Apple’s First Chief People Officer Left After About 20 Months. What Happened to the Role?

Carol Surface left Apple in October 2024 after joining the company in February 2023—approximately 20 months in the job. She was the first Apple executive publicly associated with the exact title Chief People Officer, reporting directly to CEO Tim Cook.

Apple confirmed the leadership change through a spokesperson, according to HR-industry reporting, but did not publicly provide a detailed reason for Surface’s departure. Deirdre O’Brien resumed responsibility for Apple’s People organization while continuing to lead Retail.

Who was Carol Surface?

Surface joined Apple from Medtronic in early 2023. At Medtronic, she had served as executive vice president and chief human resources officer for nearly a decade, according to contemporaneous secondary reports.

At Apple, Surface’s reported responsibilities included human resources, recruiting, diversity and inclusion, and related People functions. She reported directly to Cook, making the position a senior executive role rather than a routine change in the company’s HR department.

#1 Best Overall

Reports from The Information and Bloomberg-based coverage described Surface as Apple’s first Chief People Officer. That wording needs a qualification: it refers to the first holder of the exact Chief People Officer title, not the first person to lead Apple’s human-resources or People organization.

Why the appointment was notable

Apple already had senior People leadership before Surface arrived. In July 2017, Apple named Deirdre O’Brien vice president of People, with responsibility for areas including talent development, recruiting, benefits, compensation, business support, and Apple University. Apple’s announcement is available in its newsroom.

In February 2019, Apple expanded O’Brien’s remit to Senior Vice President, Retail + People. She therefore oversaw both the company’s retail operation and its People functions before Surface’s appointment. Apple documented that change in a 2019 announcement.

Surface’s appointment was significant because Apple used a separate, explicitly named Chief People Officer position. The move appeared to give the People organization a dedicated top executive while O’Brien retained responsibility for Retail.

The timeline

  • July 2017: Apple names O’Brien vice president of People.
  • February 2019: O’Brien becomes senior vice president of Retail + People.
  • February 2023: Surface joins Apple from Medtronic as the first executive publicly associated with the Chief People Officer title, according to contemporaneous reporting.
  • October 16, 2024: Reports emerge that Surface is leaving Apple after less than two years. 9to5Mac relayed Bloomberg-based reporting on the change.
  • October 2024: O’Brien resumes responsibility for both the Retail and People teams.
  • August 2026: Apple’s current leadership page lists O’Brien as Senior Vice President, Retail + People and does not list Surface.

How long did Surface serve?

Surface’s reported start in February 2023 and departure in October 2024 amount to approximately 20 months. That is why coverage described the tenure as less than two years.

The exact departure day is not established in the available public reporting, so an exact number of days would overstate the precision of the record.

Did Apple explain why she left?

No detailed official explanation is publicly established in the available reporting. Apple confirmed the leadership change through a spokesperson, according to HCAMag, but did not disclose whether the departure reflected personal reasons, a strategic decision, performance concerns, an internal disagreement, or something else.

The short tenure alone does not prove that Surface was fired, that the appointment failed, or that the departure involved misconduct, layoffs, or a specific dispute. Those conclusions are not supported by the cited public record.

Who took over the People organization?

O’Brien resumed the combined Retail + People remit. This was not a newly created HR appointment: she had led Apple’s People organization before Surface and had held the combined Retail + People role since 2019.

Apple’s investor-relations biography says O’Brien oversees People functions including Apple University, business partnerships, talent management, recruiting, employee relations, inclusion and diversity, compensation and benefits, and People support and technology.

What does the change mean for Apple?

The clearest organizational consequence is that Apple returned to a structure it had used before Surface: O’Brien again holds the combined Retail + People responsibility rather than Apple publicly maintaining a separate Chief People Officer listing.

That could mean Apple preferred the earlier combined structure, or that the standalone title was an organizational change that did not continue. The available evidence does not establish which interpretation is correct.

Nor does the departure, by itself, demonstrate a broader Apple leadership problem. Surface’s role was notable because it carried a new C-suite-level title and reported to Cook, but a short executive tenure is not enough evidence to diagnose the company’s overall leadership or People strategy.

Apple’s current structure

As of the leadership page checked in August 2026, Apple lists O’Brien as Senior Vice President, Retail + People. Surface is not listed, and the page does not show another standalone Chief People Officer.

That establishes Apple’s publicly listed structure at that time. It does not prove that Apple permanently abolished the Chief People Officer title or that it will never create a separate role again.
