The child is the subscriber and sole beneficiary of an NPS Vatsalya account. A parent or legal guardian only operates it for the child until age 18; the guardian does not own the corpus. At 18, control moves to the young adult after fresh KYC and nominee details are furnished and verified. The subscriber can then continue in NPS Vatsalya to age 21, transfer the entire corpus to the NPS All Citizen Model (or another applicable NPS model), or exit under the applicable corpus and annuity rules.
Who legally owns and controls an NPS Vatsalya account before 18?
Under the NPS Vatsalya Scheme Guidelines 2025, the account is an individual pension account opened for a minor through a guardian. The minor is both the subscriber and the sole beneficiary. The account, including its Permanent Retirement Account Number (PRAN), is in the child’s name.

The parent or legal guardian is the account operator until the child reaches majority. That means the guardian completes account-opening formalities, makes contributions, chooses the Pension Fund and Central Recordkeeping Agency (CRA), and carries out permitted transactions on the child’s behalf. It does not mean the guardian can treat the balance as personal savings, pledge it for personal purposes, or redirect the benefits to somebody else. Contributions, investment returns and eventual benefits are intended exclusively for the child’s future financial security.
- Subscriber: the minor named on the account and PRAN.
- Beneficiary: the same minor, who is entitled to the account’s benefits.
- Operator before 18: the parent or legal guardian, acting only for the minor.
- Owner for personal use: neither the guardian nor another family member; the corpus is not the guardian’s property.
This distinction matters if parents separate, a guardian changes, or family members disagree about withdrawals. Operational authority before 18 is a custodial role, not ownership.

What changes on the child’s 18th birthday?
At 18, the subscriber becomes responsible for the account. The young adult must complete fresh KYC, provide nominee details and satisfy any other requirements specified by the Pension Fund Regulatory and Development Authority (PFRDA). The account’s management rights do not simply become fully usable without this step.
The Guidelines state that withdrawals are not permitted until the required information has been furnished and verified. In practical terms, the subscriber should contact the CRA, Point of Presence (PoP) or the relevant online channel before attempting a transaction, confirm the date on which the system records majority, and complete the requested identity, address, bank and nomination checks.
- Obtain the account statement or PRAN details from the guardian and confirm that the subscriber’s name and date of birth are correct.
- Complete the fresh KYC process through the CRA, PoP or eNPS route accepted for the account.
- Submit nominee details and any bank information required for the transaction the subscriber wants to make.
- Wait for verification and check that the account is enabled for transactions; an unverified record can block withdrawals.
- Choose whether to continue, transfer the corpus to another applicable NPS model, or exit.
The account can remain in NPS Vatsalya during the period from age 18 to 21. The subscriber is not forced to cash out at 18.

| Choice | What happens to the corpus | Main requirements or consequences |
|---|---|---|
| Continue in NPS Vatsalya | Savings remain in the minor-focused NPS account until the subscriber chooses another route, but not beyond age 21 under this framework. | Fresh KYC and nominee details must be furnished and verified. The account remains market-linked. |
| Transfer to another NPS model | The entire accumulated corpus moves to the NPS All Citizen Model or another applicable NPS model. | Required KYC and other PFRDA requirements must be completed. This is a transfer of the full corpus, not a partial cash withdrawal. |
| Exit | The subscriber receives a lump sum and, where required, buys an annuity. | If the corpus is below ₹8 lakh, the full amount may be taken as a lump sum. If it is ₹8 lakh or more, up to 80% may be taken as a lump sum and at least 20% must be used to purchase an annuity. |
The higher-corpus rule is expressed in the Guidelines as permission to withdraw up to 80% as a lump sum and reinvest the balance in an annuity plan from an Annuity Service Provider. The PFRDA scheme page summarizes that balance as a minimum 20% annuity allocation. The ₹8 lakh test applies to the corpus at exit; it is not a statement about investment performance or a guaranteed amount.
Continuing in NPS Vatsalya
Continuing keeps the account under the Vatsalya framework while the subscriber is between 18 and 21. The subscriber still needs verified KYC and nomination information. Because NPS Vatsalya is contributory and market-linked, the balance can rise or fall with the selected investment option; PFRDA does not promise a fixed return.
Moving the entire corpus to another NPS model
A subscriber who wants an ordinary adult NPS arrangement can shift the full accumulated corpus to the NPS All Citizen Model or another model permitted by PFRDA. The transfer route avoids an exit calculation at that point, but it does not remove the need for KYC, nomination and any model-specific requirements. Confirm the receiving model and paperwork with the CRA or PoP handling the PRAN.

Exiting the account
Exit is not automatically available on demand merely because the subscriber turns 18. The subscriber must complete the required verification and follow the applicable process. A corpus below ₹8 lakh can be paid entirely as a lump sum under the current scheme page. At ₹8 lakh or above, the lump-sum portion is capped at 80%, and at least 20% must purchase an annuity from an approved Annuity Service Provider. The annuity converts part of the corpus into a stream of payments rather than an immediate cash amount.

What if the subscriber does nothing by age 21?
Doing nothing does not produce an automatic payout. The Guidelines say that if no continuation, transfer or exit option is exercised between ages 18 and 21, the account is deemed shifted after that period to the same Pension Fund’s high-risk variant under its Multiple Schemes Framework. This is described as a variant with higher equity exposure.
Once that deemed shift occurs, the special NPS Vatsalya exit and withdrawal choices stop applying. Later withdrawals follow the regular PFRDA NPS exit regulations and any applicable conditions, including verified KYC and other required information. The account is not converted into cash simply because the subscriber missed the decision window.
There is also a separate dormancy consequence. The Guidelines state that, until required details are furnished and verified, no subsequent transactions are allowed; after age 21, the account becomes dormant. A dormant status therefore signals a compliance and servicing problem to resolve with the CRA or PoP, not an entitlement to an immediate payment.

Partial withdrawal is narrower than a full exit. The Guidelines permit it only for specified purposes:

- the minor’s education;
- treatment of specified illnesses; or
- disability exceeding 75%.
The account must have been open for at least three years. The maximum is 25% of the subscriber’s own contributions, excluding investment returns. For example, returns earned on those contributions do not increase the 25% base.
| Age period | Maximum number of permitted partial withdrawals | Other limits |
|---|---|---|
| Before age 18 | Two | Three-year account age, an approved purpose and the 25% contribution limit apply. |
| Age 18 to 21 | Two additional withdrawals | Fresh KYC must be completed, and the same purpose, three-year and 25% limits apply. |
These are scheme limits, not a general right to withdraw whenever a family needs money. The subscriber or guardian should keep records supporting the stated purpose and ask the CRA or PoP which documents are required for the particular case.

For a resident Indian, a bank account is optional when the account is opened under the Guidelines. A minor’s bank account, or a joint account with the minor, is needed for a partial withdrawal or exit. For an NRI or OCI subscriber, bank details are mandatory. Families should check that the bank account name and subscriber records match before an exit request, because a mismatch can delay payment.
Investment risk and what the account does not promise
NPS Vatsalya is a contributory, market-linked pension account. The value depends on contributions, the selected investment allocation, market movements, charges and the timing of transactions. There is no guaranteed fixed return in the current PFRDA description. The ₹8 lakh threshold, 80/20 exit split, ₹250 contribution minimum, three-year waiting period and 25% partial-withdrawal cap are regulatory parameters, not forecasts of what a child’s account will be worth.
Because the guardian selects a Pension Fund and investment option before 18, the family should retain the original account-opening acknowledgment and annual statements. At majority, the subscriber should review the chosen scheme rather than assuming that the existing risk level still fits their objectives.
Which source should govern when online explanations conflict?
PFRDA’s FAQ contains older or conflicting descriptions, including a seamless Tier I conversion explanation and different contribution or withdrawal figures. Those older FAQ entries should not override the later Guidelines dated 7 January 2026 and the current English scheme page. The Guidelines expressly supersede PFRDA’s September 2024 circular.
The 2026 Guidelines also say they take effect from a date to be notified by PFRDA after the necessary system capabilities are built. The current scheme page presents the three-way continuation, transfer or exit framework, but the materials cited here do not establish whether a separate commencement notice has been issued. For an actual 18th-birthday transaction, verify the live operational status, forms and deadlines with PFRDA or the CRA/PoP servicing the PRAN. The official references are:
- PFRDA: NPS Vatsalya—scheme, eligibility, benefits and rules
- PFRDA: NPS Vatsalya Scheme Guidelines 2025 (circular dated 7 January 2026)
- PFRDA NPS Vatsalya FAQ (older material that may conflict with the later rules)
A practical checklist for the family
- Keep the PRAN, account-opening receipt, contribution history and latest statement in the child’s records.
- Before age 18, confirm the subscriber’s date of birth and spelling of the name in the CRA record.
- After 18, have the subscriber complete fresh KYC and nominee details before requesting any withdrawal or exit.
- Check whether a resident subscriber needs to add a minor or joint bank account for the proposed transaction; NRI/OCI bank details are mandatory.
- Compare the three choices—continue, transfer the full corpus or exit—against the subscriber’s time horizon and need for cash.
- If choosing exit, establish whether the corpus is below or at least ₹8 lakh and plan for the required annuity portion where applicable.
- If no decision is made by 21, understand that the account can move to the Pension Fund’s higher-equity variant and later be governed by regular NPS exit regulations.
- Use the CRA or PoP’s current forms and confirmation rather than relying on an older FAQ or an informal explanation.
Historical wording versus the current framework
The Union Budget statement reproduced in the Guidelines said: “On attaining the age of majority, the plan can be converted seamlessly into a normal NPS account.” That sentence explains the policy intent behind an adult transition, but it is not a complete description of the current menu. The later Guidelines and current PFRDA page add the ability to continue in Vatsalya to age 21 or exit under the corpus and annuity provisions. The operative choice for an individual account therefore depends on the later rules, verified KYC and the system procedures available when the subscriber turns 18.
