In a July 2025 survey of more than 700 CIOs, respondents expected that by 2030, 75% of IT work would be performed by humans using AI and 25% by AI alone. The remaining 0% would be performed by humans without AI.
That is a forecast about tasks and workflows, not a prediction that 25% of IT employees will lose their jobs. The more immediate risks are changing job descriptions, fewer entry-level opportunities, higher productivity expectations and workforce restructuring.

What Gartner actually predicted
In its November 10, 2025 announcement, Gartner said AI would “touch all IT work” by 2030. Its survey of more than 700 CIOs, conducted in July 2025, produced this expected distribution:
| How work is performed | Expected share in 2030 |
|---|---|
| Human-only, without AI | 0% |
| Human work augmented by AI | 75% |
| AI alone | 25% |
This is a CIO-expectation survey, not a measurement of current automation and not an independently verified forecast of headcount. “AI alone” also does not necessarily mean unsupervised or irreversible action. An AI system may classify a ticket, generate a code change, summarize an incident or recommend a fix within limits established by people.
#1 Best Overall
“All of IT” means more than software development
IT work includes application development, testing, infrastructure, cloud operations, networking, cybersecurity, data engineering, service desks, identity management, incident response, architecture, procurement, compliance, vendor management and technology leadership.
AI may appear in each area through code generation, automated monitoring, knowledge search, ticket routing, security triage, documentation, reporting, configuration recommendations and workflow orchestration. Gartner specifically identified summarization, information retrieval and translation as skills likely to become less important as AI automates or augments them.
Why 25% of work does not equal 25% of jobs
A job is a bundle of tasks. Automating some tasks can produce several different outcomes:
- The existing team completes more work.
- Employees move to higher-value or more complex responsibilities.
- The company hires fewer new workers.
- Teams or contractors are consolidated.
- Some roles are eliminated.
- New work grows around AI operations, security, governance and integration.
Whether automation reduces headcount depends on business demand, budgets, risk tolerance and management decisions. A service desk that automates password resets might use the saved capacity to support more systems, reduce its backlog or cut staffing. The same technology could also be used to avoid future hiring.
Rank #2
That distinction matters for workers and households. A positive productivity forecast does not guarantee stable employment, salary growth or an easy career path for every individual.
The biggest career risk may be the entry-level ladder
Junior IT workers often begin with repetitive work: basic ticket resolution, documentation, simple scripts, test creation, monitoring, data cleanup and first-pass troubleshooting. Those tasks are attractive automation targets because they are structured, documented and relatively easy to evaluate.
Gartner’s broader 2026 workforce research says AI is expected to create more jobs than it eliminates beginning in 2028, while also warning that traditional entry-level roles and career-development paths are being disrupted. Gartner has separately forecast that more than 32 million roles could be significantly transformed each year.
A net increase in jobs can coexist with layoffs, weaker demand for junior workers, wage pressure and skills mismatches. The difficult question is how future senior engineers will gain operational judgment if companies automate the work that once trained them.
Organizations may need apprenticeships, supervised rotations, simulations and deliberate skills testing. Gartner has also warned that overreliance on AI can cause core skills to atrophy.
What AI is likely to automate first
Early automation targets generally share several characteristics: they are repetitive, rules-based, well documented, reversible, based on structured data and easy to check.
- Ticket categorization and routing
- Password resets and routine access requests
- Log summarization and first-pass incident triage
- Code completion, test generation and documentation
- Vulnerability prioritization
- Routine cloud configuration
- Infrastructure monitoring and alert filtering
- Knowledge-base search and report generation
- Release notes and change-record drafting
These uses can be valuable without replacing an entire occupation. A developer may produce code faster but still own architecture and testing. A support worker may handle fewer repetitive tickets but spend more time diagnosing unusual failures.
Where people will still matter
The hardest IT work is not always the work requiring the most keystrokes. Human involvement remains especially important where the organization must make a judgment under uncertainty or accept responsibility for the result.
- Architecture under ambiguous requirements
- Incident command during novel or high-impact failures
- Security judgment and adversarial reasoning
- Regulatory interpretation and risk communication
- Vendor and business-stakeholder negotiations
- Prioritization among competing business goals
- Handling exceptions absent from historical data
- Deciding when an AI answer is unsafe or unacceptable
AI may assist with each of these activities, but assistance is different from accountability. An organization may allow an agent to recommend a change while requiring a named person to approve it.
AI can reduce task costs while increasing operating costs
Buying an AI license or model API is only part of the expense. Gartner has highlighted costs involving technical capabilities, training, change management and vendor selection. Other likely costs include:
- Cleaning and governing enterprise data
- Integrating several models or systems
- Monitoring outputs and model behavior
- Testing one model’s work with another system
- Retraining employees
- Security, privacy and access controls
- Remediating incorrect or harmful actions
- Revising processes, controls and audit procedures
- Managing increased inference usage
The result can be a paradox: AI makes an individual task cheaper while making a dependable AI-enabled operation more expensive. Leaders should measure total cost of ownership, review burden, failure rates and business outcomes—not just subscription prices.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat CIOs should do now
- Inventory tasks, not just job titles. Map the work performed by development, operations, security, support and management teams.
- Classify risk. Separate reversible drafting tasks from actions involving production systems, sensitive data, finances or safety.
- Establish a baseline. Record cost, quality, cycle time, backlog and failure rates before automation.
- Start with observable workflows. Pilot AI where outputs can be checked and actions can be reversed.
- Set approval boundaries. Define what AI may read, recommend, change or execute.
- Build evaluation datasets. Use acceptance thresholds for accuracy, security, latency and cost.
- Plan for failure. Maintain fallback procedures for bad outputs, outages, vendor changes and stale data.
- Redesign training. Ensure junior workers still get supervised opportunities to troubleshoot and build foundational skills.
- Track capacity honestly. Decide whether productivity gains will support more services, reduce backlog, lower costs or change staffing.
What IT workers should learn
“Become an AI engineer” is not the only career response. More durable capabilities include systems thinking, security, architecture, data integration, debugging, communication, business judgment, governance and the ability to evaluate AI outputs.
Best Value
- Developers: Focus on architecture, secure coding, testing, product context and reviewing generated code.
- Administrators: Build skills in automation, cloud, identity, observability and recovery design.
- Support professionals: Strengthen troubleshooting, systems knowledge, workflow design and customer communication.
- Security professionals: Develop detection engineering, threat modeling, AI security and adversarial analysis.
- Managers: Learn workforce planning, evaluation, governance, cost control and change management.
Where commercial tools fit
Organizations may use developer assistants such as GitHub Copilot, workplace tools such as Microsoft 365 Copilot, cloud platforms such as Amazon Bedrock or Google Cloud’s generative-AI platform, and IT-service-management products such as ServiceNow Now Assist.
The right choice depends on data permissions, workflow integration, auditability, security, total cost, human review and portability. Buying a product does not by itself produce Gartner’s forecast outcome. Poorly governed data and permissions can make errors easier to discover and act on at scale.
Bottom line
Gartner’s forecast is best understood as a prediction that every IT workflow will involve AI by 2030. It is not a prediction that one in four IT employees will disappear.

The likely disruption is still substantial: routine tasks may vanish, hiring may slow, entry-level training paths may narrow and productivity expectations may rise. IT workers who combine technical foundations with judgment, security, communication and AI oversight are better positioned than those whose value rests only on repetitive execution.
