There is no worldwide tourist VAT-refund rule. Eligibility is set by the country or territory where you shop. Under the European Union traveller scheme, you may qualify when your permanent home or habitual residence is outside the EU, you buy qualifying goods for export in your personal luggage, meet the destination country’s minimum purchase value, take the goods out within the permitted period and complete the required export validation. The retailer or refund intermediary must also support the scheme.
The United Kingdom requires a separate jurisdiction check. Great Britain (England, Scotland and Wales) ended its carried-goods tourist refund scheme on 1 January 2021. Northern Ireland retains a separate scheme for eligible visitors normally resident outside the EU and Northern Ireland, but only participating retailers can provide it.

What determines whether a tourist can claim VAT back?
“Tourist” is not, by itself, a tax qualification. The decisive questions are where you normally live, where you bought the goods, what you purchased, whether the seller participates, how much you spent, and whether you export the goods correctly.

A passport may help establish nationality, but a non-EU passport alone is not always the complete proof of residence. An EU national who lives permanently outside the EU can qualify if they can prove that overseas residence.
- Type of purchase: The traveller route concerns goods that leave the EU in your personal luggage. It is not a general refund for hotel stays, restaurant meals, transport, excursions or other services consumed during your trip.
- Value: Each EU Member State sets its own minimum qualifying purchase value. There is no single EU-wide amount that can safely be applied to every country.
- Export: The goods must leave within the applicable deadline and the export must be evidenced through the required customs or other validation process.
- Procedure: You need the retailer’s VAT-refund paperwork and must follow the retailer’s or refund operator’s payment process. A shop that does not participate does not have to issue a tourist claim.
The European Commission’s overview describes these practical requirements in its VAT refunds guidance. The legal framework is in Article 147 of the VAT Directive, in the consolidated text dated 14 April 2025.

EU eligibility: the requirements in order
1. Your normal residence is outside the EU
The scheme is aimed at travellers who are not established in the EU. You normally demonstrate this with a non-EU passport or another recognised residence document. Nationality and residence are not identical: an EU citizen who permanently lives in, for example, a non-EU country may be eligible when the retailer and authorities accept evidence of that residence.
Conversely, a non-EU national who is legally resident in an EU country may not qualify merely because their passport is from elsewhere. The relevant test is your permanent address or habitual residence under the destination’s rules.
2. You buy goods, not trip services
The goods must be intended for export and carried out of the EU in your personal luggage. Items that you consume during the visit generally do not fit this traveller-goods route. The same distinction matters for services: paying VAT on accommodation, food or an attraction does not automatically create a tourist refund claim under Article 147.

3. Your purchase reaches the country’s minimum value
Every Member State applies its own minimum purchase requirement. Some countries calculate the amount per invoice, while others may apply local conditions to purchases from the same retailer or on the same day. Because the amount and calculation method can change, check the tax authority’s current rule or ask the participating retailer before paying.

Article 147 establishes a value condition but also allows Member States to grant relief below the directive’s stated threshold. That is why a figure quoted for one EU country should not be presented as a universal EU minimum.
4. You export the goods within the deadline
The Commission summary states that eligible goods must leave the EU within three months of purchase. Article 147 expresses the period as before the end of the third month following the month in which the supply takes place. For example, a purchase made at any time in April is generally within the directive’s formulation if exported before the end of July, subject to the Member State’s procedure and any system-specific date calculation.
Keep the goods available and unused as required by the local process until export validation. A deadline is not extended simply because you remain a tourist longer or because the retailer issued the form late.
5. You obtain proof of export
Ask for the VAT-refund document when you buy the goods. At departure, present the goods, passport or residence evidence and the paperwork at the required customs, kiosk or electronic validation point. The Commission’s summary identifies an export-stamped refund document as proof that the goods left the EU. The exact location and sequence vary by Member State, airport, border and retailer.

6. The retailer or intermediary participates
VAT refunds are not an automatic right against every shop. The retailer must be set up to issue the relevant document, and some claims are paid through a refund intermediary. Confirm participation before completing the purchase, ask which documents are required and check whether the refund is paid to a card, bank account or another method. The amount returned may be less than the VAT charged when an intermediary or retailer deducts a processing fee; the final payment method and any deduction are part of that operator’s terms.

Great Britain versus Northern Ireland
Do not treat “the UK” as one tourist-refund jurisdiction. The rules differ between Great Britain and Northern Ireland.
| Place of purchase | Carried-goods tourist scheme | Who may qualify | Key limitation |
|---|---|---|---|
| Great Britain: England, Scotland and Wales | Withdrawn effective 1 January 2021 | There is no current carried-goods tourist refund scheme on the basis described here | A retailer may arrange a separate VAT-free export by shipping goods directly overseas; that is not a tourist carrying goods to a departure point and claiming a refund |
| Northern Ireland | Separate VAT Retail Export Scheme remains available | Visitors normally resident outside the EU and Northern Ireland; certain people permanently emigrating outside the EU may qualify under additional conditions | Retailer participation is voluntary, and refunds are not available for goods or services consumed in Northern Ireland |
HM Revenue & Customs announced the Great Britain withdrawal in its 11 December 2020 policy paper. The Northern Ireland eligibility rules appear in HMRC’s VATRESNI2100 guidance.

You must normally live outside both the EU and Northern Ireland. The scheme is voluntary, so ask the retailer before buying whether it participates and which refund company or process it uses. HMRC explains retailer participation and refund-company arrangements in VATRESNI2200.

The goods must be exported with the evidence required by the scheme. Items or services consumed in Northern Ireland do not qualify. HMRC’s limits and the distinction from Great Britain are set out in VATRESNI8350.
How to claim: a practical departure checklist
- Confirm the jurisdiction. Identify whether the purchase is in an EU Member State, Great Britain or Northern Ireland. If your trip crosses borders, the purchase location controls the scheme.
- Check your residence evidence. Carry your passport and, where nationality does not prove residence, the additional document the retailer or authority accepts.
- Choose a participating retailer. Ask before payment whether the shop issues tourist VAT paperwork, whether a minimum spend applies and what refund operator handles the claim.
- Request and inspect the form. Make sure your name, passport or document details, purchase information and refund method are accurate. Correct errors before leaving the shop.
- Keep goods and documents together. Do not pack the items where you cannot present them if an official asks to inspect them. Keep invoices, refund forms and proof of residence accessible.
- Plan the export point. Determine where validation occurs at your airport, port or land border. If the goods are in checked baggage, ask the airport or carrier where to obtain export validation before the bag disappears from your control.
- Validate before the deadline. Present the goods and paperwork at the required customs or electronic station while departing. Obtain the stamp or digital confirmation that proves export.
- Submit the validated claim. Follow the retailer’s or intermediary’s instructions for mailing a form, using a drop box or completing an electronic claim. Keep a scan or photograph and retain any tracking reference.
- Monitor payment terms. Refund timing, currency conversion and processing deductions depend on the operator. Contact that operator with your claim reference if payment does not arrive within its stated period.
Common reasons a claim fails
You rely on nationality instead of residence
A passport showing non-EU nationality may not establish that you live outside the EU. Bring accepted residence evidence, especially if you hold an EU passport while residing abroad or hold a non-EU passport while legally living in the EU.
You assume every purchase qualifies
Food, hotel services and other items consumed during the trip are not interchangeable with exportable goods. Ask whether the item can be treated as a qualifying good and keep it available for inspection.

You leave without validation
A retailer’s form is not, by itself, proof that the goods left the territory. Without the required stamp or electronic export confirmation, the refund operator may reject the claim.
You depart from the wrong place or after the deadline
Validation must occur at the departure route and within the applicable period. A later flight, a connection through another country or a land crossing can change where the export must be demonstrated.
You confuse Great Britain with Northern Ireland
Shopping in London, Edinburgh or Cardiff does not use the Northern Ireland scheme. Great Britain’s carried-goods scheme ended on 1 January 2021; Northern Ireland’s separate rules apply only to qualifying purchases there.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThe retailer does not participate
Participation is not universal. If the seller cannot issue the required paperwork, there may be no tourist claim even when your residence and travel plans otherwise fit the legal framework.
How to decide before you shop
Use this six-part check before treating a VAT refund as part of your travel budget:
- Destination jurisdiction: Which country or UK territory charged the VAT?
- Usual residence: Can you prove that your permanent home is outside the relevant eligibility area?
- Goods and value: Are the items exportable, and does the transaction meet the local minimum?
- Deadline: When must the goods leave, calculated under that jurisdiction’s rule?
- Departure validation: Where will you present the goods and documents, and can you access that point before checking baggage?
- Participation and payout: Does the retailer participate, who processes the refund and what deductions or payment method apply?
If any answer is unclear, ask the retailer and consult the destination’s current tax authority guidance before paying. Rules, thresholds and operating procedures are local and can change even when the broad EU framework remains the same.
Bottom line
A tourist can usually claim under the EU traveller scheme only when they live outside the EU, buy qualifying goods for export in personal luggage, meet the destination country’s minimum value, remove the goods within the permitted three-month period and obtain the required export validation from a participating retailer or intermediary. Great Britain has no carried-goods tourist refund scheme since 1 January 2021. Northern Ireland has a separate, voluntary scheme for eligible non-EU visitors, with its own conditions. Check the exact country, residence evidence, threshold, departure procedure and retailer participation before assuming any VAT will be returned.
