Apple’s reported 2025 airlift was a short-term tariff hedge, not a permanent escape route. Reuters sources said Apple chartered cargo flights carrying roughly 600 tons—up to 1.5 million iPhones—from India to the United States while accelerating Indian production and customs clearance. The larger strategic move was shifting more U.S.-bound assembly from China to India.
Samsung appeared better positioned because its smartphone production was already spread across Vietnam, India, Brazil, Indonesia, and South Korea. Google, Motorola, and smaller Android brands have different levels of publicly documented capacity and U.S. distribution. None should be assumed to be tariff-proof.

The planes were real—but they were only part of Apple’s plan
According to Reuters reporting based on sources and customs data, Apple arranged roughly five to six cargo flights from India to the U.S. in March and April 2025. The shipments reportedly weighed about 600 tons and contained as many as 1.5 million iPhones, including iPhone 13, iPhone 14, iPhone 16, and iPhone 16e models.

The purpose was to put phones into U.S. inventory before a higher tariff could apply. That is more accurately described as front-loading inventory, pre-positioning stock, or hedging against tariffs than as customs evasion. The available reporting does not show that Apple violated customs law or eliminated every duty affecting its products.
What an airlift can—and cannot—do
Tariffs generally apply when imported goods enter a country. Importing units before a higher rate takes effect can protect those specific units from that increase, assuming the goods qualify under the applicable customs rules.
But the benefit is limited:
- Existing inventory eventually runs out.
- Later iPhone shipments remain exposed to whatever rules apply when they enter.
- Components, chargers, accessories, and replacement parts may have different classifications or country-of-origin treatment.
- Air freight and expedited handling cost more than ordinary ocean shipping.
- A tariff pause, reduction, exemption, or policy change can make expensive pre-positioning less valuable.
In other words, the flights bought Apple time. They did not make future iPhones permanently tariff-free.
Apple’s bigger hedge was India
India had already become an increasingly important iPhone assembly location before the 2025 tariff episode. Apple’s strategy was to increase Indian production and direct more of it to the American market, reducing dependence on China for U.S.-bound phones.
Reuters reported that 97% of Foxconn’s iPhone exports from India went to the U.S. between March and May 2025, compared with an average of 50% in 2024. Indian suppliers reportedly shipped about $2 billion of iPhones to the U.S. in March alone. Tim Cook also said that most iPhones sold in the U.S. during the relevant fiscal quarter would be sourced from India, while iPads and other products would come from Vietnam, according to the Associated Press.

The scale matters. Reuters estimated that Apple historically sold more than 60 million iPhones annually in the U.S., with about 80% made in China at the time. The airlift’s maximum 1.5 million phones was therefore substantial in absolute terms but small compared with annual U.S. demand. It was a bridge, not a complete supply-chain replacement.
“Assembled in India” also does not mean every component was made there. Final assembly and component origin are separate customs questions, and India’s electronics ecosystem still had constraints, including duties on imported parts and a less mature supplier base than China’s.
Samsung had the strongest immediate Android position
Samsung entered the tariff episode with a more geographically diversified manufacturing network than Apple’s historically China-heavy iPhone supply chain. Android Authority reported in 2025 that Samsung produced more than 100 million smartphones—over half of its annual output—in Vietnam, roughly 30% in India, and the remainder across locations including Brazil, Indonesia, and South Korea.
That footprint gave Samsung more options for allocating U.S.-bound phones without relying on a single emergency shipment. It could potentially use existing factories and inventory in several countries, while Apple was accelerating a transition that was less mature.
Samsung was not insulated from tariffs. Its phones could still contain components sourced from exposed countries, face country-specific duties, incur higher logistics costs, or be affected by a future tariff specifically covering finished smartphones. The reported production percentages describe the 2025 episode and should not be treated as a verified 2026 manufacturing mix.

Google Pixel and Motorola face different trade-offs
Google Pixel
There was no comparable, publicly documented Google Pixel airlift in the sources reviewed. That does not prove Google took no private action; it means the available evidence does not establish a similar shipment.

Google’s exposure depends on the assembly locations and capacity available for the specific Pixel models sold in the U.S., as well as the origin of their components and the contract manufacturers involved. Without verified current production percentages, it would be misleading to assume Google can shift supply as easily as Samsung.
Motorola
Motorola operates within Lenovo’s global manufacturing and distribution network and has a smaller U.S. premium-phone presence than Apple or Samsung. That can cut both ways: its products may compete more on value, but the company may have less margin to absorb higher import costs and less redundancy than Samsung.
A tariff-related increase could show up as a higher list price, fewer promotions, smaller trade-in credits, a delayed discount, or a change in product mix. The available sources do not verify Motorola’s current U.S.-bound manufacturing split or a specific airlift, so stronger claims would be speculative.
Other Android brands
OnePlus, Xiaomi, Oppo, Vivo, and other brands should not be treated as one category. Some have limited official U.S. distribution, while others reach American buyers through importers, retailers, or gray-market channels. In those cases, the tariff and compliance burden may fall on a distributor or importer rather than the brand in the same way.

For shoppers, warranty coverage, carrier compatibility, cellular bands, eSIM support, and software updates may matter more than the headline price. A cheaper imported phone can be a poor financial decision if it lacks reliable U.S. support.
Why a tariff does not automatically add the same amount to a phone’s price
The importer generally pays the duty. The cost may then be divided among the manufacturer, contract assembler, importer, distributor, retailer, and customer. As the Associated Press explained, import costs are often passed through to consumers, but they do not have to be passed through dollar for dollar or immediately.
Companies can respond by:
- Absorbing some of the cost through lower margins;
- Raising list prices;
- Reducing promotions or trade-in values;
- Using financing and carrier credits to preserve the advertised price;
- Changing storage configurations or accessories included in the box; or
- Redirecting production and inventory.
That is why dramatic price projections should be treated as scenarios, not certainties. Reuters reported a Rosenblatt Securities calculation that a $1,599 iPhone could reach $2,300 under a particular tariff scenario. Such a figure depends on assumptions including full pass-through, unchanged margins, no sourcing change, no discounting, no currency movement, and no policy reversal. It is not a guaranteed retail price.

The 2025 episode included rapidly changing figures, including Reuters-reported rates of 125% for China and 26% for India during the April escalation. Those were rates reported during that episode, not figures that should automatically be presented as current law.
U.S. tariff policy continued to change afterward. A January 2026 White House proclamation imposed a 25% duty on certain covered semiconductor products while exempting several consumer and other uses. It does not establish a blanket 25% tariff on finished smartphones.

A July 2026 memorandum directed proposed Section 301 action related to forced-labor import prohibitions, with different treatment by economy and exemptions for specified products. A prior 2025 China tariff suspension documented a 10% reciprocal tariff during its stated suspension period, but that source does not establish the rule in effect now.
As of September 2026, a phone’s actual exposure requires checking its exact HTSUS classification, country of origin, entry date, and applicable reciprocal, Section 301, Section 232, or other duties through current U.S. Customs and Border Protection and Federal Register materials. A country’s general tariff rate is not enough to calculate the retail price.
How to compare phone makers during tariff uncertainty
Instead of asking which company “dodged” tariffs, evaluate these factors:
- Final-assembly geography: Look for production in multiple countries, not just one alternative to China.
- Component exposure: Assembly in India or Vietnam does not guarantee that parts avoid tariff exposure.
- Production redundancy: Multiple factories and contract manufacturers make rapid reallocation easier.
- Existing U.S. inventory: Stock already in the country may delay the effect of a new import cost.
- Market power: Apple and Samsung generally have more room to absorb costs or use trade-in offers than smaller brands.
- Product cycle: New flagships, scarce storage configurations, and limited editions are harder to substitute and may reflect cost changes sooner.
- Sales channel: Compare manufacturer-direct prices, carrier credits, retailer discounts, refurbished inventory, and financing terms.
- Ownership support: Confirm U.S. warranty coverage, carrier certification, required bands, eSIM support, updates, and parts availability.
What this means if you are deciding whether to buy
Do not panic-buy solely because of an air-freight report. A current promotion may be worthwhile if the phone meets your needs and the total cost is attractive, but compare the final amount after trade-in requirements, bill credits, financing charges, and plan restrictions.
Waiting can make sense if you expect a major launch, want more choices, or the current discount is ordinary. Buying can make sense when a genuinely strong official or carrier promotion is available, when you need a phone soon, or when a last-generation or certified-refurbished model offers a clear value advantage.
For refurbished options, use official programs such as Apple Certified Refurbished or Samsung Certified Re-Newed and check battery, warranty, return, and software-support terms. Avoid gray-market imports just to escape a rumored price increase.
In the longer run, assembling modern smartphones entirely in the United States would require large-scale electronics assembly, precision manufacturing, component suppliers, skilled labor, testing, logistics, and substantial capital investment. A threat of tariffs on phones made abroad is not the same thing as an immediate domestic manufacturing substitute; the AP reported that the 2025 threat was clarified as potentially applying broadly to smartphones made outside the U.S.
The Bottom Line
Bottom line: Apple’s flights were a temporary inventory move, while India was the more important supply-chain hedge. Samsung had a stronger diversification advantage, but Google, Motorola, and other Android makers faced different combinations of assembly concentration, component exposure, pricing power, and U.S. distribution. No manufacturer could promise permanently tariff-free phones without a durable change in policy or sourcing.
