A Trump Account can be funded by the child, the child’s parents, another individual, a participating employer, the federal pilot program, a government or qualifying nonprofit, or a trustee completing a qualified rollover. For 2026 and 2027, the account’s general annual contribution limit is $5,000. The $1,000 federal pilot contribution, qualified general contributions, and qualified rollovers are outside that $5,000 limit.
Employer contributions have a second rule: up to $2,500 per employee in 2026 and 2027 may be excluded from the employee’s income under a qualifying section 128 program, but that employer contribution still uses part of the account’s $5,000 annual capacity.

Who is allowed to contribute?
The rules permit more than one person or institution to fund the same Trump Account. The child does not need wages or other compensation for contributions to be made. Contributions could not be made before July 4, 2026, according to the IRS Instructions for Form 4547 (12/2025).

The child, a parent, or any other person may make an individual contribution. These deposits count toward the account’s $5,000 annual limit in 2026 and 2027. Individual contributions create basis in the account during the growth period, but the person making the contribution cannot claim a section 219 IRA deduction for it.

There is no compensation test for the child. A newborn or a child with no earned income can still receive individual contributions if an account has been established for that child.
Employers
An employer may contribute to an employee’s Trump Account or to an account for the employee’s dependent through a qualifying section 128 Trump Account contribution program. The employee may exclude up to $2,500 of those contributions from income in each of 2026 and 2027. The exclusion is scheduled to receive inflation adjustments after 2027.
The income exclusion and the account contribution limit are separate measurements. A qualifying employer contribution is still part of the account’s $5,000 annual total. It is not an extra $2,500 of room. The IRS describes the employer rules in Internal Revenue Bulletin 2026-37.

A government or a tax-exempt organization described in section 501(c)(3) may fund a qualified general contribution for a qualified class of account beneficiaries. These contributions are made through the Treasury process and do not count toward the $5,000 annual limit. They also do not create basis.

The federal pilot program
Treasury may make a one-time $1,000 pilot contribution for an eligible child when an authorized individual elects it. The pilot amount is outside the $5,000 cap and does not create basis. Pilot eligibility is narrower than eligibility to open an account.
Qualified rollovers
A qualified rollover moves the full balance of one Trump Account to a rollover Trump Account. The rollover is exempt from the annual contribution cap. Any basis attributable to the transferred balance carries over with the qualified rollover.
How the $5,000 annual limit works
For calendar years 2026 and 2027, the aggregate limit is $5,000 for contributions other than pilot contributions, qualified general contributions and qualified rollovers. The limit is adjusted for inflation after 2027. Contributions are assigned to the calendar year in which they are made; they cannot be treated as prior-year contributions.

The table separates two questions that are easy to confuse: how much can enter an account under the account-level cap, and how much of an employer payment can be left out of an employee’s taxable income. The employer exclusion does not expand the account’s annual contribution room.

Employer contributions: applying both limits
Suppose an employer contributes $2,500 under a qualifying section 128 program in 2026. That entire $2,500 uses part of the account’s $5,000 annual limit, leaving $2,500 of capacity for other contributions that are subject to the cap. The arithmetic is the same whether the remaining money comes from the child, a parent or another individual.
If the employer contributes less than $2,500, only the actual contribution uses the account limit. For example, a $1,000 employer payment leaves $4,000 of the $5,000 annual capacity for other capped contributions. The employee income exclusion cannot exceed the actual qualifying employer contribution and cannot exceed $2,500 per employee for the year.
Multiple employers and multiple dependent accounts
Proposed regulations address an employee who has more than one employer: the combined section 128 income exclusion remains capped at $2,500 per employee, rather than providing a separate $2,500 exclusion from each employer. The proposed approach also prevents an employee from multiplying the exclusion by having several dependent accounts.
These clarifications were proposed, not final, in the cited IRS materials. The IRS announced a public hearing for October 15, 2026, and set September 25, 2026, as the comment deadline. Check the IRS rulemaking record for any later final regulations before relying on a changed interpretation. The announcement is at Treasury, IRS issue proposed regulations on employer contributions to Trump Accounts.

What counts as an exempt contribution?
The $1,000 pilot payment
The pilot payment is a single $1,000 Treasury contribution, not a recurring annual deposit. It is excluded from the $5,000 calculation, so an eligible child could receive the pilot amount and still have the full $5,000 of ordinary annual capacity available for capped contributions in that calendar year.
To qualify for the pilot election, the child must be a U.S. citizen born in 2025, 2026, 2027 or 2028, have a Social Security number, be anticipated to be the authorized individual’s qualifying child for the election year, and not have had a pilot election previously processed. The election may be made on Form 4547 or through the IRS online account process described in the agency’s guidance at Treasury, IRS issue guidance on Trump Accounts.
Qualified general contributions
A qualified general contribution is not an unrestricted gift that any person can simply label as exempt. It is a Treasury-administered contribution funded by a government or a qualifying section 501(c)(3) organization for a qualified class of beneficiaries. When the contribution meets those conditions, it does not use the account’s $5,000 annual limit and does not create basis.

Qualified rollovers
A qualified rollover is different from a new deposit. It transfers the full balance to a rollover Trump Account and is exempt from the annual cap. Because the transferred balance retains its attributable basis, the rollover does not turn previously tracked basis into a new annual contribution.

Opening an account versus qualifying for the pilot
A parent, guardian or other authorized individual may elect to establish an account for a child who has a Social Security number before the calendar year in which the child turns 18. That account-opening rule is broader than the pilot rule. A child may therefore be eligible for an account and ordinary contributions without meeting the pilot’s citizenship, birth-year and election requirements.
The IRS Form 4547 instructions at irs.gov/instructions/i4547 describe the establishment election and contribution mechanics. Keep the account election and the pilot election conceptually separate when completing forms or explaining eligibility to a family member.
How to plan contributions without exceeding the limit
- Identify every payment source. List planned deposits from the child, family members, an employer, Treasury or another trustee.
- Classify each payment. Mark it as individual, section 128 employer, pilot, qualified general contribution or qualified rollover.
- Exclude the three exempt categories. Remove pilot contributions, qualified general contributions and qualified rollovers from the $5,000 calculation.
- Add all remaining contributions for the calendar year. Combine individual and section 128 employer contributions for the same account. The total cannot exceed $5,000 in 2026 or 2027.
- Check the employer income exclusion separately. For 2026 and 2027, compare the employee’s qualifying employer contributions across employers with the $2,500 per-employee exclusion limit.
- Use the actual deposit year. A payment made in 2026 is a 2026 contribution; it cannot be shifted to 2025 or another prior year.
- Retain records. Keep confirmations showing the date, amount, contributor and category, especially when an employer payment and family contributions share the same account.
Common mistakes and how to avoid them
- Adding the pilot to $5,000: The $1,000 pilot contribution is outside the cap.
- Treating employer money as extra room: A $2,500 section 128 contribution uses $2,500 of the account’s $5,000 capacity.
- Applying the employer exclusion per account: The statutory exclusion is measured per employee, not multiplied by the number of dependent accounts.
- Assuming compensation is required: The child does not need earned income for contributions to be made.
- Claiming an IRA deduction: Individual Trump Account contributions do not qualify for a section 219 deduction.
- Calling every charitable payment exempt: Only a qualifying general contribution made through the Treasury framework receives cap-exempt treatment.
- Using the pilot rules for account opening: Opening an account and receiving the pilot payment have different eligibility tests.
- Relying on proposed employer rules as final: The multi-employer and multiple-account clarifications remained proposed in the cited IRS materials.
Worked examples
Family contributions only
A parent contributes $3,000 and a grandparent contributes $2,000 in 2026. The account has reached the $5,000 annual limit. A later $500 individual deposit would exceed the cap unless a qualifying exception applies; the fact that different people made the payments does not create separate $5,000 limits.
Employer plus family contributions
An employer contributes $2,500 under section 128, and a parent contributes $2,500. The account’s capped total is $5,000. The employer amount may qualify for the employee’s income exclusion, subject to the section 128 rules, but it is not in addition to the $5,000 account limit.
Pilot plus ordinary contributions
An eligible child receives the one-time $1,000 pilot contribution. The family may still make up to $5,000 of otherwise capped contributions for that calendar year, assuming no employer or other capped payment has already used that capacity.
Rollover plus new contributions
A trustee transfers the full balance in a qualified rollover. The transferred amount is exempt from the annual cap. New individual or employer contributions made during the same year are evaluated separately under the $5,000 limit.
Key dates and figures
| Rule | Amount or date | Qualification |
|---|---|---|
| General annual account limit | $5,000 | Per calendar year in 2026 and 2027; inflation-adjusted after 2027 |
| Section 128 employer income exclusion | Up to $2,500 | Per employee in 2026 and 2027; inflation-adjusted after 2027; employer payment still counts toward $5,000 |
| Federal pilot contribution | $1,000 | One time for an eligible child; outside the $5,000 limit |
| Earliest contribution date | July 4, 2026 | Contributions could not be made before this date |
| Employer-rule comment deadline | September 25, 2026 | Deadline announced for proposed regulations |
| Employer-rule hearing | October 15, 2026 | Public hearing announced for the proposed regulations |
Bottom line for families and employers
Count individual and qualifying employer contributions together against one $5,000 annual account limit in 2026 and 2027. Keep the $2,500 employer income exclusion separate: it can reduce the employee’s taxable income, but it does not add contribution room. Pilot payments, qualified general contributions and qualified rollovers are the exceptions that do not use the $5,000 cap. Because employer regulations concerning multiple employers and dependent accounts were proposed rather than final in the cited guidance, verify the current IRS status before implementing a payroll program.
