Your local distribution utility still delivers power, reads the meter and bills transmission, distribution and other charges. If delivery rates, usage, contract terms or fees increase, the total bill can rise even when the new supplier’s generation rate is lower.
What a supplier switch changes—and what it does not
Ohio’s choice program allows eligible customers to select a competitive supplier for generation service. Generation is the electricity itself; transmission moves high-voltage power toward your area, and distribution carries it from the local system to your home. The local electric distribution utility remains responsible for that delivery after you switch suppliers. The Public Utilities Commission of Ohio (PUCO) and the Office of the Ohio Consumers’ Counsel (OCC) describe these as separate parts of an electric bill.

Your utility generally continues to send the bill, maintain the lines and collect delivery charges. The OCC says the customer charge plus distribution and transmission service charges are delivery charges payable to the utility each month regardless of how you obtain generation. Those charges are not removed by choosing another supplier. They can still change when the utility’s tariff or an approved adjustment changes, so “delivery” does not necessarily mean “permanently fixed.” See the OCC’s Electric Bill Made Easy guide for the terminology used on bills.
Six reasons the total can be higher after switching
1. Delivery charges stayed on the account or increased
A lower generation rate affects only the supply portion of the bill. Transmission, distribution and the monthly customer charge remain with the utility. If one of those line items rises, it can outweigh savings on generation. Compare the delivery lines on the old and new bills rather than assuming the supplier controls every charge.

2. You used more electricity
Most generation charges are tied to kilowatt-hours (kWh). Weather, longer air-conditioner or heater use, guests, a new appliance or a longer billing period can increase consumption. PUCO’s bill guide identifies usage history as a feature to review. Compare kWh for equivalent billing periods before judging the supplier switch; a higher dollar total with substantially higher kWh does not show that the new rate is worse.
3. The rate on the bill is not the rate you expected
Enrollment advertisements, a sales call and the rate actually billed can differ if the offer changed, the wrong utility territory was selected or the account was enrolled in a different product. Check the supplier name, cents-per-kWh rate and effective dates on the utility bill. Then compare them with the enrollment confirmation and the contract you accepted. The state’s Apples to Apples electric comparison is a snapshot of offers; terms can change, so the signed or accepted contract controls your account.
4. A promotional or fixed term ended
Some offers apply an introductory rate for a stated period; others fix the rate only through a contract end date. After that date, the contract may specify a different rate, a month-to-month price or a renewal process. Read the sections labeled rate, term, renewal, early termination and what happens at expiration. Do not assume that “fixed” applies indefinitely or that an introductory price continues automatically.

5. Fees, credits or a balance changed the amount due
The amount due can include more than current generation and delivery. Review late-payment charges, an unpaid prior balance, a missed bill credit, a deposit, a cancellation fee or another supplier charge. PUCO notes that bills can show payment information and late-payment charges alongside usage and service lines. Separate one-time items from recurring charges so a single fee is not mistaken for a permanent rate increase.
6. Aggregation or eligibility rules affected enrollment
Some Ohio customers receive a supplier through government aggregation rather than an individual enrollment. The supplier and terms for an aggregated account may differ from an offer you saw online. PUCO reports that more than two-thirds of Ohio residents had a supplier in 2026, either selected individually or through government aggregation; that participation figure does not establish savings for any household.
The state comparison materials also say PIPP PLUS customers are not eligible to enroll with or switch to an alternate supplier. If your account is in PIPP PLUS or another assistance arrangement, confirm eligibility before interpreting an enrollment notice or trying to change suppliers.

How to diagnose your own increase
You need the utility bills, the supplier contract and the relevant dates. A single total does not identify the cause. Use this sequence:

Write down the meter-reading dates, number of days and kWh on the higher bill and a comparable earlier bill. Avoid comparing a 35-day bill with a 27-day bill without accounting for the difference.
- Separate supply from delivery. Locate the generation or supplier section, then the transmission, distribution and customer-charge lines. Record each amount and the total kWh.
- Calculate the billed generation rate. Divide the generation charge attributable to usage by kWh when the bill presents a simple usage charge. If the bill includes a fixed supplier fee or credit, list it separately instead of folding it into the per-kWh figure.
- Check the bill’s Price to Compare. PUCO defines the Price to Compare (PTC) as the utility’s generation price per kWh, also called the standard service offer price. It is a benchmark for generation offers, not the whole bill. Confirm that the PTC printed on your bill applies to your utility territory and billing period.
- Read the contract against the bill. Verify the rate type, term, start date, expiration date, monthly or enrollment fees, cancellation charge, incentives and post-term rate. The contract—not a general advertisement—sets the terms for your account.
- Check credits and balances. Look for a late-payment fee, prior balance, deposit, missed incentive or adjustment. Identify whether it is one-time or recurring.
- Confirm the enrollment. Compare the supplier shown on the utility bill with the confirmation letter and enrollment records. If a confirmation letter contains incorrect information, Energy Choice Ohio says you have seven days from the letter’s postmark to request that the switch be stopped. Its Steps to Switching page also advises comparing price, contract length and incentives, contacting the supplier with questions and reading the contract.
Using the Price to Compare correctly
The PTC answers a narrow question: what generation price would your distribution utility charge under its standard service offer for the applicable territory and period? It does not include all delivery charges, taxes, fees or other components of the bill. Therefore, a supplier price below the PTC does not guarantee a lower total bill, and a total bill above last month’s total does not prove that the supplier price is above the PTC.

These are dated, territory-specific figures rather than universal current prices or predictions of a household’s bill. Use the PTC printed on your bill and verify the current offer and contract terms before enrolling.

Compare offers on the same utility territory and the same units. The rate alone is insufficient. Check:
- Price: Is it cents per kWh, and is it fixed, variable or introductory?
- Duration: When does the term start and end, and what rate applies afterward?
- Fees: Are there monthly charges, enrollment fees, early-termination fees or minimum-use charges?
- Incentives: Is a credit one-time, conditional or dependent on on-time payment?
- Renewal: Will the contract renew automatically, and how will the supplier notify you?
- Eligibility: Does your account participate in aggregation or a program such as PIPP PLUS?
Energy Choice Ohio’s comparison resource can help you identify the offers available for your territory, but its listings can change. Save the offer details shown at enrollment and keep the contract and confirmation letter with your bills.

What to do when the bill or switch appears wrong
Contact the supplier for supply questions
Ask the supplier to explain the billed rate, effective date, contract term, renewal status and every supplier fee. Request a copy of the contract or enrollment record if you do not have one. Ask whether a promotional rate ended or whether a credit was omitted.
Contact the utility for delivery or billing questions
The utility can explain meter readings, estimated versus actual usage, billing-period length, transmission and distribution charges, customer charges, balances and payment postings. Ask for a line-by-line explanation of the two bills you are comparing.
Escalate with documents
Keep both bills, the confirmation letter, the supplier contract, meter-reading information and notes of calls. If the supplier and utility do not resolve a disputed charge, use the complaint or assistance channels identified by PUCO and the OCC. There is no official statistic establishing an average amount that Ohio households’ bills rise after switching suppliers. A higher total could reflect usage, delivery rates, contract changes, a fee, a missed credit or an enrollment problem. You can attribute a specific increase only after comparing the billing periods, kWh, generation rate, delivery lines, contract terms and other bill items. If those records show that the supplier billed a rate or fee contrary to the contract, raise that specific discrepancy rather than assuming every higher total has the same cause.
