What Musk said
Musk made the comments on Thursday, February 20, 2025, while objecting to Community Notes and commentary surrounding claims about Zelenskyy and public support for him. He wrote that the system was “increasingly being gamed by governments & legacy media” and said he was “working to fix this.” Contemporaneous reporting quoted the post and described the surrounding dispute.
That wording does not identify a specific vulnerability, participant, algorithmic rule, or planned product change. “Fix” could have meant changing contributor eligibility, the note-ranking system, publication rules, enforcement against coordinated activity, or simply investigating an alleged problem. Musk did not publicly say which.

The Ukraine dispute behind the statement
The immediate argument involved posts about Ukraine, Russia’s invasion, Zelenskyy, and claims about Zelenskyy’s popularity. A widely repeated claim said that Zelenskyy had only about 4% support or approval among Ukrainians. The available account says the origin of that figure was unclear; it should not be treated as the result of a verified poll without a specific authoritative source.
The same coverage cited a poll from the Kyiv International Institute of Sociology reporting that 57% of Ukrainians trusted Zelenskyy at the time. That figure needs an important qualification: “trust” is not necessarily the same as “approval,” and neither figure alone resolves the broader political dispute.
Musk challenged polling associated with Ukraine and objected to Community Notes appearing around relevant posts. It is reasonable to say the timing made his criticism look connected to notes that contradicted his preferred account of the debate. It is not established that his technical goal was to make Community Notes agree with him.
How Community Notes is supposed to work
Community Notes is X’s crowdsourced context system. Contributors can write notes about posts they believe may be misleading, and other contributors rate those notes. Under X’s stated design, a note becomes publicly visible only when it receives sufficient support from contributors with differing viewpoints.

The system began as Birdwatch in 2022, before Musk acquired Twitter. Musk inherited the program and X later used the Community Notes name; he did not invent its original concept.
X says Community Notes are not the company’s official viewpoint and that its teams cannot edit or modify individual notes. X also says the scoring algorithm and related data are publicly available. The X Help Center describes the system, while the official Community Notes repository contains scoring code, documentation, contributor-related material, and a research paper.
A proposed note is not the same as a published note
One important source of confusion is the difference between a proposed note and a published note.
- Proposed note: A note that may be visible to contributors while it is being rated.
- Published note: A note that has met the system’s requirements and is displayed publicly on the post.
A screenshot of a proposed note does not show that Community Notes officially endorsed it. Notes can remain invisible to ordinary users because they have not received enough support, including the required support across differing contributor viewpoints.

This distinction matters when judging screenshots shared during political arguments. Seeing a draft or proposed note is not proof that the system published it, rejected a competing claim, or adopted the note as X’s official position.
What evidence supported Musk’s manipulation claim?

A crowdsourced system can face legitimate risks, including brigading, coordinated participation, uneven contributor representation by language or geography, weak sources, outdated notes, and notes that are technically accurate but too vague to help readers. Those general risks do not prove that this particular Ukraine-related episode was manipulated.
Why Musk’s involvement created a governance problem
Musk has substantial practical control over X and could direct or authorize platform changes. That does not establish that he personally edited Community Notes code, changed note rankings, or had a special mechanism for overriding individual notes.

The tension is structural. Community Notes is presented as a system whose credibility comes from distributed, cross-perspective participation rather than a single editor. X’s documentation also says its teams cannot edit or modify notes. But X remains a platform controlled by its owner, who publicly disputed the system when it conflicted with claims he supported.

Direct intervention could be justified if a platform found credible evidence of coordinated manipulation. But intervention by the owner can also undermine confidence if users believe notes will be changed whenever they contradict him. The central question is therefore not simply whether Musk had the power to act. It is whether any action would preserve transparent, reviewable rules rather than replace them with the owner’s judgment.

A meaningful reform would need to identify the problem and show how the remedy addresses it. Readers would reasonably expect answers to questions such as:
- What evidence demonstrated manipulation or poor-quality notes?
- Which component changed—contributor eligibility, ratings, ranking, publication thresholds, or enforcement?
- Would X publish before-and-after data, code, or an audit trail?
- Would owners and executives be barred from overriding individual notes?
- How would contributors appeal inaccurate notes or coordinated activity?
- What measure would show improvement: accuracy, speed, coverage, reduced brigading, or user trust?
Every possible intervention involves trade-offs. Lower publication thresholds could make notes appear faster but increase low-quality notes. Restricting contributor access might reduce coordinated abuse while making the contributor pool less representative. Stronger source requirements could improve reliability but exclude useful local or specialist context. Publishing more algorithmic detail would aid auditing but might also help bad actors optimize coordinated behavior.

What is documented: Musk announced that he was working to “fix” Community Notes.

What is not established by the available record: the specific change he intended, whether a change was deployed, and whether any later change was directly connected to this dispute.
It would therefore be inaccurate to say, based on this episode alone, that Musk changed the algorithm, dismantled Community Notes, removed its cross-perspective requirements, or took over its editorial decisions. Those claims would require a documented product change, policy announcement, repository change, or technically credible reporting identifying what changed.
The bottom line
Musk objected to Community Notes in the middle of a politically charged dispute over Ukraine and Zelenskyy, alleged that governments and legacy media were gaming the system, and promised an unspecified fix. He did not publicly substantiate the allegation in that announcement or provide a plan.

The episode illustrates a broader governance question: who gets to define reliable context on a platform controlled by one owner? Community Notes is designed to distribute that judgment across contributors with differing viewpoints, but its design does not make every note automatically correct or immune from manipulation. Whether Musk’s proposed intervention would have improved the system or made it more politically responsive cannot be determined from the promise alone.
