Which Types of Retirement Income Are Taxable by the IRS?

Some retirement income is taxable, some is partly taxable, and some can be excluded. Traditional IRA and pre-tax workplace-plan withdrawals are generally included in federal taxable income. Qualified Roth distributions are generally tax-free. Pension, annuity, Social Security, disability-pension and railroad-retirement payments each have separate rules. The federal result depends on whether contributions were pre-tax or after-tax, whether a distribution meets the definition of qualified, your filing status and other income, and the exact type of benefit. This is a federal overview; state taxation follows different rules.

Retirement income is not one federal tax category

“Retirement income” describes money received during a life stage, not a single line in the Internal Revenue Code. A retiree may have IRA withdrawals, a pension, Social Security, interest, dividends and rental income in the same year. Each source keeps its own tax treatment, and some sources affect the calculation for another source.

As an Amazon Associate I earn from qualifying purchases.

The key questions are:

  • Was the money contributed before tax or after tax, leaving a basis that has already been taxed?
  • Does a Roth withdrawal satisfy all qualified-distribution requirements?
  • Is a pension or annuity payment partly a return of your investment in the contract?
  • What are your filing status and other income when Social Security is tested?
  • Is a disability payment an employer-funded pension, a government benefit or an injury-related payment with a specific exclusion?
  • Which railroad-retirement tier produced the payment?

The IRS explains these distinctions in its guidance on taxable and nontaxable income, pensions and annuities, and Topic 410.

Quick comparison of common retirement-income sources

Source Typical federal treatment What changes the result
Traditional IRA or pre-tax workplace plan Generally taxable when distributed After-tax basis, a qualifying rollover or another specific exclusion
Roth IRA or designated Roth plan Qualified distributions generally excluded from gross income Holding-period and age or other qualifying-event rules
Pension or annuity Fully taxable when there is no after-tax investment; otherwise partly taxable Your cost in the contract and whether payments are periodic or nonperiodic
Social Security retirement, survivor or disability benefits Zero to 85% of benefits may be included in income Filing status, one-half of benefits plus other income, and tax-exempt interest
Supplemental Security Income (SSI) Not taxable SSI is a separate program from Social Security benefits
Employer-funded disability pension Generally taxable Minimum-retirement-age treatment and exceptions for certain government, military or injury-related payments
Railroad retirement Depends on the tier and whether a Tier 1 amount is Social Security-equivalent SSEB versus other Tier 1, Tier 2, vested-dual or supplemental-annuity amounts

Traditional IRAs and pre-tax workplace plans

Withdrawals from a traditional IRA, 401(k), 403(b), governmental 457(b) plan or another pre-tax employer arrangement generally enter taxable income to the extent they represent untaxed contributions or earnings. A distribution is not automatically tax-free merely because it is used for living expenses or taken after you stop working.

After-tax basis can make part of a withdrawal nontaxable

If you made nondeductible or other after-tax contributions, that portion is your basis. Each distribution can contain a taxable part and a nontaxable recovery of basis. The plan’s records and the IRS allocation method determine the split; do not simply subtract the amount you remember contributing from one withdrawal without applying the applicable calculation.

Rollovers can defer current tax

An eligible rollover completed under the applicable rules generally defers tax instead of creating current taxable income. A payment made to you rather than transferred correctly can create withholding and a taxable distribution, so verify the rollover method and deadline before moving money. The IRS discusses rollover and distribution treatment in Publication 575 and Publication 525.

Required minimum distributions

Required minimum distributions (RMDs) are generally included in taxable income except for any already-taxed basis or another amount eligible for tax-free treatment. Under current IRS guidance, account owners generally begin RMDs at age 73, although plan-specific exceptions can apply. Check the current IRS RMD FAQs and your plan administrator for the first-distribution deadline and later annual deadlines.

Roth IRA and designated Roth-plan withdrawals

“Roth” does not mean every withdrawal is tax-free. A qualified distribution from a Roth IRA or a designated Roth account is generally excluded from gross income. Qualification depends on the account’s holding-period requirement and an age or other qualifying event; a withdrawal that fails those tests can have taxable earnings or other consequences.

Keep the account type and the distribution status separate in your records. A designated Roth account is a Roth feature inside a workplace plan, while a Roth IRA follows its own ordering and qualification rules. The IRS explains qualified-distribution requirements in Publication 575 and the senior tax guide, Publication 554.

Pensions and annuities

Payments from a qualified employer pension or an annuity can be fully taxable or divided between taxable income and a tax-free recovery of your investment. If you have no investment or cost in the contract, the payments are generally fully taxable. If you paid part of the cost with after-tax dollars, each payment may recover some of that cost tax-free, with the remainder taxable.

Payment form matters

The correct calculation depends on the plan and whether the payment is periodic or nonperiodic. A recurring monthly pension and a lump-sum or other nonperiodic distribution can require different reporting treatment. Use the plan’s explanation of benefits and the instructions for the applicable tax form rather than assuming the entire gross amount is taxable.

IRS Topic 410 summarizes the rule: “If you receive retirement benefits in the form of pension or annuity payments from a qualified employer retirement plan, all or some portion of the amounts you receive may be taxable unless the payment is a qualified distribution from a designated Roth account.” See Topic 410 and Publication 575 for the cost-recovery rules.

Social Security: when benefits become taxable

Your Social Security retirement, survivor or disability benefits may be taxable even though Social Security payroll taxes were withheld during your working years. The IRS uses a separate combined-income test. Its FAQ describes the starting point as “one-half of your benefits, plus all of your other income, including tax-exempt interest,” compared with the base amount for your filing status. Other income can include pensions, wages, interest, ordinary dividends and capital-gain distributions.

The calculation in practical terms

  1. Start with one-half of your Social Security benefits.
  2. Add your other income, including tax-exempt interest.
  3. Compare that combined amount with the base amounts and ranges for your filing status using the current IRS worksheet.
  4. Include the taxable portion on Form 1040 or Form 1040-SR line 6b; report total benefits on line 6a.

Depending on the result, none, part or as much as 85% of benefits can be included in taxable income. The 85% is the maximum portion included in income, not an 85% tax rate.

2025 higher-income thresholds

For tax year 2025, IRS Publication 915 references $34,000 for an individual and $44,000 for married filing jointly in the higher-income rule under which up to 85% of benefits may be taxable. These are combined-income thresholds within the benefits calculation, not tax brackets. Married filing separately and other special situations use additional IRS worksheet rules, so do not apply the individual or joint figures to those returns.

SSI is different

Supplemental Security Income (SSI) is a separate needs-based program. SSI payments are not taxable, and they should not be combined with taxable Social Security retirement, survivor or disability benefits when you apply the Social Security worksheet.

Disability pensions and disability benefits

An employer-funded disability pension is generally included in income, but its reporting category changes with your age. Before you reach the plan’s minimum retirement age, taxable disability pension payments are generally treated as wages. Beginning the day after minimum retirement age, they are generally treated as pension or annuity income.

Do not treat that rule as covering every disability payment. Certain military and government disability pensions and specific injury-related payments may be excluded or governed by different provisions. Identify who funded the benefit, why it was paid and the plan’s definition of minimum retirement age. The IRS discusses these distinctions in Publication 525, Publication 575 and Publication 907.

Railroad retirement income

Railroad retirement is not taxed as one undivided benefit. Tier 1 contains a Social Security-equivalent benefit (SSEB), which is handled under Social Security rules. Other Tier 1 amounts and Tier 2, vested-dual and supplemental-annuity benefits are addressed separately as pension or annuity income.

Use the information on your railroad statement to identify the component before applying a worksheet. Treating the entire railroad payment as Social Security can overstate or understate the taxable amount. The relevant explanations are in Publication 575 and Publication 915.

Wages, investments and other income during retirement

Reaching retirement age does not convert ordinary income into tax-free income. Wages from part-time work, interest, ordinary dividends, capital gains, rents and other receipts remain subject to their normal federal rules. They can also increase the combined-income figure used to determine how much Social Security is taxable.

For that reason, estimate all sources together rather than examining a pension or IRA in isolation. A tax-exempt bond interest payment may not itself be taxable, yet it is still counted in the Social Security calculation.

How to report retirement payments accurately

  1. Gather the information returns. Use Form SSA-1099 for Social Security, Form RRB-1099 for railroad retirement and Form 1099-R for pensions, annuities, IRAs and many plan distributions.
  2. Separate gross from taxable amounts. A form’s gross distribution is not always the amount that belongs in taxable income. Check the taxable-amount box, basis information and any rollover coding.
  3. Identify Roth qualification. Confirm that the withdrawal meets the applicable holding-period and age or qualifying-event rules before excluding it.
  4. Apply basis and cost rules. For after-tax IRA contributions or an annuity investment, use the required IRS allocation method and the plan’s records.
  5. Complete the current Form 1040 or 1040-SR instructions. Use the current Social Security worksheet for your filing status and the instructions for Form 1099-R amounts.
  6. Review withholding separately. Federal withholding is a prepayment, not a determination that the payment is taxable or the final amount you owe.

If several sources, a rollover, basis or a special disability or railroad component are involved, a qualified tax professional can help apply the current-year forms. The IRS material cited here addresses federal treatment; state income-tax rules vary by state.

Common mistakes to avoid

  • Assuming every IRA or 401(k) withdrawal is fully taxable without checking after-tax basis.
  • Calling every Roth withdrawal tax-free instead of testing whether it is qualified.
  • Applying the 2025 $34,000 or $44,000 figures to a different tax year or filing status.
  • Describing 85% as a tax rate rather than the maximum share of Social Security benefits that may be included in income.
  • Combining SSI with Social Security benefits.
  • Reporting an entire railroad-retirement payment under Social Security rules without separating SSEB.
  • Assuming an employer-funded disability pension has the same treatment before and after minimum retirement age.
  • Using a form’s gross amount as taxable income without checking the taxable portion and rollover or basis information.
