How Construction Companies Can Manage B2B Payments and Cash Flow

Construction cash flow improves when every project is managed as a cash operating system—not just a margin estimate. Before signing, model when the owner will pay, when retainage will be released, and when payroll, suppliers, taxes and financing must be funded. During the job, make billing accurate and prompt, follow the contract’s approval path, and update forecast-versus-actual collections. Arrange supplier terms and working-capital capacity before a deficit appears, then use payment technology and bank controls to reduce avoidable delays and errors.

This approach matters because profitable work can still create a cash crisis. A contractor may pay labor and materials weeks or months before collecting an approved invoice, while a subcontractor may wait longer still in the payment chain. The steps below turn those timing gaps into items your finance and project teams can see, assign and manage.

Build a project cash forecast before you commit

Cash planning belongs in the project go/no-go decision. Construction Financial Management Association (CFMA) guidance recommends reviewing contract terms, owner payment practices, supplier terms and liquidity requirements with financial partners before large contracts are signed. A company-wide margin assumption cannot describe the cash profile of every job: billing milestones, approval procedures, retainage and procurement schedules differ by contract.

Put these timing events on one project schedule

  • Expected notice to proceed, mobilization and major procurement dates.
  • Payroll, subcontractor, equipment, insurance, tax and overhead outflows by week or month.
  • Invoice submission dates, required backup, approval milestones and contractual due dates.
  • Retainage withheld, the milestone that releases it and the realistic collection date.
  • Expected owner receipts, financing draws, deposits and other project-specific inflows.
  • Contingency for delayed approvals, change-order disputes or a slower production period.

Show opening cash, inflows, outflows and closing cash for each period. Add a separate line for restricted or unavailable cash, such as retainage that has been earned but cannot yet be collected. Review the projected lowest cash point—not only the final project margin—with the people responsible for bank facilities and guarantees.

Use a rolling forecast, not a one-time budget

At least monthly, compare the forecast with actual invoices, approvals, receipts and payments. Re-date an expected receipt as soon as an owner misses an approval step; do not leave an optimistic date in the model merely because the invoice remains contractually due. CFMA’s “No Guesses – No Surprises” article puts the purpose plainly: “A periodic cash flow statement can alert management to any unexpected shortfalls or interruptions to the plan.”

Escalate a projected shortfall while there is still time to adjust procurement, billing, staffing or financing. Waiting until payroll or a supplier invoice is due leaves fewer choices and usually increases cost.

Make billing a controlled operating process

Accurate, complete billing is one of the few direct operational levers a contractor controls. Agree on the required invoice format, submission channel, supporting documents, approval sequence and due-date calculation before the first billing cycle. Put those requirements in a project billing checklist and assign an owner for each handoff between project management, accounting and the customer.

Invoice on the earliest valid date

  1. Confirm the billable event: progress measurement, milestone, stored material or another event defined by the contract.
  2. Compile the required backup, such as schedules of values, signed tickets, lien waivers, certified payroll or change-order approval, where the contract requires it.
  3. Submit through the specified portal or email address and retain proof of submission.
  4. Record the contractual due date and the person responsible for approval follow-up.
  5. Resolve missing documents or disputed line items quickly, while keeping undisputed amounts moving through the process.
  6. Match the receipt against the invoice and update the project forecast and receivables aging.

Do not treat an invoice as “sent” until the customer’s required documentation and approval path are complete. A small omission can restart the review clock. A weekly aging review should identify invoices awaiting customer action, invoices under dispute and invoices that are contractually due but unpaid.

Measure collection timing realistically

CFMA’s 2018 Construction Financial Benchmarker reported an average of 54 days in accounts receivable for surveyed construction businesses in fiscal year 2017. That is a historical benchmark, not a promise about a current customer or contract. A separate CFMA article reported an 83-day median days sales outstanding (DSO) figure for construction, attributing it to PwC; the year was not stated in that article, and the article was sponsored by Procore. DSO measures sales-to-collection timing and should not be conflated with the 54-day accounts-receivable figure or with days of cash on hand.

Use your own contract-level history where possible: days from earned work to invoice, invoice to approval and approval to cash. Segment the analysis by owner, general contractor, project type and trade so a reliable payer does not hide a risky payment chain.

Model retainage and the payment chain

Retainage is earned value that remains unavailable until a defined condition is met. It can constrain liquidity long after labor and materials have been paid. For every contract, record the amount or rate withheld, who holds it, the release trigger, required closeout documents and a realistic release date. Ask how retained funds are handled and whether release depends on events beyond your company’s control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan working capital around the withheld cash

Show retainage as a separate receivable or restricted cash line in the forecast. Do not use it to fund current payroll or procurement unless a documented financing arrangement makes that cash available. Extend the forecast through punch-list completion, final acceptance and any other release milestone. If several projects reach closeout simultaneously, the resulting cash release may be lumpy; schedule obligations for the period before release rather than assuming a smooth inflow.

Lower-tier contractors need a chain-based forecast

A specialty subcontractor may finish work, submit an invoice to a general contractor and still wait for the general contractor’s approval or owner payment. Owner payment does not automatically become lower-tier cash on the same day. CFMA notes that specialty-trade contractors can be particularly sensitive to payment-cycle timing. Forecast from the actual subcontract, pay application process and known upstream practices, and maintain an aging schedule that identifies the payer at each step.

The same CFMA benchmark reported 15.1 projected days of cash on hand for specialty-trade participants—about five fewer days than the overall surveyed companies. This historical figure illustrates why a short collection delay can be material for a trade contractor; it is not a current liquidity target for every business.

How subcontractors can get paid faster

Faster payment starts with removing preventable reasons for rejection. Ask for the billing calendar and exact closeout requirements at award, then make one person accountable for each submission and follow-up.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Submit pay applications and invoices on the first permitted date.
  • Use the owner or general contractor’s required form, naming convention and portal.
  • Attach every required waiver, insurance certificate, schedule update and change-order authorization.
  • Confirm receipt and approval status rather than assuming portal upload equals acceptance.
  • Escalate a disputed item with a written explanation and preserve the undisputed portion for payment.
  • Keep current contact details for project, accounting and executive escalation.

Discuss supplier extensions or revised payment timing before a cash crunch. Unilaterally paying late can damage credit and future cooperation, and it may violate the contract. A negotiated arrangement is different from silently delaying a bill.

Choose technology for process control, not as a payment guarantee

Construction-management and billing platforms can standardize billing packages, route approvals, store backup and show which invoices are aging. They may reduce friction, but they cannot make a customer approve a disputed invoice or guarantee that money arrives on a particular date.

Compare a platform against your existing workflow

Evaluation area Questions to answer
System fit Does it integrate with the accounting, enterprise-resource-planning and project-management systems already in use?
Billing package Can it standardize forms and capture the contract-specific backup required for approval?
Workflow Can it assign approval responsibilities, send reminders and show disputed or aging invoices?
Reporting Can finance see both project-level status and company-wide receivables and cash exposure?
Controls Are permissions, audit trails and document retention appropriate for your organization?
Implementation cost What training, data migration, support and ongoing fees are required?

CFMA’s technology discussion was sponsored by Procore, so treat its software examples as sponsored material rather than an independent product comparison. Select tools by documented workflow needs, integration and total cost—not by the existence of a payment feature.

Arrange financing before the deficit

When the rolling forecast shows a temporary gap, speak with financial partners early enough to understand availability, price and conditions. Possible structures include a working-capital facility or project financing, but terms are company- and lender-specific.

Compare the complete financing obligation

  • Total interest, fees and other costs, including charges for unused capacity.
  • How quickly funds can be drawn after an approved request.
  • Repayment schedule and whether it aligns with expected project receipts.
  • Collateral, personal or corporate guarantees and borrowing-base requirements.
  • Financial covenants, reporting duties and consequences of a covenant breach.
  • Whether the facility can cover the size and duration of the forecasted gap.

Match borrowing to a credible collection event. Financing cannot repair a structurally unprofitable contract or an invoice that lacks approval. Reforecast after each draw so the facility remains a bridge rather than a substitute for billing discipline.

Evaluate early-payment discounts and programs

Some general contractors offer a discount for prompt payment or a formal early-payment program for specialty contractors. Such arrangements can move cash forward, but the value depends on the exact discount, fee, eligibility rules and payment date.

Question Why it matters
How much earlier will cash arrive? Compare the actual days accelerated with your forecasted funding need.
What discount or fee applies? Measure the cost against the financing cost and the operational value of liquidity.
Which invoices qualify? Check approval status, documentation, minimum amounts and exclusions.
Is participation optional and repeatable? Understand whether it is a one-time choice or a continuing contractual program.
Could it affect the relationship or contract? Document terms and ensure project and finance teams apply them consistently.

Use a program only when the net benefit and cash timing are clear. The existence of an early-payment option does not remove the need to forecast retainage, disputes and ordinary payment-cycle risk.

Control outgoing payments with bank procedures

Cash management also includes preventing unauthorized checks from leaving project and operating accounts. CFMA’s September 2026 community post describes Positive Pay as a bank process that matches issued-check details against checks presented for payment and flags exceptions for review. It is one control example, not a guarantee against every form of fraud.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the control before enabling it

  1. Ask the bank which accounts and check types can be covered and what setup costs apply.
  2. Define who uploads issued-check files and who reviews exceptions.
  3. Set a same-day review deadline so a legitimate payment is not rejected accidentally.
  4. Reconcile the bank’s paid-check report with the accounting ledger.
  5. Review user permissions and change them promptly when staff responsibilities change.

Document the exception decision and retain the audit trail. Electronic payments require their own approval and access controls; Positive Pay addresses the check-presentment process described above, not every outgoing-payment channel.

Review the cash system on a fixed cadence

A practical cadence keeps project facts connected to finance decisions:

  • Weekly: review invoices submitted, approvals pending, disputed amounts, receipts due and the next payroll and supplier obligations.
  • Monthly: refresh the project-by-project forecast, compare actual days to collect with assumptions, and test the lowest projected cash point.
  • At milestones: reforecast after a major change order, schedule change, procurement commitment, owner payment delay or retainage event.
  • Quarterly: review customer and general-contractor payment histories, supplier terms, financing capacity, covenants and bank-control exceptions.

Assign an owner and escalation threshold for each review. A forecast that no one uses to change a decision is only a report, not a cash-management system.

Legal and contract limits you must verify locally

Payment deadlines, retainage caps, lien notices, trust-fund rules and pay-when-paid enforceability vary by state, contract and project type. General industry guidance cannot establish a legal deadline for your job. Before relying on a notice period, withholding right or payment clause, identify the governing state and project context and obtain current advice from the applicable primary legal sources or qualified counsel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A launch checklist for owners and finance teams

  1. Build a cash forecast for every proposed project before approval or signature.
  2. Document billing events, submission requirements, approval owners and due dates in the contract file.
  3. Separate ordinary receivables, disputed invoices and retainage in the aging report.
  4. Forecast the actual owner-to-general-contractor-to-subcontractor payment chain.
  5. Agree supplier terms and financing options before a projected deficit.
  6. Compare any early-payment offer on net cost and days accelerated.
  7. Select technology for integration, documentation, permissions and reporting.
  8. Ask the bank about check controls and assign exception-review responsibility.
  9. Run forecast-versus-actual reviews at the cadence appropriate to project risk.
  10. Verify state-specific payment and retainage rules before taking legal action or withholding funds.
