Windsor is a multi-entity forex and CFD brand. Some of its entities appear on current regulator registers, while the protection available to a client depends on which legal company opens and holds the account.
There are also legitimate reasons for caution: a 2012 U.S. enforcement action, a separate FCA warning about a Windsor clone website, offshore entities with weaker protections than major U.S., U.K., or EU brokers, and a divided pattern of recent online reviews involving withdrawals.
The practical verdict is therefore more precise than simply calling Windsor Brokers a scam: it is a real brokerage group with regulatory and historical issues that prospective clients should verify carefully before depositing money.
Windsor Brokers: the short verdict

Windsor’s current website excludes people located in the United States, United Kingdom and Europe/EEA, among other restricted jurisdictions. Its international offering is therefore not the same as using a broker regulated by the CFTC/NFA, FCA or an EU regulator.

Which companies operate under the Windsor name?
“Windsor Brokers” is a brand used by several legal entities. The current group disclosures identify the following companies and regulators:

These registrations matter, but “regulated” is not a single level of safety. Jurisdictions differ in leverage limits, capital requirements, compensation schemes, complaint escalation and enforcement. A client should identify the exact entity before comparing Windsor with another broker.
The CySEC claim is often outdated
Older reviews commonly say that Windsor Brokers is CySEC-regulated. That description is incomplete under the current CySEC register.
CySEC currently identifies WB Trade EU Ltd as the holder of investment-firm license 030/04. The license dates back to May 20, 2004, and the company registration number is 119081. The current register does not simply list “Windsor Brokers Ltd” as the license holder.
This distinction is not merely cosmetic. A license belongs to a specific legal company. If an account agreement names a Seychelles or BVI entity, a historical Cyprus license does not automatically provide that account with Cyprus protections.
Is Windsor Brokers available to U.S. customers?
No. Windsor’s current legal page says that services through windsorbrokers.com are not offered to or intended for people in the United States. A separate Windsor FAQ also states that the company does not accept U.S. clients.
Anyone claiming to represent Windsor and offering a U.S. resident an account should be treated cautiously. Do not assume that a Windsor-branded website, social-media account or messaging contact is genuine simply because it uses the company name.

What happened with the CFTC?
There is a genuine historical U.S. enforcement action. On March 7, 2012, the Commodity Futures Trading Commission announced that Windsor Brokers Ltd. of Cyprus agreed to pay a $140,000 civil monetary penalty.

The order permanently barred the firm from the conduct charged and required it to stop soliciting U.S. customers.
This is material negative history and should not be omitted from a Windsor review. However, it does not by itself prove that the current official website is a scam. It shows that Windsor previously breached U.S. registration and solicitation requirements.
What was the FCA clone warning?
The U.K. Financial Conduct Authority issued a warning about a firm called “Windsor Brokers,” first published on April 10, 2012 and updated on November 21, 2020. The warning concerned the website:

The FCA described that operation as a clone of an authorized firm. It said the clone was not authorized or registered by the FCA and was using details associated with a genuine firm. The warning separately identified the genuine Cyprus firm and stated that it had no association with the clone.
That warning should not be stretched into a claim that every Windsor-branded website is fraudulent. It does establish a different risk: impersonators have used the Windsor name and regulatory information before. A domain that differs from the official Windsor domain, unsolicited contact, guaranteed returns or pressure to deposit are strong warning signs.
How withdrawals work
Windsor’s published withdrawal route is:
- Log in to the Portal.
- Under Live Accounts on the main page, select the relevant account.
- Click Withdraw.
- Select the withdrawal method.
- Enter the required information and submit the request.
Windsor generally requires withdrawals to use the same method used for the deposit. The company says requests received during Back Office working hours are usually processed the same day. Requests received outside those hours are usually processed on the next working day.

That is the broker’s processing time, not necessarily the time until money arrives. The payment provider can add further time, and Windsor’s public withdrawal information lists some methods as same-day and others as taking one to seven working days.
Withdrawal restrictions and edge cases
- Card withdrawals may need to be returned to the card used for the deposit.
- If more than six months have passed since a card deposit, Windsor may request a bank statement before sending money to a bank account in the client’s name.
- E-wallet withdrawals generally have to return to the same e-wallet used for funding.
- Bank withdrawals generally have to go to the same bank account used for funding.
- Windsor says it may not cover withdrawal-payment fees where there has been no or minimal trading activity.
These conditions are not automatically evidence of fraud. They are the sort of anti-money-laundering and payment rules found at many brokers. However, a request to pay an extra “tax,” “unlock fee,” “release charge” or “verification deposit” before receiving your own money is not a normal reason to send more funds. Verify any disputed withdrawal through the official website and published support channels.
What do customer reviews say?
Trustpilot is not a regulator and online reviews cannot establish that a broker committed fraud. They can, however, identify issues worth testing.
The current Windsor Brokers Trustpilot page shows a sharply divided profile:

- 109 reviews
- About 49% five-star reviews
- About 43% one-star reviews
- About 27 reviews in the previous 12 months on the recently indexed page
Recent negative reviews commonly allege delayed, rejected or unsuccessful withdrawals and poor support. Windsor’s replies generally direct reviewers to [email protected].
Those complaints are individual allegations, not independently verified findings. The divided review profile is a reason to begin with a small amount, test a withdrawal early and keep records—not proof of systematic withdrawal fraud.
How to complain to Windsor
Windsor’s complaint policy says a complaint can be submitted by:
- Email to

- Letter to the company’s registered address
Include the incident date, a clear description of the problem and supporting documents. Windsor says it will acknowledge a formal complaint in writing within two working days and provide a unique reference number, called a URN.
After escalation to Compliance, correspondence should be sent to [email protected]. If the issue cannot be resolved, Windsor says it will provide details of the relevant regulator. The regulator depends on the legal entity holding the account, so check the client agreement rather than assuming the complaint goes to CySEC or the FCA.

- Select New to Portal.
- Complete the requested information and click Sign Up.
- Choose the Live account type.
- Verify your email address and click Login.
- Complete your profile and click Finish.
- Upload the required documents.
- In Accounts, select New Live Account.
- Choose the platform, base currency and leverage.
- Confirm the current Portal password and click Submit.
The instructions list MT4 and MT5 as the available platform choices. Before funding, check the account agreement for the precise company name, registered address, regulator and governing complaints process.

Windsor says client funds are held in segregated bank accounts. It also advertises insurance of up to $5 million for clients of Windsor Brokers International Ltd and Windsor Markets Kenya Limited, with the policy described as underwritten by Lloyd’s of London.
This should not be presented as equivalent to SIPC protection in the United States, FSCS protection in the United Kingdom or the Cyprus Investor Compensation Fund. Windsor’s published material describes company-arranged insurance, and the availability and terms depend on the entity and policy.
Segregation also does not eliminate trading risk. Windsor’s current risk disclosure says that 89.67% of retail investor accounts lose money when trading online forex and CFDs with this provider. That figure is a mandatory risk disclosure about leveraged trading. It is not evidence that Windsor manipulates trades or refuses withdrawals, but it is a clear warning about the likelihood of losing money through the product itself.

Checks to complete before depositing
- Use the official domain. Avoid links sent by unsolicited callers, social-media accounts or messaging contacts.
- Confirm the entity. Find the legal company in the account agreement and match it with the relevant regulator’s register.
- Check the regulator yourself. Do not rely only on a logo or license number displayed on a sales page.
- Read the withdrawal conditions. Pay attention to payment-method restrictions, processing times and possible fees.
- Test the payment route. Deposit only an amount you can afford to risk and consider making a small withdrawal before increasing the balance.
- Reject guaranteed returns. Forex and CFD returns cannot legitimately be guaranteed.
- Never pay an advance fee to release funds. A demand for a tax, unlock payment or recovery fee is a major scam indicator.
- Save evidence. Keep account statements, emails, payment confirmations, screenshots and chat records if a dispute develops.

Is Windsor Brokers legitimate or a scam?
The available evidence supports describing Windsor Brokers as a real, multi-entity forex and CFD brokerage brand rather than a proven fake broker. Its risks vary by entity, and its history includes a 2012 CFTC enforcement action and an FCA warning about a separate clone website.

Submit a formal complaint through the official support channels, include dates and evidence, and request the complaint’s URN. Windsor says it acknowledges formal complaints within two working days and can provide details of the relevant regulator if the matter remains unresolved.
Does Windsor offer compensation if it fails?
Windsor advertises insurance of up to $5 million for clients of certain entities, underwritten by Lloyd’s of London. This is not automatically equivalent to SIPC, FSCS or Cyprus Investor Compensation Fund protection. Check the entity and policy terms in your account documents.
The Bottom Line
Windsor Brokers is not proven to be a scam as a whole. It is a genuine multi-entity forex and CFD brand with current registrations in several jurisdictions. But the account entity determines the regulator and protection, and offshore regulation generally offers less protection than a major U.S., U.K. or EU framework.
Do not rely on old claims that Windsor itself is currently CySEC-regulated: CySEC lists WB Trade EU Ltd as the holder of license 030/04. Do not confuse the FCA’s warning about windsorbrokerslimited.com with a finding that the official Windsor website is fraudulent. At the same time, the CFTC’s 2012 enforcement action and the current withdrawal complaints are legitimate reasons to proceed carefully.
