California WARN filings reported in August 2025 indicated that Cisco planned to eliminate 221 positions in the San Francisco Bay Area, including 157 software-engineering roles. That means software-engineering positions accounted for about 71% of the listed cuts. The filings reportedly covered Cisco facilities in Milpitas and San Francisco.
This was a specific Bay Area workforce reduction—not proof of a 221-person global layoff and not evidence that Cisco replaced engineers with artificial intelligence. The reported cuts came shortly after Cisco posted strong fiscal 2025 results and more than $2 billion in AI-infrastructure orders, but the available evidence does not establish that AI directly caused the job losses.

What happened in the Cisco layoffs?
The layoffs described by the headline became public on August 25, 2025, when ITPro reported details from California WARN filings.
- Total positions listed: 221
- Software-engineering positions: 157
- Locations: Cisco facilities in Milpitas and San Francisco
- Reported employee-notification date: August 14, 2025
- Reported employment-end date: October 13, 2025
The 157 software-engineering roles represented approximately 71% of the 221 listed positions:
#1 Best Overall
- SWITCH PORTS: 16 -Port 10/100/1000
- SIMPLE: Plug-and-play without a need for IT know-how or support.
- FLEXIBLE: Extensive portfolio provides ultimate flexibility from 5 to 24 ports and PoE combinations
- PERFORMANCE: Gigabit Ethernet and integrated quality-of-service (QoS) intelligence optimize delay-sensitive services and improve overall network performance.
- INNOVATIVE DESIGN: Elegant and compact design, ideal for installation outside of wiring closet such as retail stores, open plan offices, and classrooms
157 ÷ 221 × 100 ≈ 71%
That is the basis for saying software engineers were among the hardest hit. The calculation applies only to the positions identified in these California filings. It should not be expanded into a claim about Cisco’s entire global engineering workforce.
What the WARN filings do—and do not—show
A WARN filing is a formal notice connected to qualifying employment losses. It can provide useful information about location, timing, and the number of planned job eliminations, but it is not necessarily a complete account of a company’s global restructuring.
These filings do not establish:
- How many Cisco employees were affected outside California
- Whether contractors or overseas workers were included
- The seniority, tenure, age, or performance of affected employees
- Which products or teams employed the workers
- Whether every affected role was directly involved in artificial intelligence
The 157 figure should therefore be described as the number of software-engineering positions reportedly listed in the Bay Area filings—not as the number of software engineers Cisco laid off worldwide.

Why did the cuts follow strong Cisco earnings?
The timing attracted attention because Cisco released its fiscal 2025 results on August 13, 2025, shortly before the reported employee notifications. According to Cisco’s earnings release and its SEC filing:
- Fourth-quarter revenue was $14.7 billion, up 8% year over year.
- Fiscal 2025 revenue was $56.7 billion, up 5% year over year.
- AI-infrastructure orders from webscale customers exceeded $2 billion during the fiscal year.
- Cisco guided for fiscal 2026 revenue of approximately $59.0 billion to $60.0 billion.
Strong companywide revenue does not mean every product line, geography, or department is expanding. Companies can grow while eliminating jobs because they are consolidating overlapping teams, changing product priorities, managing margins, integrating an acquisition, or moving resources toward areas expected to grow faster.
Cisco’s fiscal 2025 Form 10-K reported software revenue of $22.3 billion, up 21%, with Splunk contributing to the increase. The filing also reported $744 million in restructuring and other charges. Those figures provide financial context, but they do not identify the specific reason for the 221 Bay Area positions.

The most accurate conclusion is that the cuts occurred alongside strong financial results—not that the results caused them or made them inexplicable.

The available evidence does not prove that. Three facts can be true at the same time:
- Cisco reported rapidly growing demand for AI infrastructure.
- Software-engineering roles made up most of the positions listed in the Bay Area filings.
- The filings and Cisco’s earnings materials do not establish that AI automation replaced the affected workers.
As ITPro’s analysis of AI-related job losses noted, the cuts could reflect restructuring, changing priorities, or resource allocation rather than direct substitution of employees by AI systems.

There is broader evidence that AI-exposed occupations, including software engineering, are facing pressure in parts of the labor market. IEEE Spectrum’s coverage of Stanford research discussed employment pressure among younger workers in some AI-exposed fields. That is useful labor-market context, but it does not prove what happened inside Cisco or explain why any particular employee was selected.
How the 2025 cuts compare with Cisco’s 2024 restructuring
The August 2025 Bay Area filings should not be confused with Cisco’s much larger restructuring announced in August 2024.

|---|---|---|
| August 2024 restructuring | Approximately 7% of Cisco’s workforce, commonly reported as about 6,000 jobs | Global restructuring |
| August 2025 workforce reduction | 221 positions | Specific California WARN filings covering Bay Area locations |
| Software-engineering roles in the 2025 filings | 157, or about 71% | Only the listed Bay Area positions |
The roughly 6,000-job figure from 2024 is not part of the 221-position total. Combining the two numbers would exaggerate the size of the 2025 action.

What affected workers should do
A WARN filing is not a substitute for an individual separation notice. Anyone who may be affected should rely on written employer communications and applicable government guidance rather than media reports alone.
- Review the separation documents. Check the stated final employment date, severance terms, benefits continuation, unused leave, and any conditions attached to payment.
- Check equity and bonus terms. Stock awards, vesting dates, employee stock purchase plans, and annual bonuses can have different treatment after termination.
- Confirm health coverage and unemployment procedures. Eligibility and deadlines depend on the worker’s location and circumstances.
- Protect immigration status where relevant. Employees working under an employment-based visa should obtain advice promptly because termination can create separate deadlines and filing issues.
- Keep records. Save offer letters, pay statements, equity documents, performance records, benefits information, and all layoff communications.
- Seek individualized advice when needed. Severance, notice, unemployment, equity, and immigration rights vary by jurisdiction and contract. An employment attorney or relevant government agency can address legal questions.
What this means for software engineers and job seekers
The reported concentration of software-engineering roles is important, but it does not show that software engineering as a whole is disappearing or that Cisco is abandoning engineering. It shows that a particular group of Bay Area positions was heavily represented in one set of filings.
For job seekers, the practical lesson is to evaluate opportunities by team, product demand, location, and business model rather than assuming that a company’s strong headline revenue guarantees stable employment in every function. Skills connected to networking, security, cloud infrastructure, distributed systems, data, and AI infrastructure may be relevant to current technology hiring, but training alone is not a guarantee of employment.
Job boards, professional networks, résumé tools, and interview-practice services can help with a search, but they are optional tools—not substitutes for severance guidance, legal advice, or a realistic assessment of local hiring conditions.
What is known—and what is not
| Established by the available sources | Not established by the available sources |
|---|---|
| California filings reportedly listed 221 Bay Area positions. | That 221 was Cisco’s total global layoff count. |
| 157 listed positions were in software engineering, approximately 71%. | That Cisco laid off 157 software engineers worldwide. |
| Cisco reported more than $2 billion in AI-infrastructure orders. | That AI directly replaced the affected employees. |
| The cuts followed strong fiscal 2025 revenue results. | That Cisco’s entire business or engineering organization was shrinking. |
The central takeaway is narrower than some headlines suggest: software-engineering roles made up most of the 221 Cisco positions reportedly scheduled for elimination in Bay Area WARN filings in August 2025. The data show concentration by role and location, but they do not by themselves prove AI-driven job replacement or describe Cisco’s worldwide workforce strategy.
