Two gas stations a few blocks apart can charge different prices because they do not necessarily pay the same delivered fuel cost, taxes, operating expenses, or wholesale supplier. Traffic, nearby competition, fuel-formulation rules, and each retailer’s pricing decisions add further differences. The crude-oil market matters, but it is only one part of the pump price.
What a pump price includes
The number on a fuel sign is the result of several cost layers and a retailer’s pricing decision. A useful way to analyze a local difference is to separate the price into the cost of obtaining and delivering gasoline, taxes, station-level expenses, and the competitive conditions that influence the station’s margin.

| Price factor | Why it can differ between nearby stations | What a driver may notice |
|---|---|---|
| Wholesale and delivered fuel cost | Stations can receive gasoline from different refineries, terminals, pipelines, ports, or trucking arrangements. Distance and transportation constraints affect the delivered cost. | A local supply disruption or a different delivery route can make one station’s replacement fuel more expensive. |
| Federal, state, and local taxes | Tax rates and fees vary by state and sometimes by municipality. A boundary can put two close stations under different tax rules. | Prices may change sharply near a state or local tax line even when the stations are physically close. |
| Fuel formulation | Some regions require reformulated or other special gasoline. Refining, blending, storage, and distribution for those fuels can cost more. | Stations serving different regulatory areas may not be buying identical gasoline. |
| Station operating costs | Rent or lease payments, wages, insurance, equipment, overhead, and government fees differ by location and business arrangement. | A high-traffic corner can have higher land costs than a side-street location, while another site may have lower fixed expenses. |
| Local competition and pricing strategy | The number and strength of nearby alternatives affect how much a retailer can charge while still attracting customers. | A station surrounded by competitors may price aggressively; one with fewer alternatives may not need to. |
These factors overlap. A station can have a cheaper fuel supply but higher rent, or a lower tax burden but little competition. That is why no single explanation reliably identifies the cheapest pump in every neighborhood.
How gasoline gets to a station
Different supply points create different delivered costs
Gasoline moves from refineries and other supply points through pipelines, storage terminals, ports, and tanker trucks before reaching a retail pump. The final truck delivery is only one part of that chain. A station’s supplier, terminal, and route can differ from those of a station across the road.

Transportation costs generally increase with distance from the relevant supply source. More importantly, fuel cannot always move freely between regions. A pipeline outage, refinery maintenance event, port problem, or other interruption can leave one area short of gasoline even while another area has enough. If the transportation network cannot quickly bring surplus fuel into the affected market, local wholesale and retail prices can remain elevated.
A historical disruption shows the mechanism
A Federal Trade Commission report described a pipeline rupture that affected Phoenix-area gasoline supply on July 20, 2003. The report said the average retail price rose from $1.52 per gallon at the start of August to $2.11 by the third week, then moved back toward its earlier level after the disruption was corrected. This is a historical case study, not a current price benchmark, but it illustrates how a regional logistics problem can produce a large local effect.
Taxes and gasoline specifications can change at a boundary
Federal and state taxes are only part of the total
For U.S. drivers, the Energy Information Administration reports a federal motor-gasoline tax of 18.40 cents per gallon. It also reports average state taxes and fees of 33.55 cents per gallon as of January 2026. The state figure is an average across states, not the rate at any particular station; local or municipal taxes can add to the total.
Taxes are normally collected through the fuel distribution and retail system, so a station cannot simply choose to ignore them. Two stations on opposite sides of a state, county, or municipal boundary may therefore have different built-in costs before either owner sets a retail margin.

Special blends add production and handling costs
Some jurisdictions require reformulated gasoline or other special formulations to reduce pollution. Those requirements can change the ingredients a refinery must use and the processes needed to make, store, and distribute the fuel. Ethanol content and other blend specifications can also vary by region and season. Consequently, two stations may display the same grade label while their suppliers are handling gasoline with different regional requirements.
Station economics are not identical, even side by side
Rent, labor, and equipment affect the break-even price
Fuel retailers pay for land or a lease, employee wages, pumps and tanks, maintenance, insurance, utilities, overhead, and government fees. Those expenses are specific to the site and business arrangement. A station on a major route may attract more vehicles but also face higher rent and other costs. A lower-volume location may have cheaper property expenses but need a different margin on each gallon to cover its fixed bills.
Stations can also have different fuel suppliers or delivery contracts. The sign outside does not reveal the station’s exact wholesale invoice, terminal, or truck route. Without those details, a driver cannot infer that two adjacent stations bought their fuel at the same cost.

Traffic patterns influence both sales opportunities and competitive pressure. A station near a highway entrance, commuter route, or large commercial area may serve drivers who value convenience and are less likely to turn around for a small difference. A station on a side street may depend more heavily on local customers who compare prices. The resulting pricing choices can differ even when the pumps are only a short distance apart.

Competition usually matters, but proximity is not a guarantee
More alternatives generally give consumers greater ability to switch, which can pressure stations to keep prices low. The Government Accountability Office’s 2005 primer described lower average prices in areas with more competing stations in the evidence it reviewed. The EIA likewise says prices are often highest where fewer stations operate.
That relationship is a tendency across markets, not a rule for every pair. A station with several competitors may still be expensive if its delivered fuel cost or taxes are higher. Conversely, a station with little nearby competition may temporarily cut its price to win traffic, respond to a new entrant, or meet a sales target. The closest station is not automatically the cheapest, and the busiest station is not automatically the most expensive.
Why wholesale changes do not reach every pump identically
When a refinery, terminal, or pipeline cost changes, each station adjusts from its own starting point. One retailer may still be selling fuel purchased earlier at a different cost; another may have just received a new delivery. Their inventory, supplier terms, local taxes, and desired margin can all differ.

A regional shortage can also affect stations unevenly. A station supplied by a constrained terminal may face higher replacement costs than one connected to another terminal. If trucks or pipelines cannot shift fuel into the short-supplied area, that difference can persist until supply conditions improve. The result is a local spread that may widen, narrow, or reverse without any change in the crude-oil price itself.

What the major historical statistics do—and do not—show
Crude oil dominates national movements, not every neighborhood gap
An FTC report from 2005 said crude-oil price changes explained 85 percent of changes in U.S. retail gasoline prices over the 20-year period it examined. That historical, national statistic helps explain why gasoline prices often move with crude oil over time. It does not measure why two nearby stations differ today, and it does not assign 85 percent of a local station-to-station gap to crude oil.
Older station counts are not a current competition map
The GAO primer reported that the number of U.S. gasoline stations fell from more than 202,000 in 1994 to about 167,000 in 2003, a 17 percent decrease. Those figures describe an older national trend. They should not be used as the number of stations in your community or as a current measure of local competition.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare two stations fairly
A quick price check can be misleading if the two signs do not represent the same product or conditions. Use this process when deciding whether a difference is real and worth pursuing:
- Match the fuel grade. Compare regular with regular, midgrade with midgrade, or premium with premium. Do not treat a lower price for one grade as evidence that the stations’ regular gasoline costs differ by the same amount.
- Check the time. Record both prices as close together as practical. Stations can change signs after receiving a delivery or responding to a nearby competitor.
- Read the conditions on the sign. Note whether a price requires a loyalty membership, cash payment, a payment method, or another posted qualification. Compare the price you can actually obtain.
- Check the map and tax boundaries. Determine whether the stations sit in different states, counties, municipalities, or other jurisdictions with separate fuel taxes or fees.
- Look for regional fuel requirements. If the stations serve different regulatory areas, special formulations or blend ingredients may affect their costs.
- Account for the route. Calculate the extra distance, time, and fuel needed to reach the cheaper station. A small posted difference may not offset a detour.
- Compare repeatedly if the decision is important. A single observation captures one moment of inventory and pricing. Several observations at similar times can show whether the gap is persistent or temporary.
This comparison can explain a price difference without revealing the exact wholesale contract or expense structure. Only the stations and their suppliers have those detailed records.

When similar price changes are not proof of price fixing
Several stations may raise or lower prices at nearly the same time because they are independently reacting to the same wholesale cost, tax change, supply disruption, or local competitor. Similar timing alone does not establish an agreement.
The FTC distinguishes that ordinary parallel response from evidence that operators discussed and agreed on a common pricing plan. Its example is a wholesale gasoline increase followed by local stations raising prices to cover their higher costs: the same visible movement can result from independent decisions. Evidence of communications or an explicit agreement to coordinate pricing would be materially different. Drivers should not allege illegal conduct solely from matching signs or synchronized changes.
Common assumptions that fail
- “The crude-oil price is the same, so gasoline should cost the same.” Crude is a global input, but refining, blending, transport, taxes, station expenses, and competition are local.
- “Stations across the street must use the same fuel.” They may buy from different suppliers, terminals, or delivery routes.
- “The busiest station should have the lowest price.” Heavy traffic can increase sales, but it can also coincide with higher rent and customers who place a premium on convenience.
- “A tax average tells me what I pay.” The 33.55-cent state figure is a January 2026 U.S. average, not an individual station’s tax rate.
- “Matching prices prove collusion.” Independent responses to common market conditions can produce matching prices; proof of an agreement requires more than parallel movement.
Geographic and date limits to keep in mind
The tax figures and regulatory examples above are U.S.-focused. Fuel taxes, environmental rules, supply networks, and retail practices differ in other countries, so an international comparison requires local government and market data.
Prices also change continuously. The federal figure of 18.40 cents per gallon and the state-and-fee average of 33.55 cents per gallon should be read with their stated dates and definitions. Historical examples from 2003 and 2005 explain mechanisms, but they are not measurements of what a station charges in 2026.
The practical conclusion is straightforward: a nearby station can be cheaper because its fuel arrived through a less expensive supply path, it operates under lower taxes or different blend rules, its fixed costs are lower, or it faces stronger competition. It can also be more expensive for the opposite reasons. Comparing the same grade, same time, and same purchase conditions—while accounting for taxes, detours, and discounts—gives a much more reliable answer than looking only at distance or the brand on the sign.
