Since 30 July 2026, the Government of Jersey has shared a limited set of identity details for Jersey residents aged 18 and over with two UK credit reference agencies (CRAs): Equifax Limited and Experian Limited. The monthly feed contains a person’s name, residential address and date of birth. Its purpose is to help the agencies match people and addresses with information they already hold so lenders can perform identity and credit-history checks. It is not a government transfer of a complete credit report or repayment history.
What changed on 30 July 2026
The Register of Names and Addresses (Credit Reference Agencies) (Jersey) Order 2026 took effect on 30 July 2026. Under the arrangement, the Government of Jersey’s People Directory supplies a secure monthly extract to two prescribed recipients:

| Prescribed recipient | Data covered by the government feed | How often the People Directory policy says an extract is shared |
|---|---|---|
| Equifax Limited | Name, residential address and date of birth for Jersey residents aged 18 and over | Monthly |
| Experian Limited | Name, residential address and date of birth for Jersey residents aged 18 and over | Monthly |
The People Directory policy describes the name fields more fully as forename, middle name and surname. The information is identity data, not a complete account-by-account history supplied by the Government.

TransUnion is not included in this order
The UK Information Commissioner’s Office (ICO) identifies Equifax, Experian and TransUnion as the three main UK consumer CRAs. That description concerns the UK market generally; it does not mean all three receive the Jersey People Directory extract. TransUnion is not named in the 2026 Jersey order.
A lender can use information from one or more CRAs, and lenders are not required to report every account to every CRA. Consequently, the file held by one agency may differ from another even when both operate in the same market.
What information is actually shared?
Identity fields in the monthly extract
- Forename, middle name and surname
- Residential address
- Date of birth
The current Government guidance describes the covered population as Jersey residents aged 18 and over. The extract is designed to help an agency decide that a person and an address in its systems refer to the same individual.

What the government feed does not contain
It is not a complete government-held credit file. The arrangement does not describe the Government sending every credit-card balance, loan balance, missed payment or repayment record. A 2023 Government question-and-answer document explained that CRAs already received some Jersey account-opening and repayment information from lenders under the relevant product terms. The government identity fields help connect that existing information to the correct person and address.
That proposal-era explanation is useful background, but the current People Directory policy and the 2026 order are the better references for the live fields, recipients and operating date.
How the data-sharing process works
- The People Directory identifies the relevant records. The current guidance covers Jersey residents aged 18 and over and the specified name, address and birth-date fields.
- A secure monthly extract is prepared. The People Directory privacy policy says the extract is shared securely with the prescribed agencies.
- Equifax and Experian use the fields for matching. They compare the identity and address details with information already held in their systems.
- A lender requests checks during an application. For a credit card or another financial product, the lender can use the agency’s resulting file and identity match as part of its own assessment.
- The lender makes the decision. The data feed does not guarantee approval, a particular score or faster processing. No published outcome statistic establishes how much the arrangement has changed approval rates, access to credit or application times.
The arrangement therefore adds an official identity source to the matching process. It does not turn the Government of Jersey into a lender, score provider or publisher of a single universal credit rating.

Why Jersey shares the information
Identity and address checks
The Government says the principal benefit is allowing financial institutions to check identity and credit history more reliably when someone applies for a credit card or another financial product. Matching a name, address and date of birth can help an agency associate a Jersey resident with records supplied by lenders and other lawful sources.

Other purposes listed in the People Directory policy
The policy also identifies the following uses:
- Vetting applications for credit or related applications
- Detecting and preventing money laundering and terrorist financing where applicable law requires it
- Statistical credit-risk analysis when the individual cannot be identified
The 2023 proposal Q&A said the government-provided data was limited to specified purposes rather than being available for a CRA’s unrestricted commercial activities. Because that Q&A predates the operational order, the current policy and statutory text should be used for present-day scope.
Does this mean Jersey residents’ data is shared freely in the UK?
No. The Government’s FAQ used the question, “Will I now be exposed to my data being shared freely in the UK?” Its answer described limited data-sharing powers and restricted agency use for specified purposes. The practical limits are important:

- The stated uses relate to identity matching, credit and related vetting, applicable anti-money-laundering and counter-terrorist-financing checks, and non-identifiable statistical analysis.
- The feed is not a general release of the People Directory or a complete government credit history.
The FAQ was written during the 2023 proposal period, so it explains the policy rationale rather than replacing the current operational guidance.
How to opt out of future government updates
If you do not want further Government of Jersey updates sent to the CRAs, you can change your data-sharing preferences through services.gov.je or contact the Employment, Social Security and Housing Department (ESSH) on +44 (0) 1534 444444.
- Submit the opt-out through the services.gov.je data-sharing service, or call ESSH using the number above.
- Keep confirmation of the request and the date it was made.
- Understand that the change stops subsequent Government updates; it does not recall information already delivered.
The Government says data shared before an opt-out remains with the CRAs. Opting out therefore is not the same as deleting an existing entry or wiping a credit file. The Government also warns that opting out could affect access to some financial products, because an agency may have less current identity information for matching.

How to see what a CRA holds about you
Questions about information already held by a CRA should be directed to that agency. General ICO guidance says you can request a copy of your financial-standing information free of charge from any of the main UK CRAs. You do not have to obtain reports from all three, and you do not need to buy a paid monthly monitoring product to make the request.
Choosing which agency to contact
Start with Equifax or Experian if you are checking the records associated with the Jersey government feed. You may also request a file from TransUnion if you want to understand what that separate agency holds; however, TransUnion is not a recipient named in the Jersey order, and its file may contain different lender-supplied information.
What to ask for
- A copy of the information the agency holds about your financial standing
- The identity and address details associated with your file
- The source of an entry that appears incorrect
- Instructions for disputing or correcting the entry
The free access right concerns the information in the agency’s file. It is separate from optional paid alerts, monitoring subscriptions or scoring products.

- Raise the dispute with the CRA. Explain which name, address, date of birth or account entry is inaccurate and provide supporting evidence where available.
- Identify the original data supplier. If the disputed item came from a lender, the lender may be the party that must correct the underlying information.
- Ask both parties to confirm the outcome. A CRA can amend how an entry appears, while the original lender may need to correct the source record sent to the agency.
- Escalate an unresolved Jersey issue. The 2023 Government Q&A identifies the Jersey Office of the Information Commissioner as a possible next step if neither the agency nor the original supplier resolves the problem.
A dispute about the Government’s identity feed and a dispute about a lender’s repayment record may involve different parties. State clearly whether the problem is your name, address or date of birth, or an account, balance or payment entry supplied by a lender.
Common misunderstandings to avoid
- “The Government sent my entire credit history.” It sent specified identity fields. Account conduct and repayment information come from lenders and other sources held by the CRAs.
- “All three UK CRAs receive the Jersey extract.” The 2026 order names two: Equifax Limited and Experian Limited. TransUnion is not named.
- “Opting out deletes what was already shared.” The Government says prior data remains with the CRAs; the opt-out stops future updates.
- “A free statutory file request requires a monitoring subscription.” ICO guidance says the relevant financial-standing information can be requested free of charge.
- “The data guarantees a card or loan.” The feed supports identity and credit-history checks, but each lender applies its own criteria and makes the final decision.
- “One CRA’s file is the complete UK picture.” Lenders are not required to report to every CRA, so files can differ.
What this means in practice for Jersey residents
For most applicants, the change is an additional matching route: an agency can compare a lender’s application with current government-held name, address and birth-date information. That may reduce uncertainty where a Jersey address is difficult to match to an existing file, but the available official material does not quantify any improvement in approvals, product choice or processing speed.
If you are applying for credit, check that your name and address are recorded consistently and review the relevant CRA file before making a major application. If you prefer not to receive future Government updates, use the opt-out route with the understanding that already supplied data remains and that some lenders or agencies may have less information with which to verify you.
