The Commissioner, or an officer empowered by the Commissioner, authorizes the interception. The physical verification is normally performed by a proper officer authorized through that route. A different officer may physically verify a specific conveyance when the officer has specific information about tax evasion and obtains the required approval.
The person in charge should be ready to provide the applicable tax invoice, bill of supply, bill of entry, or delivery challan, together with the e-way bill or its number in an accepted electronic form. A printed e-way bill is not invariably required: official GST Network guidance says the e-way bill number may be carried electronically and quoted to the proper officer. The exact record depends on the transaction, the transport mode, and the current rules and notifications.

What Rule 138B allows
Rule 138B is the specific provision dealing with interception of conveyances for e-way bill verification. It applies to goods moving within a State or Union territory as well as goods moving between States or Union territories. The power is not assigned indiscriminately to every person who stops a truck.
Who authorizes the interception
The Commissioner may authorize a proper officer to intercept a conveyance. An officer whom the Commissioner has empowered may also make that authorization. This is the authorization layer: it establishes that the stop is for the statutory e-way bill verification process.

Who carries out physical verification
Physical verification is carried out by the proper officer authorized by the Commissioner or by the empowered officer. Rule 138B also contemplates a separate route for a specific conveyance: another officer can physically verify it after receiving specific information relating to tax evasion and obtaining the necessary approval. Therefore, the authority to authorize an interception and the authority to conduct a particular physical check are related but distinct questions.
Authorization wording in the 2026 PIB FAQ
A Press Information Bureau FAQ published on 9 October 2026 describes interception in terms that include authorization and recorded reasons. That wording should not automatically be treated as the text of Rule 138B itself. The CBIC rule compilation and the PIB FAQ are different sources, and the applicable statutory text, notifications and facts should be checked before asserting that the PIB formulation governs every stop.
Which documents and information should be available?
Rule 138A and the official e-way bill FAQ describe a record-based check. The correct document is determined by what the goods are and why they are moving; the law does not require the person in charge to carry every document in the list for every consignment.

The table is a decision guide, not a direction to carry all five transaction documents simultaneously. For example, a movement supported by a delivery challan because it is not by way of supply should not be described as requiring an invoice as well unless the transaction facts independently call for one.
E-way bill paper versus electronic number
GST Network FAQ material says the person in charge may carry the e-way bill number electronically and quote it to the proper officer. That can be on a permitted electronic device or record. The guidance does not support telling drivers that a printed e-way bill is always compulsory. The officer still needs to be able to locate and verify the relevant e-way bill, and the vehicle and consignment details must correspond with that record.
Vehicle and mode-specific particulars
For road transport, the e-way bill record includes the vehicle number. For rail, air or other modes, the record uses the applicable transport-document particulars. The available official material does not establish a universal, separate paper document beyond the prescribed invoice, bill of supply, bill of entry, delivery challan and e-way bill information applicable to that movement.

How an interception normally works
The following sequence helps a transporter or consignor understand what to do when a vehicle is stopped.

The person in charge should be able to identify the consignor, consignee, goods, vehicle and the reason for transport. Those details should match the applicable GST document and e-way bill record.
- Provide the applicable transaction document. Show or produce the tax invoice, bill of supply, bill of entry or delivery challan that applies to the movement. Do not substitute an unrelated document merely because it is easier to access.
- Provide the e-way bill information. Quote the e-way bill number electronically or provide the permitted copy or record. A printout is not automatically the only acceptable format under the official FAQ guidance.
- Allow the authorized verification. The check is intended to compare the conveyance, goods and records. The legal authority for the stop and the officer conducting the physical verification should be understood separately from the documents being checked.
- Record the timing and outcome. Note when the conveyance was intercepted, what was requested, and when it was released or detained. The time matters for the reporting and detention provisions described below.
What happens after a transit inspection?
Online inspection reports
Rule 138C requires the proper officer to enter a summary report of each inspection of goods in transit online in Part A of FORM GST EWB-03 within 24 hours. The final report is entered in Part B within three days, subject to the extension provision in the rule. The rule’s explanation measures these periods from midnight of the date on which the vehicle was intercepted.
Limits on repeat physical verification
After physical verification has been carried out during transit at one place in a State or Union territory, another physical verification should not ordinarily be carried out in that same State or Union territory. The exception is important: a further check is possible when specific information relating to tax evasion becomes available subsequently. This rule addresses repeated checks in the same jurisdiction; it does not prevent a lawful check based on new, specific information.

Detention lasting more than 30 minutes
Rule 138D gives the transporter a way to upload information on the common portal when a vehicle has been intercepted and detained for more than 30 minutes. The form is FORM GST EWB-04. Uploading that information creates a record of the detention; it is not an automatic release order or a substitute for resolving the officer’s verification or any lawful proceedings.

Rule 138B is an e-way bill verification provision, and the accompanying document requirements come from the applicable Rule 138A framework and related records. The sources do not support an unlimited power to demand any unrelated paper simply because a vehicle has been stopped.

If a request appears unrelated to the consignment or to the prescribed records, the person in charge should politely ask what record is required and note the request. That does not mean refusing a lawful direction; it means preserving an accurate account while the authorized verification proceeds.
What if the e-way bill or prescribed document is missing?
The PIB FAQ discusses situations in which electronic consignment information is absent or prescribed documents are missing and refers to possible inspection or action under section 129. That FAQ is a summary, not a replacement for the current CGST Act, rules, notifications and the facts of the movement.
Consequences can depend on what is missing, whether the document was required for that movement, whether the information can be verified electronically, and what the officer finds about the goods and conveyance. Do not assume that every document mismatch produces the same result, and do not assume that a detention automatically means seizure or a particular tax-and-penalty amount. The statutory provision and any applicable procedure should be checked before taking a position.

- Keep the applicable tax invoice, bill of supply, bill of entry or delivery challan accessible in the permitted form.
- Keep the e-way bill number available electronically; a printed copy is not invariably required by the official FAQ guidance.
- Check that the e-way bill vehicle number or other transport particulars match the conveyance being used.
- Ensure the goods description and quantity are consistent with the applicable transaction document.
- Record the interception time, officer’s requests, inspection location and release or detention time.
- If detention exceeds 30 minutes, consider the transporter’s facility to upload FORM GST EWB-04 information on the common portal.
- If a second physical check occurs in the same State or Union territory, ask whether specific new information relating to tax evasion is being relied on, while continuing to comply with lawful directions.
Important limits and current-law checks
The official CBIC rules material used for this explanation is a dated compilation, and official FAQ pages can change. Before relying on a checklist for a live consignment, verify the current consolidated text of Rules 138A, 138B, 138C and 138D, later Central notifications, and the applicable State or Union territory provisions.
Thresholds, exemptions and special movement conditions are not identical for every consignment. The general e-way bill framework is threshold-linked, but the available FAQ material does not resolve every exemption or special case. The safest approach is to apply the rule to the actual goods, route, value, transport mode and reason for movement, rather than treating this article as a universal document list.
