Will Student Loan Forgiveness Be Taxable? How to Check Federal and State Exposure in 2026

Student-loan forgiveness is not automatically taxable or tax-free. The federal result depends on the forgiveness program, the legally relevant date and whether a statutory exception applies. For many income-driven repayment (IDR) discharges whose repayment period ended on or after January 1, 2026, the forgiven balance is generally federal cancellation-of-debt income. Public Service Loan Forgiveness (PSLF) has separate federal treatment and is not subject to federal income tax.

State law is a separate question. Your state of residence, tax year and discharge category can produce a different result from your federal return. Use the discharge notice and agency records to identify the program and date, then check both federal guidance and your state tax agency’s current instructions before filing.

The short answer: program, date and jurisdiction control

Federal tax law generally treats canceled debt as ordinary income in the year the debt is canceled unless an exclusion or exception applies. Student-loan forgiveness therefore has to be analyzed by discharge route rather than by the word “forgiveness” alone.

  • IDR end-of-term discharge: Federal Student Aid’s August 2026 guidance says a repayment period ending from January 1, 2021 through December 31, 2025 falls within the temporary federal exclusion, while a last payment date on or after January 1, 2026 is taxed as federal income. States may reach a different result.
  • PSLF: Federal Student Aid says PSLF forgiveness is not subject to federal income tax. Your state may still tax it.
  • Other discharges: Work-service programs, certain health-professional loan-repayment programs and qualifying death or total-and-permanent-disability discharges can have their own federal exceptions, but each has detailed conditions.

Do not use the receipt—or absence—of a Form 1099-C as the only test. The IRS explains that taxpayers remain responsible for reporting the correct taxable amount for the year of cancellation, even when a form is inaccurate or missing.

Why canceled student debt can become taxable income

When a lender or government program cancels a debt, the borrower no longer has to repay money that was previously owed. The general federal rule treats that canceled amount as income unless a specific exclusion or exception applies. The income is generally reported for the tax year in which the cancellation occurs, not necessarily the year in which you first received the loan.

A creditor or servicer may issue Form 1099-C, Cancellation of Debt, showing the canceled amount. The form is useful evidence, but it is not a final legal ruling. Compare it with your discharge notice, account history and the program’s rules. If the amount is wrong, you still have to determine and report the correct taxable amount; contact the issuer to request a corrected form and keep documentation explaining your calculation.

The IRS’s general overview is Topic No. 431, Canceled debt – Is it taxable or not?. It describes canceled debt as generally taxable unless an exception or exclusion applies. Publication 4681 provides the more detailed rules for specific cancellation situations, including student-loan provisions.

Federal IDR rules changed after 2025

The temporary broad federal student-loan exclusion did not continue indefinitely. IRS guidance in Publication 4681 (2025) describes the special rule for qualifying discharges after December 31, 2020, and before January 1, 2026. That date boundary is why a discharge connected with a repayment period ending in 2026 must be analyzed differently from one ending in the covered window.

IDR dates and federal treatment

Federal Student Aid’s current FAQ frames the transition using the last payment date of the repayment period. It is not enough to rely on the date a notice was mailed or the date a servicer updated an online balance. Keep the record that shows when the repayment period ended and ask which date controls if your documents conflict.

Last payment date for the IDR repayment period Federal treatment described by Federal Student Aid State question
January 1, 2021–December 31, 2025 Qualifying IDR discharge is not federally taxed under the temporary exclusion. Check the state’s law for the specific tax year and program; federal exclusion does not guarantee a state exclusion.
January 1, 2026 or later Forgiven IDR balance is taxed as federal income, subject to any separate exception that fits the facts. Federal Student Aid says it is likely taxed by states, but state treatment varies and can change.

The Federal Student Aid IDR FAQ and the Taxpayer Advocate Service’s 2026 explanation both warn that an IDR balance forgiven in 2026 or later is generally cancellation-of-debt income. “Generally” matters: the actual amount on your return depends on the cancellation date, the amount discharged, any qualifying exception and your other tax facts.

Why the date can be difficult to establish

An IDR account may show several dates: the date the final scheduled payment was made, the date the repayment period technically ended, the date the Department of Education approved discharge and the date the servicer posted a zero balance. Federal Student Aid’s table uses the last payment date of the repayment period. Preserve all notices and account records, and ask the Department of Education or servicer to identify the controlling date when the records do not line up. Do not select the more favorable date without supporting documentation.

PSLF is a different federal category

PSLF forgiveness should not be treated as an IDR end-of-term discharge merely because both programs can reduce a remaining balance. The Federal Student Aid PSLF questions and answers state: “You won’t have to pay federal tax on any debt forgiven through PSLF. However, your state may tax you.”

That federal rule applies to forgiveness under the PSLF program. Verify that your notice actually identifies PSLF rather than another discharge route, especially if you have used an IDR plan while qualifying payments were being counted. A borrower can make IDR payments and ultimately receive PSLF; the program that legally discharges the debt controls the federal tax analysis.

Federal non-taxability does not settle your state return. Check your state’s current instructions for PSLF and the tax year in which the discharge occurred.

Other federal exceptions are narrow and fact-specific

Publication 4681 describes exceptions that may apply to particular student-loan cancellations. They are not blanket exemptions for every debt labeled “forgiven.” Confirm that the loan, program and borrower satisfy the detailed statutory conditions.

Cancellation tied to specified work or service

Some cancellations connected to qualifying employment or service can be excluded when the program meets the requirements described by the IRS. The name of an employer or the fact that you worked in a public-interest field is not, by itself, enough. Read the program’s discharge terms and the applicable IRS conditions.

Qualifying health-professional repayment assistance

Certain loan-repayment assistance for specified health services is addressed as a potential exception. Eligibility depends on the particular statutory program and service obligation. A general employer benefit or an informal repayment payment should not be assumed to qualify.

Death or total and permanent disability

Publication 4681 discusses discharge because of death or total and permanent disability. For qualifying post-2025 discharges, the publication notes a Social Security number requirement that is valid for employment. Confirm the requirement and all other documentation rules before treating the canceled amount as nontaxable.

These exceptions can overlap with different reporting rules. If the discharge is large or the agency’s classification is unclear, obtain individualized advice rather than choosing an exception based only on a description in a letter.

How to check your own federal and state exposure

  1. Identify the exact discharge route. Read the official notice and classify the event as PSLF, end-of-term IDR forgiveness, a work-service cancellation, qualifying health-professional repayment assistance, death or total-and-permanent-disability discharge, or another cancellation. Save the notice as a PDF or paper copy.
  2. Record every relevant date. For IDR, locate the last payment date of the repayment period and retain the Department of Education or servicer record supporting it. Also note the approval, processing and account-zero dates so you can explain discrepancies.
  3. Confirm the amount canceled. Compare the notice, account history and any Form 1099-C. Include principal and any other amount the notice says was canceled; do not automatically use a 1099-C figure that conflicts with the agency’s records.
  4. Apply the federal rule for that program and year. Use the IRS’s canceled-debt guidance and Publication 4681, together with the relevant Federal Student Aid program guidance. For an IDR period ending in 2026 or later, start from the general rule that the amount is federal cancellation-of-debt income, then test any specific exception.
  5. Check the state return independently. Go to the tax agency for the state where you were resident for the relevant tax year. Search its current guidance for the exact program name, discharge year and any addition or subtraction required to federal income. Do not assume that federal adjusted gross income treatment automatically controls.
  6. Resolve conflicts before filing. If the form, notice and account history disagree, request correction from the issuer and ask the Department of Education or servicer to confirm the discharge classification and controlling date. Keep copies of correspondence and your calculation.
  7. Escalate high-impact or ambiguous cases. A large potential tax bill, a state addback, an unclear IDR date or a disputed 1099-C is a practical reason to consult a qualified tax professional or the relevant tax agency. Bring the discharge notice, payment-period records, 1099-C and state-residency information.

State tax exposure must be checked separately

There is no single nationwide state answer. Federal Student Aid says state rules vary, and the result can change with the state, tax year and discharge type. A state may conform to federal income, decouple from a federal exclusion, or create its own exclusion.

Indiana illustrates a possible state adjustment

The Indiana Department of Revenue’s student-loan guidance illustrates that state law may require an adjustment even when federal law excludes a discharge. Treat this as an example of nonconformity, not as a rule for residents of every state. Follow Indiana’s instructions for the applicable tax year if you are an Indiana filer.

California illustrates state-specific exclusions

The California Legislative Analyst’s Office discussion of student-loan forgiveness describes California-specific exclusions. California’s treatment cannot be substituted for another state’s rules, and it can change when the legislature changes the statute.

Questions your state agency guidance should answer

  • Does the state start with federal adjusted gross income or require a separate student-loan adjustment?
  • Does the state recognize the federal 2021–2025 exclusion for IDR discharges?
  • Does it tax PSLF even though PSLF is federally tax-free?
  • Which residency and source rules apply if you moved during the discharge year?
  • Is the state guidance current for the tax year you are filing?

Use the state agency’s instructions for the return year, not an undated web summary or a prior-year form. If your state has no clear page for the program, contact the agency and describe the discharge route and date precisely.

What to do when Form 1099-C is missing or wrong

A missing 1099-C does not automatically make a taxable discharge tax-free, and receiving one does not automatically prove that the entire amount is taxable. The IRS places responsibility on the taxpayer to report the correct taxable amount for the cancellation year.

  • If the form shows the wrong amount, compare it with the discharge notice and account ledger, then ask the issuer for a corrected form.
  • If the form arrives after you filed, determine whether an amended federal or state return is required for the cancellation year.
  • If no form arrives, retain proof of the cancellation and apply the general rule and any exception that fits the program.
  • If the issuer will not correct an error, keep your written request and supporting records and discuss the reporting position with a tax professional or the IRS.

Do not discard a form simply because the program is commonly described as “forgiveness.” The program classification and applicable date still control.

Federal-versus-state comparison checklist

Question Why it changes the answer Evidence to keep
What program discharged the debt? PSLF, IDR and statutory exceptions have different rules. Official discharge notice and program correspondence.
When did the relevant repayment period or discharge occur? The temporary federal exclusion ended for qualifying discharges after December 31, 2025; IDR guidance uses the last payment date. Payment history, agency record and processing notice.
How much was canceled? Only the correct canceled amount should be reported; a 1099-C may contain errors. 1099-C, account ledger and cancellation calculation.
Does a federal exception apply? Work-service, health-professional, death and disability exceptions require specific conditions. Service contract, program certification or disability/death documentation.
What state return is involved? States can add back federally excluded income or create a different exclusion. State residency records and current state instructions.

Common mistakes to avoid

  • Calling all forgiveness tax-free: The 2021–2025 federal IDR window, PSLF and other exceptions are distinct rules.
  • Using the notice date for an IDR date test: Federal Student Aid’s table uses the last payment date of the repayment period.
  • Assuming PSLF’s federal result controls the state return: Federal Student Aid expressly warns that a state may tax PSLF.
  • Treating a 1099-C as conclusive: The form is evidence, while the taxpayer remains responsible for the correct amount.
  • Copying a prior-year state answer: State statutes and agency instructions can change, so check the tax year you are filing.
  • Choosing an exception by label alone: “Public service,” “medical,” “disability” or “forgiven” does not establish eligibility without the program’s conditions.

When professional help is worth the cost

Consider individualized advice when the canceled balance is substantial relative to your income, when a state addition could materially change your bill, when your IDR dates conflict, or when the 1099-C does not match agency records. Provide the adviser with the discharge notice, payment-period record, 1099-C, federal filing information and state-residency dates. A professional can apply the rules to your facts; no general table can calculate your final liability without those details.
