What the official sources say about transport services
The Ministry of Finance’s 3 September 2025 FAQ describes two GST treatments for goods transport agency (GTA) services and separate rules for multimodal freight. These are rate-and-credit choices, not equivalent options: the applicable input tax credit (ITC) treatment changes with the rate and, for multimodal transport, with whether a leg is by air. The figures and credit conditions in the table are those set out in the Ministry’s 2025 FAQ. They do not establish which option is best for a particular transporter: the result depends on the transaction and the taxpayer’s circumstances. The FAQ also describes local delivery GST arrangements, but those are distinct from the GTA and multimodal freight treatments above.
When the changes took effect
The Ministry FAQ states that changes to service rates from the 56th meeting were to take effect on 22 September 2025. The GST Council’s press release for that meeting likewise says service-rate changes were recommended to take effect on that date. The Council release records a recommendation; for a current tax decision, check the operative notification and applicable rules rather than relying on a meeting summary. To substantiate the headline as written would require a reliable record identifying the claimed 57th Council decision and the original AITWA statement or another dependable account of its response.
