Who Handles GST Queries, Assessments, Appeals, and Complaints in India?

In India, the correct GST contact depends on the problem. GSTN handles faults on the GST portal, CBIC Mitra handles ACES-GST and SBS system issues, a registration-application grievance follows the jurisdictional route in CBIC Instruction 04/2025-GST, an assessment or adjudication order is challenged before the prescribed Appellate Authority, and an administrative delay or service complaint goes to the relevant GST Commissionerate.

These channels are not interchangeable. A helpdesk ticket may resolve a login or portal error, but it does not replace an appeal filing or stop an appeal deadline. First identify the affected system, the type of decision involved, and whether Central or State jurisdiction is responsible.

Choose the GST route by issue type

Use this classification before contacting anyone. It prevents a technical complaint from being sent to an appellate authority, or a statutory appeal from being treated as a general grievance.

Issue Responsible route What to do
GST portal, login, filing or website fault on www.gst.gov.in GSTN support Use the GSTN number or self-service system and retain the ticket details.
ACES-GST (Central Excise and Service Tax) or SBS system problem CBIC Mitra Contact the CBIC Mitra helpdesk using its published phone number or email.
Query, delay or rejection ground in a GST registration application Jurisdictional GST administration under Instruction 04/2025-GST Use the Central-jurisdiction grievance route and provide the ARN, jurisdiction and a short statement of the issue.
Disagreement with an assessment or adjudication order Prescribed Appellate Authority under section 107 of the CGST Act File the statutory appeal in the applicable form within the legal period.
Administrative delay or service complaint Relevant GST Commissionerate Check the Commissionerate’s current Public Grievance Committee, Public Relations Officer or escalation procedure.

The GST portal also provides a Know Your Jurisdiction facility. Use it to confirm whether the relevant assignment is Central or State and to identify the responsible office; do not infer jurisdiction solely from your business address.

GST portal queries: contact GSTN

For a problem occurring on the main GST portal, CBIC’s contact information lists GSTN support at 1800 103 4786. The listed self-service route is https://selfservice.gstsystem.in/. The portal also offers help material and a query form.

What belongs with GSTN

  • Unable to log in or receive a portal authentication response.
  • A registration, return or payment workflow that will not load or submit because of a system error.
  • A portal message that appears inconsistent with the transaction you are trying to complete.
  • Questions about using a GST portal feature when no tax order is being challenged.

Describe the exact screen, date and time, GSTIN or ARN where relevant, and any error text. Save screenshots and the ticket or reference number. Those records can show that you reported a technical failure, but a support ticket is not a statutory filing and does not, by itself, extend a legal deadline.

ACES-GST and SBS problems: use CBIC Mitra

CBIC distinguishes problems in its ACES-GST (CE and ST) and SBS systems from issues on www.gst.gov.in. For those systems, the published CBIC Mitra contact is 1800 425 0232, with the email address [email protected].

State which system is affected, identify the transaction or service, and include the reference number shown by that system. Sending an ACES-GST problem to GSTN can delay routing because the two support channels serve different systems. Confirm the current contact details on the official CBIC contact page before relying on them, since helpdesk details can change.

GST registration queries, delays and rejection grievances

Registration applications have a separate administrative mechanism. CBIC Instruction 04/2025-GST, dated 2 May 2025, addresses grievances about queries raised or rejection grounds in applications assigned to Central jurisdiction. It is not an appeal against a final tax order.

Central-jurisdiction application

An applicant whose ARN is assigned to Central jurisdiction may approach the jurisdictional Zonal Principal Chief Commissioner or Chief Commissioner. The instruction says:

“Any applicant whose Application Reference Number (ARN) has been assigned to Central jurisdiction and who has a grievance in respect of any query raised in contravention of the said instructions, regarding grounds of rejection of application etc. may approach the jurisdictional Zonal Principal Chief Commissioner/Chief Commissioner.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The instruction is signed by Gaurav Singh, Commissioner (GST). Your submission should contain:

  • the Application Reference Number (ARN);
  • whether the application is assigned to Centre or State jurisdiction; and
  • a brief, factual statement of the query, delay or rejection ground you dispute.

State-jurisdiction application

If the grievance concerns State jurisdiction, the Central office receiving it forwards the matter to the concerned State jurisdiction and endorses a copy to the GST Council Secretariat. That forwarding arrangement does not turn the matter into a Central appeal. Use the jurisdiction information confirmed through the portal and keep a copy of everything submitted.

When the officer’s query is proper

The instruction allows the administration to advise the applicant when the officer’s query is found proper. The mechanism is therefore a way to raise a concern about the registration process, not a guarantee that the registration will be approved or that every query will be withdrawn.

Challenging an assessment or adjudication order

If the issue is the substance or legality of an order passed by an adjudicating authority, use the statutory appeal route. Section 107 of the CGST Act provides for an appeal to the prescribed Appellate Authority. A general rule is that the appeal must be made within three months from communication of the order.

What an appeal requires

  1. Read the order and record the date on which it was communicated. Identify the issuing adjudicating authority, the order number, the tax period and every issue you intend to challenge.
  2. Confirm the correct Appellate Authority for that order and jurisdiction. The authority is determined by the GST law and administrative assignment, not by whichever helpdesk answers first.
  3. Prepare the appeal in Form GST APL-01 and attach the supporting material required by the current rules, including the order and documents that explain the grounds of appeal.
  4. Complete the filing and retain the acknowledgement, filed form and uploaded documents. CBIC’s published appeal rules also describe a seven-day hard-copy or document-submission step where applicable; check the version of the rules governing your filing.
  5. Monitor the appeal record and comply with any further direction from the Appellate Authority.

The three-month period is a statutory deadline, not a target response time. A portal complaint, email to a helpdesk or request for administrative intervention does not substitute for filing APL-01. Because forms, rule text and procedural requirements can be amended, verify the current CGST Act, appeal rules and the order itself immediately after receiving an order. A qualified GST professional can help with a fact-specific appeal, especially where limitation, documents or the correct forum is uncertain.

Administrative complaints and officer delays

A complaint about delay, non-response or the way an office handled a matter is different from an appeal on tax liability. CBIC’s general GST grievance guidance describes Public Grievance Committees in GST Commissionerates and identifies a designated Public Relations Officer for technical or administrative information. It also describes escalation to senior officers when there is delay.

How to make an administrative complaint useful

  • Address it to the Commissionerate that controls the relevant file, as identified through the jurisdiction lookup.
  • State the ARN, GSTIN, order or application reference and the dates of your earlier contacts.
  • Explain the specific service failure: for example, no response to a submitted document or an unexplained delay.
  • Attach acknowledgements, notices and correspondence in chronological order.
  • Ask for a defined administrative action, such as confirmation of the officer handling the file or an update on a pending communication.

CBIC’s material is general: it does not establish one detailed, current all-India complaint form, a universal service-level agreement or a guaranteed resolution time. Check the relevant Commissioner’s published procedure before filing. An administrative complaint should not be used to allege misconduct without evidence, and it cannot replace the statutory appeal against an order.

Central and State jurisdiction: how to avoid the wrong office

GST administration is divided between Central and State authorities. Two businesses in the same city can have different assignments, and an application can be routed differently from another matter involving the same taxpayer. The Know Your Jurisdiction function on the GST portal is the practical starting point.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open the GST portal’s jurisdiction lookup.
  2. Search using the available taxpayer or location details.
  3. Record the displayed Centre or State assignment and the named jurisdictional formation.
  4. Use that information when contacting a Commissionerate, preparing a registration grievance or checking the appellate forum.

If an office tells you that another jurisdiction is responsible, ask for the transfer or forwarding reference and retain it. That creates a clear record without assuming that the first office has jurisdiction over the merits.

A decision tree for common GST situations

The portal will not let you submit a return

Document the error, try the GSTN self-service route and call GSTN support at 1800 103 4786. If the problem concerns an ACES-GST or SBS screen instead, use CBIC Mitra at 1800 425 0232 or [email protected].

Your registration application received an objection

First determine whether the ARN is assigned to Central or State jurisdiction. For a Central assignment, send the grievance to the jurisdictional Zonal Principal Chief Commissioner or Chief Commissioner with the ARN, Centre/State designation and brief issue. A State-jurisdiction concern is forwarded to the State authority under the 2 May 2025 instruction.

You disagree with a tax order

Treat it as an appeal matter. Note the communication date, identify the prescribed Appellate Authority and prepare Form GST APL-01 within the general three-month period. Do not rely on a complaint number as proof that an appeal was filed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An officer or office has not acted

Use the relevant Commissionerate’s Public Grievance Committee, Public Relations Officer or senior-officer escalation route, following the local procedure. Describe the administrative delay separately from any legal disagreement with an order.

Records to keep for any GST contact

  • GSTIN, ARN, order number or other transaction reference.
  • Dates of notices, portal attempts, calls and submissions.
  • Copies of uploaded forms, acknowledgements, emails and screenshots.
  • The name or designation of the office contacted and every ticket or diary number.
  • A calendar reminder for any statutory deadline, especially the appeal period.

These records help an authority locate the matter and help you prove what was submitted. They do not change the legal test for limitation or establish that an appeal was accepted.

When individual professional help is sensible

A routine portal fault can usually be handled through the published support channel. Consider advice from a qualified GST professional when an order has been served, the correct appellate forum is unclear, the three-month period is approaching, several tax periods are involved, or the dispute turns on evidence and legal interpretation. Professional assistance is case-specific; government helpdesks can explain system operation but do not act as your appeal representative.

Check contacts and law before filing

CBIC contact numbers, local grievance arrangements, forms and procedural rules can change. Recheck the current GST portal, CBIC contact information, the text of section 107 and the appeal rules on the date you act. This guide provides procedural orientation for India and is not individualized tax or legal advice.
