Stablecoins bring a similar promise to payments: programmable, global transfers linked to fiat value. Their usefulness still depends on reserve quality, issuer resilience, redemption access, interoperable networks and credible regulation.
What tokenization changes—and what it leaves unchanged
Tokenization represents a financial claim on a programmable ledger. Issuance, transfer, servicing and redemption can be coordinated by software rather than by a chain of separate reconciliations. The International Monetary Fund said in 2025 that this automation could reduce reconciliation delays and improve liquidity.

The token does not, however, change the economics of the referenced asset. A tokenized private-credit fund could trade at any hour on a blockchain while the loans it owns take weeks or months to mature or sell. That mismatch is an inference from the liquidity risks identified by the Financial Stability Board and the IMF, not a measured case study. If holders can transfer tokens instantly but cannot redeem them quickly, apparent market liquidity may exceed the liquidity of the underlying portfolio.
For any tokenized asset, liquidity is a combination of several conditions:
#1 Best Overall
- Market depth: enough buyers and sellers to absorb trades without large price moves.
- Redemption rights: a clear route to exchange the token for the underlying asset or cash, including timing and eligibility.
- Settlement-asset quality: the money used to complete the trade must itself be trusted and available.
- Interoperability: the token must be usable across the ledgers and venues where potential counterparties operate.
- Trusted intermediaries: custodians, administrators and other service providers must continue to function.
Why issuing a token does not automatically create a market
The Financial Stability Board identified liquidity and maturity mismatch as a core vulnerability in its 2024 work. A token may trade as though it is liquid even when the reference asset cannot be sold or redeemed at the same speed. Heavy redemption demand can therefore become a run risk. The FSB also highlighted leverage, asset-price and asset-quality risk, interconnectedness and operational fragility.
The IMF’s 2025 analysis adds a technology-specific layer. Smart-contract defects can interrupt transfers or redemptions, while incompatible ledgers can split liquidity among separate pools. Two tokens that represent similar claims may not be interchangeable if they use different standards, settlement assets or legal arrangements.
| Liquidity question | Why it matters |
|---|---|
| Can I sell now? | A visible quote is not the same as sufficient two-sided depth. A thin market can produce a large price discount when many holders sell. |
| Can I redeem? | Redemption terms determine whether the token’s price can reconnect with the value of the reference asset during stress. |
| What money settles the trade? | Settlement in a weak or hard-to-access asset can delay completion even when the token transfer is technically instant. |
| Where can the token move? | Network silos and bridge dependencies can prevent holders from reaching the deepest market. |
| Who keeps the system running? | Custodians, oracles, administrators and bridge operators are third-party points of failure. |
Why stablecoins appeal for everyday payments
Stablecoins are generally dollar-denominated digital tokens designed to maintain a fiat-linked value. They combine blockchain transfer with a claim that the token can be converted at or near par. Liquid reserves, including assets such as Treasury securities, are commonly used to support that claim.

The IMF described stablecoins as increasingly important settlement instruments in 2025. It reported that the two largest stablecoins had a combined market capitalization of about $260 billion and that stablecoin trading volume reached $23 trillion in 2024. Those figures describe the market at that time; they do not show that every stablecoin is equally liquid or suitable for consumer payments.
For a payment, the attraction is practical: software can transfer value globally, apply transaction rules and connect payment instructions to other blockchain-based services. A merchant or remittance provider may receive a token without waiting for conventional banking hours or using the same domestic payment rail as the sender.
That convenience is conditional. Par convertibility depends on the quality and liquidity of reserves, the issuer’s ability to operate through stress, the legal right to redeem and the institutions that process redemptions. The IMF also identified currency substitution, illicit-finance controls, cross-border visibility and access to central-bank liquidity as policy issues.

Are stablecoins really money?
A stablecoin can perform some money-like functions—transferring value and serving as a settlement instrument—without having the same status or protections as sovereign currency or a bank deposit. The answer depends on the jurisdiction, the issuer’s legal obligations and the settlement arrangements behind the token.

| Money characteristic | Stablecoin reality |
|---|---|
| Unit of account | Many are denominated in dollars, but acceptance and legal treatment can vary by country. |
| Means of payment | They can move value on blockchain rails where wallets, merchants and exchanges support the token. |
| Store of value | Value stability depends on reserves, market liquidity, issuer resilience and credible redemption. |
| Final settlement asset | The token may settle a transaction, but its reliability depends on the reserve and redemption structure behind it. |
| Access to a central bank | Direct access is not automatic; policy must determine whether and how liquidity facilities apply. |
The Bank for International Settlements stated on June 24, 2025: “Stablecoins as a form of sound money fall short, and without regulation pose a risk to financial stability and monetary sovereignty.” That is a judgment about system-wide monetary and financial risks, not a claim that stablecoins have no payment use.
What happens if everyone wants to redeem at once?
A redemption run starts when holders doubt that all claims can be converted quickly at the promised value. They may sell the token below its target price, creating more pressure on the issuer to raise cash. If reserves are longer-term, less liquid or difficult to verify, meeting withdrawals can require asset sales at a loss. A token that normally trades continuously can therefore transmit stress faster than the underlying assets can be liquidated.

Run risk is not limited to stablecoins. The same maturity mismatch can arise in a tokenized fund, bond or credit vehicle whose transfer function is faster than its redemption process. Relevant safeguards include:
- clear disclosure of reserve assets, custody and valuation;
- legally enforceable redemption rights and stated processing times;
- liquid, high-quality assets that can be sold under stress;
- limits or gates that are disclosed in advance rather than imposed unexpectedly;
- operational redundancy for wallets, custodians, oracles and settlement venues; and
- supervision covering issuers, intermediaries and cross-border transfers.
Choosing a settlement asset: stablecoin, deposit or central-bank money
The BIS and its Financial Stability Institute said tokenized systems may settle with stablecoins, tokenized commercial-bank deposits or central-bank money. The choice affects credit exposure, redemption mechanics and who can access the settlement asset.

The BIS’s 2025 unified-ledger proposal centers on tokenized central-bank reserves, commercial-bank money and government bonds. Its design premise is that messaging, reconciliation and settlement can be combined rather than connected through multiple disconnected systems.

Why interoperability is a liquidity issue
Blockchains can create separate pools of ownership and settlement. A token that is liquid on one network may be unusable on another without a bridge or intermediary. Bridges, however, add smart-contract, custody and operational dependencies. The BIS/FSI analysis also names custodians and oracles as dependencies that can affect platform functioning and token valuation.
Interoperability therefore means more than moving a token’s data. Participants need compatible legal ownership records, transfer finality, identity and compliance controls, pricing data, and a settlement asset accepted on both sides. Without those links, the market fragments and a supposedly global token behaves like a collection of local instruments.
Which tokenized assets actually have liquidity?
There is no universal, current liquidity ranking for tokenized assets. Liquidity depends on the specific issuance, venue, investor base, redemption rules and settlement network. In general, claims linked to already deep markets and short settlement cycles have a better starting point than private assets with long maturities, but tokenization alone does not prove that advantage.

Regulation will determine whether stablecoins become everyday money
The direction of official work shows that settlement design is still unsettled. The BIS reported in 2025 that its 2024 survey found 85 of 93 responding central banks—91%—were exploring retail CBDCs, wholesale CBDCs or both. More than one-third had accelerated CBDC work in light of stablecoins and other cryptoassets.
The IMF also began updating its Monetary and Financial Statistics Manual in 2025 to address stablecoins, digital financial assets, tokenization, liquidity, credit and systemic risk. Measurement rules are still adapting to instruments that combine features of payments, securities and investment funds.
For households and businesses, the practical test is not whether a token has a stable price on a normal day. It is whether the legal claim, reserve structure, redemption process, settlement asset and operating network remain dependable when markets are crowded and counterparties are under pressure.
Quick Recap
A six-point liquidity check
- Identify the legal claim: determine what the token represents and who legally owes the holder value.
- Read redemption terms: check who may redeem, minimum amounts, fees, processing times and suspension conditions.
- Match maturities: compare the token’s transfer or redemption promise with the time needed to sell the underlying assets.
- Assess the settlement asset: establish whether payment occurs in a stablecoin, tokenized deposit or central-bank money, and identify associated credit exposure.
- Map interoperability: verify which ledgers, wallets, venues and bridges support the token and what happens if one fails.
- Test governance and resilience: review custody, oracle, smart-contract, cyber and operational controls, along with the applicable investor-protection regime.
