Feds issue emergency order to prevent Mid-Atlantic power blackouts, effective Oct. 13–16, 2026

The U.S. Department of Energy issued Emergency Order No. 202-26-50 on Oct. 12, 2026, directing PJM Interconnection to prepare additional generation and backup resources for tight grid conditions. The order is effective Oct. 13 through Oct. 16.

It is a preventive reliability action—not an announcement that widespread or rolling blackouts are scheduled. PJM can dispatch specified power plants and call on backup generation as a last resort if conditions approach, or reach, an Energy Emergency Alert Level 3 (EEA 3).

What the DOE emergency order does

The order uses Section 202(c) of the Federal Power Act, a temporary emergency authority, to direct PJM during a four-day period of elevated risk.

Order DOE Emergency Order No. 202-26-50
Issued Oct. 12, 2026
Effective period Oct. 13–16, 2026
Federal authority Section 202(c) of the Federal Power Act
Grid operator PJM Interconnection

DOE said PJM applied for the order on Oct. 11. The department’s stated goal is to make additional generation available when needed so the system can keep electricity supply and demand in balance.

Why PJM requested federal action

DOE cited three conditions occurring together:

  • Elevated electricity demand.
  • A high rate of planned generator outages for autumn maintenance.
  • Numerous planned transmission outages.

Planned outages are not the same as unexpected equipment failures, but having many generators and transmission facilities unavailable at the same time reduces the operating cushion available to the grid. DOE estimates that more than 35 gigawatts of unused backup generation is available nationwide.

How PJM can use the order

Dispatching specified generating units

PJM may dispatch the generating units identified in the order when necessary to maintain reliability. The order therefore gives PJM an additional tool for meeting demand during the covered period; it does not mean every listed unit will run continuously.

Calling on backup generation

As a last resort, PJM may direct backup generators at large loads and other covered resources to operate before an EEA 3 is declared or while an EEA 3 is in effect. These resources can include generation located behind a large customer’s meter rather than at a conventional utility power plant.

Implementing the instructions

PJM’s transmission owners and electric distribution companies may be called on to carry out the order. Their role can include coordinating dispatch instructions and operating changes needed to preserve system reliability.

Which areas are covered?

PJM operates the bulk-power system across 13 states and the District of Columbia. The material announcing this order does not enumerate all 13 states, so a customer should use their utility’s notice—not a generic state list—to determine whether a local instruction applies.

Local reporting identified the Baltimore area, Washington, D.C., and Dominion service areas as among the places facing the most acute challenges during this event. Those references describe areas of heightened operating concern, not a declaration that customers there are certain to lose power.

Are blackouts or rolling outages coming?

The order is designed to reduce blackout risk. It does not announce scheduled widespread outages, and the announcement does not provide a probability or timetable for customer outages.

Power systems can still experience localized interruptions from storms, equipment failures, or other events. A federal emergency order cannot guarantee uninterrupted service; it gives PJM authority to use more resources before conditions become severe enough to require emergency load-shedding measures.

What the order means for household finances

No published consumer price or outage figure

The DOE announcement provides no household electricity-price change, surcharge, or outage-probability estimate tied to the order. It is a reliability directive rather than a consumer-rate schedule. Any bill effect would depend on separate utility or regulatory decisions that are not specified in the announcement.

Possible practical exposure during a local interruption

If a local outage occurs, households may face ordinary interruption costs such as spoiled food, temporary work disruption, or the need to keep medical or communications equipment operating. The order itself does not establish reimbursement rules. Keep receipts and check your utility’s outage and claims policies if an interruption affects you.

Businesses and large customers

Large loads and other covered resources may be asked to operate backup generation as a last resort. A business that receives a PJM or utility instruction should follow the notice’s operating and safety requirements and confirm how any participation, fuel use, or interruption is documented.

What residents can do during the Oct. 13–16 window

  1. Monitor official alerts. Check your electric utility, local emergency-management office, and PJM-related notices for location-specific instructions.
  2. Plan for a short interruption. Charge phones, keep essential lighting available, and make arrangements for anyone who relies on electrically powered medical equipment.
  3. Protect important financial tasks. If you work remotely or run a small business, identify an alternate way to communicate and make time-sensitive payments if service is interrupted.
  4. Do not assume an online rumor is a grid directive. Follow instructions from your utility or emergency officials, particularly if they conflict with social-media claims.
  5. Document losses. If an outage causes damage or spoilage, record the start and end time, take photographs, and retain receipts before contacting your utility or insurer.

What happens after Oct. 16?

The order, as announced, expires at the end of Oct. 16, 2026. The announcement does not state that it will be extended or that another order will follow. PJM and federal officials could reassess conditions as demand, generator availability, and transmission work change.

Energy Secretary Chris Wright said: “This order will help ensure millions of American families and businesses across the mid-Atlantic have access to affordable, reliable, and secure electricity by making additional power generation, including backup power, available to use as needed.”

The practical takeaway

For Mid-Atlantic customers, the order is an emergency buffer against a tight grid, not a notice of planned blackouts. PJM has temporary authority to dispatch specified plants and call on backup generation if the system approaches an EEA 3. Keep track of local utility instructions through Oct. 16, but do not infer a guaranteed outage—or a guaranteed bill change—from the federal order alone.
