The change is neither one-for-one nor immediate: refinery margins, product supply and demand, taxes, distribution costs, local conditions and timing determine how much reaches the pump. In the United States, the U.S. Energy Information Administration (EIA) groups a retail fuel price into four broad components—crude oil, refining costs and profits, distribution and marketing costs and profits, and taxes.
How a barrel of crude becomes a pump price
The retail price is the end of a chain rather than a direct quote on crude oil. Each stage can add cost or change the amount ultimately paid by a driver.

1. Crude oil is the feedstock
Refineries buy crude oil and turn it into several products, including gasoline and diesel. When the market value of crude rises, the replacement cost of the refinery’s input generally rises as well. A fall in crude prices lowers that input cost, although the effect can be delayed while existing inventories are processed and sold.
2. Refineries process crude into separate products
Refining requires energy, labor, maintenance, transportation and compliance with fuel specifications. Refineries also earn—or lose—money according to the difference between the selling price of a refined product and the cost of crude and other inputs. That difference is commonly monitored through a crack spread. The EIA describes crack spreads as indicators of refining profitability and as a proxy for refinery margins.

3. Wholesale products move through the distribution system
Gasoline and diesel leave refineries for terminals and other distribution points. Pipeline, marine, rail and truck transportation, storage, blending and handling add costs. Wholesale prices can move before retail stations change their posted prices.
4. Stations set retail prices
A station’s price reflects what it paid for fuel, transportation and operating expenses, local competition, station location, taxes and its own margin. EIA’s accounting therefore treats the pump price as the combination of crude, refining, distribution and marketing, and taxes—not as a simple pass-through of a crude benchmark.
How large is the crude-oil effect?
The EIA offers a scale calculation based on a 42-gallon barrel. If a $1-per-barrel change were passed through completely and every other factor stayed constant, it would equal about 2.4 cents per gallon. This is an arithmetic benchmark, not a promise about the next retail price.

Crude is a major component but not a fixed percentage of the retail price. In an April 2026 outlook discussion, the EIA said crude typically represented around half of retail gasoline prices and slightly less for diesel during that forecast period. Those shares describe the conditions being analyzed; they are not a permanent rule.
Why pump prices do not move at the same time as crude
Crude trades continuously, while a station may still be selling fuel purchased earlier at a different wholesale price. EIA’s component methodology notes a typical lag between a change in a spot price and a change in the retail price. During the delay, the measured refining-cost-and-profit share can look larger and the distribution-and-marketing share smaller. Once retail prices catch up, those measured shares can shift even if the underlying physical supply has not changed.
A 2012 EIA analysis estimated that about 50% of a crude-price change reached retail gasoline within two weeks and about 80% within four weeks. Those estimates describe the historical gasoline relationship examined then. They should not be treated as a current universal schedule or automatically applied to diesel, whose supply chain and market conditions differ.
Factors that can outweigh the crude signal
Refinery margins and crack spreads
A refined product can become more expensive relative to crude when refinery capacity is unavailable, inventories are low or product demand is strong. In that case, gasoline or diesel prices can rise even if crude is flat. Conversely, weak product margins can restrain pump prices during a period of higher crude costs.

Product-specific supply and demand
Gasoline and diesel are separate markets with different users and seasonal patterns. Diesel is part of the distillate market, which also supplies heating and agricultural demand. A tight distillate inventory can lift diesel margins independently of the crude market. The EIA’s September 2026 analysis attributed recent diesel-price pressure to tight global distillate supply together with elevated crude prices.
Seasonal and regulatory requirements
Fuel specifications change the cost and availability of the product that can be sold in a particular region and season. Reformulated or lower-sulfur fuels may require different refinery processes, blending components and distribution arrangements. A supply disruption affecting one specification can create a regional price spike even when a national crude benchmark is stable.
Local logistics and competition
Pipeline access, terminal capacity, trucking distance, station density and local competition all influence the amount added after the wholesale transaction. A station near a constrained terminal can charge differently from one supplied by a plentiful pipeline, even in the same state.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhy diesel is often more expensive than gasoline
Diesel has been priced above regular gasoline on-highway almost continuously since September 2004, according to the EIA. That long-running pattern is not a guarantee for every date or station, but it illustrates why crude alone cannot explain the spread.

Diesel competes in a broader distillate market
Trucks, construction equipment, rail, agriculture and some heating markets consume distillates. Demand from those users can tighten diesel supplies even when gasoline inventories are comfortable. Diesel also participates in global trade, so international distillate demand can affect U.S. wholesale prices.
Lower-sulfur production and distribution
The U.S. transition to lower-sulfur diesel required changes in production and distribution. Those compliance and handling costs are part of the product’s market structure and can contribute to a diesel premium.
Diesel taxes are higher
Federal and average state taxes reported by the EIA in January 2026 were higher for diesel than gasoline. Taxes do not explain every day-to-day difference, but they create a persistent component of the spread.
Taxes add a fixed or jurisdiction-specific layer
The following EIA figures are U.S. averages and dated January 2026. State averages exclude county and local taxes and state taxes based on gross or net receipts, so a driver’s actual tax burden can differ.

| Fuel | Federal tax and fees | Average state taxes |
|---|---|---|
| Gasoline | 18.40 cents per gallon | 33.27 cents per gallon |
| Diesel | 24.40 cents per gallon | 35.50 cents per gallon |
These amounts can change through legislation and do not include every local charge. Because a per-gallon tax does not fall when crude prices fall, it can represent a larger share of the pump price during a low-crude period and a smaller share during a high-crude period.
Geography and crude benchmarks matter
Retail prices vary by state and city because of taxes, fuel specifications, transportation routes, supply availability, station location and local demand. Comparing two stations in different regions and attributing the entire difference to crude is therefore misleading.
Benchmark selection can matter as well. In a 2014 analysis, the EIA found U.S. gasoline prices moved more closely with Brent than West Texas Intermediate under the market conditions studied at that time. That was a period-specific relationship, not a timeless law. Benchmark relationships can change as production, exports, infrastructure and regional pricing conditions change.

A practical method for explaining a gasoline or diesel price move
When you want to understand a price change rather than merely observe it, separate the possible causes in this order:
- Measure the crude move. Convert the change in dollars per barrel into a 2.4-cent-per-gallon equivalent for each dollar, and label the result as a full-pass-through benchmark.
- Check the product market. Look at the relevant gasoline or distillate wholesale price and crack spread. A widening spread indicates product prices are rising relative to crude; a narrowing spread can offset a crude increase.
- Check inventories and disruptions. Refinery outages, pipeline or terminal constraints, weather and low regional stocks can affect one fuel or one region without a comparable crude move.
- Account for timing. Compare the date of the crude or wholesale change with the date stations changed prices. A lag can make a short-term comparison look inconsistent.
- Subtract taxes and local factors. Federal, state and local taxes, fuel specifications, transportation and station-level competition explain why two locations can diverge.
- Use current data for current claims. The EIA’s weekly updates are the appropriate check before describing present pump prices or margins; the September 2026 conditions cited above are time-sensitive.
What this means for household and business budgets
For a household, the 2.4-cent rule provides a quick scale estimate: a $10-per-barrel crude increase would equal 24 cents per gallon only under complete pass-through. A 20-gallon purchase would then be $4.80 higher on that arithmetic alone. The actual change can arrive over several weeks and can be offset by weaker refining margins or lower local taxes.
Businesses using diesel should track distillate conditions separately from gasoline headlines. Freight, farming and construction demand can tighten diesel supplies while gasoline remains comparatively stable. Conversely, a gasoline-specific refinery or seasonal issue may affect motorists without changing diesel costs by the same amount.
Scope and limits of the explanation
This framework describes the U.S. market. Tax levels, fuel specifications, crude benchmarks, distribution systems and price-transmission timing differ in other countries, so the U.S. figures should not be exported without local evidence. Historical pass-through estimates are useful for understanding lag and scale, but they are not guarantees for a particular week, fuel or location.
