Taxes, loan payments, education and medical bills can all press on a household budget, but the available official figures do not add up to a measured budget for a typical Indian middle-class family. They come from different surveys, years and units. They show distinct pressure points—not how much any one family spends or why its savings have changed.
What “middle class” means in these figures
India’s official statistics cited here do not define one income band called “the middle class” and then track its taxes, EMIs, school fees and health bills together. The Government of India’s 2025 Lok Sabha answer says it has no information on the “shrinking middle-class” syndrome. In this article, “middle class” is a reader-facing label for households trying to balance regular expenses, liabilities and saving—not a statistical category to which the figures below can be assigned.

That distinction matters: a national per-person average, a per-student survey average and a share of GDP describe different things. They can identify where budget pressure may arise, but should not be combined into a fictional monthly bill for a representative family.
Tax relief is a policy measure, not a universal household calculation
The Government of India’s 2025 parliamentary answer described the 2025–26 Budget as proposing no income tax payable up to ₹12 lakh under the new tax regime, and said the proposal was expected to reduce taxes for the middle class. That is a description of a specific budget proposal and tax regime, not proof that every person with income below that amount owes no tax in every circumstance.

A household assessing its own liability needs the applicable rules for the relevant tax year and its own income and circumstances. The cited answer alone does not provide enough detail to calculate an individual’s tax or compare the new regime with another regime. Nor does tax relief mean that school costs, loan repayments or medical expenses disappear; they remain separate calls on take-home cash.
EMIs are a monthly cash-flow burden; liability figures are not EMI figures
The Lok Sabha answer, citing RBI data, put per-capita household financial liabilities at ₹86,713 at end-March 2024. This is a national liability stock per person. It is not the amount of an average monthly EMI, a debt-service ratio, or a figure specific to middle-income borrowers.

A separate RBI financial stocks and flows analysis reported household-sector debt at 39.4% of GDP at end-March 2023, up from 38.1% a year earlier. That is a different measure, with a different denominator and date; it cannot be used to infer the monthly repayment burden of an individual borrower. A household’s EMI depends on its actual borrowing and repayment terms, which these aggregate figures do not describe.

MoSPI’s Comprehensive Modular Survey: Education, part of the 80th NSS round, collected data from 52,085 households and 57,742 students across India in April–June 2025. Its averages show a pronounced difference between government and non-government schools, but they are survey averages per student—not a price list or an estimate for every family.

| Measure | Survey figure | What it describes |
|---|---|---|
| Average household expenditure per student during the current academic year, government schools | ₹2,863 | Average reported expenditure per student |
| Average household expenditure per student during the current academic year, non-government schools | ₹25,002 | Average reported expenditure per student |
| Average course-fee expenditure per student across school types | ₹7,111 | Average for the course-fee category |
| Average expenditure on textbooks and stationery per student across school types | ₹2,002 | Average for those items |
| Average course-fee expenditure per student, urban areas | ₹15,143 | Urban average |
| Average course-fee expenditure per student, rural areas | ₹3,979 | Rural average |
Course fees were the largest average expense category identified in the survey. The school-type difference is also reflected in fee payment: 26.7% of students in government schools reported paying course fees, compared with 95.7% in non-government schools. Government schools accounted for 55.9% of enrolments and private unaided recognized schools for 31.9%.
Private coaching adds another potential expense, though not for every student: 27.0% of students were taking or had taken it during the current academic year. The survey reported 30.7% in urban areas and 25.5% in rural areas. These are participation rates, not coaching costs, so they cannot be translated into a household spending amount.

Medical spending can be substantial, but the national average is not a family bill
The Ministry of Health and Family Welfare’s National Health Accounts for 2021–22 estimated total health expenditure at ₹9,04,461 crore, equal to 3.83% of GDP or ₹6,602 per capita. Households’ out-of-pocket health expenditure was ₹3,56,254 crore: 39.4% of total health expenditure, 1.51% of GDP, or ₹2,600 per capita.

The per-capita out-of-pocket amount is not a forecast of what an individual household will pay: actual costs vary, and this figure does not identify spending by a middle-income group. Its significance is that direct household payments made up a large share of recorded national health expenditure—not that every family paid the per-capita average.

Why national savings and spending figures cannot prove a single cause
MoSPI’s 2023–24 Household Consumption Expenditure Survey reported average monthly per-capita consumption expenditure of ₹4,122 in rural India and ₹6,996 in urban India, before imputing the value of free items received through social-welfare programmes. Consumption expenditure is not household income or disposable savings. The release also did not impute free education services such as school-fee reimbursements or waivers in the relevant estimates.
Separately, RBI reported that the household net resource balance fell to 5.2% of GDP in 2022–23, from 6.7% in 2021–22 and 11.5% in 2020–21, as households continued drawing down pandemic-era excess savings. This macroeconomic measure does not establish that taxes, EMIs, school fees and health costs caused the decline. The figures discussed here were not collected as one household-level record linking those expenses to savings.
What the figures can—and cannot—tell a household
- They show distinct pressure points. The education survey gives per-student expenditure and participation measures; the health accounts track national spending flows; tax figures describe a policy proposal; and debt statistics describe aggregate liabilities.
- They do not yield a “typical middle-class budget.” No single cited source measures the same households’ taxes, loan instalments, education costs, medical spending and savings.
- They cannot identify the cause of an individual shortfall. A household trying to understand why it cannot save needs its own itemized cash-flow record, including take-home income, tax paid, loan instalments, education expenses and medical payments.
The evidence supports a careful conclusion: school and medical costs are meaningful budget categories, while debt and tax policy shape other parts of household finances. But the national figures do not quantify a combined drain on a defined Indian middle class, or establish that these four costs explain a national savings trend.
