Fast-food prices change because a restaurant’s bill reflects far more than the farm price of an ingredient. Processing, distribution, wages and benefits, packaging, rent, utilities, franchise arrangements, local competition, taxes, mandatory fees and temporary promotions all influence the amount you pay. National inflation statistics describe broad movements, not the price of a specific burger at a particular location.
In June 2026, U.S. prices for limited-service meals and snacks were 3.1% higher than a year earlier, according to the Bureau of Labor Statistics (BLS). That average helps explain the direction of prices, but your checkout total still depends on the item, restaurant, location, ordering channel and date.

What determines a fast-food meal’s price?
A menu price is the result of several layers of cost and business decisions. Ingredient costs matter, but they are only one input. The U.S. Department of Agriculture’s Economic Research Service (USDA ERS) says that farm-level commodity prices partly affect food prices, while “other costs of bringing food to the market (such as processing and retailing) have a greater role in determining prices on supermarket shelves and restaurant menus.” See the USDA ERS food prices and spending data.
- Ingredients: meat, poultry, eggs, grains, produce, cooking oil, beverages and condiments.
- Processing and distribution: manufacturing, storage, refrigeration, transportation and deliveries to restaurants.
- Labor and benefits: employees prepare, assemble, serve, clean and manage orders, while employers also pay benefits and payroll-related costs.
- Operating expenses: packaging, rent, utilities, maintenance, equipment, technology, insurance, waste and credit-card processing.
- Business and market decisions: franchise terms, local competition, customer demand, perceived value and the need to earn a return.
- Taxes and fees: sales taxes and any mandatory service or operating surcharge added before payment.
No public source in the available evidence provides a universal percentage breakdown for a “typical” fast-food meal. The mix differs by restaurant, item, city, store format and time.

How ingredient and supply costs reach the menu
Farm prices are not a one-for-one menu-price formula
Weather, disease, energy prices, transportation disruptions and commodity-market changes can raise or lower the cost of food inputs. A restaurant may pay more for beef, eggs, potatoes or cooking oil, but the eventual menu response also depends on contracts, inventory, supplier margins, processing and distribution expenses, and whether the restaurant can raise prices without losing customers.
USDA ERS data illustrate why a single grocery item should not be treated as a direct proxy for a fast-food meal. Average food-at-home prices rose 2.3% in 2025 from 2024. Within that category, beef and veal prices rose 11.6%, while eggs averaged 21.9% higher. Those are grocery measures, not evidence that every chain’s burger, breakfast sandwich or sauce rose by the same percentages. The underlying figures are available through the USDA ERS food prices and spending tables.
Processing and logistics add costs before food reaches a restaurant
Fast-food operators typically buy ingredients that have already been slaughtered, cut, mixed, frozen, baked, bottled or otherwise prepared. Suppliers package those products and move them through distribution networks. Refrigeration, fuel, warehouse labor, delivery schedules and spoilage controls all add costs that are not captured by a farm commodity quotation.
Why labor and benefits have a large effect
Restaurants need people to take orders, operate equipment, cook, assemble meals, handle drive-through and delivery orders, clean work areas and supervise shifts. Employers also incur costs for benefits and other compensation-related obligations. USDA ERS reports that salaries and benefits account for a majority of costs in the food-services industry group, which contributes the largest share of food-away-from-home costs. That is a structural industry finding, not a precise cost share for every fast-food outlet. The trend is discussed in the USDA ERS analysis, “Food-away-from-home price growth outpaced food at home and overall inflation over past decade.”

When wages, benefit costs or staffing requirements rise, an operator can respond in several ways: increase menu prices, reduce discounts, adjust hours, change staffing levels, redesign preparation, or accept a smaller margin. Different restaurants make different choices, so a labor-cost increase does not produce a uniform price change across the market.
Packaging and other restaurant expenses
A meal also uses cups, lids, wrappers, bags, napkins, straws and containers. Prices for paper, plastic, energy and freight can change independently of food commodities. Restaurants pay for buildings, equipment, repairs, cleaning supplies, software, advertising, insurance and waste collection as well.
In an Associated Press report, McDonald’s attributed a 40% increase in its average menu-item prices between 2019 and 2024 to a corresponding 40% rise in its labor, packaging and food costs. That is the company’s explanation as reported by AP, not an independently measured cost decomposition for every fast-food business. Read the report at Associated Press.

Local costs and competition
Two restaurants with the same brand and menu can face different rents, wages, utility bills, taxes, delivery costs and competitive pressure. A location near a high-cost commercial district may set a different price from one in a smaller market. The restaurant also considers how many nearby alternatives customers have and how sensitive local customers are to price.

Franchise pricing
Franchise systems often allow individual operators to set prices within the system’s rules. AP reported that McDonald’s said franchisees set prices for nearly all U.S. restaurants. Therefore, a national average, a price shown in one city or a corporate app advertisement cannot establish what another location charges.
Value perceptions and customer response
Restaurants balance the need to cover costs against the risk that a higher price changes what customers consider affordable. In an investor conference call quoted by AP, McDonald’s CEO Chris Kempczinski said that consumers seeing combo meals priced above $10 was “shaping value perceptions in a negative way” and added, “So we’ve got to get that fixed.” This was an executive’s observation in that specific business context, not a universal consumer survey. The quotation appears in the AP report.
Inflation numbers: what they show and what they do not
Official indexes are useful for measuring broad price movement, but they are not a receipt calculator. The following figures refer to U.S. averages or forecasts and should not be read as the change in a particular restaurant’s menu.

How promotions change what you pay
A restaurant can raise regular menu prices while lowering the price of a particular purchase through a dated coupon, app offer or bundle. A promotion changes the customer’s current transaction, not necessarily the underlying regular price. AP described McDonald’s $5 Meal Deal in 2024; that report does not establish that the offer remains available, has the same contents or applies at every location today.
When evaluating a deal, check the details rather than relying on the headline price:
- Which items and sizes are included?
- Is the offer limited to app orders, a particular day or a participating location?
- Can it be combined with another coupon?
- Does delivery, a small-order charge or a service fee apply?
- Are tax and optional tip added afterward?
Mandatory fees, taxes and tips
The amount displayed on a menu is not always the final amount charged. Sales tax is added according to local law. Some restaurants also impose a mandatory service, labor or operating surcharge. BLS says mandatory service charges and fees are included in relevant food-away-from-home CPI indexes, while optional tips are generally excluded. The agency notes that mandatory charges may help cover employee pay, benefits or operating costs. Its hypothetical example shows an $8.00 item with a mandatory 5% surcharge becoming $8.40 before voluntary tip and tax. That is an illustration of CPI treatment, not a claim that a particular restaurant currently imposes that charge. See the BLS Consumer Price Index questions and answers.

How to compare two fast-food prices accurately
Use a controlled comparison. Otherwise, an apparent price change may actually reflect a different portion, location, fee or promotion.
- Match the restaurant and item. Compare the same chain, product name, size and recipe.
- Match the location. Use the same store or record the exact addresses; franchise and regional prices can differ.
- Match the ordering channel. In-store, drive-through, pickup and delivery menus may show different prices or fees.
- Record the date and time. Prices and promotions can change without a national announcement.
- Separate regular and promotional prices. Note whether a coupon, app offer or bundle discount is active.
- Build the final total. Include mandatory charges and tax, and list an optional tip separately.
- Compare like with like. Do not compare a combo with an individual item or a meal with different drink and side sizes.
For broad economic context, distinguish limited-service CPI from full-service restaurant CPI, grocery inflation and the overall food-away-from-home category. These measures answer different questions and should not be substituted for one another.
Why a price increase may not appear on every item
Restaurants can use different pricing strategies across a menu. A popular item may remain unchanged to preserve a value image while a less price-sensitive item rises. A combo may receive a discount even as individual components become more expensive. A delivery menu may carry a different price from an in-store menu because the channel has different costs or contractual arrangements.
These choices mean that an average index can rise while some items are flat, and a specific item can rise faster than the index even when the overall category increase is modest.
Common mistakes when explaining fast-food prices
- Blaming farm prices alone: processing, distribution, labor and operating costs are also significant.
- Applying grocery inflation directly: a rise in eggs or beef at supermarkets does not prove the same increase for a restaurant item.
- Treating a national average as a local quote: franchise and location pricing can produce different receipts.
- Ignoring the final checkout total: mandatory fees and taxes may sit above the posted menu price.
- Counting an optional tip as a required price: BLS treats optional tips differently from mandatory charges.
- Assuming a past deal is current: promotions are dated and may vary by location or channel.
- Assigning exact cost percentages without evidence: there is no universal published breakdown for every fast-food meal.
What a household can do to control the meal cost
If your goal is to spend less, compare the final totals rather than only the advertised entrée price. Check the restaurant’s own menu for the selected location, compare an individual item with a bundle, and calculate whether a promotion actually covers food you would have purchased. Pickup may avoid delivery charges, while an in-store purchase may avoid channel-specific menu markups, but the applicable terms differ by restaurant.
Keep a simple record of the item, size, location, date, base price, promotion, mandatory fee, tax and tip. That makes it possible to tell whether your spending rose because of a menu change, a larger order, a different channel or a one-time charge.
What the available evidence can—and cannot—tell you
The national BLS and USDA measures establish broad U.S. price movements. The AP reporting provides one major chain’s explanation of its historical price and cost changes, its franchise-pricing statement and a dated promotion. BLS guidance explains how mandatory charges and optional tips enter CPI measurement. Together, these sources explain why prices move and why receipts differ, but they do not identify the exact cost of a particular meal, the profit on an individual item or a universal percentage attributable to wages, beef, rent, delivery or packaging.
