Higher mortgage rates usually push home prices downward by reducing what buyers can borrow. But rates also discourage owners with cheap fixed-rate mortgages from selling, shrinking the supply of homes available. In a market that already has too few listings, that supply loss can outweigh the fall in buyer demand, allowing prices to stay high or rise.
This is a conditional mechanism, not a rule that rising rates make homes more expensive everywhere. The result depends on local inventory, the share of owners with older low rates, construction capacity, household growth, employment, migration and credit conditions.

How mortgage rates push prices in opposite directions
A mortgage-rate increase changes the housing market through both buyers and sellers. Looking only at the buyer side misses why prices can remain firm when financing becomes more expensive.

For a given monthly payment, a higher interest rate supports a smaller loan. Buyers may respond by offering less, choosing a less expensive property or leaving the market. Fewer qualified buyers normally reduce competition and put downward pressure on prices.

Higher rates can also change the type of demand rather than eliminate it. A household that can no longer afford a detached home may search for a smaller property, move to a less expensive area or postpone the purchase. The effect on any particular price segment depends on where those households move and how many listings are available there.
The seller lock-in channel removes listings
An owner who refinanced or bought at a very low fixed rate may face a much larger payment after selling and taking out a new mortgage at today’s rate. If the move is discretionary, the owner can stay put. That choice removes a potential listing from the market.
The same owner would normally be both a seller and a buyer. Staying eliminates a listing, but it also eliminates that owner’s demand for another home. Lock-in therefore does not automatically raise prices. It raises prices when the reduction in available homes is proportionally larger than the reduction in potential buyers, especially where buyers already outnumber sellers.
Why tight markets are most vulnerable to lock-in
Suppose a city begins with very few homes for sale. A rate increase then causes some owners to delay moving. The number of listings falls further, while the remaining buyers compete for a smaller set of properties. Even if some buyers drop out because of affordability, competition can remain intense for well-located or reasonably priced homes.
In a market with abundant construction and many listings, the same lock-in effect may have little influence on prices. Builders, investors or other owners can replace withdrawn listings, and buyers have more alternatives. Local supply conditions determine whether the seller response is a minor adjustment or a binding constraint.
A 2024 paper by Federal Reserve Board researchers Jacob Cosman, Guillaume Pouliot and Kevin D. Wang examined metropolitan exposure to the mobility decline associated with the 2022 rate increases. A one-standard-deviation increase in lock-in exposure was associated with roughly 2% greater house-price growth over the following year. That is an estimate for that episode and research design, not a nationwide forecast or a mechanical result of every future rate increase.

Adriana D. Kugler, Governor, Board of Governors of the Federal Reserve System, July 17, 2025
Housing supply determines how much pressure reaches prices
Demand can grow without producing the same price increase everywhere. The Minneapolis Federal Reserve’s summary of credit-and-housing research emphasizes that places able to add homes absorb more demand through construction, while places that cannot expand supply show more of the pressure in prices.
Supply responsiveness varies with available land, zoning and other local rules, permitting, infrastructure, builder capacity, financing, labor and material costs. Household formation, job growth and migration can increase demand at the same time that these constraints limit new construction.
Governor Kugler cited two broad estimates in 2025 to illustrate the structural shortage: the United States had an estimated 15 million fewer housing units than it would have had if housing-stock growth from 2000 to 2020 had matched the 1980–2000 rate, and real construction material and labor costs were about 25% higher than in the mid-2000s. Those figures are estimates cited in that speech, not fresh measurements for October 2026, but they help explain why a modest reduction in listings can matter in many markets.

Credit supply can affect prices through a different route. A Minneapolis Fed summary reported a 2.6% increase in county home prices in a counterfactual where the average county’s share of generous Veterans Affairs loans was doubled from 12.5 to 25 per 100,000 people. That historical result concerns expanded credit availability, not the effect of higher mortgage rates, and should not be used as a rate forecast.
What the latest national numbers do—and do not—show
The Federal Housing Finance Agency’s September 29, 2026 release measured transactions through July 2026. Its national house-price index rose 0.3% from June to July and 2.6% from July 2025 to July 2026. Those figures show continued nominal appreciation during a period of elevated borrowing costs, but they do not by themselves identify mortgage-rate lock-in as the cause. Employment, migration, construction, credit and the mix of homes sold can all affect the result.
| FHFA measure | Result through July 2026 | Measurement detail |
|---|---|---|
| United States, month over month | +0.3% | June to July 2026 |
| United States, year over year | +2.6% | July 2025 to July 2026 |
| Census-division monthly range | -0.8% to +1.5% | Mountain to Middle Atlantic divisions |
| Census-division 12-month range | +0.6% to +6.3% | Mountain to Middle Atlantic divisions |
Regional differences are substantial: the 12-month change ranged from 0.6% in the Mountain division to 6.3% in the Middle Atlantic division. A national average can therefore rise while some local markets are flat or declining. Always attach the geography and measurement period to a price statistic.

How to read home-price indexes without mixing unlike numbers
Indexes are not interchangeable. Before comparing two percentages, check the property sample, geographic coverage, transaction dates, seasonal treatment and whether the figures are nominal or inflation-adjusted.
FHFA House Price Index
FHFA’s HPI uses a weighted repeat-sales method to measure changes in single-family home values. It provides national, state, metropolitan and other geographic detail. Because it follows repeat transactions, it is designed to track value changes rather than simply averaging the prices of homes sold in a month.
Freddie Mac House Price Index
Freddie Mac’s FMHPI is also a repeat-transactions measure, calculated monthly from a database of loans purchased by Freddie Mac or Fannie Mae. It is not adjusted for inflation and is limited to certain single-family detached homes and townhomes; condos and co-ops are excluded. Its level and percentage change should not be treated as identical to FHFA’s measure.

Release timing matters as well. An index published in September can describe transactions completed months earlier. The Federal Reserve’s July 2026 Monetary Policy Report chart, for example, uses contract rates on 30-year fixed-rate conventional mortgage commitments through July 1, 2026. It does not provide an October rate observation, so an October figure should not be inferred from that chart.

Why fewer sales do not necessarily mean falling prices
High rates can reduce transaction volume because buyers qualify for smaller loans and owners postpone moves. If the owners who would have listed are also the owners most affected by replacing a low-rate mortgage, the supply of homes for sale can fall alongside sales.
Prices are set by the homes that actually come to market and the buyers competing for them, not by the number of households that would have moved under different financing conditions. A low-volume market can therefore have firm prices when the withheld listings are concentrated among desirable homes and the remaining buyers are still numerous enough to compete.
Conversely, prices can fall when listings rise faster than demand, when job losses reduce purchasing power, when migration reverses or when new construction adds enough alternatives. The direction of prices cannot be inferred from sales volume alone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Will home prices fall if mortgage rates rise again?
They can, but the outcome is local and conditional. A further increase is more likely to produce falling prices where buyers are already stretched, inventory is rising, builders can add homes and few owners are protected by unusually low legacy rates. The same increase may have little immediate effect on prices in a severely undersupplied market where lock-in keeps listings scarce.
Rate changes also work with delays. A buyer’s preapproval, a seller’s decision to list, a signed contract and a closing occur at different times. Economic conditions can change between those steps, and an index may report the transaction well after the rate that influenced the original decision.

A practical framework for judging a local market
To assess whether rising rates are likely to weaken prices in a particular area, examine the following measures over the same time period:
- Listings relative to active buyers: Determine whether inventory is expanding faster than demand or whether buyers still compete for a small number of homes.
- Owner rate exposure: Consider how many incumbent borrowers hold older fixed rates and whether moving would require a substantially higher payment. This is an exposure measure, not proof that every owner is locked in.
- New-home supply: Track permits, completions, available lots and builder capacity. A market that can add homes can absorb demand more readily than one constrained by land, rules or costs.
- Demand fundamentals: Check employment, household formation, migration and credit availability. These forces can offset or amplify the affordability effect.
- Comparable price data: Use one index consistently, identify its property coverage and compare the same months and geography. Do not mix asking prices with closed-sale indexes or nominal changes with inflation-adjusted changes.
This framework separates a national rate story from the conditions that determine the price of a specific neighborhood or property type.
Common mistakes when interpreting high-rate housing markets
- “Higher rates make prices rise.” The direct affordability effect is normally negative. Lock-in can offset it only when the listing reduction is large enough and the market is tight.
- “Every homeowner is locked in.” Owners have different mortgage rates, equity positions, reasons for moving and financial constraints. The effect varies by borrower and location.
- “The 2% estimate applies everywhere.” The Federal Reserve estimate describes variation in metropolitan exposure during the 2022 episode, not a universal response.
- “A national index describes my market.” FHFA’s July 2026 data show a 0.6% to 6.3% range across census divisions over 12 months, before considering differences within each division.
- “Index percentages are directly comparable.” FHFA and Freddie Mac use different samples and scopes, and neither should be compared casually with an inflation-adjusted series or an asking-price measure.
What the mechanism means for buyers and sellers
For buyers
A rate increase can reduce borrowing capacity even when the asking price has not changed. Compare the full monthly payment, taxes, insurance and reserves rather than assuming a lower price automatically makes a home affordable. In a tight market, waiting for rates alone may not produce a lower purchase price if lock-in keeps inventory constrained.

Potential sellers should distinguish a market with genuinely weakening demand from one with few listings. Longer marketing times, more price reductions and rising inventory point to a different bargaining environment than multiple buyers competing for each new listing. The relevant evidence is local and should cover the same property type and recent closing period.
For either decision
Separate the financing decision from the price forecast. Rates, prices, income, job security and the ability to refinance or move later are uncertain. A national appreciation figure cannot establish whether a particular household should buy, sell or wait.
