An open route for crude oil removes one possible upstream constraint, but it does not put extra gasoline in every station’s tank. In the U.S. market, crude must still be refined, turned into the right regional blend, held in inventory, moved through pipelines and terminals, and delivered by truck. Refinery outages, low stocks, seasonal demand, taxes and local operating costs can therefore keep pump prices elevated even when crude can move freely.

Start with the supply chain, not the headline

Drivers buy finished gasoline, while an “open oil route” usually refers to access for crude oil, the raw material refineries process. Those are related markets, but they are not the same market at the same moment. The U.S. Energy Information Administration (EIA) identifies crude oil and the amount of gasoline available relative to demand as the main influences on retail prices, alongside refining, distribution, marketing and taxes. See EIA’s explanation of factors affecting gasoline prices.

A useful way to follow the economics is:

Stage What must happen What can keep prices high
Crude supply Crude reaches the refining system at a price and quality refineries can use. A route may reopen while the relevant crude benchmark remains expensive, or while transport capacity is still limited elsewhere.
Refinery output Refineries convert crude into gasoline and other products. Maintenance, unplanned outages, weather damage or limited regional capacity reduce finished-fuel production.
Stocks and imports Inventories and incoming cargoes cover gaps between production and sales. Low stocks or delayed imports make each available gallon more valuable to wholesalers.
Terminal and local delivery Gasoline moves by pipeline or other transport to a terminal, may be blended, then travels by truck to stations. Pipeline constraints, terminal problems, trucking costs or a shortage of a required blend can isolate a local market.
Retail station The station sets a price that covers its delivered fuel, taxes and operating costs while competing locally. Different taxes, rents, labor, traffic patterns and competition produce different prices even a few miles apart.

Opening the first link in that chain does not establish that the other links are unconstrained. EIA’s overview of petroleum-product pricing describes these stages and their separate market conditions at its petroleum-product markets page.

Crude oil and gasoline have different prices and inventories

Crude is a major input cost, but gasoline has its own supply-and-demand balance. A refinery can have access to crude and still produce less gasoline because equipment is offline, because it is configured to make other products, or because the local market needs a specification that is not immediately available. Conversely, gasoline can be tight even if crude prices are steady when demand rises or stocks fall.

EIA puts the relationship plainly: “Even when crude oil prices are stable, gasoline prices fluctuate because of seasonal changes in demand and in gasoline specifications.” The statement appears on its Gasoline price fluctuations page, last updated September 6, 2024. The practical implication is that a reopened route can reduce a crude-access risk without resolving a finished-gasoline shortage.

Refining is often the binding constraint

Refineries are large, interconnected facilities. A planned turnaround takes units offline for maintenance; an accident, power failure, freeze, flood or hurricane can remove capacity without warning. When several facilities in one region are unavailable, replacement gasoline must come from distant refineries or imports, if the product meets local rules and transport is available.

EIA’s discussion of petroleum-product production notes that refinery outages and regional capacity limits can move gasoline prices independently of crude access. The West Coast is a clear example: it has limited refinery capacity and relatively few quick alternative sources for gasoline that meets its specifications. A route that supplies crude to another region cannot instantly substitute for that missing, specification-compliant production. The production analysis is at EIA’s production page.

Refining costs and margins also vary by region and season. A refinery may be able to buy crude but face a higher cost to make the particular blend demanded by its service area. That cost is reflected in wholesale offers before a station adds its own expenses.

Inventories absorb shocks—until they do not

Gasoline stocks are the buffer between refinery output, imports and daily sales. If an outage occurs, inventories can supply stations while replacement fuel is arranged. The buffer is finite. Unexpected interruptions, reduced imports or unusually strong demand can draw stocks down, and wholesalers may bid more aggressively for the gallons that remain. Higher wholesale prices then work through to retail prices.

This mechanism explains why an announcement that a route has reopened may not reverse a price immediately. The market still has to refill depleted inventories and secure deliveries. Official sources describe the direction of this effect, but they do not establish a universal number of days for prices to respond; timing depends on the location, product specification, transport and the size of the shortfall.

Regional fuel rules can make supply less interchangeable

Gasoline is not one perfectly interchangeable product. States and metropolitan areas can require different formulations to control smog or reduce evaporation. A shipment that is suitable for one market may need additional blending—or may not be legal for sale—in another. Terminals can blend gasoline with required components, including ethanol, before trucks load it.

Summer gasoline illustrates the cost of specification changes. EIA says summer fuel must be less prone to evaporate in warm weather, which requires more expensive components. When the market changes from a winter to a summer formulation, refineries and terminals must adjust their operations at the same time that driving demand is often increasing. An open crude route does not remove that seasonal manufacturing requirement.

Seasonal demand can outweigh an upstream improvement

More driving raises gasoline demand. Refineries and terminals must supply additional gallons while also meeting the season’s formulation rules. EIA’s historical data show that the average monthly U.S. retail regular-grade gasoline price in August was about 40 cents per gallon higher than in January over 2004–2023. That is a historical average difference, not a forecast and not a gap that occurs in every state or every year. The figure is reported on EIA’s price-fluctuations page.

If demand is rising during a period when a refinery is offline or stocks are already low, prices can remain high even as crude logistics improve. The two developments affect different parts of the chain.

Local distribution, taxes and station costs finish the price

After production, gasoline still has to reach a particular station. It may travel through a pipeline to a terminal, be blended to local requirements, and then be delivered by truck. EIA lists distribution and marketing costs, along with federal, state and local taxes, as components of the retail price. Transport distance, terminal access, supply sources and local competition vary substantially.

That is why two stations in the same city can charge different amounts even when they buy from the same broad wholesale market. A station with higher rent, wages, insurance or credit-card costs may need a wider margin. A high-volume station may accept a smaller margin to attract customers. These retail differences are downstream of the crude route and cannot be eliminated by reopening it.

Historical figures that put the explanation in context

Figure What it measures How to use it
About 40 cents per gallon EIA’s average monthly U.S. regular-grade retail price in August versus January over 2004–2023. Evidence of a recurring seasonal pattern in that historical period, not a prediction for a particular location.
25–30 cents per gallon EIA’s estimate of the possible increase in monthly average U.S. retail gasoline prices from a high-impact hurricane, using Hurricane Harvey in September 2017 as the historical example. An event-specific estimate, not the standard effect of every storm or route disruption. See EIA’s production analysis.
85 percent of changes A Federal Trade Commission (FTC) 2005 summary saying crude-oil price changes led 85 percent of changes in U.S. retail gasoline prices over the preceding 20 years. A historical finding about that earlier period, not a current share or an explanation of any single episode. Read the FTC report.

The figures show why crude matters while also showing why it is not the whole retail price. A large upstream influence can coexist with short-term refining, inventory and local-distribution constraints.

How to diagnose a high price in a particular place

Without current data for a named route, state and date, it is not possible to assign one cause to a specific pump price. Use this sequence to separate the possibilities:

  1. Check the relevant crude benchmark. A route may be open while the crude price used by nearby refineries has not fallen, or while transport and quality differentials remain.
  2. Check refinery operations. Look for maintenance, unplanned outages, weather impacts and regional capacity limits. A crude supply improvement cannot replace offline gasoline-producing equipment.
  3. Check gasoline stocks and imports. Falling inventories or delayed cargoes indicate that the finished product, rather than crude, may be scarce.
  4. Check regional formulation and season. Determine whether the market is switching blends or facing a rule that limits substitute supplies.
  5. Check the last mile. Compare terminal access, transport distance, taxes and station-level competition. Nearby stations can have different delivered costs and margins.

These are diagnostic questions, not a claim that any one factor is responsible for a current episode. EIA’s price-component explanation is available at its factors page; current conclusions require current, location-specific data.

Does a high price prove illegal manipulation?

No. A sharp increase can result from lawful bidding for scarce gasoline, a refinery outage, lower inventories, seasonal demand or higher taxes and delivery costs. The FTC’s 2006 summary of its investigation into gasoline-price manipulation and post-Katrina increases said it found no instances of illegal market manipulation that led to higher prices during the periods examined, while also discussing particular pricing examples that fit the applicable law’s price-gouging definition. That finding is historical and limited to those investigations; it does not resolve allegations about a different period. The summary is at the FTC’s 2006 release.

What an open route can—and cannot—signal

  • It can signal: less risk that crude cannot reach a refinery, potentially better feedstock availability, and a change in expectations for future supply.
  • It cannot by itself signal: that a refinery is operating, that gasoline stocks are healthy, that imports are arriving, that the local blend is available, or that a station’s taxes and operating costs have changed.
  • It does not guarantee: immediate or uniform relief at every station. Official sources describe the mechanisms but do not provide a universal pass-through timetable.

For a U.S. driver, the most accurate mental model is therefore a chain of separate checkpoints. Crude access is one checkpoint; finished-gasoline production, inventory, regional fit and local delivery determine whether that improvement reaches the pump.
