Can One GSTIN Cover Multiple States? Multi-State GST Registration Guide

No. A business that is liable to register in more than one Indian State or Union territory generally needs a separate GST registration—and therefore a separate GSTIN—in each such jurisdiction. There is no single “master” GSTIN for all States. One important terminology point: a TRN is a temporary reference number used while an application is in progress; the final registration identifier is the GSTIN.

What “one registration” means under GST

Section 25 of the Central Goods and Services Tax Act, 2017 establishes a State- and Union-territory-based registration framework. It says a person seeking registration is to be granted a single registration in a State or Union territory, subject to the Act’s provisions and applicable exceptions. A person liable to register in multiple States or Union territories must apply separately in each jurisdiction where that liability arises. The application for another State is a fresh registration, not an extension of a national GSTIN. See the CGST Act, section 25 and CBIC’s GST FAQs.

The rule does not mean that every sale to a customer in another State automatically requires a registration there. Liability depends on the business’s relevant places, the nature and location of its activities and supplies, and applicable statutory provisions and exceptions. For services, CBIC’s FAQ says registration is at the location from which the service is supplied; customer location alone is not a reliable test.

Which registrations might your business need?

Separate States or Union territories

Map the States and Union territories in which the business has relevant operations or places of business, then assess liability in each. If liable in several, the business applies separately in each. All registrations may use the same PAN, but each receives its own GSTIN and is treated as a distinct person for GST purposes.

More than one location in the same State or Union territory

The ordinary baseline is one registration per State or Union territory, with other eligible locations recorded as additional places of business under that registration. Separate registrations may be available or required in defined situations, such as qualifying separate business verticals or distinct places, subject to the conditions in the Act and Rules. Choosing a separate registration is not merely an administrative preference: it creates another distinct person for GST purposes.

Special Economic Zone operations

An SEZ unit or developer has a separate application requirement distinct from units outside the SEZ under the registration rules. Treat this as a specific route governed by the applicable conditions, rather than assuming an ordinary additional-place entry is sufficient. The relevant provisions are set out in the CBIC registration FAQs and registration rules.

How to decide where to apply

  1. Map the footprint. List each State or Union territory, every actual or intended business location, the activity performed there, and the outward supplies connected with it.
  2. Determine liability by jurisdiction. Assess the places and supply facts under the current Act, Rules, notifications, and any applicable exceptions. Do not infer registration liability solely from a customer’s address.
  3. Choose the appropriate registration unit. Start with the State- or Union-territory-level registration. Then check whether a qualifying separate place or business vertical, an SEZ operation, or a special applicant category changes the application route.
  4. Review the consequences before opting for a separate within-State registration. Consider separate returns and records, transactions between registrations, invoice requirements, and allocation of shared input-service credit.
  5. Get advice where the facts are close. Liability can depend on operational and supply details. A chartered accountant, GST practitioner, or tax adviser can assess the particular footprint against current law.

How to apply for a new State registration

The ordinary taxpayer route uses Form GST REG-01, filed electronically through the GST Common Portal. Portal labels and verification steps can change, so follow the live application prompts. The official GST Portal registration guide describes the normal-taxpayer process.

  1. Begin a fresh application for the relevant State or Union territory. Select the jurisdiction for which registration is sought and enter the PAN and legal name, which should match PAN records, along with requested contact and constitution details.
  2. Provide business and people details. Complete the applicable fields for the business, promoters or partners, authorized signatory, principal place and any additional places of business, and the goods or services supplied.
  3. Upload premises evidence. For owned premises, the portal guide lists examples such as a property-tax receipt, municipal khata, or electricity bill. For rented or leased premises, it lists a valid rent or lease agreement along with supporting ownership evidence. CBIC Instruction No. 03/2025-GST says one listed or similar ownership-establishing document may suffice in the specified processing context; use the current portal’s document category and any applicable official requirements. See the CBIC instruction dated 2025.
  4. Complete the authentication steps shown for the application. Aadhaar OTP authentication may be available, while some applications may be routed for biometric authentication and document verification at a designated GST Suvidha Kendra. The route depends on the process triggered; follow the live portal instructions.
  5. Submit and track the application. The guide states that an ARN follows completion of applicable authentication and application submission. Use the ARN to check status and respond to any official clarification request by its stated deadline. Processing routes and checks can differ, so there is no single approval time that should be assumed for every applicant.

What changes after multiple GSTINs are issued?

Registrations under one PAN are distinct persons

Registrations held by the same legal person in different States are treated as distinct persons for GST purposes. Supplies between them can have tax consequences even when no consideration is charged; whether a particular transfer is a taxable supply depends on the facts and applicable law. CBIC’s sectoral FAQ on distinct persons and common input services gives examples involving branches in different States.

Inter-registration supplies need proper treatment

Do not treat transfers between GSTINs as automatically outside GST because the branches share an owner or PAN. Assess the transaction, determine the applicable valuation and tax treatment, and issue the required documentation. Separately registered qualifying business verticals are also subject to the registration rules’ requirement to pay tax and issue a tax invoice for supplies to another registered vertical of the same person.

Allocate common input services and credit correctly

Where a third-party service is procured centrally but used by registrations in multiple States, the credit must be invoiced or distributed appropriately under applicable rules, including the Input Service Distributor mechanism where relevant. The method depends on the service, recipients, and current legal requirements; a central cost booking alone does not settle the GST treatment.

Maintain location-level registration controls

Display the registration certificate and GSTIN at the principal and additional places as required by the Rules. Maintain processes to identify which GSTIN makes or receives each supply, manage separate returns and records, and route invoices and common-credit allocations correctly.

One registration with additional places or separate registrations?

Question One registration with additional places Separate registrations where permitted or required
Where it applies Locations covered by the same State/Union-territory registration, where appropriate. Another State/Union territory where liable, or a qualifying within-jurisdiction case such as a separate business vertical or SEZ route.
Eligibility Subject to the State/Union-territory registration framework and correct reporting of places. Must fit the applicable statutory and Rules-based conditions; not a universal convenience election.
GST identity Locations operate under that registration’s GSTIN. Each registration is a distinct person for GST purposes.
Operational implications Fewer separate registration-level compliance records than maintaining separate registrations. Requires separate registration-level compliance and careful treatment of supplies between registrations.
Shared input-service credit Managed within the registration subject to applicable credit rules. May require appropriate invoicing or distribution among the registrations that use the service.

The practical choice follows legal eligibility first. A separate GSTIN may support a qualifying operational structure, but it also adds distinct-person transactions and credit-allocation work. Compare those consequences before applying for separate within-State registrations.
