It began with ambitions to digitize payments for consumers, merchants, FMCG businesses and agriculture, but its regulatory status should not be confused with proof of widespread adoption, profitability or nationwide impact.
What is Akhtar Fuiou Technologies?
Akhtar Fuiou Technologies is a Pakistan-focused fintech created through a business partnership involving the Pakistani Akhtar Group, Shanghai Fuiou Payment Services Corp. Ltd. and China-based e-commerce company JollyChic. The venture was publicly introduced in May 2021 as an effort to expand digital payments and financial services in Pakistan.

The Akhtar Group is associated with businesses including sugar, FMCG, ethanol and textiles. Fuiou supplied the payments and technology connection, while JollyChic was described in launch coverage as another participating partner. AFT should not be treated as the same entity as Fuiou’s wider international business or the Akhtar Group’s industrial companies.
Its consumer-facing identity is Digitt+. SBP’s authorized electronic-money-institution list identifies Digitt+ as AFT’s app and lists AFT under commercial operations. That is the clearest current regulatory description available in the supplied evidence.

SBP’s January 9, 2026 authorized-EMI list confirms the association between AFT and Digitt+. It does not, however, publish AFT’s user count, transaction volume, pricing, revenue or customer-retention figures.
The original “digital Pakistan” proposition
AFT’s 2021 launch positioned the company around Pakistan’s cash-heavy economy and the difficulty many people and businesses face accessing conventional financial services. The company said it wanted to digitize transactions and make electronic payments more useful for consumers, merchants, FMCG distributors and agricultural participants.
The stated areas of interest included:
- Digital wallets and electronic-money accounts;
- QR-based merchant payments;
- Point-of-sale technology and business hardware;
- Digital collections for FMCG companies and distributors;
- Payments linked to agricultural supply chains;
- Domestic transfers and broader payment infrastructure;
- Potential inward and outward remittance services; and
- Cross-border payment capabilities.
These were launch-period objectives and planned capabilities, not a verified list of everything Digitt+ currently offers. The distinction matters: a company can announce a roadmap long before every feature is launched, available to all customers or commercially scaled.
The original announcement is documented in TechJuice’s 2021 coverage of AFT.
What is Digitt+?
Digitt+ is the app name associated with AFT in SBP’s regulatory records. A December 2022 report from the Associated Press of Pakistan described it as an agriculture-focused fintech powered by AFT and approved for an EMI pilot launch.
That report described possible services including bill payments, e-commerce, investments and money transfers. It also presented Digitt+ as an effort to digitize the agricultural ecosystem and serve farmers and related businesses.

For personal-finance readers, the practical question is therefore not simply whether Digitt+ exists. It is whether the current app supports the specific service needed—such as wallet transfers, merchant payments, bills, cards or remittances—and what fees, limits, verification rules and complaint procedures apply at the time of use.
What AFT’s EMI approval means
AFT is not a conventional bank. It is an electronic money institution, or EMI: a regulated non-bank entity authorized to issue e-money services under SBP’s framework.
SBP describes EMI authorization as a staged process:
- In-principle approval: the regulator accepts the applicant’s proposal at an initial stage, subject to further requirements.
- Pilot operations approval: the company may test its service in a controlled pilot while meeting specified regulatory and operational conditions.
- Commercial operations approval: the institution is permitted to operate commercially after satisfying the relevant requirements.
AFT was reported in 2021 as having received in-principle approval and planning a pilot wallet. In December 2022, Digitt+ was reported as receiving approval for an agriculture-focused pilot launch. By November 2024, SBP described AFT as one of the EMIs in commercial operations. SBP’s January 2026 list continued to place AFT in that category.

That progression is important because “in-principle approval” is not the same as a commercial operating authorization. It is equally important not to overread the later status: commercial authorization demonstrates regulatory progress, not market success.

Where AFT could matter
AFT’s proposed focus is broader than a standard consumer wallet. Its business model suggests possible integration with companies and payment flows that are difficult to digitize through a general-purpose app alone.

Agriculture involves farmers, input suppliers, buyers, distributors and processors, often across locations where cash remains important. Digital collections and payments could make transactions easier to record and reconcile. But describing a possible use case is not evidence that Digitt+ has reached a particular number of farmers or changed agricultural finance in practice.
FMCG and merchant collections
FMCG distributors and merchants make frequent payments and collections. Digital tools could reduce manual cash handling, improve payment records and support QR or point-of-sale acceptance. The commercial challenge is persuading enough businesses in the chain to use the same rails consistently.
Rural financial access
An electronic-money service may give people without conventional bank accounts a way to store value and make certain payments. In practice, rural usefulness depends on mobile connectivity, identity verification, agent or merchant access, customer support and the ability to convert between cash and digital balances.
Remittances and cross-border payments
Remittances were part of AFT’s stated long-term ambition. That does not establish that a customer can currently send or receive remittances through Digitt+. International payment services usually require additional partnerships, regulatory permissions, compliance controls and supported corridors.
The execution test
The partnership with an international payments-technology company may provide useful expertise, but technology alone does not solve Pakistan’s local operating challenges. AFT’s results would depend on execution in several areas:
- Trust: customers need confidence that balances are accessible and disputes will be resolved.
- Merchant acceptance: digital payments are useful only where customers can actually spend or transfer funds.
- Connectivity and usability: rural and low-bandwidth users may need simple flows, reliable service and local-language support.
- Compliance: onboarding, identity checks, transaction monitoring and consumer protection are essential to regulated payments.
- Fraud prevention: account takeover, social engineering and mistaken transfers can undermine confidence in a wallet.
- Interoperability: customers benefit when they can move money across banks, wallets and payment networks rather than remaining inside a closed system.
- Distribution: agricultural and FMCG use cases may require agents, field teams and commercial partnerships, not just a downloadable app.
These are analytical implications of AFT’s stated model, not reported performance results.

The available evidence does not establish AFT’s current user base, active monthly users, transaction value, wallet count, merchant count, rural reach, revenue, profitability, customer satisfaction or service reliability. AFT’s appearance on an SBP commercial-operations list confirms regulatory status, not scale.
SBP reported that all EMIs collectively had opened 4.2 million wallets, issued 4.6 million payment cards, held PKR 5.7 billion in outstanding e-money deposits and processed 82.1 million wallet payments worth PKR 231.9 billion between January and September 2024, as of September 30, 2024.

What consumers should check before using Digitt+
Because current AFT pricing and product documentation were not verified in the supplied sources, a prospective user should check the latest official app information and terms before depositing or transferring money. In particular, verify:
- Whether the official app is currently available and onboarding is open;
- Account-verification requirements and supported identity documents;
- Transfer, withdrawal and wallet-balance limits;
- Fees for transfers, cash-in or cash-out, cards, merchant payments and other services;
- Whether cards, QR payments, bill payments or remittances are currently supported;
- Which banks, agents, merchants or payment rails are connected;
- The process for complaints, failed transactions and unauthorized activity; and
- How the service distinguishes e-money from a conventional bank deposit.
Do not assume that a service mentioned in a 2021 launch announcement is still active, universally available or included in the current app.
How AFT fits Pakistan’s EMI market
AFT is one participant in Pakistan’s regulated non-bank payments market. SBP materials also identify EMIs including NayaPay, Finja, SadaPay, E-Processing Systems (OneZapp) and Wemsol (Keenu).
The presence of multiple licensed providers gives consumers and businesses more choice, but the supplied evidence does not show which provider is cheapest, most reliable, most widely used or best for agriculture. A meaningful comparison would require current fee schedules, supported features, availability, customer-service records and independently verifiable usage data.
What remains unverified
As of the latest verified regulatory record in January 2026, the following claims should not be made without additional evidence:
- That AFT has millions of users;
- That Digitt+ has transformed agricultural payments;
- That AFT operates nationwide;
- That remittances are currently available through the app;
- That Digitt+ is cheaper or safer than competing wallets;
- That AFT has a particular revenue, valuation or profitability level; or
- That its services have measurably improved financial inclusion.
Bottom line
Akhtar Fuiou Technologies is best understood as a regulated Pakistani fintech platform with an agriculture and business-digitization ambition. It moved from the in-principle approval reported in 2021 to commercial-operations status in SBP records, with Digitt+ listed as its app by January 2026.
That makes AFT a real participant in Pakistan’s digital-payments ecosystem—not merely a proposed startup. But the available evidence does not yet support calling it a proven national transformation story. Its significance will ultimately depend on current product availability, transparent pricing, reliable execution and independently verifiable adoption among consumers, merchants, farmers and businesses.
