Gold does not have one all-India retail price. International gold converted into rupees and the cost of bringing metal into India create a common base, but each market can add a local premium or discount. Exchange-rate moves, import rules, transport and financing, seasonal demand, inventory and competition then produce city-level differences. A jeweller’s final jewellery bill differs again because of purity, the time-stamped rate, making charges, taxes and design-specific costs.
The price stack: from global gold to your invoice
A useful way to understand Indian quotes is:
Retail metal price = landed cost + local premium or discount

The India Gold Policy Centre (IGPC) describes selling price in those terms in its 2023 report. Landed cost reflects the international gold price, the INR–USD exchange rate and import-related costs. The local adjustment reflects conditions in a particular market, such as demand, supply, seasonal buying and applicable rules. The formula explains why two cities can quote different rates even when global gold is unchanged. Read the IGPC report.

This is a pricing framework, not a promise that every seller will publish the same premium or discount. A bullion benchmark and a finished ornament are different products, so comparing only a headline “per gram” number can be misleading.

What creates the common base
International gold and the rupee
Gold is traded internationally, generally in US dollars. Indian prices therefore respond both to the global metal price and to the INR–USD exchange rate. If the rupee weakens against the dollar, the rupee cost of imported gold can rise even when the dollar gold price is flat. The IGPC identifies exchange-rate uncertainty as one reason Indian prices can diverge from an international reference.
Import and landed costs
Import duties, permitted channels, insurance, financing, refining or logistics and other costs affect what metal costs before it reaches a local wholesale market. Policy changes can alter that calculation quickly. The exact customs-duty percentage is not fixed in this article because it changes with government notifications; use the transaction-date rule rather than an old percentage copied from a historical article.
Wholesale and retail references are not identical
Associations and bullion markets publish reference rates, but a reference is not automatically a consumer invoice. The India Bullion and Jewellers Association (IBJA) currently labels its displayed rates: “The above rates are without 3% GST and Making Charges.” Its daily values are volatile, so check the date and time of the quote at IBJA before using it as a comparison.
Why one Indian city can be cheaper or costlier than another
Local supply, demand and inventory
Jewellers do not all replenish stock at the same moment or on identical terms. A city with strong wholesale supply, high trading volume or excess inventory may trade at a smaller premium, or at a discount to landed cost. A market facing tight availability can add a premium. The direction can change; “major city” does not permanently mean “cheapest city.”

Seasonal buying patterns
Wedding calendars, festivals and regional customs concentrate demand at different times. The IGPC report notes that demand varies by state and follows seasonal patterns and customer preferences. A city entering a buying season may see stronger local premiums than a city in a quieter period, even on the same day.
Rules and market frictions
Import regulations, local taxes and the practical cost of moving metal or jewellery influence regional pricing. India’s tax structure has changed over time. The World Gold Council’s India market series explains that, before GST, state-level taxes, entry tax and octroi created frictions and regional advantages; GST reduced some of those differences and made cross-state trade easier. That is historical context, not a current tax-rate guide. See the World Gold Council market series.
Transport, financing and operating costs
Metal and finished jewellery must be insured, transported and financed. Rent, security, staffing and the cost of holding inventory also differ by location. These expenses may be embedded in a seller’s spread or recovered through making and other charges rather than shown as a separate “city” fee.

A city can move from premium to discount when wholesalers or retailers clear stock, when demand falls, or when supply is interrupted. A May 2026 World Gold Council update reported that Indian physical prices had not fully reflected a duty increase and that local markets were at a discount to landed price. That dated episode demonstrates the mechanism; it is not a current city quote or a permanent rule. Read the May 2026 update.

Why two jewellers in the same city quote different totals
Different rate bases and timestamps
One shop may use an association or wholesale reference, while another uses its own buy-in rate. Gold can move several times during a trading day. Ask when the quoted rate was fixed, how long it remains valid and whether it applies to the entire order or only to an advance payment.
Making charges
Making charges compensate for design, labour, finishing, wastage policies and manufacturing complexity. They may be a percentage of gold value, a rupee amount per gram or a piece-level amount. There is no single standard rate established by the sources here, so insist that the jeweller state the method and amount instead of comparing an unexplained per-gram headline.
Purity and net gold weight
An 18-karat item and a 22-karat item are not equivalent. Nor are two pieces with the same gross weight if one contains stones, enamel, beads or other non-gold material. Compare fineness and net gold weight, not the weight printed on a display card alone.

Stones, components and design
Gemstones and other components can carry their own prices, setting labour and certification costs. A heavily ornamented piece can have a higher bill even when its net gold value is lower. Ask for stone weight and value, non-gold component deductions and any setting or polishing charge as separate lines.

Business model and customer terms
Buyback promises, exchange deductions, payment method charges, custom-work risk and promotional discounts can change the effective value. Such terms are jeweller-specific; read the written policy rather than treating a discount on making charges as proof that the metal rate is lower.
Benchmark rate versus a finished-jewellery bill
Use this distinction when reading any “today’s gold rate” page:
| Figure you see | What it may represent | What is still missing |
|---|---|---|
| International gold price | Dollar-denominated global reference | Rupee conversion, import and domestic costs |
| Landed cost | Cost of bringing eligible metal into India | Local premium or discount and retail charges |
| Local bullion or association rate | A market reference for a stated purity and time | GST, making charges and item-specific costs; IBJA explicitly excludes 3% GST and making charges |
| Jeweller’s gold-rate line | The seller’s chosen rate for the order | Purity verification, net weight, making, stones and taxes |
| Final invoice total | Amount payable for that specific item | Nothing material, provided every component is itemised and the invoice is valid |
Never add a benchmark rate, 3% GST and making charges mechanically unless the quote states the same base and calculation method. GST treatment and invoice presentation should be confirmed on the actual bill.

- Fix the product specification. Request the same karat or fineness, design category and approximate stone content from every seller.
- Fix the quantity. Compare the same net gold weight. Have each jeweller show gross weight, stone or non-gold weight and net gold weight separately.
- Record the rate and time. Write down the rupee rate per gram, its purity basis and the time it was locked. A quote from a different hour may not be comparable.
- Check tax inclusion. Ask whether the displayed rate includes GST. IBJA’s published qualification shows why a benchmark cannot be treated as an all-in price.
- Separate every charge. Obtain making charges, wastage if used, stone prices, setting, polishing, hallmarking and any other item charge as individual lines.
- Verify the hallmark and fineness. Match the mark and description on the item and invoice; do not rely on a verbal karat claim.
- Compare the final totals and terms. Include payment charges, delivery, exchange or buyback deductions and the validity period of the quote.
- Keep evidence. Save the dated quotation, invoice and product details so a later rate change cannot alter what was agreed.
Hallmarking: the quality check that belongs in a price comparison
The Bureau of Indian Standards (BIS) describes hallmarking as third-party assurance to consumers and defines hallmarks as official marks used as a guarantee of purity or fineness. A lower quote is not a bargain if the purity or documentation is uncertain. Check the hallmark information and fineness against the invoice and the item, and ask who will handle an assay or dispute if the stated purity is challenged. Review BIS hallmarking FAQs.

Hallmarking does not make two designs economically identical: it addresses purity assurance, while making, stones and commercial terms still vary. Treat it as one comparison axis alongside rate, weight and charges.
Common mistakes that produce a false “cheapest city” conclusion
- Comparing different purities: 22-karat and 18-karat rates answer different questions.
- Using gross instead of net weight: stones and other materials inflate the apparent weight.
- Comparing different times: a morning quote and an evening quote can reflect a real market move.
- Mixing benchmark and retail numbers: a rate excluding GST and making charges cannot be compared with an all-in bill.
- Ignoring design: two rings that look similar can have different labour, stone and wastage policies.
- Using historical tax claims as current advice: old duty, octroi or GST explanations do not establish today’s rate.
- Assuming a discount is permanent: local premiums and discounts respond to inventory and demand.
No synchronized, same-time dataset establishes a universally cheapest Indian city or jeweller. A credible comparison requires equivalent product quotes collected at the same time and checked for all invoice components.
A practical decision rule
Choose the quote with the lowest transparent cost for the same verified purity and net gold weight, not the lowest advertised metal rate. If two final totals are close, give greater weight to a complete invoice, verifiable hallmark information, clear exchange terms and a rate-lock policy. If a seller will not disclose the rate basis, net weight or separate charges, the apparent saving cannot be measured reliably.

What the evidence can—and cannot—tell you
The mechanisms behind city and jeweller differences are well established: global gold and currency set a base; landed-cost changes, local premiums or discounts, demand, seasonality, regulation and logistics move that base; and jeweller-specific charges determine the finished bill. The available sources do not provide a synchronized current rate table for every Indian city, a ranking of cheapest jewellers or a single standard making-charge percentage. Those claims require contemporaneous, like-for-like quotations rather than a generic internet list.
