Major AI investors are looking at Kazakhstan because it is offering more than server space: a coordinated package of electricity, land, grid access, sovereign-cloud policy and regional connectivity. Kazakhstan’s planned Data Center Valley starts at about 300 megawatts (MW) and is designed to expand toward 1 gigawatt (GW), while a proposed 70/30 power model would let large data centers anchor new generation and send 30% of that added capacity to the national grid. The largest announcements are still plans rather than operating facilities, but they show the strategy clearly. AI companies need dependable power before they can install high-density computing equipment; Kazakhstan is trying to make that power investment part of the data-center deal.

Why is Kazakhstan attracting AI data-center investment?

The central reason is power. Training and running large AI models requires dense clusters of accelerators, networking equipment and cooling systems that consume far more electricity than a conventional office or web-hosting facility. NVIDIA vice president Rev Lebaredian summarized the constraint: “If you do not have energy, you cannot build the rest. It is the foundation.” Kazakhstan is positioning its available land and generation potential as a way to solve that constraint at campus scale.

The offer combines several elements that are difficult to secure in one location:

  • Expandable electricity: Data Center Valley is presented as a 300 MW starting platform with a phased path toward 1 GW.
  • Private generation incentives: The proposed 70/30 mechanism allows up to 70% of newly added generation to be sold directly to major consumers, while 30% supports Kazakhstan’s Unified Power System.
  • Sovereign infrastructure: Government statements describe a nationally governed cloud and AI platform for workloads that require local control or localization.
  • Regional reach: The sites are intended to serve Kazakhstan and export digital capacity to customers elsewhere in Central Asia and beyond.
  • Policy timing: Kazakhstan has declared 2026 the Year of Digitalization and Artificial Intelligence and adopted a “Digital Qazaqstan” strategy.

This is why the announcements pair computing facilities with power plants, wind projects, storage and transmission investments. The electricity is not an accessory to the data center; it is the foundation on which the business case rests.

How much electricity will Kazakhstan’s planned AI campuses use?

The headline figures are large, but they refer to different stages and projects. Data Center Valley is announced at 300 MW initially, with expansion toward 1 GW. GK Hyperscale has announced two Tier 3 facilities with a combined 200 MW of IT capacity, plus a separate $1.2 billion investment in a power plant, wind farm and storage. Freedom Holding has announced a sovereign AI hub with 100 MW of available power. These figures should not be added together as if they were already operating or independent grid loads; they are separate announcements at different development stages.

Project Announced scale Timing or status stated What the figure means
Data Center Valley 300 MW initially; expansion toward 1 GW Government-announced platform Campus-level capacity target, not proof that all capacity is commissioned
GK Hyperscale Two Tier 3 centers; 200 MW combined IT capacity Construction expected in the first quarter of 2026; first module expected in 2027 IT load for the announced facilities; associated generation and storage are a separate $1.2 billion investment
Aleria memorandum Energy capacity planned up to 1 GW in Ekibastuz Memorandum involving the ministry, Kazakhtelecom and Aleria Planned cooperation and capacity, not an operating plant
Freedom sovereign AI hub $2 billion agreement; 100 MW planned available power Announced in 2025 Planned sovereign AI site backed by Freedom Holding as financing and implementation partner

For context, “IT capacity” normally describes the electricity used by computing and networking equipment. A campus also needs power for cooling, pumps, lighting, security and other infrastructure, so the facility’s total electrical draw can be higher than its stated IT number. The announcements do not publish a common methodology for every megawatt figure, which is another reason to treat them as project claims rather than a single national load forecast.

What is the 70/30 electricity model, and why does it matter?

The 70/30 model is designed to solve a financing problem: a new AI campus needs firm power, but a generator or grid upgrade may not be built without a large customer willing to sign up for the output. Under the model described by Kazakhstan’s digital-development ministry, as much as 70% of newly added generation could be sold directly to major consumers such as data centers. The remaining 30% would flow to the Unified Power System.

Vice Minister Gizzat Baitursynov called the approach “an investment solution and the foundation of our digital economy’s energy independence.” The ministry says the arrangement is intended to attract private capital without adding investment costs to household tariffs. In practical terms, the data center becomes an anchor customer for a power project, while the wider grid receives a defined share of new capacity.

What the model does not guarantee

  • It does not guarantee that every announced data center will receive the full power allocation described in publicity.
  • It does not establish the final tariff, contract duration, curtailment rules or grid-connection schedule for each project.
  • It does not remove the need for transmission, backup generation, storage and operating reserves.
  • It does not prove that a project has reached financial close or begun construction.

For investors and taxpayers, the key distinction is between a policy mechanism and a completed asset. The 70/30 framework can improve bankability, but execution will determine whether the planned megawatts become reliable service.

Why is Ekibastuz being considered for data centers?

Ekibastuz is central to the announced strategy because the location is being framed as an energy-and-compute platform rather than a stand-alone server building. The Aleria memorandum describes up to 1 GW of planned energy capacity there, while Data Center Valley materials emphasize a prepared campus that can host cloud, AI and other digital services.

The location also fits Kazakhstan’s broader effort to modernize energy infrastructure. A national modernization program running from 2025 through 2029 targets at least 200 natural-monopoly entities and 30 combined heat and power plants, with total investment requirements listed at 13,588 billion tenge. That creates a policy window in which large digital loads can be planned alongside generation, transmission and plant upgrades.

“Our goal is to create a platform capable of hosting global digital infrastructure,” Prime Minister Olzhas Bektenov said in the government’s description of the initiative. The strategic logic is straightforward: locate expandable computing near a power system that is being upgraded, then use long-term demand from data centers to support additional generation and grid investment.

What companies and organizations are involved?

The corporate stack is broader than one hyperscaler. Government announcements name Firebird and NVIDIA as partners in the $10 billion Data Center Valley package. A separate memorandum links the ministry, Kazakhtelecom and Aleria on sovereign cloud and AI infrastructure; Aleria says it works with NVIDIA and DDN. Freedom Holding has announced a separate $2 billion sovereign AI hub with NVIDIA-powered infrastructure and 100 MW of planned available power.

GK Hyperscale’s plan adds an operator and infrastructure-development layer: two Tier 3 centers, 200 MW of combined IT capacity, more than 360 skilled jobs and at least $1.2 billion in local-content procurement. The company says at least half of data-center revenue is expected to come from export contracts and that the facilities are intended to attract large international cloud and AI customers.

These roles are different. A chip and systems supplier, a data-center developer, a telecom operator, a financing partner and a government ministry may all appear in the same announcement without sharing ownership or operational responsibility. Readers should therefore identify which party is providing equipment, which is building the site, which is arranging power and which is committing customer demand.

How does sovereign cloud change the investment case?

Sovereign cloud means that cloud and AI services can be operated under Kazakhstan’s legal and institutional control, with infrastructure located in the country and governed according to local requirements. The government and Aleria present Data Center Valley as a platform for sovereign cloud, AI and technology localization.

That matters for public-sector workloads, regulated industries and companies that cannot place sensitive data in a foreign facility. It also gives Kazakhstan a way to capture more value than simply leasing land and electricity to an overseas operator: local operators can provide managed services, cybersecurity, support and specialized applications around the compute base.

Sovereignty does not automatically create demand. A campus still needs customers willing to pay for capacity, reliable cross-border connectivity and enough trained staff to operate complex facilities. GK Hyperscale’s expectation that at least 50% of revenue will come from export contracts shows the ambition to sell beyond the domestic market; it is a projection, not evidence that those contracts have already been signed.

Why are AI companies interested in exports to Central Asia?

Kazakhstan can serve as a regional platform if it combines dependable power with fiber connectivity and commercially available cloud services. A local campus can reduce latency for nearby users, provide an alternative to overseas hosting and offer a place to run workloads subject to localization rules.

The regional argument is also about scale. A 300 MW campus can support more customers than a single national enterprise project, while a path toward 1 GW gives developers room to add modules as demand develops. That staged approach is important because AI demand is growing unevenly: some customers need training clusters immediately, while others begin with inference, storage or conventional cloud workloads.

Public material does not establish a like-for-like cost advantage against every competing country. The relevant comparison is not simply a published electricity price. It includes firm power availability, the certainty and speed of grid connection, expansion rights, data-localization rules, fiber routes, tax treatment, renewable-energy access, storage requirements and the risk that announced capacity is delayed.

What is the difference between announced capacity and an operating data center?

An announcement can describe a signed memorandum, a government target, a reserved site, a financing intention or a facility already consuming power. Those are materially different stages. Kazakhstan’s figures should be read as announced plans unless a source explicitly confirms construction, equipment delivery, energization and commercial operation.

Stage What it usually demonstrates What it does not demonstrate
Government strategy or campus designation Policy support and a proposed location Financing, customer contracts or grid connection
Memorandum of understanding Intent to cooperate on a project Binding procurement, final ownership or construction start
Announced investment amount Planned capital allocation or project value Money already spent or all funding secured
Construction milestone Progress toward a physical facility Commissioned servers, full power availability or revenue
Commercial operation Capacity is serving customers That expansion phases will be delivered on schedule

The public announcements do not disclose detailed procurement lots, power-purchase contracts, construction progress beyond the stated dates, or affiliate and reseller terms. They also do not establish that international cloud companies mentioned as prospective customers have committed to these campuses.

What benefits could Kazakhstan gain?

If the projects are delivered, Kazakhstan could gain several kinds of economic capacity at once:

  • Higher-value exports: Selling compute, cloud services and AI capacity can generate export revenue without shipping a physical product.
  • Local procurement: GK Hyperscale’s announcement includes at least $1.2 billion in local-content procurement.
  • Skilled employment: The same plan projects more than 360 skilled jobs, while a larger ecosystem could support additional engineering, operations and support roles.
  • Grid investment: Data-center demand can help justify new generation, storage and transmission under the 70/30 framework.
  • Technology capability: Sovereign cloud and AI infrastructure can give local institutions access to domestic platforms and talent.

These benefits depend on utilization. A large facility that is built but under-booked can leave investors with high fixed costs and the grid with a demanding customer that does not deliver expected revenue. The export target and staged construction are therefore economically important, not merely marketing details.

What are the main risks and open questions?

The largest risk is execution. Public announcements do not establish that every announced dollar, megawatt or GPU order has been financed, delivered or commissioned. Power projects can face permitting, fuel, transmission and construction delays; data centers can face equipment shortages, customer delays and slower-than-expected demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is also a utilization and pricing question. Kazakhstan must offer enough value to attract customers while recovering the cost of generation, cooling, connectivity and maintenance. If direct power arrangements are cheaper than alternatives, policymakers must still ensure that households and other businesses are not left carrying hidden system costs. The government says the 70/30 model is intended to avoid adding investment costs to household tariffs, but the final contracts and regulatory implementation will determine the outcome.

Finally, sovereignty introduces operational responsibilities. Local control requires qualified staff, cybersecurity, incident response, data-governance processes and continuity planning. A sovereign label is useful only if the facility can maintain service during grid events, equipment failures or cross-border disruptions.

How should investors and businesses evaluate Kazakhstan’s AI-campus plans?

A disciplined review should separate the headline promise from the evidence available at each stage. Use these questions before treating a project as an operating business opportunity:

  1. Is the power firm? Look for a signed grid-connection agreement, generation ownership, reserve arrangements and storage or backup plans.
  2. What does the megawatt number measure? Confirm whether it is IT load, total facility load, available connection capacity or a long-term target.
  3. Who has committed demand? Distinguish named partners, prospective customers and binding contracts.
  4. What has been financed? Check for financial close, debt and equity commitments, not only an announced dollar amount.
  5. Can the campus expand? Verify land rights, transmission capacity, cooling-water arrangements, equipment supply and construction phases.
  6. How are sovereignty requirements handled? Review data residency, legal jurisdiction, audit rights and access controls for regulated workloads.
  7. What is the export route? Assess fiber diversity, cross-border latency, regional sales capability and foreign-exchange exposure.
  8. What is the fallback if demand is late? A credible plan should explain whether capacity can serve conventional cloud, enterprise computing or other loads.

This framework is more useful than comparing a single electricity tariff because it captures the reliability, regulatory and execution factors that determine the cost of delivered compute.

What is the timeline for Kazakhstan’s AI infrastructure push?

The national energy-modernization program is scheduled for 2025–2029. GK Hyperscale has stated that construction is expected to begin in the first quarter of 2026, with its first module expected to operate in 2027. The government has designated 2026 as the Year of Digitalization and Artificial Intelligence, providing a clear policy window for approvals and investment promotion.

Those dates are milestones in announced plans, not guarantees of commercial operation. The practical test will be whether projects move from memoranda and targets to permits, financing, physical construction, grid energization, equipment installation and paying customers.

Is Kazakhstan becoming an AI data-center hub?

It is building the ingredients of a hub, but it is too early to call the outcome settled. Kazakhstan has combined a large proposed power platform, a private-generation incentive, sovereign-cloud policy and regional export ambitions. The Data Center Valley target of 300 MW initially and expansion toward 1 GW is substantial, and the GK Hyperscale, Aleria and Freedom announcements show multiple development tracks.

The decisive evidence will be operating capacity: energized facilities, installed computing equipment, disclosed customer contracts, dependable grid performance and repeatable revenue. Until those are visible, Kazakhstan is best described as an ambitious and strategically supported AI-infrastructure market in development rather than a fully established hub.

Frequently Asked Questions

Why do AI data centers need their own power projects?

Large AI clusters can create a concentrated, continuous load that a local grid connection was not designed to serve. Building or contracting generation, storage and transmission alongside the campus can provide a clearer path to firm capacity than waiting for general grid expansion.

What does a Tier 3 data center designation tell customers?

Tier 3 is an industry design classification associated with concurrently maintainable infrastructure, meaning maintenance can be performed without shutting down critical systems under the standard’s assumptions. It is not a guarantee of perfect uptime, cybersecurity or successful operation, so customers still need to examine service-level commitments and resilience plans.

Will Kazakhstan’s AI projects lower electricity bills for households?

The ministry says the 70/30 mechanism is intended to attract private generation investment without adding those investment costs to household tariffs. Whether bills fall, stay unchanged or rise depends on the final contracts, network costs, fuel economics and regulatory treatment; the announcements do not establish a household-rate outcome.

Are Microsoft, Google or Amazon already committed to Kazakhstan’s new campuses?

GK Hyperscale says its facilities are intended to attract major international cloud and AI companies. Public announcements identify those companies as prospective targets or participants in the broader ambition, but they do not establish binding commitments to occupy the new campuses.
