This is a historical ranking based on employee-submitted reviews collected from January 1 through August 30, 2023—not a current assessment of these employers in 2026. It measures one workplace factor, not overall job quality, compensation, work-life balance, or job security.

#1 Best Overall
What Glassdoor actually ranked
The ranking covered the Glassdoor workplace-review category called Culture and Values. In practical terms, that category is a signal of how employees rated their employers’ cultural environment and stated values on Glassdoor’s 1-to-5 scale.
It was not a ranking of:
- Best compensation or benefits
- Best work-life balance
- Fastest career progression
- Best technology or innovation
- Best overall employer
- Best company for every role, location, or employee
A high Culture and Values score does not establish that an employer offers high pay, manageable workloads, strong managers, stable employment, or favorable benefits. Those questions require separate research.
This distinction also matters because Glassdoor published broader 2023 Best Places to Work awards using several workplace attributes, including overall company rating, career opportunities, compensation and benefits, diversity and inclusion, senior management, work-life balance, willingness to recommend, and business outlook. That broader methodology is different from the narrower Culture and Values list. See Glassdoor’s Best Places to Work announcement.

How the list was compiled
According to Glassdoor, eligible companies had to meet all of these conditions:
- Be U.S.-based technology companies
- Have more than 1,000 employees
- Receive at least 50 Culture and Values ratings during the eligibility period
- Have ratings submitted by U.S.-based full-time employees
- Receive those ratings between January 1 and August 30, 2023
The 1-to-5 rating scale used 5 as the highest possible score. Glassdoor reported an average Culture and Values rating of 3.70 for the technology industry and 3.58 nationally, making the technology average approximately 3% higher than the national average.
These rules define a particular comparison group. The ranking does not cover every technology employer worldwide. Smaller startups, companies with fewer than 50 qualifying ratings, employers outside the United States, and many contractors, interns, part-time workers, and international employees were outside the stated pool.
Rank #2
Company-by-company context
1. Dropbox — 4.64
Dropbox had the highest Culture and Values rating among the eligible companies. Its lead over Samsara was only 0.01 points, so the result should be read as the top published score—not proof of a meaningfully superior experience for every employee or team.

For candidates: Ask how the company’s stated values influence promotions, performance reviews, collaboration, and working arrangements in the specific role.
2. Samsara — 4.63
Samsara ranked second, just 0.01 points behind Dropbox. That narrow gap makes the ordering less important than the broader finding that both companies received very high employee ratings within the eligible group.
For candidates: Check recent reviews for the same function, office, and management level rather than treating the company-wide score as decisive.
3. Deltek — 4.61
Deltek’s appearance near the top shows that Glassdoor’s technology category includes business-software companies, not only consumer-facing technology brands. Deltek also announced its inclusion separately, but that announcement is supplemental company commentary rather than independent validation of the ranking methodology.
For candidates: Compare the culture of the relevant business unit and customer-facing or internal team with the company-wide result.
4. Databricks — 4.58
Databricks tied with NVIDIA at 4.58. A strong employee rating can coexist with demanding expectations, rapid growth, or significant performance pressure; the score alone does not measure workload or stress.
For candidates: Ask how priorities change, how work is measured, and what happens when deadlines or technical decisions are challenged.
5. NVIDIA — 4.58
NVIDIA shared fourth place with Databricks. Its inclusion alongside less consumer-known enterprise and engineering-software companies illustrates the breadth of Glassdoor’s technology classification.

6. Intuit — 4.55
Intuit ranked sixth with a rating well above the reported technology-sector average. The list includes companies with different products, customers, and operating models, so a high score should not be assumed to describe every technology role in the same way.
For candidates: Ask how teams make decisions, handle disagreements, and evaluate individual contributors versus managers.
7. ServiceNow — 4.48
ServiceNow ranked seventh. Although it was not among the top three, its score was still 0.78 points above Glassdoor’s reported technology-sector average of 3.70.

8. MathWorks — 4.46
MathWorks, a specialized engineering and mathematical-software company, ranked eighth. Less familiar employers can appeal strongly to particular professional communities even when they have less general consumer visibility.
For candidates: Look for reviews from people doing comparable technical, research, engineering, or commercial work.
9. VMware — 4.45
VMware ranked ninth based on reviews from the 2023 period. Any current claim about its ownership, organizational structure, leadership, hiring, or job availability requires separate, up-to-date verification. The historical score does not describe present-day conditions.
For candidates: Confirm the legal employer, reporting structure, team continuity, and role location before relying on older reviews.

10. Adobe — 4.43
Adobe had the lowest score in the top 10, but a 4.43 rating still stood 0.73 points above Glassdoor’s reported technology-sector average. No. 10 therefore should not be interpreted as a poor result.
For candidates: Compare the offer, manager, responsibilities, and recent team-level feedback instead of rejecting an employer based only on its position in the table.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How close were the scores?
The gap between the highest and lowest scores was 0.21 points, from 4.64 to 4.43. Dropbox led Samsara by 0.01 points, and Databricks and NVIDIA displayed the same 4.58 rating.
That precision should not be overstated. The available methodology does not show that a 4.64 represents a statistically meaningful advantage over a 4.58, nor does it prove that one company is better for every employee. The ranking order is useful for identifying highly rated employers, but the absolute scores and their narrow spread provide important context.
How to use the list when evaluating a job
- Check recency. The 2023 ranking cannot establish what working conditions are like in 2026. Give greater weight to reviews from the last 12 to 18 months.
- Filter for role and seniority. Compare reviews from the same function, such as engineering, sales, support, research, or corporate operations, and from comparable individual-contributor or management levels.
- Check location. Headquarters, satellite offices, countries, and acquired business units can have different managers, policies, and employee experiences.
- Look for repeated themes. Recurring comments about promotions, transparency, workload, management, layoffs, or collaboration are more informative than one unusually positive or negative review.
- Ask how values affect decisions. During interviews, ask for examples of values influencing promotions, performance management, disagreement, mistakes, and reorganizations.
- Confirm the work arrangement. Get remote or hybrid eligibility, office attendance, time-zone expectations, travel, meeting load, monitoring systems, and relocation requirements in writing where possible.
- Separate culture from financial terms. Evaluate salary, bonus, equity, benefits, vesting, job security, workload, and the employer’s stability independently. A strong culture score does not guarantee better financial outcomes.
- Speak with future teammates. Ask what surprised them after joining, how managers respond to bad news, and whether remote employees receive comparable visibility and promotion access.
Limitations of Glassdoor’s ranking
Glassdoor reviews are submitted by people who choose to post them, rather than by a random sample of every employee. A minimum of 50 ratings creates an eligibility threshold, but it does not make the results a full census or guarantee that each company’s review volume, timing, or employee mix is comparable.
Ratings can also be influenced by hiring waves, layoffs, leadership changes, acquisitions, reorganizations, or other unusually positive or negative events. The geographic and full-time-employee restrictions further limit how broadly the findings can be applied.
Finally, the ranking shows association in employee sentiment, not causation. It does not prove that a particular culture caused business performance, employee retention, compensation outcomes, or any other result.
Bottom line
Glassdoor’s 2023 Culture and Values ranking placed Dropbox first, followed closely by Samsara and Deltek. All 10 companies scored substantially above Glassdoor’s reported technology-sector average, but the list is a dated, employee-review-based snapshot of eligible U.S. technology companies. Use it to create a shortlist, then verify recent, role-specific, location-specific information before accepting an offer.
For current openings and employer research, candidates can compare Glassdoor company reviews, Glassdoor jobs, LinkedIn Jobs, and Indeed. Readers focused on smaller startups should also note that the more-than-1,000-employee eligibility rule excluded many such employers; Wellfound is one alternative source for startup openings.
