Overland Park and Leawood are outside Kansas’s final Chiefs STAR bond district because the state says the boundary was drawn by proximity to the project, not to punish either city or because either rejected a tax agreement. The map links the planned domed stadium in Wyandotte County with the Kansas City Chiefs’ headquarters and training facility in Olathe, then includes communities around that corridor. Kansas Department of Commerce spokesperson Patrick Lowry summarized the rationale: “Proximity to the project itself – or lack thereof – determined which cities were included.”
Why did Kansas leave Overland Park and Leawood out?
The state’s stated test was geographic proximity to the two project anchors: the stadium site in Wyandotte County and the Chiefs’ headquarters and training facility in Olathe. Overland Park and Leawood, both in eastern Johnson County, are outside the final mapped area because they are not close enough to those facilities under the state’s chosen boundary.

Which Kansas cities are in the STAR bond district?
The final announcement names six cities. Inclusion means land in the city falls within the state-tax increment map; it does not mean the entire municipal area is necessarily covered.

How does the STAR bond district collect money?
The district is a financing boundary for capturing growth in state sales-tax collections. A baseline will be set, and increases in state sales-tax receipts generated inside the mapped area can be used to repay STAR bonds issued for the project.
Kansas says this state-tax increment is separate from any pledge a city or other local government might make. The map itself does not change a city’s local-revenue pledge. The final boundary release did not publish the baseline year; a revenue study is expected to establish it before bonds are issued.
Because the increment is tied to sales made inside the mapped area, the boundary is not a claim that every sale or every tax dollar in an included city will finance the stadium. The exact collections available will depend on the final map, the baseline methodology and actual taxable activity.

Did Overland Park or Leawood refuse to participate?
No cited source says either city rejected a local-tax agreement. The available reporting simply places both cities outside the final district, while the Commerce Department describes proximity as the deciding criterion.
That distinction matters because a city can be outside the state-tax increment map without having taken a public position on a local pledge. The published explanation does not establish that Overland Park or Leawood was asked to opt in and declined.
What areas are carved out of the map?
Kansas identified three types of exclusions even within the broader project geography:

- A predominantly vacant portion of Shawnee.
- Existing STAR bond districts.
The state says these boundaries are intended to maximize the project’s economic impact and help retire the bonds as quickly as possible. Once the bonds are paid, the state says the revenue can return to Kansas and participating local communities.
Can Kansas change the STAR bond map later?
Yes. House Bill 2466’s published summary clarified the Commerce secretary’s authority to establish or modify a major professional sports complex STAR bond district and created the Kansas Sports Facilities Authority framework.
An agreement and statute summary reported by The Stare says the secretary may set the district’s size, scope or location, and that secretary-initiated changes do not require public hearings. The boundary is therefore an administrative financing map that can be adjusted under the cited authority, rather than a permanent change to municipal borders.

Wyandotte County and Kansas City, Kansas, have challenged the arrangement, arguing that the map and sports-authority law do not adequately recognize county needs and raise local-governance and constitutional-authority issues. The governor’s office declined comment in the cited report because litigation was pending, so implementation remains subject to that case.

The Kansas Department of Commerce published the following 2026 figures. They are projections or plans, not independently verified results.
| Item | State-published figure | Qualification |
|---|---|---|
| Domed stadium | $3 billion | Planned facility in Wyandotte County |
| Total project | $4 billion | State estimate including related development |
| Mixed-use development | $1 billion | Planned development surrounding the project |
| Permanent jobs | More than 4,000 | Projected new jobs |
| Annual economic impact | $1 billion | State projection |
| Chiefs games in new stadium | 2031 | Planned starting year |
The figures describe Kansas’s expected scale and schedule. They do not prove that the jobs, economic impact or opening timetable will be achieved.

What is still unknown about the financing?
The most important missing operational detail is the baseline year for measuring incremental state sales-tax growth. Without that year and the final revenue study, the amount of tax growth available for bond repayment cannot be calculated from the boundary announcement alone.
The pending Wyandotte County litigation is another uncertainty. A ruling could affect how the sports-authority law or district is implemented, although the available material does not predict an outcome.

Frequently Asked Questions
Do residents of Overland Park and Leawood pay the bonds when they shop in the district?
The mechanism follows where a taxable sale occurs, not the shopper’s home address. A purchase made inside the mapped area could contribute to the district’s incremental state-tax calculation; a purchase made elsewhere is outside that boundary.
Does being outside the district prevent either city from benefiting economically?
Not necessarily. The map determines eligibility for the state-tax increment used in this financing plan, while businesses, workers and visitors can still participate in regional development. The boundary alone does not measure all potential spillover effects.
Are the projected jobs and economic impact guaranteed?
No. They are targets and estimates published by Kansas in 2026. Actual employment, spending and opening timing will depend on construction, operations and market conditions.
Could the pending lawsuit stop or delay the stadium financing?
It could affect implementation if a court limits the sports-authority law or the district arrangement. The cited reports do not establish whether the case will change the map, delay bond issuance or leave the plan intact.
