Which geography? Is it global, national, metropolitan or a single submarket?
  • What is the supply balance? How much space is being built relative to leasing and occupied-space growth?
  • What function does the building serve? Last-mile delivery, manufacturing support, bulk storage and returns processing create different traffic patterns.
  • Who receives and who bears the effects? Separate company-wide capacity or revenue from local jobs, tax receipts, congestion and exposure.
  • What is the counterfactual? Compare the proposal with leaving the site vacant, building housing or using an existing facility.

For personal-finance decisions, this framework helps avoid treating a headline about falling industrial rents as evidence that local housing will become cheaper, or treating a large employer announcement as proof that a neighborhood’s quality of life will improve.

What can and cannot be concluded globally?

The strongest global conclusion is limited: logistics rents declined in the Prologis indexes in 2024 and 2025, with slower declines in 2025 and substantial differences by market. JLL’s regional figures show that leasing activity also varied, while longer-term demand drivers remained present.

The evidence does not provide a single worldwide estimate linking warehouse expansion to household rents, employment, health or emissions. Local outcomes require local data on land use, traffic, labor markets, housing supply and governance. A warehouse can be essential to a resilient supply chain and still impose costs that require mitigation or make another site preferable.

Frequently Asked Questions

Do falling global warehouse rents mean housing rents will fall?

No. The reported declines are for logistics real-estate leases, not residential housing. Housing rents depend on local homes, incomes, financing, regulations and demand; the available evidence does not establish a global warehouse-to-housing-rent relationship.

Are Prologis rent figures the same as advertised warehouse prices?

No. Its index measures net effective rents on signed leases, while asking rents are advertised face rates and may not reflect concessions or earlier negotiations.

Does every new warehouse create a net benefit for its community?

No. Benefits such as supply-chain capacity and jobs must be weighed against land competition, truck traffic, pollution, infrastructure costs and whether residents participate in the siting decision.
