Some Social Security beneficiaries are paid on the third day of the month because they are covered by the older payment system that existed before Wednesday payments began in 1997, or because an exception keeps them on that cycle. Most people who applied later are assigned a Wednesday based on the birth date of the worker whose earnings record supports the benefit.
The third-of-the-month date is not a payment choice or a sign that a benefit is different. It reflects the entitlement record, whether the person also receives Supplemental Security Income (SSI), and a limited set of administrative exceptions.

The two Social Security payment systems
Social Security uses two main scheduling patterns. The older pattern dates payment for the third day of the month following the month in which the benefit was earned. The newer pattern places payment on the second, third or fourth Wednesday, using the insured worker’s day of birth.
| Schedule | Who generally falls under it | Normal payment day | How weekends and holidays affect it |
|---|---|---|---|
| Third-day cycle | People who applied for or were receiving benefits before May 1, 1997, plus specified exceptions | Third day of the month following the month due | Moved to the preceding day that is not a weekend or federal holiday |
| Wednesday cycle | Most people who applied after April 30, 1997 | Second, third or fourth Wednesday, based on the insured worker’s birth date | Moved to the preceding non-federal-holiday day when the Wednesday is a federal holiday |
| SSI-only payment | People receiving Supplemental Security Income without a concurrent Social Security payment | Usually the first of the month | Moved earlier when the first is a weekend or federal holiday |
| Concurrent SSI and Social Security | People receiving both programs | SSI generally on the first; Social Security generally on the third | Each benefit’s date is adjusted under its own schedule |
The dividing line is commonly stated as May 1, 1997. The agency describes the Wednesday cycles as a transition that began in 1997; one historical page characterizes the change as beginning May 1, while an Office of the Chief Actuary history describes cyclical payments beginning in June. Those descriptions refer to the transition in different ways, so “in 1997” is the safest general description unless you are examining a particular administrative record.

Why the worker’s birthday determines a Wednesday payment
For the post-1997 schedule, the relevant birthday is the date of birth of the insured worker whose record establishes entitlement. That may be the beneficiary’s own birthday, but it is not always. A spouse, child or survivor can be paid on a worker’s record, so the worker’s date controls the Wednesday group.
Birth dates 1 through 10: second Wednesday
If the insured worker was born on any day from the 1st through the 10th, the regular payment is scheduled for the second Wednesday of the month. For example, a worker born on the 7th places a qualifying post-1997 claim in this group.
Birth dates 11 through 20: third Wednesday
A birth date from the 11th through the 20th places the payment on the third Wednesday. A worker born on the 16th is an example.

A birth date from the 21st through the 31st places the payment on the fourth Wednesday. A worker born on the 24th falls in this group.
“Third Wednesday” therefore means a weekday position in the month. It does not mean the third calendar day. The actual date changes from month to month and should be checked against the Social Security Administration’s annual calendar for the relevant year.

Why a person who applied after 1997 can still be paid on the third
The application date is a general rule, not a complete case determination. The agency’s Handbook and regulations identify circumstances in which a later applicant remains on the third-day cycle. These exceptions are tied to the beneficiary’s entitlement records and payment administration rather than to a preference for an earlier date.
Concurrent SSI and Social Security
A person receiving both SSI and Social Security generally has two payments with two dates. SSI is normally paid on the first of the month, while the Social Security benefit is generally dated for the third. If your deposit history shows money on the first and another deposit on the third, that pattern is consistent with concurrent benefits; it does not mean SSI has been delayed or combined with Social Security.
Income deemed to an SSI recipient
Some benefits are treated as income available to an SSI recipient under the program’s deeming rules. The Handbook lists this SSI-linked situation among the circumstances that can preserve third-day Social Security payments.
State-paid Medicare premiums
Beneficiaries whose Medicare premiums are paid by a state program are included in the Handbook’s list of third-day cases. The payment date follows the administrative category, not the beneficiary’s birth-date Wednesday group.
Residence outside the United States
People living abroad can fall under a third-day exception. International payment arrangements and the applicable entitlement record matter, so residence outside the country alone does not allow a reader to predict a date without checking the individual’s notice.

Continuous transition from another third-day entitlement
When a person moves continuously from one entitlement that was already on the third-day schedule to another record, the payment can remain on the third. This prevents a break in the established cycle during certain record changes.
Garnishments, tax levies and critical-payment cases
The detailed Handbook list also includes certain cases involving garnishment, a federal tax levy or a critical payment. These are technical categories. The presence of a withholding order or an urgent payment issue does not, by itself, prove that a person qualifies; SSA applies the category to the specific record.
Other beneficiaries on the same record
A person entitled on the same record as someone covered by one of these exceptions may also be kept on the third-day cycle. This is why two people in the same household can share a payment date even when one person would otherwise fall into a Wednesday range.
SSI by itself is not a third-of-the-month benefit
SSI is a separate needs-based program. SSI-only payments are normally scheduled for the first day of the month, subject to the usual weekend and federal-holiday adjustment. The third-day date generally describes the Social Security component for someone who receives both programs, or a Social Security entitlement covered by the legacy or exception rules.
Because the programs are separate, a recipient should read the labels and amounts in the payment history rather than infer the program from the deposit date alone. A first-of-the-month payment can be SSI, while a third-day payment can be Social Security under a concurrent-benefit arrangement.

How weekends and federal holidays change the date
SSA does not normally hold a payment until after a weekend or federal holiday. If the third falls on a Saturday, Sunday or federal holiday, the third-day payment is moved to the preceding day that is neither a weekend nor a federal holiday. The same principle applies to a Wednesday-cycle payment when the scheduled Wednesday is a federal holiday: it moves to the preceding qualifying business day.
That earlier date is an adjustment to the delivery schedule, not an extra payment. The following month’s date returns to the normal cycle. Since the weekday and holiday pattern changes each year, use the current annual calendar rather than reusing dates from a prior year.
Can you ask SSA to change a third-day payment?
The SSA Handbook says a person paid on the third may volunteer to move to a Wednesday cycle if every beneficiary on the record agrees. The change is permanent. That condition is important: one beneficiary cannot unilaterally change a shared record, and a temporary switch is not described as an option.
The Handbook page containing this procedure was last revised in 2006. Before requesting a change, verify with SSA that the option applies to your record, that all required beneficiaries consent, and that you understand the permanent effect. A request should not be based solely on the date shown in a bank account; the controlling entitlement and any exception must be confirmed first.

The general schedule explains the common patterns, but the date alone cannot identify which entitlement or exception controls a particular case. Use the following checks before contacting the agency.

- Identify each benefit. Check whether the deposit is labeled Social Security, SSI or both. Separate first-of-month and third-day deposits often indicate concurrent benefits.
- Check the worker’s birth date. If the payment is on a Wednesday, compare the insured worker’s day of birth—not automatically the recipient’s—to the 1–10, 11–20 or 21–31 ranges.
- Review the entitlement notice. Your award or benefit-change notice may identify the record and the payment schedule. Look for information about a spouse, survivor or dependent record.
- Check your my Social Security account. The online payment information can show the benefit record and the next expected date. Compare it with the current annual calendar.
- Ask SSA about an exception. If you applied after April 30, 1997 and are paid on the third, ask which Handbook or regulatory category applies. SSA can examine the actual record; a general web rule cannot.
What to do if the expected payment is missing
First confirm whether the date was moved earlier for a weekend or federal holiday and whether you are looking at the correct benefit. Also check with your bank or payment provider for a posting delay. SSA’s 2026 calendar advises allowing three additional mailing days after the expected date before contacting Social Security about a payment that has not arrived.
If the payment is still missing after that interval, contact SSA and have your name, claim information, expected date and bank details available. Do not assume that a Wednesday payment should arrive on the third, or that a third-day payment should be postponed to the next Wednesday; those are different schedules.
Examples of the schedules in practice
- Legacy recipient: A person who was already receiving Social Security before May 1, 1997 generally remains dated for the third of the following month, with an earlier date when the third is a weekend or federal holiday.
- Post-1997 worker born on the 7th: A claim governed by the Wednesday system is scheduled for the second Wednesday.
- Post-1997 worker born on the 16th: The regular date is the third Wednesday.
- Post-1997 worker born on the 24th: The regular date is the fourth Wednesday.
- Concurrent benefits: A person receiving SSI and Social Security may see SSI on the first and Social Security on the third, each adjusted for weekends and federal holidays under its own rule.
- Later applicant with an exception: A person who applied after 1997 can still receive Social Security on the third if the record fits an SSI-linked, state-paid Medicare, overseas-residence, transition, garnishment, levy, critical-payment or same-record category recognized by SSA.
The practical answer to “Why me?”
Being paid on the third usually means either that your entitlement predates the 1997 transition or that SSA has assigned your record to an exception. Being paid on a Wednesday usually means your claim follows the post-1997 birth-date cycle. If you receive SSI as well, the first-and-third pattern reflects two separate programs.
