There is no single payer. A data-center operator may pay directly for its connection, substations, special service terms and some generation. Broader transmission or distribution upgrades can instead be recovered through utility or transmission rates paid by a wider group of customers. The answer depends on the asset, the jurisdiction, the approved tariff and the project’s service agreement.
The short answer: split the project into separate costs
A data center does not receive one all-in “grid bill.” Several kinds of infrastructure may be built or reinforced, and each can have a different payer. The customer’s own buildings and electrical equipment are normally its responsibility. A dedicated line or substation built only for that facility may also be charged directly to the operator. A regional transmission project that improves service for many customers can be placed in a utility or transmission revenue requirement and recovered through regulated rates.

That means both of these statements can be true: a data center is paying millions for its connection, and other electricity customers are paying some portion of a wider network upgrade. You cannot determine the allocation from the project’s size or from a headline about a new campus. You need the applicable tariff, the customer-specific agreement and the regulator’s orders.

- Asset use: Is the line, transformer, substation or plant dedicated to one customer, or does it serve a broader area?
- Regulatory classification: Does the utility treat the work as a customer contribution, a distribution investment or a transmission project?
- Contract terms: Does the data center promise a minimum demand, capacity payment, security deposit or payment after a delay or cancellation?
- System benefits: Do regulators find that the upgrade improves reliability or capacity for other customers?
- Location and timing: State or provincial rules, utility tariffs and pending federal proceedings differ and can change.
Six cost buckets in a typical data-center power project
Separating the infrastructure is the fastest way to understand the bill. The same project can combine customer-funded equipment with costs spread across other ratepayers.

| Cost bucket | What it covers | Possible payer |
|---|---|---|
| Customer facility | Servers, backup systems, internal switchgear, cooling and wiring on the site | Data-center owner or tenant |
| Dedicated connection | Line, transformer or substation serving only the campus | Often the data center through connection charges, contributions or a negotiated agreement |
| Local distribution work | Feeder, substation and protection upgrades on the utility’s distribution system | Data center, general distribution rates, or a combination under the tariff |
| Regional transmission upgrades | High-voltage network facilities that may support multiple customers | Transmission customers through approved regional cost allocation; a project-specific charge may also apply |
| New generation or contracted supply | Power plant, renewable contract, gas supply or other resources serving the load | Data center, utility customers, private investors, or a mixture |
| Shared reliability improvements | Projects whose benefits extend beyond the campus | Customers covered by the relevant utility or regional tariff |
A tariff can allocate one category directly to the data center and another to a broader customer class. “The data center pays for the upgrade” is therefore incomplete unless the speaker identifies which upgrade.
How tariffs and service agreements shift demand risk
Large-load contracts are designed around the risk that a facility will use less electricity than forecast, arrive late or never reach its planned size. A utility may build infrastructure before the campus is fully occupied, so the agreement can require payment for reserved capacity rather than only the electricity actually consumed.
Terms to look for
- Minimum bill: A floor under the monthly charge, even when measured usage is lower.
- Contracted-capacity payment: A payment based on reserved megawatts rather than the data center’s real-time load.
- Ramp schedule: Milestones requiring the customer to take increasing amounts of service by specified dates.
- Cancellation or delay charge: Payment owed if construction slips, the customer cancels or the load never materializes.
- Security or collateral: Cash, a letter of credit or another guarantee protecting the utility from unpaid construction costs.
- Term and exit rules: The years of commitment and the conditions for reducing load or ending service.
These provisions can protect existing customers, but they do not guarantee that every dollar of infrastructure will be recovered from the data center. A commitment may be smaller than the final construction cost, and a transmission asset can remain in service for decades after a customer agreement ends.

The Federal Energy Regulatory Commission (FERC) oversees interstate transmission rates and regional planning frameworks. Its transmission-planning rules, including Order Nos. 1920, 1920-A and 1920-B, address long-term regional facilities and methods for allocating their costs. They do not assign the same payer to every local connection or substation.

On June 18, 2026, FERC announced targeted action for all six regional grid operators under its jurisdiction. The agency directed each operator to justify existing tariffs or propose reforms in five areas: faster application and study processes; prevention of cost shifting and greater transparency; co-location and behind-the-meter generation; flexible service for large loads; and study procedures for generation serving nearby loads. The announcement describes an active regulatory process, not a single nationwide formula.
FERC Chairman Laura V. Swett said the effort would support “a resilient, reliable, and forward-thinking grid” while protecting consumers and giving investors more certainty. In practice, the relevant question remains which tariff and proceeding govern the specific facility.
Examples that show why location matters
Minnesota: stated customer cost responsibility
The Minnesota Public Utilities Commission says state law prevents utilities from passing the costs of serving data centers to other ratepayers. Its description says data centers must pay for necessary electrical-system upgrades and buildouts, while utilities must propose special rates for very large customers. The commission also reviews Electric Service Agreements.

Ohio: an 85% capacity floor
The Ohio Consumers’ Counsel reports that the Public Utilities Commission of Ohio adopted an AEP Ohio tariff on July 9, 2025, requiring new large data centers to pay for at least 85% of their contracted electricity capacity, for up to 12 years, even when actual use is lower. The figures describe the tariff reported by the Consumers’ Counsel, not a general national standard.
The same page says industry groups appealed the decision to the Ohio Supreme Court in November 2025. Anyone relying on the rule for a particular project should check the current docket and tariff because the procedural status may change.
Illinois: transmission charges can be shared
In a concurrence concerning a ComEd agreement with Aligned Data Centers, FERC Commissioner Judy W. Chang described ramping transmission-charge commitments that continue to matter if the facility is delayed or canceled. Her analysis also explains that transmission upgrades may be added to ComEd’s transmission revenue requirement and recovered through rates paid by all transmission customers.
Chang warned that the customer’s minimum commitment could be insufficient if upgrade costs are high or the customer stops service before long-lived assets are paid off. That is an analysis of that agreement, not a finding that every data center shifts costs to other customers.

Alberta: customer payments and private generation
The Government of Alberta says a data-center customer pays for power, its connection and infrastructure. On the province’s page about data-center power bills, Meta’s Sturgeon County campus is described as using grid supply alongside generation built beside the campus with private money. The page estimates nearly $200 million per year in transmission fees for the project at the described grid load and says the customer also pays connection costs.
The same government page describes a new natural-gas plant beside the campus costing $4.6 billion, funded by private companies. Those are project-specific government figures and a provincial policy example, not a benchmark for data centers elsewhere.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Could your electric bill rise?
Possibly, but a headline about a new data center does not prove that household customers will subsidize it. A customer-specific connection charge, minimum payment or special rate can leave the operator bearing most of the dedicated cost. Conversely, a regional transmission upgrade can enter a revenue requirement paid by a wider class of transmission customers, which may ultimately affect utility rates.
The effect on a household bill depends on the utility’s rate design, the regulator’s allocation decision, the size of the upgrade and whether the data center’s payments cover the costs assigned to it. There is no published national statistic establishing what percentage of all data-center infrastructure is paid by operators versus other ratepayers.

Questions a billpayer should ask
- Is the project a dedicated facility or a network upgrade with multiple beneficiaries?
- Does the utility have a special large-load tariff or an approved service agreement?
- Are construction costs collected up front, through monthly charges, or through a long-term capacity commitment?
- Who pays if the campus is delayed, canceled or uses less electricity than forecast?
- Will the upgrade be included in a regulated transmission or distribution revenue requirement?
- What protections exist against stranded assets if the customer leaves?
A practical method for analyzing one project
- Identify the jurisdiction. Record the state or province, serving utility, regional grid operator and regulator.
- Locate the governing documents. Obtain the current electric-service tariff, interconnection rules and any customer-specific service agreement.
- Map each asset. Separate the campus equipment, dedicated connection, local distribution work, transmission upgrades, generation and shared reliability projects.
- Read the payment provisions. Mark minimum demand, contracted capacity, ramp milestones, deposits, security, cancellation charges and the agreement term.
- Trace cost recovery. Determine whether each asset is billed directly to the customer or placed in a broader utility or transmission revenue requirement.
- Compare useful life and contract life. A payment term can end before a substation or transmission line is fully depreciated.
- Check downside scenarios. Look for provisions covering cost overruns, lower usage, construction delay, default and early termination.
- Review current filings. Regulatory decisions and appeals can change the operative tariff, so confirm the latest orders and docket entries.
What a fair allocation is trying to balance
Regulators generally have to balance three interests: making the large customer pay for costs it causes, preventing existing customers from absorbing avoidable risk, and allowing the grid to capture benefits that extend beyond one campus. The U.S. Department of Energy identifies fair allocation, stranded-asset risk and resource adequacy as central large-load rate-design issues.
A strict customer-pays model can protect households but may charge a data center for facilities that later become useful to the wider system. A broad socialized model can spread the cost of a beneficial regional project but may leave ordinary customers exposed if the forecast load disappears. Tariffs and agreements attempt to manage that trade-off with minimum payments, phased construction, collateral and review by the regulator.
Bottom line for consumers and project investors
Power infrastructure for a data center is paid for through a mix of customer charges, utility rates, transmission allocations and private financing. Dedicated assets are more likely to be assigned directly to the data center; shared network investments may be recovered from a broader group. Minimum-capacity and long-term payment clauses can make the operator responsible even when its actual electricity use is low, but they do not automatically cover every upgrade or protect ratepayers from every stranded-asset risk.
For a reliable answer about a particular campus, identify the location and utility, then read the tariff, service agreement and latest regulator filings. Without those documents, claims that data centers always pay their own grid costs—or that households always subsidize them—go beyond what the available rules and examples establish.
